Algonquin Provincial Park as Policed Space

This paper explores the creation of Algonquin Park, and its social and economic exclusion of local people, including the people after which the park was named, in favour of industrial resource exploitation. The very foundation of the park in 1893 was a form of exclusion, though Aboriginal people were so socially marginalized that their existence was only subsequently recognized through the casting of their everyday behaviours as deviant. Non‐Aboriginal trappers were also confronted with the prohibition of their primary economic activity. Surveillance and law enforcement became important as hunting and simply entering the space without permission were criminalized. Official publications and brochures highlight the public and recreational aspects of the park, but industrial resource extraction, particularly clear cut logging by private lease‐holding companies, was deemed a legitimate activity. This reflects the related capitalist and colonial values of the provincial government and suggests that the creation of Algonquin Provincial Park was hegemonic and economic. The record of legislation, policy construction and enforcement in the park provide an excellent testimony of this reality.8

Despite Canada’s positive reputation in international circles regarding environmental protection, there are recent signs that this is no longer warranted. Recent changes to the Canadian Environmental Assessment Act (CEAA) clearly present governmental intentions to focus efforts on stimulating economic growth through more rapid resource exploitation at the expense of the environment. Moreover, when assessing the impact of CEAA 2012 on Aboriginal people, one must look beyond the Act itself and take into account other pieces of policy to see the true effects because there are a number of other governmental initiatives that further weaken Aboriginal peoples’ capacity to participate in the resource development review process for undertakings that affect their traditional lands. The result is the silencing of the people who are most affected by resource development.

The opponents of the Great Imam Abu Haneefa are of the view that he, while resolving any new mas’ala or issue, prefers logical considerations as compared to Quran and Hadith. On this a great amount of proofs have been produced by the Hanfi scholars that it is not the case. Imam Abu Haneefa never attempted to violate any rule of “Usoolal.Fiqh” while deducing any new verdict. He has clearly said that when a clear cut and thoroughly proved correct Hadith is found by him, he decides by that, but when there is no such thing available he uses his common sense to solve the problem for the relief of the people. He asserts that Religion, “Deen” is to facilitate the public and not to put them in trouble. In this reference, he has clarified the situation by saying that “when I find Quranic proof I pick that, but when I don’t find that I choose (to study) the Hadith of the Prophet (PBUH), the traditions of His followers which are fully authentic. When I do not find the same (issue) in Quran and Hadith as well, I adopt the sayings of the companions of the Prophet (PBUH). However, whichever of the sayings of the companions is liked by me I take the same and leave the others. I do not adopt sayings of any other one. When “AbrahimSh’abi”, Hussain Abn Sireen and Saeed Bin Al-Museeb did so, it becomes also my right to do “Ijtihad”. He claims that it is not deciding by Ray or like dislike but it is “Ijtihad”. Bieng a great God Fearing person no one can claim that he might have taken any decision or given verdict for other consideration. Shah Waliullah, a great “Religious scholar” of the Sub-Continent says “Fiqh Hanfi is the most righteous sect that is following the “al’Sunat-Al Sahiha”. This and so many other facts and figures have been discussed in the article before hand which is an interesting topic opening a gate way for further research in future.

