Every citizen has the right to live in prosperity both physically and mentally, with the fulfillment of physical, spiritual and social needs. To meet these needs the government has made a policy in the form of the Self-Help Housing Stimulant Assistance Program (BSPS), which aims to stimulate low-income communities to build / repair respective homes. The problem in this article is the urgency of housing policy through the BSPS Program in improving the welfare of the community in Tulang Bawang Regency? How is the implementation of housing policy through the BSPS Program in Tulang Bawang Regency? The research used a normative juridical and an empirical approach method. The data are primary and secondary. The result of the research shows that the urgency of housing policy through the BSPS Program is to meet the needs of the community in the form a decent house for habitation which is in line with the state's goals for the welfare of the people. One of them is the fulfillment of a house that is suitable for habitation and health, including building safety, reliability of structural components, improving the quality of non-structural component materials, health of lighting occupants, ventilation and sanitation as well as the minimum adequacy of building area. The BSPS policy in Tulang Bawang Regency is based on the PUPR Ministerial Regulation Number 07 of 2018 concerning BSPS, Perbup Tulang Bawang Number 36 of 2018 concerning Guidelines for Implementing Home Improvement Activities Sourced from the Regional Revenue and Expenditure Budget of Tulang Bawang Regency. The implementation of BSPS until 2019 has only been 7% (800) of 11,473 uninhabitable housing units (RTLH). In its implementation, BSPS has not been able to encourage public awareness of working together in building houses, according to the spirit of giving BSPS and giving BSPS there are still some that have not been on target. Judging from the benefits of the government housing policy, it can continue the policy for all low-income people (MBR), and future implementation can be carried out more selectively and on target.

This study uses a qualitative approach where data is obtaneid through field interviews of 9 informants who refer to the research indicators namely, (1) Stages of participation (2)Type of participation (3)Level of participation (4) Faktors that affect participation. The data obtained in the field were analyzed based on researchers’ interpretation which then triangulated the data and displayed excerpts of answers from research informants. The result of this study can be concluded that the Koto Baru Village has the right to be made a priority in the BSPS program, the community Participation is considered lacking in the implementation of the BSPS Program, the contributing factors are the lack of self-help in the form of money form government and the community is not involved in decision making, for that the authors suggest that the government directs, guides and controls the implementation of the BSPS program in the future so that it can run well.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Community Health Insurance is one of the government programs for the people of Indonesia in obtaining treatment services at Puskesmas. The program is very helpful for people who are low income and live below the poverty line. Indicators for the government in providing this service consists of 10 (ten) criteria that are House Ownership Status, Floor Area per Household Member, Type of Floor of House, Type of Wall House, Lighting House Used, Fuel Used, Frequency Of Eating In A Day, Ability Buy meat/chicken/milk in a week, Employment of head of household, Education of head of household. In the application, of course, has constraints in deciding who the participants who get the Jamkesmas service. With the application of one of Multi-Criteria Decision Making (MCDM) able to overcome obstacles faced by government. Some methods of MCDM such as Simple Additive Weighting(SAW), Weighted Product(WP), Weighted Sum Model(WSM) can solve this problem. By applying the WSM is relatively easy and fast, is believed to be able to get the best results.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

The development of human life nowadays cannot be separated from various aspects such as economy, politics, and technology, including the impact of the coronavirus outbreak (Covid-19 or SARS-CoV-2) which emerged at the end of 2019. Responding to this Covid-19 pandemic outbreak In Indonesia, the government has issued various policies as measures to prevent and handle the spread of Covid-19. One of these policies is to limit community activities. These restrictions have implications for the fulfilment of the economic needs of the affected communities. Responding to the urgency of this community's economic situation, the government held a social assistance program as a measure to ease the community's economic burden. However, the procurement of the program was used as a chance for corruption involving the Ministry of Social Affairs and corporations as the winning bidders. This study uses a qualitative methodology with a normative juridical approach and literature. The approach is carried out by conducting a juridical analysis based on a case approach. The results of the study show that the corporations involved cannot be separated from corporate responsibility. However, the criminal liability process against the corporation is deemed not to reflect justice for the current situation of Indonesia is experiencing. The crime was not carried out in a normal situation but in a situation when Indonesia was trying hard to overcome the urgent situation, the Covid-19 pandemic. Corporate crimes committed by taking advantage of the pandemic situation are deemed necessary to prioritize special action or the weight of criminal acts committed by corporations. The weighting of criminal sanction is the right step as a law enforcement process for corporate crimes during the pandemic.

