The necessary regulation of international investment activity can be carried out using economic, administrative and legal methods, as well as tools of motivation and restraint was shown in the article. The domestic strategy in the field of foreign relations is not limited to creating favorable conditions for investment activity, but also includes an active role of the state government in shaping the system of long-term investment in the economy was researched. The benefits of public investment programs were considered. The main methods of risk assessment of international investment activity in the sphere of foreign relations of Ukraine were defined. Based on an analysis of the investment volume of projects of different directions over a five-year period, the tendency to increase investments was identified. The model for assessing the impact of EU foreign investment projects on the economy has been developed.

People expect the state to provide them with a social security net. Whatever its defects, whatever the virtues of the private sector, no structure other than the state can today provide citizens with the basic public goods. Under right-wing governments, a very active role of the state is not expected. Also, is nor expected the introduction of a serious program of public investment and demand-boosting to stimulate the national economy and enter into a virtuous circle of recovery. Today many countries like Greece, which passed the economic crisis with drastic cuts in its traditionally deficient welfare state and its chronic underinvestment in public goods in key areas such as health, have to respond directly to the pandemic crisis. This fact leads in the short term to a revival of the debate on strengthening state powers and especially in strengthening public health systems. Political polarization is expected in the period after the end of the pandemic crisis focusing on welfare state issues. This, most likely, will leave plenty of space for social democratic and Keynesian approaches. In several countries like Greece, the right-wing governance will come under pressure leading even to rifts in its hegemony.

The article examines the current state and problems of the development of attracting foreign direct investment. The author determined that the most investments in Ukraine are made by such countries as Cyprus and some countries of the European Union. It is proved that foreign investment is one of the most effective ways to develop economic, social, environmental and other spheres. It is determined that the key problems in attracting foreign investment today are: political instability, legislation, high inflation, and undeveloped infrastructure. The author has identified trends and explored the prospects for the development of attracting foreign direct investment, which allows us to demonstrate the dynamics of investments, which is considered an indicator of changes in the level of trust and rating of the country as a whole. Foreign investment plays a major blow to the economic development of many countries. Raising in the economy largely provides effective investment activity of Ukraine, which works by showing the dynamics invested in the country, so the investment climate in any country stands out from the main factors of socio-economic activity. situation. Thus, projects, innovative investments can be of great benefit for the economic development of the country, help to solve economic problems, so attract investors necessary and justified. In order to increase investment attractiveness, the country needs to implement a set of measures on the part of states and affairs, and as Ukraine has a strong production potential, thus concentrating the enhancement on the realization of its competitive advantages. It is concluded that the main directions of increasing the efficiency of investment activities, now and in the near future, will be: new modern infrastructure, improved investment, attracting foreign investors and improving the tax system. To improve the investment climate in Ukraine and increase the flow of foreign investment, it is necessary to promote the development of science, improve the regulatory framework in the field of investment, participate more actively in international investment projects, and develop small and medium-sized businesses in Ukraine.

Franklin D. Roosevelt was US president in extraordinarily challenging times. The impact of both the Great Depression and World War II make discussion of his approach to foreign relations by historians highly contested and controversial. He was one of the most experienced people to hold office, having served in the Wilson administration as Assistant Secretary of the Navy, completed two terms as Governor of New York, and held a raft of political offices. At heart, he was an internationalist who believed in an engaged and active role for the United States in world. During his first two terms as president, Roosevelt had to temper his international engagement in response to public opinion and politicians wanting to focus on domestic problems and wary of the risks of involvement in conflict. As the world crisis deepened in the 1930s, his engagement revived. He adopted a gradualist approach to educating the American people in the dangers facing their country and led them to eventual participation in war and a greater role in world affairs. There were clearly mistakes in his diplomacy along the way and his leadership often appeared flawed, with an ambiguous legacy founded on political expediency, expanded executive power, vague idealism, and a chronic lack of clarity to prepare Americans for postwar challenges. Nevertheless, his policies to prepare the United States for the coming war saw his country emerge from years of depression to become an economic superpower. Likewise, his mobilization of his country’s enormous resources, support of key allies, and the holding together of a “Grand Alliance” in World War II not only brought victory but saw the United States become a dominant force in the world. Ultimately, Roosevelt’s idealistic vision, tempered with a sound appreciation of national power, would transform the global position of the United States and inaugurate what Henry Luce described as “the American Century.”

The risk of financing of public investments is a phenomenon that accompanies development processes in a permanent manner. Investments in the public sector are generally characterized by relatively long implementation cycles and involve significant capital expenditure and the necessity of often parallel running a large number of investment projects. In the processes of this type of investment a specific risk category of financing of this type of investment is quite often taken into account, given that such projects are financed mainly from budgetary resources: the state budget and self-government budgets. Economic practice indicates an importance of the proper selection of the method of the financing of new investments and taking into account new funds from various sources. This situation is often the result of a shortage of budgetary resources from which public investments could be financed. There may be difficulties in financing investments resulting from the emergence of a risk of budgetary deficit and the public debt. This risk may have a negative impact on investment decisions and may adversely affect the future course of ongoing investment projects. The purpose of the paper is to undertake studies on the conditions of financing investments from the point of view of the possibility of budget deficit and public debt and the impact of changes in the financial situation on the overall level of risk of public investment. The text is an invitation to undertake a broader discussion on financing public investments in conditions of limited public financial resources.