AbstrakKebijakan publik adalah cara dari pemerintah yang disepakati bersama untuk memenuhi tanggung jawab, seperti melindungi hak-hak dari masyarakat serta meningkatkan kesejahteraan warga Negara. Dunia pada sekarang ini sedang dilanda oleh wabah corona virus disease 2019 atau sering disebut Covid-19. Membuat berbagai sektor menjadi berantakan, tak terkecuali sektor ekonomi. Pemerintah Provinsi Jawa Timur kemudian membuat kebijakan Peraturan Gubernur Nomor 53 Tahun 2020 Tentang Penerapan Protokol Kesehatan dan Pengendalian Covid-19 untuk meminimalisisr peyebaran virus corona. Dimana peraturan tersebut wajib dipatuhi oleh seluruh masyarakat Jawa Timur. Adapun jenis penelitian ini adalah kualitatif  yaitu metode yang berusaha menafsirkan dan memahami makna suatu peristiwa interaksi tingkah laku manusia dalam situasi tertentu menurut perspektif peneliti sendiri. Hasil penelitian menyebutkan bahwa kebijakan publik yang dikeluarkan Pemerintah Provinsi Jawa Timur melalui Peraturan Gubernur Nomor 53 Tahun 2020 banyak merugikan pelaku UMKM, karena penghasilan mereka menjadi berkurang akibat dari pembatasan jam operasional dan pembatasan pengunjung atau tidak diperbolehkan adanya kerumunan. Kata Kunci: Kebijakan Publik; Covid-19; Peraturan Gubernur. Abstract  Public policy is a mutually agreed way of government to fulfill responsibilities, such as protecting the rights of the community and improving the welfare of citizens. The world is currently being hit by an outbreak of the corona virus disease 2019 or often called Covid-19. Making various sectors into a mess, including the economic sector. The East Java Provincial Government then made a policy on Governor Regulation Number 53 of 2020 concerning the Implementation of the Health Protocol and Covid-19 Control to minimize the spread of the corona virus. Where these regulations must be obeyed by all the people of East Java. The type of this research is qualitative, namely a method that seeks to interpret and understand the meaning of an event of human behavior interaction in certain situations according to the researcher's own perspective. The results of the study stated that the public policies issued by the East Java Provincial Government through Governor Regulation Number 53 of 2020 caused a lot of harm to MSME actors, because their income was reduced due to restrictions on operating hours and visitor restrictions or no crowds were allowed. Keywords: Public policy; Covid-19; Governor Regulation.

<p>The challenges we face today, global warming, environmental degradation, resource depletion, habitat loss, and their associated social impacts, require coordination and collaboration between geoscientists and other societal stakeholders for us to craft effective solutions.  These same problems often require coordinated actions across borders, and the people trying to solve these problems, locally and regionally, often suffer from a lack of resources and insufficient access to scientific expertise.</p><p>It is especially important for geoscientists to participate in and advance a culture of civic science, in which societal needs and diverse perspectives shape science, and scientific discoveries inform public understanding, decisions, and policies. This is done by expanding our capacity to support scientists who engage with decision makers and members of the public, both individually and collectively. </p><p>It is for this reason that a group of geoscientists and educators have come together to create the <strong>Global Network for Geoscience and Society.  </strong>Our mission is to strengthen cooperation and catalyze actions that support the global geoscience community by providing a network that enables collaboration and extends to all an opportunity to partner with others to advance resilience and sustainability.</p><p>Founded by volunteers from the GSA, the EGU, the AGU, Geology in the Public Interest, Geology for Global Development, the Geological Survey of Sweden, the Geological Society of London, and several universities and other organizations, the Network will bridge the gap between geoscientists and other communities so that they can collaborate to develop sustainable, context-appropriate solutions.  It will highlight opportunities for civic-minded geoscientists and others to address societal challenges related to natural resource exploitation, environmental contamination, natural hazards, and climate change. </p><p>Building upon existing successful programs such as AGU’s Thriving Earth Exchange, the Network will create avenues to connect programs and people to advance resilience and sustainability.  It will provide civic science resources for geoscientists and advocate for effective and equitable collaborations to advance locally expressed development priorities.  It will promote the elevation of community voices that are not always heard, such as indigenous groups, women, the impoverished, and communities of faith, and it will establish a mechanism to advise community groups and organizations that require assistance with problems that involve the geosciences and sustainability.</p><p>If you are a geoscientist interested in sustainability, or if you represent a government agency, a foundation or nonprofit, or a forward-looking for-profit corporation, we invite you to join us.  Send us an email ([email protected]) and we’ll be in touch.  </p>

