This article aims to explain how justice should be fulfilled in the context of educational services. In particular, the authors analyzed the charges for school funding that are currently rife—based on the analysis, that the collection of levies from the community for school funding is permitted according to statutory regulations with various restrictions. As a government legal action, the collection of these levies can have legal consequences. It can be declared invalid, invalid and not legally binding because they have violated applicable laws, thus causing an injustice to the community. Therefore, the collection of levies must be carried out legally, transparently and accountably. Thus the community can obtain legal certainty and justice and can actively participate in the development process and improve the quality of education. Withdrawal of donations can generally be requested but must fulfil the essence of a sense of justice. As a legal action the government, in this case, is the education unit or school management, it must still be held accountable if it results in injustice. This injustice can be in the form of an act of abuse of authority, confusing authority or acting arbitrarily, which is included in the criteria of maladministration. The research method used in this article is normative and qualitative data management. The suggestion that can be conveyed is that the government must optimize the applicable laws and provide even stricter sanctions for justice for society.

Education is also an investment in human resource<br />development, where the improvement of skills and abilities is believed to be a factor supporting human efforts in navigating a life full of uncertainty. The variety of school environment conditions and the varied needs of students in the learning process coupled with Indonesia's highly complex geography, often can not be fully appreciated by the central bureaucracy. Therefore, in the process of improving the quality of education needs to find an alternative model of school management. This led to the birth of the concept of school-based quality improvement management. The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The article deals with the world rating of Ukrainian educational sphere according to The Global Competitiveness Report and UNESCO Science Report. It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

AbstractAccreditation is one of the governments to improve the quality of education. Likewise, to ensure the quality of education at the PAUD and PNF levels, the government held an accreditation program. However, it still has issues that need to be resolved. This study aims to identify and describe the problems of accreditation and quality mapping in the Education Office of Kulonprogo Regency. This research uses a qualitative approach and type of case study research. Based on the results of this research, in mapping the quality of accreditation in PAUD and PNF in Kulonprogo Regency, the first activity carried out was to conduct a quality mapping analysis of each institution. And the results show that the average standard kindergarten, KB, Pos PAUD, LPK and PKBM institutions that must be supervised strictly is the standard of financing. After conducting the analysis, a workshop was conducted with the Dikpora and all PAUD and PNF heads. Keywords: Quality mapping, accreditation, PAUD, PNF.

Indicator of Indonesian’s national development is the quality of education. Islamic school’s funding is an important instrument to improve access, quality, and competitiveness of educational institution. Islamic schools education funding source are joint responsibility of the government and the community. Community-sources funding is managed by the Islamic school committee and supervised by the internal supervisor. Moreover, the financial management was carried out with the following mechanism: submitting the proposal from the Islamic school to the committee, approving the proposal, disbursement process, and then reporting the agenda to the Islamic school committee. Therefore, the committee’s internal supervisor is controlled every 6 months. In addition, the following barriers come from the parents and student.

This study aims to analyze the effect of economic growth, provincial minimum wage, and education level on open unemployment rate in Indonesia in 2011-2015, either simultaneously or partially. Using panel data with Fixed Efect Model (FEM) approach and using secondary data of 33 provinces in Indonesia. The model estimation results show that the variable of economic growth, provincial minimum wage, and education level simultaneously have significant effect on open unemployment rate in Indonesia. While the partial variable of economic growth has a negative effect but no significant effect on the unemployment rate. The provincial minimum wage variable is partially positive and significant to the unemployment rate. The variable of educational level also have positive and significant effect to unemployment rate. The government is expected to pay serious attention to economic growth, minimum wage system, improving the quality of education, the issue of availability of employment opportunities. Keyword: Economic Growth, Wage, Education, and Unemployment

The city of Bandung had a rapid development. The growth and development process of the city is largely determined by the strategy of the government itself. Therefore, the government regulates the direction of urban growth through the formation of regulations. However, the current condition of regulations and arrangement of development are quite worrying. The process applied is not in line with regulations, the quality of the environment decreases because of the illegally grown land use of settlements Covenience in an area is also closely related to the conditions of nature environment. Like the existence of Cikapundung river which is no longer considered. It can be seen in riverside housing that increasingly wild and growing organically. The purpose of this study is to identify the physical arrangement of the environment and buildings in the Cikapundung riverside settlement Bandung and its influence on the application of regulations. The method used is 1) A quantitative approach at the stage of data collection and analysis with parametric simulation technique modeling, using Rhinoceros Grasshopper software; 2) A qualitative approach in forming conclusions relating to the prediction of the building mass compared to the existing conditions. Analysis was carried out based on applicable regulatory studies including Building Coverage Ratio (BCR), Floor Average Ratio (FAR), and River Border Line, then applied to the simulation of building shapes, and identified behavior of the inhabitants. This research is expected to be a guide to the strategy of planning, structuring, and developing architcture especially the building form in riverside settlements. This study is inspired by the limited educational resources in sports education, especially those that discuss the role of leadership in improving the quality of education and training of athletes in achieving the quality of human resources in the form of improving performance in sport. Through this research, it is hoped that a pedagogical resource can be used as a model, that improving the achievements of the young generation in the field of sport is not enough with the education and training of athletes, but strong leadership is needed by the Regional Head of Kediri, East Java, Indonesia, and the Indonesian National Sports Committee of Kediri City is the parent of the research. This method of research is qualitative. Data was collected using in-depth interviewing and participatory observation techniques. The results showed that the role of leadership in the education and training of athletes plays a very important role in improving the performance of sport in the area. Its form may be in the form of a leader's decision on the allocation of funds, monitoring, motivation and maximum moral support.

The existence of the board of education in the province of Jakarta is a form of responsibility and community participation in education. Board of education was positioned as a companion to the government, whose presence is expected to be a strategic partner between the public and the government in the management and organization of education. Duties and functions of the provincial board of education is to provide recommendations to the governor about the the access and quality of education services. As the forum community participation, DKI Jakarta provincial education boards also helped encourage accountability and transparency of the use of public funds with the organizers that the school education department and school committees in open access usage of school funds to the public

Georgia implemented a nationwide, full scale school voucher program in 2005. The new voucher plan was designed with the intent to provide equitable distribution and efficient utilization of financial and human resources. By introducing the voucher scheme, the government hoped to promote competition among public as well as private schools to push them operate in a cost-effective way and consequently improve education quality. This study tries to identify the effect of increased competition on the quality of education as perceived by school principals and teachers in Georgia. More specifically, we study to identify if the voucher model, as a result of increased competition, has created an environment that is supportive to students in improving their academic performance. Our results suggest that school principals and teachers do not view competition as a force or stimulation towards better quality teaching and improved students’ academic achievement.
