The focus of this study is to determine the role of the DKI Jakarta Provincial Government in maintaining peace and public order in dealing with the spread of Covid-19 in Indonesia. The method of writing articles is to use library research. The conclusions obtained are: the role of the DKI Jakarta Provincial Government in maintaining the peace of the people of DKI Jakarta in facing the spread of Covid-19 has been carried out quite well. This can be seen from the concrete efforts that have been made since January 2020. The concrete efforts are in the form of preventive measures, short-term direction to be followed up and anticipatory efforts in dealing with Covid-19 in the DKI Jakarta area. The suggestions that can be made include the following: 1) The Provincial Government of DKI Jakarta needs to improve coordination with the central government with regard to data transparency; 2) The Provincial Government of DKI Jakarta needs to increase the dissemination of actual and trusted information to the public widely with any media both print media, electronic media and social media; 3) The Provincial Government of DKI Jakarta needs to increase close supervision to the public so that they can comply with appeals related to the procedures for preventing the spread of Covid-19; 4) Further research / studies are needed in relation to the Jakarta people's happiness index when the spread of Covid-19 occurs in relation to the role of the DKI Jakarta Provincial Government in maintaining peace and public order.

Looking at the crime statistic, it shows the continuous increase of crime either in number and quality. Even more varied and creative. Therefore, in order to produce internal security and to maintain the wellbeing of the people, a special institution is needed to handle it, namely the Police Agency. By using normative legal research and combining it with an analytical approach in order to analyze the data descriptively and inductively, this study tries to determine the role of the Police agency based on Fiqh Siyasah. It is concluded that: firstly, in Indonesian, there is a Police Agency that is a state instrument that plays a role in maintaining public order and security, enforcing the law, providing protection and services to the public. Secondly, in Islamic Law, there is the Muhtasib Institution, which has a supervisory and controlling body. Thirdly, that the Police in Islamic and Indonesian Law has almost the same duties that are as law enforcement to maintain security and public order. However, because of the law in Islam covers both mu'amalah and 'ubudiyyah aspects, so the scope of police responsibility in Islam is broader.

The Covid-19 epidemic is the center of worldwide attention today not only in Indonesia but also in all parts of the worlds continents. In Lampung Province prevention of the spread of Covid-19 continues to be done by involving the community to be able to participate and play an active or passive role. The purpose of this study is to find out how public participation in preventing Covid-19 outbreaks in Lampung Province. This research uses a qualitative research method with a qualitative descriptive approach in which the researcher wants to describe and express phenomena and facts that occur clearly. The results showed that public participation in the prevention of Covid-19 outbreaks in Lampung Province was considered quite high, it was judged by the active role of the people of Lampung Province in preventing Covid-19 by carrying out healthy lifestyles, complying with regulations and appeals from the central and regional governments, and the awareness of the public to conduct social distancing in accordance with regulations from the central and regional governments. Even though it is not yet fully in good value and there are still people who violate it by ignoring the governments appeal but the majority of people in Lampung Province are aware of the dangers of Covid-19. The Lampung Provincial Government together with the community until now also continues to monitor and work together to prevent the spread of Covid-19 in Lampung Province.

Islamic banks are present in the community as financial institutions whose activities are based on the principles of Islamic law for the benefit of the people. This study aims to determine the strategic role of Islamic Banks as financial service institutions, the importance of the existence of Islamic Banks and Islamic-based markets and financial instruments in them. In its development, Islamic banks have a role as institutions that turn on public funds, channel funds to the public, transfer assets, liquidity, reallocation of income and transactions. In the Indonesian economic system, the existence of Islamic Banks is important as an alternative solution to the problem of conflict between bank interest and usury. Islamic financial markets and instruments provide a free society of interest and follow a different set of principles. Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.Intisari: Berdasarkan Undang Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, Asas Keterbukaan adalah salah satu dari sepuluh asas yang menjadi dasar pelaksanaannya. Asas ini menjadi signifikan karena perannya yang kompleks dapat menimbulkan konflik dan sengketa. Artikel ini akan membagi pembahasan menjadi dua bagian: pertama, bagaimana implementasi yang seharusnya diterapkan pada prosedur pengadaan secara harapan, dan kedua, membahas mengenai realita yang terjadi di lapangan. Secara harapan pembahasan dilakukan dengan melakukan library research atau studi terhadap peraturan yang berlaku dan metode-metode atau prinsip perkembangan dari asas keterbukaan. Realitas di lapangan akan dielaborasi dari studi kasus mengenai permasalahan dalam pengadaan tanah. Hasil dari penelitian ini menunjukkan ada gap dalam implementasi asas keterbukaan antara harapan dan realitas di lapangan yang bersumber dari kelangkaan sumber daya/tanah, ketimpangan ekonomi dan asimetri informasi di antara para pihak yang terlibat. Tulisan ini menyimpulkan bahwa implementasi asas keterbukaan signifikan dengan peran informasi dalam pengadaan tanah.

Recent educational reforms in England have sought to reshape public education by extending central government control of curriculum and assessment, while replacing local government control of schools with a quasi-private system of academies and multi academy trusts. In this paper, we resist reading this as the latest iteration of the debate between “traditional” and “progressive” education. Instead, we note how, despite the mobilisation of the rhetoric of the public and public education, schooling in England has never been public in any deeply meaningful sense. We develop a genealogical reading of public education in England, in which ideas of British universalism – “the public” – and inequality and exclusion in education and society have not been opposed but have gone hand-in-hand. This raises the question whether it is possible to envisage and enact another form of collective – one that is based on action rather than fantasy and that is co-authored by, comprising, and exists for, the people. The final part of this paper seeks to grapple with this challenge, in the context of past, present and future potential developments in education, and to consider possibilities for the imaginary reconstitution of public education in England in the twenty-first century.