Abstract: Board members should have ethics and good political morality. With it, the board members will be able to act wisely, so that the aspirations of the people they represent can be met. Some studies provide recommendations on how it should be ethical council members, including on Islam. This research uses descriptive method of analysis, so that the data submitted derived from normative literature. The desired expectation is the creation of board members to avoid actions that are not good, so the expectations and desires of the public can be achieved.Keywords: Ethics, Morality, Board MemberAbstrak: Anggota dewan hendaknya memiliki etika dan moralitas politik yang baik. Dengannya, anggota dewan akan dapat bersikap bijak, sehingga aspirasi rakyat yang diwakilinya dapat terpenuhi. Beberapa kajian memberikan rekomendasi tentang bagaimana seharusnya anggota dewan beretika, diantaranya rekomendasi Islam. The Covid-19 epidemic is the center of worldwide attention today not only in Indonesia but also in all parts of the worlds continents. In Lampung Province prevention of the spread of Covid-19 continues to be done by involving the community to be able to participate and play an active or passive role. The purpose of this study is to find out how public participation in preventing Covid-19 outbreaks in Lampung Province. This research uses a qualitative research method with a qualitative descriptive approach in which the researcher wants to describe and express phenomena and facts that occur clearly. The results showed that public participation in the prevention of Covid-19 outbreaks in Lampung Province was considered quite high, it was judged by the active role of the people of Lampung Province in preventing Covid-19 by carrying out healthy lifestyles, complying with regulations and appeals from the central and regional governments, and the awareness of the public to conduct social distancing in accordance with regulations from the central and regional governments. Even though it is not yet fully in good value and there are still people who violate it by ignoring the governments appeal but the majority of people in Lampung Province are aware of the dangers of Covid-19. The Lampung Provincial Government together with the community until now also continues to monitor and work together to prevent the spread of Covid-19 in Lampung Province.

The focus of this study is to determine the role of the DKI Jakarta Provincial Government in maintaining peace and public order in dealing with the spread of Covid-19 in Indonesia. The method of writing articles is to use library research. The conclusions obtained are: the role of the DKI Jakarta Provincial Government in maintaining the peace of the people of DKI Jakarta in facing the spread of Covid-19 has been carried out quite well. This can be seen from the concrete efforts that have been made since January 2020. The concrete efforts are in the form of preventive measures, short-term direction to be followed up and anticipatory efforts in dealing with Covid-19 in the DKI Jakarta area. The suggestions that can be made include the following: 1) The Provincial Government of DKI Jakarta needs to improve coordination with the central government with regard to data transparency; 2) The Provincial Government of DKI Jakarta needs to increase the dissemination of actual and trusted information to the public widely with any media both print media, electronic media and social media; 3) The Provincial Government of DKI Jakarta needs to increase close supervision to the public so that they can comply with appeals related to the procedures for preventing the spread of Covid-19; 4) Further research / studies are needed in relation to the Jakarta people's happiness index when the spread of Covid-19 occurs in relation to the role of the DKI Jakarta Provincial Government in maintaining peace and public order.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The Malay people made Arabic as the medium of instruction in the form of writing by the Malay community. The use of this script is known as Malay Arabic script by adding some Arabic letters by adjusting the sound with Malay language. The first stage of this writing as a communication in trade between the people of Indonesia with Arab traders, then the writers use it as script writing in Malay language. This writing continues to use it as the medium of instruction in Islamic education and teaching to the public. Then the scientists and scholars use it as well as writing characters in writing religious books such as fiqh, tafseer, hadith and tarekat and other writings. After that Malay Arabic script has become a national script of Malay society, including in Indonesia. The Malay Arabic script was used as a newspaper and magazine literature until the arrival of Europeans to the archipelago. Slowly after that Malay Arabic script is no longer used as a national writing script by Malays society including Indonesia.

From 1789 to 1913, U.S. senators were not directly elected by the people—instead the Constitution mandated that they be chosen by state legislators. This radically changed in 1913, when the Seventeenth Amendment to the Constitution was ratified, giving the public a direct vote. This book investigates the electoral connections among constituents, state legislators, political parties, and U.S. senators during the age of indirect elections. The book finds that even though parties controlled the partisan affiliation of the winning candidate for Senate, they had much less control over the universe of candidates who competed for votes in Senate elections and the parties did not always succeed in resolving internal conflict among their rank and file. Party politics, money, and personal ambition dominated the election process, in a system originally designed to insulate the Senate from public pressure. The book uses an original data set of all the roll call votes cast by state legislators for U.S. senators from 1871 to 1913 and all state legislators who served during this time. Newspaper and biographical accounts uncover vivid stories of the political maneuvering, corruption, and partisanship—played out by elite political actors, from elected officials, to party machine bosses, to wealthy business owners—that dominated the indirect Senate elections process. The book raises important questions about the effectiveness of Constitutional reforms, such as the Seventeenth Amendment, that promised to produce a more responsive and accountable government.
