ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

Many factors cause traffic accidents where the driving speed is one of the main causes, and this is known from several studies conducted in universities in the city of Banjarmasin, which chronologically the accident events mostly stated that the vehicles involved in the accident were driven at high speed. The results of recording the speed on the road segment studied violations exceeding the speed limit that is at night before dawn, and this applies to almost all types of vehicles in both directions of the lane at that time the traffic volume decreases. The majority of respondents think that high speed "speeding" is very likely 88.40% resulting in accidents that injure others and themselves. Regarding speed restrictions on all road segments to reduce accidents to the perpetrators, respondents said 83.99% were subject to sanctions, and argued that the potential consequences of behavior beyond the speed limit were very harmful and dangerous, 71.7%. And the main cause of motorists doing "speeding" is to reach their destination on time and even faster, 79.7%.

Safety on the road is an important consideration for every road user. There are various kinds of traffic signs that are can be employed, all of which are intended to discipline road users and improve their safety. However, Indonesian drivers frequently ignore these safety signs. This is particularly significant given the growing volume of vehicles in Indonesia – and as the number of vehicles has increased so has the number of accidents. This study uses quantitative research methods to explore this correlation and consider the consequences. Keywords: Safety Aspects, Accident, Traffic

The objective of this research is to develop a useful procedure to assess and identify risks that promote accidents by road users, with the vision of improving safety through the implementation and technical employment of operative strategies. The relevance of this proposal lies in the fact that the issue of traffic accidents is a global problem. This project is located in the mountain range of Baja California, Mexico, in the Centinela–La Rumorosa highway and integrates accidental and pavement surface condition data, geometric design performance, analysis of traffic signals, and road safety devices present on the road using geodetic techniques. It is concluded that this procedure contributes to determining risk areas that promote accidents and generate a risk reduction plan to support future decision-making that guarantees better performance for road users. Furthermore, it is highlighted that the analysis of road safety must be a permanent process for those who operate, design, and build the road system.

A traffic accident is a tragedy or accident that occurs on the road involving a motorized or heavy vehicle with other road users or without a vehicle. This incident caused the victim to suffer physical, health and material losses. Traffic accidents occur due to several factors such as human error or inadequate road conditions. Even traffic jams can also lead to traffic accidents. The problem of driving and road safety needs to be considered to reduce the number of traffic accidents that occur. This study was conducted to determine the factors that cause accidents, especially those caused by road conditions and traffic performance. The method used in the field observation research and using data on the number of accidents in 2018–2020 located on Jalan Raya Ngaliyan which was taken from the accident data of the West Semarang Police Traffic Unit. The level of road performance on Jalan Tanjakan Silayur Semarang City, at peak hours in the morning and non-peak hours during the day category C and at peak hours in the afternoon category E. Damage to the flexible pavement surface on Jalan Tanjakan Silayur is dominated by the type of damage cracks, grooves, and bleeding. One of the factors that caused the accident was because the traffic signs were not optimal on the Jalan Tanjakan Silayur section.

Toll roads can reduce travel time to be shorter, easier, more convenient, and smooth. However, many road users neglact safety because it’s too comfortable with road conditions that are straight, smooth, and without obstacles. Many road users who drive vehicles exceed the required traffic signs, causing traffic accident. Within 10 months of the operation of the Ngawi-Kertosono toll road on April 1, 2018, until February 24, 2019, traffic accidents reached 59 accidents on the Madiun-Wilangan toll road. From these data, it’s necessary to study the causes of toll road traffic accidents in accident-prone areas. As a first step, it’s necessary to determine the black site and black spots and the relationship between the geometric factors of the road to reduce the number of traffic accidents on the Madiun-Wilangan toll road. This calculation analysis uses the Z-Score and Cusum method by finding the black spot and black site areas. Based on the results of the analysis there are accident-prone areas on the toll road that is from KM 602 to 622 where the Z-Score is 1.733> 0 and Cusum 7.64> 0 so that the accident-prone area can be found on the Black Site and Black Spot results on the road location Madiun, Caruban and Caruban-Wilangan toll road. Suggestions from research need to be conducted outreach or outreach related to traffic and road safety regulations that often have accidents.

Violations committed by motorists with not using a helmet shows compliance (compliance) are low traffic rules as regulated in section 57 subsection (2) of Act No. 22 of year 2009 about traffic Transport and streets. This type of research is conducted with the normative-legal research efforts are empirical. The research results showed that the factors cause motorists not wearing a helmet at the cross roads and surrounding A H.E. Mokodompit still in Kecamatan Kambu is a factor of consciousness and behavior, because almost all violations and traffic accidents on the road sekitasrnya and H.E. à Mokodompit that Kecamatan Kambu is still in its primary cause is the rider. These factors gave rise to differences of level of knowledge and/or understanding of the people against the prevailing rules resulted in a disparity that potentially gave rise to traffic problems in particular knowledge of the importance of the benefits the use of helmets for motorbike riders of vehicles that do not wear a helmet, both between road users themselves as well as between road users with apparatus that served to carry out law enforcement on highways, environmental factors contribute active in creating behavior-behavior that deviates. The citizens of the society like the breach of rules that have been set out in the legislation are likely to form a bad or aberrant personality on the individual efforts being done Satlantas Polres Kendari in tackling traffic offences caused by motorcyclists not wearing a helmet at the cross streets of H.E. à Mokodompit is by way of enforcing methods of pre-emptif, is an effort or prevention efforts against irregularities.

Introduction. Consumption of alcohol may be an important causative factor in traffic accidents, particularly in categories of drivers and pedestrians. Objective. Analysis of frequency and other important medicolegal characteristics of drunken state of motor vehicles drivers. Methods. We analyzed autopsies performed at the Institute of Forensic Medicine Belgrade during 2008 and 2009. Data were obtained from autopsy protocols, results of toxicological examinations, and police reports about circumstances of traffic accidents. Results. Out of all 84 fatally injured drivers, drunken state was proved in 31 (36.9%). The majority of them were males (30% or 97%), while only one female driver was under the influence of alcohol. The most often drunken drivers were in the third life decade (10% or 32.2%). In most cases the injured alcoholised drivers died immediately after the accident (83.8%). In most of them blood alcohol concentration (BAC) was higher than 2? (58.1%), most frequently (12) BAC varied between 2.1? and 2.5?, and the highest determined BAC was 3.85?. The majority of accidents occurred between midnight and 6 a.m. (54.8%), mostly during working days (77.4%). The most frequent ways of the occurrence of traffic accidents were driving by turning away from the road and striking from behind another vehicle on the road. Conclusion. The obtained results point out the important role of the drunken state of the drivers of motor vehicles as a causative factor in traffic accidents in our population. The potentially effective preventive measure could be absolute prohibition of alcohol consumption for all drivers.