Walfare State concept born in the era of the 20th century as a correction of the development of the concept of the country as night watchman, the phenomenon of economic capitalism that gradually leads to lameness in the distribution of sources of prosperity. In the Walfare State concept, the state is required to extend its responsibility to the socio-economic problems facing the people. The functions of the state also include activities that were previously beyond the scope of state functions, such as extending the provision of social services to individuals and families in specific matters, such as social security. The role of the state can not be separated with Welfare State because the state that plays a role in managing the economy which includes the responsibility of the state to ensure the availability of basic welfare services in certain levels. Welfare State does not reject the existence of a capitalist market economy system but believes that there are elements in the public order that are more important than market objectives and can only be achieved by controlling and limiting the operation of such market mechanisms.Keywords: walfare state, country, economic systemKonsep Walfare State yang lahir di era abad ke-20 sebagai koreksi berkembangnya konsep negara sebagai penjaga malam, gejala kapitalisme perekonomian yang secara perlahan-lahan menyebabkan terjadinya kepincangan dalam pembagian sumber-sumber kemakmuran bersarma. Fungsi negara juga meliputi kegiatan-kegiatan yang sebelumnya berada diluar jangkauan fungsi negara, seperti memperluas ketentuan pelayanan sosial kepada individu dan keluarga dalam hal-hal khusus, seperti social security, kesehatan.  Peran negara tidak bisa dipisahkan dengan Welfare State karena negara yang berperan dalam mengelola perekonomian yang yang di dalamnya mencakup tanggung jawab negara untuk menjamin ketersediaan pelayanan kesejahteraan dasar dalam tingkat tertentu. Welfare State tidak menolak keberadaan sistem ekonomi pasar kapitalis tetapi meyakini bahwa ada elemen-elemen dalam tatanan masyarakat yang lebih penting dari tujuan-tujuan pasar dan hanya dapat dicapai dengan mengendalikan dan membatasi bekerjanya mekanisme pasar tersebut. Kata Kunci: walfare state, negara,sistem ekonomi

Occupancy is a basic need of every human being. As mandated by the 1945 Constitution, the State guarantees the fulfillment of citizens' needs for decent and affordable dwellings in the framework of developing Indonesian people who are wholly, self-conscious, independent and productive. The Public Housing Savings (Tapera) in accordance with Law of the Republic of Indonesia number 4 of 2016, is a long-term fund storage program that is used for housing finance, especially for Low-Income Communities (MBR). BAPERTARUM-PNS is an important lesson on how the goals of the housing savings are not utilized as retirement savings by most participants. The problem with this study is whether Tapera can be a solution for MBR in reaching funding for housing or repeating the failure of the BAPERTARUM-PNS program. Data collection from the Central Government, BP Tapera, and the Provincial Government of DKI Jakarta will be analyzed in the form of modeling of potential national and regional participation in and utilization of Tapera in DKI Jakarta Province. The results of the modeling analysis indicate a gap between Tapera's policies and people's expectations of a housing finance affordability solution for the MBR. AbstrakHunian merupakan kebutuhan dasar setiap manusia. Sebagaimana amanat UUD 1945, Negara menjamin pemenuhan kebutuhan warga negara atas tempat tinggal yang layak dan terjangkau dalam rangka membangun manusia Indonesia seutuhnya, berjati diri, mandiri, dan produktif. Tabungan Perumahan Rakyat (Tapera) sesuai Undang-Undang Republik Indonesia nomor 4 tahun 2016, merupakan program penyimpanan dana jangka panjang yang dimanfaatkan untuk pembiayaan perumahan, terutama bagi Masyarakat Berpenghasilan Rendah (MBR). BAPERTARUM-PNS menjadi pelajaran penting bagaimana ketidakberhasilan tujuan dari tabungan perumahan yang dimanfaatkan sebagai tabungan pensiun oleh sebagian besar peserta. Permasalahan dari studi ini adalah apakah Tapera dapat menjadi solusi bagi MBR dalam menjangkau pembiayaan untuk memperoleh hunian atau mengulangi ketidakberhasilan program BAPERTARUM-PNS. Pengumpulan data dari Pemerintah Pusat, BP Tapera, dan Pemerintah Provinsi DKI Jakarta akan dianalisis dalam bentuk Pemodelan potensi kepesertaan dan dana pemanfaatan Tapera secara nasional maupun regional di Provinsi DKI Jakarta. Hasil dari analisis pemodelan tersebut mengindikasikan adanya celah (gap) antara kebijakan Tapera dan harapan masyarakat akan hadirnya solusi keterjangkauan pembiayaan hunian bagi MBR.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Libraries are widely used by government, universities, research institutes, and the public since they are storing and managing intellectual assets. The library information directly stored in libraries and about the people interaction with libraries can be transformed into accessible data which then will be used by researchers to help library better serve users. Librarians need to understand how to transform, analyze, and present data in order to facilitate such knowledge creation. For example, the challenges they face include how to make big datasets more useful, visible and accessible. Fortunately, with new and powerful analytics of big data, such as information visualization tools, researchers/users can look at data in new ways and mine it for information they intend to have. Moreover, interaction of users and stored information has been taken into librarian's consideration to improve library service quality. In this work, the authors discuss the characteristics of datasets in library and argue against a popular confusion that data involved in library research is not big enough, conduct a review for the research work on library big data and then summarize the applications and research directions in this field. The status of big data research in library in China is discussed. The challenges associated with it are also discussed and explored.
