The trend of using renewable energy (RE) as a substitute for fossil energy is increasing as the issue of global warming continues to be echoed. Previous studies about RE focusing much on the availability and infrastructure of RE, yet no study about potential acceptance of RE in Indonesia has been conducted. Therefore, this study will fill the gap in the topic of RE consumer behavior. Qualitative approach was used in this study, by conducting literature reviews to relevant studies about consumer behavior towards RE in various countries. The results show that income, education level, infrastructure, and government policies will have a major influence in the transition process. The government occupies a strategic position with the authority in terms of supportive policies, fulfillment of infrastructure, and education of the public as potential consumers. Two scenarios are proposed for starting a shifting energy campaign in Indonesia. Finally, this study aims to enrich the contribution of communication science in the field of energy security. It can also be a reference for comparison for similar studies that focus on communication issues related to RE.

This research investigates the factors that potentially affect public attitudes and their adoption of renewable energy technologies for electrical energy production in Afghanistan. The study is carried out with a survey from Kabul and its neighboring provinces including Logar, Maidan Wardak, Nangarhar, Ghazni, Parwan & Kapisa provinces. We used a random sampling process to collect data using a web-based questionnaire. The survey was well designed to highlight conveniently the public understanding, willingness, and attitudes toward adopting renewable energy technologies (RETs). The outcome of the survey is then evaluated to discover the most potential factor affecting public acceptance of RETs. The results declared that the educational level, expertise in RETs, and income of respondents are positively related, while the age of respondents is negatively related to the public willingness on the use and investment in RETs. The majority of respondents have used one type of RETs, however, 23 % of respondents have not used any type of RETs. Study shows that the RETs use and access to grid electricity are reversely related, where the access is lower, the RETs use is higher and vice versa. Most of the respondents were not well informed and most disagreed with the government policies on RETs, therefore, public awareness programs on RETs and government policies are recommended. The majority of respondents were willing to invest in RETs, therefore, the government should commit itself and support private sectors to invest in RETs and take part in its development.

Energy use always increases, especially fossil energy. Through the National Energy Policy, the government continues to strive to increase the role of new and renewable energy sources so as to reduce dependence on fossil energy. Solar power generation is a type of renewable energy generator that capable to convert solar energy to electric energy. The main components of solar power generatios are batteries, solar panels, charger controllers, and inverters.  Solar power generations technology itself is always being developed, such as automatic monitoring and sun tracking systems designed to improve system performance. One of the applications of solar power generations is in the household sector. In this sector consumes 49% of the national electricity energy in 2018. This type of generator is categorized as a roof solar power generations. Based on existing data, there were 1400  roof solar power generations users in September 2019. The development of solar energy utilization for the household sector is very appropriate because it can help achieve renewable energy about 23% in 2025 and 31% in 2050 in the national energy mix.

Purpose This study aims to examine the public budgeting process in the higher education and research sectors of Iran. It focuses on the actors’ budgetary roles and uses their perspectives to identify deficiencies in the budgeting process that cause delays in the transition to a performance-based system. Design/methodology/approach This study uses an interpretive research paradigm. It applies the grounded theory methodology to analyze the interviews conducted with those responsible for budgeting at Iranian public universities and research institutes (PURI). The results are interpreted using Wildavsky’s (1964) budgetary roles paradigm. Findings Using Wildavsky’s (1964) paradigm, “spenders” and “guardians” are identified and their perceptions about the public budgeting process are described. The results suggest a decoupling between the actors’ perceptions based on their budgetary roles. Spenders consider budgeting as a negotiation-based process, while guardians’ decisions are largely based on “outputs” and “information.” This study demonstrates that the disagreement over the perceived budget process was due to different budgetary roles. This disagreement leads to delays in the transformation of the budget process in Iranian PURI. Research limitations/implications While efforts are made to obtain a sample of individuals with different roles and responsibilities, the selection is limited by subjects’ willingness and availability. Therefore, sample size and diversity are potential limitations of this study. Practical implications When organizations attempt to transition to performance-based budgeting (PBB), it is critical to understand the current budgeting process to identify potential impediments. Understanding these impediments allows for alternate approaches to be considered. This is particularly important for universities that are mostly funded by the government (such as those in Iran). The results of this study show that the contradictory perceptions among budget actors have a significant impact on budgeting transition and require attention to understand budgeting decisions. Originality/value This study contributes to the budgeting literature in three ways. First, it examines the impact of endogenized shared values among budget participants on the budgeting transition process. Second, by focusing on budgetary roles, it contributes to the literature by examining disagreement on the perceived budgeting process and its implications for transforming the process into PBB. Finally, to the authors’ knowledge, this is the first study to examine the public budgeting process in a developing country – Iran.

