The Internet and computers are accessible to only half of the population in the world. For the other half, computers and the Internet are almost alien concepts. This half has no medium for gathering information, and they are computer illiterate. In addition, it is well-known, that the use of computers and the Internet, directly and indirectly, enhance the learning process. Therefore, students from under privileged areas of developing regions of the world are, clearly, at a disadvantage compared to their peers in developed countries. However, mobile phones could change this situation. In developing countries, mobile phones are far more accessible than computers or Internet access. This high accessibility together with the multiple functionalities of mobile phones, allow for the potential to build feasible educational applications that enhance the learning experiences of students in developing countries. Such opportunities enable the students’ experiences to be made proportionate to the other half of the world, with a real mechanism for gathering information.

This paper deals with the concept of informal learning in virtual communities on the Internet. Initially we discuss the need for continuing education and its relation with informal learning. Virtual communities are next defined and then compared to real communities. Case studies are employed, focused on some specific kinds of virtual communities. We examine how they operate, how their members interact, what values they share and what kind of knowledge they gather. The learning process within virtual communities is then examined. We look at the kind of information and knowledge available in some particular virtual communities, and comment on its organisation. Next, the learning process of virtual communities is compared to that of Open Universities. Finally, we claim that the participation in virtual communities is not only a form of continuing education but also a contribution towards the multiliteracies needed for working as well as living in the 21st century.

This research was aimed to find out the types of politeness strategy that is used by 10th grade students to express criticism towards public issues through an anecdote text as well as the implication on the teaching and learning process of anecdote text in SMK TI Bali Global Jimbaran. There were fifteen anecdote texts analyzed in this research and they were collected through a writing test conducted in a 10th grade class in SMK TI Bali Global Jimbaran. The data were classified and analyzed based on the politeness strategy theory proposed by Brown and Levinson (1987) and ethnography of communication theory proposed by Hymes (1973). The result of the analysis shows that from the fifteen anecdote texts collected, there were only two types of politeness strategy found to be used in expressing criticism, they are bald on record strategy and off record strategy. There are ten anecdote texts composed by the students found using bald on record strategy, while the other five anecdotes using off record strategy in expressing criticism towards public issues. In other words, more students still used the more risky way of expressing criticisms, therefore it is important for the teacher to choose or design a better model of learning which can improve the students’ pragmatic competence.
