It is proved that the qualitative changes occurring in our national economic system urgently require a more modern approach to the methodological support of the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) and to the criteria of evaluation of economic (economic) production efficiency-economic activity of industrial enterprises and scientific-industrial associations of the state. In the methodological support, special attention should be paid to the main aspects of the development of the production process, which in modern conditions are especially important for improving its economic efficiency (productivity). It is substantiated that the most important from the practical point of view of management issues should be concentrated in the process of improving the subsystem (function) of planning and enhancing the impact of the production and economic mechanism on improving the economic efficiency of the production process and quality of work and the widespread use of new methods of management and increase their influence, to accelerate scientific and technological progress. It is argued that, at the present stage, the first place is not just studying the performance of indicators and criteria for assessing the optimality (quality) provided by the plans, as was the case in the recent past, but the study of scientific validity and intensity of planned tasks, the study of the dynamics of economic (economic) growth efficiency of the industrial production process as a result of accelerated implementation of scientific and technological progress, improvement of quality characteristics and technical parameters of the finished product This means that the full utilization of all in-house reserves and the potential to intensify the development of modern industrial production.

The savings received from the implementation of innovative measures are usually associated with the results of other measures regarding the expansion of production capabilities. In this regard, it is advisable to consider the impact of innovative development of an enterprise on the efficiency of its activities in the framework of studying the economic efficiency of scientific and technological progress and its impact on reducing costs and not using effective innovations in production. The canonical correlation method is used, which allows one to simultaneously analyze the systems of indicators of production efficiency and the factors that define it. To analyze and assess the efficiency of the innovative development of an enterprise, an optimal combination of factors for its increase is proposed, based on the fact that many factors affecting the efficiency of economic activity, together with the complexity of their relationships, have optimal ranges of actions.

It is substantiated that the core of indicators and criteria for evaluating the economic efficiency of the function of economic and analytical information processing are the following main features that distinguish it from other information sets of functionally developed systems of strategic management of industrial enterprises and research and production associations: breadth of information used (planning and regulatory information, accounting and reporting subsystem information, background and technological information, etc. are used in the process of complex economic analysis and evaluation); a large amount of information stored (the amount of information that ensures the comprehensiveness of the complex economic analysis and evaluation, increases due to the fact that the complex economic analysis and evaluation of the activities of industrial enterprises and scientific and industrial associations is carried out in different time intervals, and due to the fact that the accumulation of indicators and criteria for evaluating economic efficiency in the dynamic series is necessary, while maintaining the relationship between indicators and criteria economic efficiency assessment pitches that relate to different time periods); the complexity of the relationship between the baseline indicators and the criteria for evaluating cost-effectiveness (the structure of information in the core of indicators and criteria for evaluating cost-effectiveness of a function is determined by a system of management objects, mediated by a system of indicators and criteria for evaluating cost-effectiveness, on the one hand, and the methodology of complex economic analysis and estimates – on the other hand, therefore, minimizing basic information implies the existence of complex links between indicators and criteria for evaluating cost-effectiveness); the multidimensionality of the processing of stored information (economic and analytical information obtained as a result of the processing of initial indicators and criteria for evaluating economic efficiency, must meet the requirements of decision-making in the operational management of production, in the development of current, retrospective and prospective plans, etc.). It is proved that the specified features of the kernel of general and intermediate result indicators and criteria of estimation of function efficiency make and corresponding requirements to the choice of system for coordinating it and more.

Irrigation production is a means by which agricultural production can be increased to meet the growing food demands in the world. This study evaluated the effect of irrigation ecology on farm household technical, allocative, and economic efficiency of smallholder rice farmers. Cross-sectional data was obtained from 350 rice farmers across rain fed and irrigation ecologies. Stochastic frontier analyses are used to estimate the production efficiency and endogenous treatment effect regression model is used to estimate the impact of irrigation ecology on rice production efficiency. The impact of irrigation ecology on technical efficiency is about 0.05, which implies farmers producing under irrigation ecology are more technically efficient in their rice production than those in rain fed production. The impact of irrigation ecology on allocative efficiency is about 0.33, which shows that farmers participating in irrigation farming are more allocatively efficient in their rice production than those in rain fed production. The impact on economic efficiency is about 0.23, meaning that farmers participating in irrigation farming are more economically efficient in their rice production than those in rain fed production. Irrigation ecology has positive impact on production efficiency; hence farmers should be encouraged to produce more under irrigation for increased yield and profit.

Changing the qualification structure of contractors for the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis, evaluation) at industrial enterprises and scientific and industrial associations, should also strive to ensure that the economic efficiency of economic and analytical work in the sense of its scientific level, results achieved, reliability and timing was highest, and the use of potential staff capabilities was greatest. It is about optimizing the activity of subsystem staff. In this regard, one of the thematic issues of organizational support for the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) is the development of a system of measures that ensure the subordination of activities of personnel to the goals set both before the subsystem and before the system. Management of an industrial enterprise and a scientific-industrial association as a whole, and of those that certainly contribute to the most cost-effective implementation of this economic activity in set direction of development. The whole range of problems of comprehensive provision in functionally developed systems of strategic management of special purpose scientific and industrial associations and enterprises of the industry cost-effective activities of personnel of the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) should be solved on the basis of system approach. The shift in the process of designing the center of gravity of research towards the utilization of the capabilities of the human component of the subsystem (function) is one of the most important and indispensable conditions for the effectiveness of its organizational support, and accordingly, to obtain a given economic (economic) effect from the functional development of the subsystem (function) of analytical processing-economic information empiric (data) (systematic economic analysis and evaluation).