For the past decades, environment and its relevant issues are becoming the greatest concern of most countries. Public opinion becomes the interest of most policy makers and sociologist reformist. Improved understanding of public perceptions about global warming and other environmental issues can contribute to informing scientific and policy discussions. The aim of this study is to assess the (1) the extent of concern on the major environmental issues of the city (2) the preference between environmental protection and energy production, and (3) to compare the extent of concern of the public according to their respective district.  A total of 1151 respondents, ages 18 and above was derived using the systematic sampling at 95% confidence interval, and proportionate sampling distribution to ensure representativeness with the population of the city. The results suggest that Dabawenyos are greatly worried about global warming (92%), deforestation and urban flooding (88%), and energy crisis are considered as the most alarming environmental problem in the city. Moreover, they are more favorable to environmentally-friendly solutions in addressing the city’s energy problem, and the government should put greater emphasis on the development of renewable energy (96%). The degree of concerns and emphasis on environmental protection of the community can be directly equated to the traumatic environmental phenomena that had happened in the city.   Keywords: Ecology and Conservation, environmental issues, renewable energy, poll survey, Philippines

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

O estado do Tocantins atualmente é composto por 139 municípios que diferem quanto ao porte demográfico que varia em função do crescimento natural e da migração, processo que leva à redistribuição da população sobre o território. Por isso, tem-se por objetivo analisar os movimentos migratórios intermunicipais ocorridos no Tocantins entre 1991 e 2010. Os dados referentes à migração foram obtidos junto ao Instituto Brasileiro de Geografia e Estatística e extraídos utilizando-se o software estatístico SPSS. Com isso as matrizes de migração intermunicipal intraestadual foram geradas e os movimentos migratórios puderam ser analisados. O Tocantins, por se tratar de uma unidade da federação relativamente nova, tem sofrido mudanças que merecem ser consideradas pelas autoridades públicas. Constatou-se que embora o município de Palmas disponha de forte poder de atração, na mesorregião Oriental da qual faz parte, muitos municípios perdem população. Ao contrário, na mesorregião Ocidental, muitos ganham. Os movimentos mais intensos de longa distância ocorreram principalmente rumo à capital. Já os municípios mais antigos, Araguaína e Gurupi, atraíram maiores volumes de migrantes do entorno. Na mesorregião Oriental muitos municípios apresentam saldos migratórios negativos, sendo exportadores; enquanto na mesorregião Ocidental a maioria apresenta saldo migratóriopositivo, sendo atrativos à população tocantinense. Os movimentos ocorridos têm levado à maior concentração populacional no novo centro urbano – Palmas –, mas também naqueles que já dispunham de uma estrutura urbana diferenciada – como Araguaína e Gurupi –, o que merece maior atenção das autoridades públicas para que a concentração não se torne ainda maior. Ainda que Palmas tenha sido criada numa posição estratégica, a mesorregião a qual integra permanece contando com municípios cujas sedes não dispõem de estrutura urbana e dinamismo econômico capazes de mudar a realidade da região, e de seus respectivos municípios, cabendo ao governo pensar em estratégias para minimizar a concentração citada. Abstract INTERMUNICIPAL MIGRATORY MOVEMENTS IN THE STATE OF TOCANTINS (BRAZIL) BETWEEN 1991 AND 2010 The state of Tocantins currently consists of 139 municipalities that differ in demographic size, which varies according to natural growth and migration. Process leading to the redistribution of population over the territory. Therefore, the objective is to analyze the inter-municipal migratory movements that took place in Tocantins between 1991 and 2010. The migration data were obtained from the Brazilian Instituto Brasileiro from Geografia and Estatística – IBGE, and extracted using SPSS statistical software. In this way, the inter-state inter-municipal migration matrices were generated and the migratory movements could be analyzed. The Tocantins, because it is a relatively new unit of the federation, has undergone changes that deserve to be considered by the public authorities. It was found that although the municipality of Palmas has a strong attraction, in the eastern mesoregion of which it is a part, many municipalities lose population. On the contrary, in the Western mesoregion, many win. The more intense movements of long distance occurred mainly towards the capital. Already the older municipalities, Araguaína and Gurupi, attract larger volumes of migrants from the surrounding area. In the Eastern mesoregion, many municipalities present negative migratory balances, being exporters; While in the western mesoregion the majority have a positive migratory balance being attractive to the population tocantinense. The movements that have taken place have led to greater population concentration in the new urban center – Palmas – but also in those that already had a differentiated urban structure – such as Araguaína and Gurupi –, which deserves greater attention from the public authorities. Although Palmas was created in a strategic position, the mesoregion that it integrates continues counting on municipalities whose headquarters do not have urban structure and economic dynamism capable of changing the reality of the region, and of their respective municipalities, being the responsibility of the government to think in strategies for avoid the concentration.

