Chèo is a form of traditional folk art performance of Vietnam, originated about 10 centuries ago. Cheo derives from folk music and dance, especially parody. This form is the result of artistic creation of Vietnamese peasants in northern Vietnam to Nghe An and Ha Tinh. Since its introduction, Cheo has received the attention and love among people of all classes for centuries. Quan Am Thi Kinh, Luu Binh Duong Le, Truong Vien and Kim Nham together with famous chiếng chèo: chiếng chèo Doai, chiếng chèo Bac, chiếng chèo Dong, etc. showed intense vitality and the spread of Chèo. However, along with the history of national struggle, innovation, socio-economic development, especially international integration, many new types of culture have been introduced to Vietnam while traditional art has not caught up and met the requirements of the public. It has directly contributed to weakening the values of traditional culture in general and folk art including Chèo in particular. By analyzing historical and cultural documents, the article focuses on the process of formation and development of Vietnamese Chèo in history, from which to look at the contemporary of this art form and propose measures for preservation and promotion.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Traditionally, urbanization is hailed as an important force for socio-economic development of countries. In fact, recent research on Africa suggests that urbanization has the potential to stimulate socio-economic development. Yet, many African countries experiencing rapid urban growth continue to bear a disproportionate amount of the costs associated with urbanization (e.g., increased urban poverty, and energy crisis among others). This is in sharp contradiction to the popular notion that urbanization is a stimulus for socio-economic development. Using Ghana as a case study, this chapter discusses the extent to which rapid urbanization influences power supply and the implications on socio-economic development. The chapter focuses on four issues: (1) the history of power and urbanization in Ghana; (2) the influence of urbanization on power crisis in Ghana; (3) the socio-economic implications of urbanization-induced power crisis; and (4) the policies available in addressing the power crisis. Recommendations to address the ever-growing demand for electrical power are proffered

Zakat (alms) is one of the Islamic social finance tools, besides waqaf (endowment) that can contribute to the socio-economic development of the Muslims, and society at large (ummah). In Malaysia, the local media have reported complaints from some dissatisfied members of the public on the distribution of zakat to zakat beneficiaries (asnaf). These emerge despite the introduction of numerous innovations by zakat institutions under the administrations of Majlis Agama Islam Negeri (MAIN) or State Islamic Religious Councils (SIRC), in the form of assistance schemes, for the distribution of asnaf in Malaysia. This chapter discusses the concept of innovations in zakat distribution according to three foundations: fatwa muzakarah (Islamic ruling discussion) resolutions, ijtihad (independent interpretation and reasoning by scholars) in handling issues related to zakat distribution, and temporal dynamism of the Shariah. Numerous challenges concerning zakat issues have also highlighted the significant roles of zakat institutions, especially in the eradication of poverty.

Introduction. Solving the problem of public debt management is one of the key factors of economic stability in the country. The budget capacity of the state and the stability of its national currency largely depend on the nature of the debt problem settlement. The need to address these issues requires finding ways to improve the mechanism of public debt management and servicing in Ukraine. The purpose of the article is to study the public debt dynamics of Ukraine and model the nature of its impact on key socio-economic indicators in modern conditions. Results. The dynamics and structure of the state and state-guaranteed debt of Ukraine for the period 2013-2019 are analyzed. The negative dynamics of the growth of the total amount of debt during 2014-2018 is determined. In 2019, the total amount of debt in hryvnia decreased due to the reduction of external and guaranteed debt, but in dollar terms increased, which threatens the financial stability of the country. Using the software product EViews 10 based on the Granger causality test, the system of causal relationships between the dynamics of public debt (index) and indicators of socio-economic development: GDP growth rate, industrial production index, real income index, employment index, the index of exports of goods and services, the index of imports of goods and services has been researched. On the basis of the established causal relations the autoregressive influence models of the public debt dynamics on indicators of social and economic development are constructed, on which the error does not exceed 5%. Conclusions. According to the results of the constructed models, the negative impact of public debt on the main socio-economic indicators is determined, which is confirmed by the negative values of the elasticity indexes of socio-economic indicators. The built models serve as a preventive tool of public debt management, with the help of which it is possible to promptly respond to threats to socio-economic development by monitoring the level of public debt dynamics. Key words: public debt, public debt management, socio-economic development, financial security of the state.