Subject. This article discusses the issues related to the industrial production process re-engineering in a fundamental way in the conditions of Industry 4.0. Objectives. The article aims to identify the current areas of digitalization and the specifics of the implementation of Industry 4.0 achievements at small and medium-sized industrial enterprises (SMEs). Methods. For the study, I applied the methods of theoretical generalization, systems, logical, structural, and comparative analyses, and statistical methods. Results. The article highlights the advantages and limitations associated with the introduction of Industry 4.0 technologies in small and medium-sized industrial enterprises and identifies constraints and prospects for entering new markets. Based on the analysis of indices, the article assesses the state of preparedness and willingness of small and medium-sized enterprises in Russia for digitalization. Conclusions. It is necessary to conduct special studies on various aspects of the implementation of Industry 4.0 technologies at small and medium-sized enterprises.

Purpose. The aim of the article is the development of scientifically substantiated proposals for state support of pig production in Ukraine, which will meet the needs of the domestic market and increase exports. Methodology of research. During the research, general scientific and special methods of economic research were used, in particular: system approach - in studying the connections between phenomena and processes in the system of ensuring the effective development of pig breeding; grouping - to determine the impact of various factors on the level of efficiency of pig production and its quality; comparative - to compare economic processes in pork production in different time periods in order to identify the cause-and-effect relationship; dialectical, abstract and logical - in the implementation of theoretical generalizations, the formation of conclusions. The calculation and constructive method was used in determining the strategic priorities for the development of pig production in agricultural enterprises, substantiation of instruments of state support for pig production. Findings. It is established that the strategic priority of pig production is the introduction of environmentally friendly resource-saving technologies for keeping and feeding pigs, intensive use of the breeding herd and new biotechnological techniques to improve the viability of piglets, energy saving and energy efficiency programs, farm biosafety. Originality. Methodological approaches to substantiation of assessment of potential opportunities of agricultural enterprises in improving the efficiency of pig production and, accordingly, strengthening their market position by calculating an integrated indicator, which includes: market share in the structure of sales, production and livestock, cost indices, profitability, prices, specialization, productivity of pigs, on the basis of which the following groups are distinguished: leaders, enterprises with a strong competitive position, with a weak competitive position, outsiders. Practical value. The results of grouping enterprises on the basis of the calculation of the integrated indicator can be the basis for making management decisions to improve the efficiency of enterprises as a whole. Thus, agricultural enterprises producing pig products with a weak competitive position can increase production efficiency and strengthen their position, provided appropriate technological modernization of the production process, attracting investment in creating their own processing facilities and branded trade, development of organic pigs, as well as integration with meat processing enterprises, trade establishments. Achieving effective pig farming in outsider agricultural enterprises is possible under the condition of technical re-equipment of the production process on an innovative basis, reduction of the cost level due to internal reserves, exit from business; merger with a more powerful competitor. Given the low carbon transformation of our energy systems, demand response has the potential to increase the adaptability of electricity demand to a volatile electricity supply. In this article, we investigate the demand response potential for the case where substituting technologies are available in an energy-intensive industrial production process. The available production technologies may not only differ in their technical characteristics, but also vary by the necessary input materials. We present a generic linear optimization model for such a production process and apply it to a real-world example in the paper industry. The results show that the question of which substituting technologies are used in an optimal production schedule to which degree, is highly influenced by the combination of current input parameters such as prices. In direct consequence, the corresponding demand response potential is not a fixed number. From an operational perspective, this input dependency implies that the price relation of raw input materials used in substituting technologies can be a crucial driving force for the ability and willingness of industrial enterprises to provide demand response. In addition, from a strategic perspective, long-run investments in demand response potentials may rely on expected price development of major input factors.

This paperbased on grain production efficiency and tobacco production efficiency studies the impact of agricultural productivity on urbanization in open economy. Theoretically, a theoretical model allowing biased technological progress is constructed. The research finds that when technological progress is labor-saving technological progress, the improvement of agricultural productivity can significantly improve the level of urbanization. Empirically, using The Panel data of Chinese cities from 2000 to 2014, the empirical study finds that The improvement of grain production efficiency and the improvement of tobacco as a cash crop production efficiency will significantly improve the urbanization rate, and each standard deviation increase of agricultural productivity will increase the urbanization rate by about 4-9.6 percentage points, or about 12-30%. The above findings are robust and hold even after using instrumental variables and introducing more control variables. The research of this paper shows that the improvement of staple grain production efficiency and cash crop production efficiency can effectively improve the level of urbanization in China. Under the new normal of the economy, implementing the rural revitalization strategy and continuing to improve the efficiency of agricultural production is conducive to further improving the urbanization rate and boosting high-quality economic development.

The impact of economic activity, as well as scientific and technological progress on the environment is characterized by production of large amount of pollutants, waste and other factors that lead to changes in natural landscapes, pollution of the atmosphere and natural water resources. Continuous increase and expansion in industrial production of chemicals inevitably entail rise of their environmental load. Exceeding thresholds ecosystems’ reliability under the influence of extreme anthropogenic factors can cause significant changes in conditions of existence and functioning of biogeocenoses.