The health crisis of the COVID-19 outbreak has global impacts on humanity and theeconomy. Such pandemic effects are believed to have influenced human behaviour; issues ofpanic buying (overbuying) and noncompliance among individuals are shown evident. However,the underlying understanding on such behaviours due to the pandemic remains unclear.Therefore, this perspective paper adopts the social dilemma theory and microeconomics conceptsto analyse and explain the effects of COVID-19 on social behavioural reactions. It attempts toaddress the questions of what and why are the behaviours of individuals shown during thecoronavirus pandemic and showcase how the theory is associated with current social phenomena.Real scenarios based on media reporting from the sociodemographic context of Malaysia,concerning the following issues; (i) competition over daily essentials; (ii) self-honesty ofindividuals; and (iii) adherence to government policies and measures enforcement (governance)were discussed. A conceptual framework was developed to illustrate interrelationships betweensocial dilemma concepts and the phenomena. In essence, due to fear, uncertainty and greed, selfinterestand opportunistic (defective/unethical) behaviours of most individuals prevailing oversocietal collective interest amid the pandemic have been prevalently observed in the aboveinstances, although a cooperative choice can eventually result in a better outcome for everyone.Not only do these non-cooperative behaviours of individuals create inconveniences,dissatisfactions and other forms of negative externalities, they also incentivise others to actselfishly, if no restrictions are imposed, that may eventually cause government interventionsfailures. This paper demonstrates the relevancy of the social dilemmas theory in betterunderstanding fundamental human behavioural reactions amid the health crisis and theimportance of incorporating the findings into government policymaking. Thesesociopsychological considerations help the government formulate holistic measures, namelystringent sanctions and monitoring enforcement, as well as incentivising cooperative andcompliant behaviours of the public, which then contribute to curbing the COVID-19 pandemicmore effectively.

The sustainable development of the energy sector through the implementation of renewable energy (RE) technology has been a primary concern for the government of Malaysia since the 1990s. Developing RE technology in rural areas is also one of the most important energy strategies. One of the most important requirements for the successful adoption of renewable energy technology is the public acceptance of this technology. This article examines the public acceptance of RE (wind and solar) technologies among rural residents in Mersing, Malaysia. This study is conducted in conjunction with the development of the hybrid wind–solar RE generation system for the Marine Ecosystem Research Centre (EKOMAR), which located in Mersing. To investigate the public acceptance of RE technologies, two surveys were conducted, before and after the installation of the hybrid wind–solar RE generation system. The findings revealed that RE innovations, such as wind and solar energy, were well known among 54.7% and 96.2% of the respondents, respectively, before and after the introduction of EKOMAR. The survey results showed that rural residents generally support RE technologies and EKOMAR RE projects. They were also in line that the use of RE should also be extended to other parts of Mersing, including wind and solar. These findings illustrate that EKOMAR has played a crucial role in educating local residents about RE, wind and solar energy in particular. Residents believe the government plays an important role, particularly in rural areas, in encouraging and enhancing RE technologies.

