The current innovation policy agenda of the government of the Russian Federation and its constituent entities is largely determined by the need for the development of end-to-end digital technologies, as it is required for the formation of competitive innovative economy with a high level of the added value. The article explores the expert assessment of the market value, which correspond to the key digital technologies, as well as underlines the crucial importance of these markets for increasing the overall investment economic activity. The article also provides a description of foreign experience of the  developed and developing countries in support the realization of projects in the sphere of end-to-end digital technologies. The scientific novelty lies in the offered model of current cooperation of the major stakeholders in the development of end-to-end digital technologies in the context of increasing their capital coefficient. The acquired results prove the high level of investment attractiveness of digital technologies, their importance for the overall economic development, as well as demonstrate the interrelation and interdependence of the stakeholders of digital economy. The presented materials can be valuable for the experts and researchers engaged in the development of digital technologies, as well as for the representatives of executive authorities dealing with the attraction of investment into the project of digital economy projects on the regional and federal levels.

Subject. The innovative economy cannot evolve if its digital component stalls. For this, the National Program – The Digital Economy of the Russian Federation has been started. It includes six interim projects aimed to create the digital infrastructure, information security, digital technologies, etc. Consequently, there should be a ubiquitous accessibility of the Internet both for households and social infrastructure facilities. The result should be assessed by a growth in internal expenditures on the digital economy development up to 5.1 percent of GDP. Objectives. We study the finance of the National Program – The Digital Economy of the Russian Federation, detect challenging aspects and prospects of its development. Methods. We rely upon methods of the bibliographic analysis of the current trends in the finance and cost effectiveness of national projects. The study is also based on scientific summaries, analysis, synthesis, comparative analysis and grouping. Results. The article spotlights issues and weaknesses of the finance of the National Program – The Digital Economy of the Russian Federation, show the mix of sources. We evaluate the trade-off between project activities and target indicators of the program, State aid measures. The article enlists issues and risks of the program, which are associated with operators. Conclusions and Relevance. The national program is definitely important for the development of the innovative digital economy in Russia. However, it is necessary to adjust target indicators of the program. Otherwise, it is doubtful whether the performance of the program is fairly evaluated. It is crucial to substantiate funds allocated to conduct organizational actions and coordinate projects, hold bidding. The conclusions can be used by authorities to implement the governmental policy, evaluate the efficiency of its enforcement, and assess risks.

Subject/topic. The article discusses the possibilities and prospects of ensuring the dynamic stability of the economic development of industrial enterprises through the use of end-to-end technologies of the digital economy. The purpose and objectives of the study is to consider the potential and state of the use of digital technologies in the context of ensuring the dynamic sustainability of the development of industrial enterprises and to identify promising areas for improvement. Methodology. The study used: the general scientific dialectical method of knowledge, as well as some special research methods: comparative, survey method, statistical, generalization method and others. Results. An approach to understanding dynamic stability as a key characteristic of economic development has been substantiated. The importance of end-to-end digital technologies as a source of dynamism and sustainability of the development process of industrial enterprises is noted. Insufficient effectiveness of digitalization of Russian industrial enterprises is stated, factors that inhibit and stimulate industrial digitalization are highlighted. Some promising areas of digital assistance to ensure the economic development of Russian industrial enterprises are presented. Conclusions/Relevance. It has been confirmed that complex digital technologies of the so-called "end-to-end" nature can be fairly considered as the most modern toolkit for ensuring the dynamic sustainability of the development of economic entities in industry. Their use is truly synergistic in nature, since it pushes high-tech development of related industries, provides a deeper penetration of digitalization into the public sector, and also contributes to an integral increase in the global competitiveness of domestic industry, thereby making an invaluable contribution to achieving the desired parameters of national economic security. The promising directions of digitalization as a tool for ensuring the dynamic stability of the economic development of Russian industrial enterprises are given, such as the introduction of wireless communication technologies and the industrial Internet along the entire territorial chain of added value creation; activation of the use of robotics and sensorics components through the support of digital control and monitoring tools; orientation of the consumer product portfolio to the "Internet of Things"; further digitalization of general administrative and management processes (upstream-level of management of industrial enterprises) based on the introduction of tools and technologies for integrated digital planning and digital controlling.

The article proves the need to "return" the state to the economy in order to implement digital mobilization and form a new mechanism of public administration, including the article analyzes the key conditions for Russia’s transition to the path of "advanced development", reveals not only the content of the levels of the digital sphere, but also its end-to-end digital technologies, all the challenges and threats generated by the development of the digital economy, examines the need and possibility of Russia’s movement to the sixth technological order, provides an algorithm for the transition to the phase of a new long wave (the big or Kondratiev cycle).