The study analyzes the aspects that determine the change in the role of the state and the form of its impact on the agricultural sector in the context of the impact of the pandemic on all socio-economic processes in the country. The article reveals the importance of implementing the import substitution program from social and economic positions for Russia. A complex of adverse consequences brought by the pandemic to the public life and economy of the country is given, which determines the change in the role of the state in matters of regulation and direct financial support of agricultural production. The article discusses the advisability of using "helicopter money" as a way to help the population in difficult social conditions and at the same time as a way to stimulate effective demand for essential domestic products, including food products. In the context of a pandemic, the necessity of payments to support direct agricultural producers to maintain their financial stability is substantiated, the calculation of which is recommended to be tied to the arable land area and livestock population. The study provides a list of basic principles that are recommended to be applied when using instruments of direct financial support and regulation from the state. It is important to ensure not only the survival of agribusiness in the current conditions, but also to create opportunities for maintaining investment activity in the implementation of large projects, as well as to ensure the maintenance of the level of intensification in the current production cycle.

Also is nor expected the introduction of a serious program of public investment and demand-boosting to stimulate the national economy and enter into a virtuous circle of recovery. Greece, which has undergone the economic crisis with drastic cuts in its traditionally deficient social state, has to respond directly to the marked underinvestment in public goods (in key areas such as education, health, natural disasters, dealing with decent living conditions).The most important tool for inputting resources is the tax system.

One objective of this chapter is to characterize the activities between Spanish communities and Chinese provinces and cities – their intensity, scope, advantages and obstacles that they face. The question relates to a broader perspective – the bilateral state government relations and the EU-China cooperation: is there any correlation between the relations at the state level and the regional level? Moreover, one of the ultimate goals of the whole project is to analyse the impact of the EU-China relations on paradiplomacy. Do the autonomous communities see any role of the EU in their activities with Chinese partners? Do they need any support from the European Union to have more intense or effective cooperation with this Asian partner?

The information eco-environment of the city, aimed at attracting investment, is designed to solve the problems of forming investment attractiveness, protection from unscrupulous investors, obtaining reliable information when justifying the implementation of investment projects, participation in them. Considering the dynamism of modern investment processes, the creation of an effective information eco-environment is an important component of the development of the investment process, especially from the point of view of ensuring effective interaction of its participants and attracting a wide range of investors to the investment activity process. Therefore, it is necessary to assess the impact of the information eco-environment on the processes of investment in the urban environment and increase the investment attractiveness of the city. However, the features of information support of the investment market specifically at the municipal level remain insufficiently studied. Based on the analysis of literary sources and an expert survey, this article examines the forms of information disclosure that are most effective from the point of view of investors; factors of investment attractiveness that should be paid attention to when forming an information eco-environment. Finally, this article suggests the identification of key areas of development of the urban information eco-environment, which can be transformed into the investment attractiveness of the city. The results showed that the systematic use of the information eco-environment of the city should create conditions for users to receive the necessary information promptly, which contributes to the activation of investment activity, increasing its efficiency.

Investment activity is central to economic process and determines the overall economic growth of the enterprise. As a result investment increases production volumes, income is growing, evolving and moving forward in economic competition between industry and enterprise, who came forward in the competition and in most meet the demand for one or another goods and services. Received income in part again accumulates and increases, occurs further expansion of production that leads to the prosperity of the enterprise. This the process is repeated continuously. So, investment activity itself causes growth extended playback generated by income account as a result of its effective distribution. At the same time the more effective investment activity, the greater the growth of income, the greater the absolute size accumulation of cash of the enterprise, which can be re-invested in production. At high enough investment efficiency activity income growth can provide increasing the share of accumulation at full consumption growth. Investment impact analysis activities on the efficiency of production, financial and further development of the enterprise is final in order to determine the degree of impact of the implemented investment projects and innovations. However, during the analysis it is important to identify trends in the scale of the impact of implemented investment projects and innovations on change generalizing and private indicators that characterize the efficiency of production, financial and investment activities of the enterprise as a whole. As shown by the analysis of literature sources from issues of investment activity and its impact on development of economic activity of enterprises, on today there is no single approach of the authors to relationship between development factors and components of the enterprise management system. IN during the study of the problem, the impact was identified investment activity as one of the components enterprise management systems, production and financial activities identified and systematized main factors limiting development investment activities in modern enterprises conditions.

Introduction. The development of Ukraine's economy in the context of global crisis foresees the activation of investment activity. One of the areas, where even in a crisis situation investment attractiveness remains, is the IT technology field. This leads to increased attention to investment development in this area. The purpose of the paper is to study the nature of investment risks for IT companies, deepening the classification varieties of investment risks, emphasizing the risk factors due to risk actions and ranking investment risks depending on their specific weight. The study will provide information for business management and plan the effective investment policy. Results. The essence of risks and investments is investigated, the dynamics of IT services development is characterized. It is established that favorable conditions for the IT industry development are factors in the development of the country's economy. The trends of investing in the IT industry in Ukraine and the volumes of IT services exports outside the country are revealed by the analysis methods, and this allowed to confirm the conclusion about their competitiveness at international investment markets. It is established that the favorable conditions, which are created for the functioning of relevant field of activity, justify the positive dynamics of investment in the future, which is confirmed by the financial indicators of the industry. The author singled out ten main types of investment risks: personnel risk, migration risk, investment loss risk, legislative changes risk, tax burden risk, legal arbitrariness risk, interest rate risk, currency risk, unpredictable inflation risk, credit risk. A brief description of the effects of risky events on the investment process with taking into account the industry specifics is given. The investment risks are ranked depending on their specific weight and the impact of each on the IT company's overall investment strategy, that with the help of graphic image provides the clear description of the investment risks structure. The conclusion about investment activity processes development with taking into account risky events of the IT enterprises is made.