The covid-19 pandemic has made changes in society, including Government policy. The policy changes led to mixing responses from the public, namely netizens. Netizen shares their opinion in social media, including Twitter. Their opinion can represent the public’s trust in the Government. Sentiment analysis analyses others’ opinions and categorises them into positive opinions, negative opinions, or neutral opinions. Sentiment analysis can analyze large numbers of opinions so that public opinion can be analyzed quickly. This paper explains how to analyze public trust using sentiment analysis and to use Naïve Bayes classification method to analyze sentiment. The data research was taken from Twitter in the first quarter of the Covid-19 pandemic, with around 3000 tweets. The tweets were related to Covid-19 and the Government from several countries such as the United States, Australia, Ireland, Switzerland, Italy, Philippines, Sri Lanka, Canada, Netherlands, United Kingdom, Germany, and Lebanon. This study aims to determine the level of public trust in the Government in the first quarter of the Covid-19 pandemic. The research result is expected to be used as a reference for the public policy stakeholders to determine future policies.

Salah satu unsur terpenting negara hukum menurut Sri Soemantri adalah pengawasan dari badan-badan peradilan. Salah satu bentuk pengawasan adalah judicial review yang dilakukan oleh Mahkamah Agung dan Mahkamah Konstitusi. Namun, tidak semua tindakan pemerintah berdasarkan peraturan perundang-undangan yang telah ada. Beberapa tindakan atau kebijakan pemerintah justru lahir lebih dahulu sebelum adanya peraturan perundang-undangan yang mengatur dan bahkan beberapa peraturan perundang-undangan dibentuk untuk melahirkan kebijakan pemerintah yang justru merugikan warga negara.Terkadang sengketa hukum terjadi bermula dari kebijakan yang dikeluarkan oleh pemerintah, yangseharusnya mempertimbangkan kepentingan umum atau kepentingan orang banyak (publik)dan bukan hanya kepentingan orang per orang saja, namun kenyataannya banyak terjadi suatu kebijakan merugikan kepentingan umum, sehingga acapkali kepentingan umum diabaikan yang pada akhirnya kepentingan umum tidak lagi menjadi prioritas utama. Hal inilah yang menjadi penyebab pelanggaran hukum yang dilakukan oleh penguasa. Terjadinya pelanggaran hukum inilah yang menimbulkan daya dorong bagi masyarakat untuk ikut berperan serta dalam upaya menyelesaikan sengketa guna menegakkan hukum.Dalam tulisan ini penulis hanya akan membahas penyelesaian melalui badan peradilan sebagai salah satu syarat dari negara hukum (rechtstaat) yaitu judicial control. Badan peradilan merupakan suatu badan yang memegang peranan penting dalam penyelesaian sengketa. Salah satu gugatan kelompok yang dilakukan oleh para pencari keadilan adalah gugatan citizen lawsuit;One of the most important elements of state law by Sri Soemantri is the supervision of the judicial authorities. One form of oversight is judicial review conducted by the Supreme Court and the Constitutional Court. However, not all government action based on legislation that has been there. Some activities or government policies born before the legislation that governs and even some legislation established to give birth to government policies that harm the citizens. Sometimes a legal dispute occurs stems from policies issued by the government, which should take into consideration the public interest or the interests of many (public) and not just the interests of individuals. There were many cases of a policy detrimental to the public interest so that often the public interest is ignored that the ultimately the public interest is no longer a top priority. This is the cause of the violation committed by the authorities. Violations of the laws are what caused the impetus for the public to participate in efforts to resolve the dispute to enforce the law. In this paper, the authors will only discuss a settlement through the judiciary as one of the requirements of state law (rechtstaat) is judicial control. The judiciary is a body that plays important role in the settlement of disputes. One of a class action carried out by those seeking justice is a citizen lawsuit.