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

Introduction: the emergence of such freelancing as remote labor meant the beginning of the process of the flexible virtual law formation. “Cloud computing” is coming into life. There appear the concepts of “working in the cloud” only in the virtual (digital) space, so the government program “Digital economy in the Russian Federation” of July 28, 2017, No. 1632-P adopted in the framework of the Decree of the President of the Russian Federation of May 9, 2017 provided the need for the formation of a comprehensive legislative regulation of relations arising in connection with the digital economy development. At the same time, it is specifically noted that the labor market should be based on its requirements in order to create productive employment. Methods: the methodological framework for this study is the methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and comparative law. Results: the paper is devoted to the existing problems of the legal regulation of digital technologies in labor relations for the expedient and empirical updating of many legal norms, from which in the future it will be possible to start, change and supplement it, adhering to a fundamental change in labor relations in order to develop non-standard and fruitful employment. Conclusions: as a result of the conducted research it is established that in the Russian Federation the labor legislation regulating the electronic legal employment relations is fragmented and does not contain all the elements of the legal regulation. There is a need for the legislation on archive business in electronic form, the widespread introduction of electronic employment contracts, which can serve as the basis for the electronic personnel records management. The labor legislation should contain the provisions on the equivalence of an electronic labor contract to a written form.

The transformation of the socio-economic sphere based on the widespread use of information and communication technologies (ICTs) has allowed us to form fairly stable trends in the development of the digital economy in many countries of the world. The innovative system of economic relations in developed countries has shown its effectiveness. Digital technologies have an impact on the decision-making about what to produce and what to buy, digital markets have a short formation period, they have fewer entry barriers, they are more dynamic. The digital format of modern life leads to the development of new economic relations and to significant changes in the process of learning, professional activity, leisure activities, allows you to think differently, plan and make decisions. In Russia, in 2017, the program "Digital Economy of the Russian Federation" was approved, according to the strategic goals of which, the use of digital technologies should lead to an increase in the competitiveness and well-being of the country's population. The program provides for improving the level of management based on planning (strategic, tactical, operational), coordination, and monitoring the practical implementation of the goals set. Funding for the program is provided at the level of 100 billion rubles per year, the total budget for 2018-2024 is 1634.9 billion rubles. The article considers the target program "Digital Economy of the Russian Federation", determines the possibility of its practical implementation in the context of digital globalization and identifies the factors that hinder its development: the imperfection of the regulatory framework; low volume of digital technologies used in enterprises, insufficient level for their financing; insufficient level of digital competencies, technologies and readiness for technological breakthrough; "digital inequality" among the population of the country; insufficient targeted state funding of innovative digital companies and high cybercrime.

The paper investigates the theoretical and practical aspects of providing the corporate social responsibility in a digital economy. The digital transformation of economic activity necessitates a business response to fundamental new challenges and threats related to cybersecurity, privacy, copyright protection, blockchain, misinformation, ethical algorithms for artificial intelligence etc. The quantity and complexity of digitalization problems determines the need for a consistent and comprehensive approach to ensuring digital responsibility in economy. Corporate digital responsibility can be defined as a responsible and ethical using of digital technologies; forecasting the social, economic and environmental consequences of decisions made in the digital economy. The analysis of social reports and web resources of Ukrainian companies indicates that their potential of digital responsibility is limited to the digital skills transfer and partial using in communications with stakeholders. At the same time, there are promising ways of manifesting social responsibility of domestic enterprises: investments in digital infrastructure and education; using digital technologies to monitor the responsibility and business ethics of suppliers and contractors; digitalization of environmental management processes; protection of digital rights and personal data of customers, employees, partners; dialogue with real and potential stakeholders through digital channels. Foreign experience shows that it is efficient to form public-private partnership platforms in the field of digital responsibility and sustainable development. It is also appropriate for the government to develop and implement a strategy for the digital transformation, programs of economic and advisory support for digital social entrepreneurship; to form standards for assessing and reporting about corporate digital responsibility; to eliminate the institutional and legislative barriers to the digital economy development; to overcome the digital divide in society; to create algorithms for personal data processing and suitable digital platforms.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

Abstract The article presents the study that mainly focused on the changes made as a result of collaborative innovations in business relationships developed during the period of digitalisation in the construction field of the Russian Federation. It is a conceptual piece of work based on the systematic approach to the analysis, literature review and comparative analysis. The digitalisation of investment and construction projects is technologically based on the integration of solutions, such as the building information model (BIM), high-performance IT-systems, cloud platforms and the Internet-of-Things, resulting in unified and constant connectivity, specialised mobile applications, robotic equipment, unmanned vehicles, additive technologies, AR/VR services for the analysis of Big-Data, and blockchain technologies. The integration of digital technologies is a radical innovation, which highlights collaborative innovations in business relationships and makes it possible to form a united digital ecosystem that allows firms to manage, control and regulate the full lifecycle of a construction project, and then, the property in real-time. The contribution of this work to the construction field is the offered model for the creation of a digital ecosystem and the described role of the government in the model. Also, this work can be used for the integration of BIM technologies in construction companies.