This research is aimed at exploring an appropriate solution for various conflicts in land use, particularly in optimizing the utilization of the neglected land in Gili Terawangan, Lombok Island.  This solution is required to avoid potential horizontal conflicts among people, companies and government since 1993. Conflict over land in Lombok Island in general and Gili Terawangan particularly shows several factors; first, the wrong policy in the area of land (especially in tourist areas); second, the infirm attitude of the Party and the Government Land Office in the enforcement of laws; third, the jealousy of Gili Terawangan natives as cultivators; fourth, less responsibility employers (who acquire cultivating right); fifth, the absence of law protection for Gili Terawangan natives; sixth, the arrogant attitude of law enforcement officers. The comprehensive and final resolution to the conflicts of land use could only be achieved if: (i) the people, who already control and use or manage the land from time to time, are provided certainty on managing and optimizing the land based on the principles of welfare, justice, equity, efficiency and sustainability; (ii) the selection and determination of the companies that will be granted the right to cultivate (HGU) and the right to build (HGB) should be conducted based on the transparent principle. In this respect, the government could establish an independent team that involves all components of society and higher education.Key words: land dispute, tourism area, agrarian law.

Botswana like other developing countries faces a problem of acute shortage of housing, particularly for low-income urban families. The current housing problems are the outcomes of the economic, demographic and social changes which the country has experienced since independence in 1966. In particular the urbanization process which surfaced in the early 1980?s. The government has sought to cope with the problem of low-income urban housing by establishing a Self-Help Housing (SHHA) program in the main urban centers. The evaluation findings reveal that, on the whole, the impact of the SHHA approach on the improvement of low-income urban housing has been unsuccessful. The major problems of the scheme are lack of serviced land and inadequate finances for plot development. This has been exacerbated by the high urban development standards which are out of the reach of low-income urban families. The evaluation study also reveals that, there are some indications of non low-income urban households living in SHHA areas. The available evidence reveals that the number of those people in SHHA areas is not as big as has been speculated by most people in the country. However this paper calls for more investigation in this issue and a need for more tight measures to control this illicit practice. The major conclusions are that housing policies in Botswana are not supportive of the general housing conditions in low-income urban areas. Therefore there is a need for urban planners and policy makers of Botswana to take more positive action towards the improvement of low-income urban areas. This would require pragmatic policies geared towards the improvement of those areas. .

This case study analyzed how Korea achieved rapid economic growth with i.t1ere-JSing equity and poverty aJlcviarion. Korean GDP per capita increased 110 times and absolute poverty rate dccn.:ased from 48.3 percent to 9.8 percent l:x:tween 196 l and 2001. Ir is true to say in rhe Korean case that the most efiecrive measure in reduction of the absolute pwerty level has been to make the economic pie biggcr. It is called growth-firsr~istrihution-larcr principle and brought abJut economic success hy overcoming a sc:vere shortage of natural endowments. TI1e Korean government prioritized certain development-led industries in order to accelerate economic μ;ro\\•th. It was called '"imbalanced development strate,gy" and assessed as being more effective than "balanced development strategy" within the limited budget for ernnomic development. Although income inequality became aggravated Jue to the grmvrh-first polity and imbalanced strate,gy, the sizl' of the economic pie increased drastically. The income levels of middle and low income households increased to such an extent that much income inequality could l:x: rolernted. le can be said that in Korea. rapid economic growth raised welfare levels during rhe period between the l 960s and the 1990s even as income inequality worsened. Korea ran into serious economic difficulties in late 1997. The poverty rates rose sharply from 7.67 rercem in 19'-)7 to 14.28 pen:ent in ·19'-)8. TI1e Korean govemrnenr w1dertook various anti-poverty programs designed to ease the impan of ma-.s lay-offS by implementing a new public assistance program and expanded the coverage of sx·ial insuranu.c:. In addition, hwnan resource development programs \Vere intrOOuced thar enhanced the access of the vulnerable class to the labor market by laying stress on labor welfare, raking mea,ures to protect irregtUar employees, and extending the application of the minimum wage system to all industries. Thanks to these efforts of the government, the p.>verty rates have decreased since 1999. 1bis study has led us to six tentative but useful lessons learned from the Korean success to lx applied to ocher developing countries: establishment of a clear objective of development and. the cornmirmenr of authorities; r,crn.ptive sdt·ction of rtprcscntative kx:omotive engines for rapid economic gro¥.-th and properly designed management; lx.'St investment in human rt'Source development; fair land reform and rural development; job creation and expansion of employment; and building-up of country's capacity to implement plans and projects expeditiously within budgeted costs.

A microfinance scheme was introduced in Malaysia in the year 1987 as one of the alternatives to poverty eradication strategies in the country by the government. Since then, several institutions have created to carry out the agenda of providing small loans to the low-income group to start up their small-scale business to generate more sources of income to support their household consumption. However, for a certain reason, the people still do not find microfinance an important tool to uplift their economic positions. Most of the low-income groups are still unaware of this golden opportunity tailored for them. Besides, the sustainability of these subsidized microfinance systems implemented by Malaysia had not been appropriately studied. This study explores the attractiveness of the products offered by microfinance institutions and emphasizes the option that the participants must start utilizing the product. This research also explores microfinance facilities that contain conventional finance element which is prohibited in Islamic trade. The study also discusses the measures and actions taken by microfinance institutions in serving the low-income group in Malaysia. This paper employs a qualitative method through interviews and content analysis. The report, journal publications, and other related documents were also analyzed in achieving the objectives. The study provides the impact that it may pave the way to an indistinct understanding of how Islamic microfinance institutions sustain their operations.
