Current socio-economic studies convince of the increase of irrational using available resources and growing social tension among the population. The key problem of social and economic development of the region is to ensure the population’s welfare, including both adequate living conditions and income level. Many scientists have been involved in the formation and development of communities, namely P. Gural, A. Batanov, C. Jonassen, G Hillery, M. Baimuratov, О. Moroz, E. Ostrom, C. Tiebout. However, the accumulated practical experience and knowledge is not enough to clarify the prerequisites for the formation of communities on the principles of sustainable socio-economic development of the region. The article summarizes the approaches to forming communities on the principles of sustainable social and economic development of the region. To form communities on the principles of sustainable socio-economic development of the region, systemic reformation of the administrative and territorial structure at all the levels is required. Based on the provisions of the theory of fiscal decentralization, collective action, social self-organization, it is necessary to clearly identify the advantages of each of them and the possibility of applying provisions in domestic realities.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

The article also presents economic and mathematical models of the levels of economic and social development of the enterprise, on the basis of which the forecast of development of the enterprise is carried out.

The main purpose of the article was to assess the eco-socio-economic development of world countries. For this purpose, the Comprehensive Eco-Socio-Economic Development Index (CESEDI) was proposed and used. The proposed measure is based on a dozen or so indicators recognized and used in the literature for assessing countries in terms of their social, economic and environmental achievements. An attempt was made to include most of the elements necessary for the safe, healthy and happy life of citizens of the studied countries. The article presents world leaders, based on the CESEDI. Moreover, the individual components of the CESEDI and their level in the analyzed countries are presented. It was found, inter alia, that 18 out of 20 countries with the highest CESEDI are European countries. The ranking leaders were highly developed Scandinavian countries (Norway, Denmark, Finland) and Switzerland. The countries of Eastern and South-Eastern Europe (Slovenia, Slovakia, the Czech Republic, Poland and Romania) took high positions in the ranking, ahead of such countries as Canada, the United Kingdom, Japan and the United States. Research results indicate that European and South American countries are, on average, more developed in terms of ecological, social and economic development than countries in the rest of the world.

This research study is carried out to know about the importance of social mobilization intervention of Crop Maximization Project on the socio-economic development of small farmers of district Charsadda. The objective of this research study was to know about the role of the social mobilization of the project in uplifting the social and economic conditions of small farmers of the targeted area. The present research study was carried out in union councils Rajjar-II and Sarki Tetara of Tehsil and district Charsadda. Pre-tested interview schedule was used for data collection from 150 respondents, who were purposively selected through random sampling method. The analyzed data indicated that 100% of the respondents were fully satisfied the role played by social mobilization in their motivation, awareness, empowerment, capacity building and organization. Majority (93.3%) of the respondents utilized these skills empowerment for their social and economic development while only 6.7% of them got no benefits. The research findings indicates that effective social mobilization can pave the way for other practical developmental initiatives by motivating, organizing and building the capacity of the targeted population. In future rural development projects there should be effective social mobilization sector, which can bring the maximum number of the targeted population in main stream to get the maximum benefits from the development projects

Introduction.The article is devoted to the revealing of the tendencies of social and economic development and to economic security of the territories. The research summarizes the concept of economic security of the territory and the ways of its evaluation, also presents the author’s methodology for determining the trends in the development of municipal areas by the context of economic security on the example of Omsk region.Materials and methods.Indices of economic security in the economic, social and financial spheres and an integrated index are calculated, basing on the data of the Territorial Body of the Federal State Statistics Service for Omsk Region, which characterize the socio-economic development of municipal regions. The grouping of the obtained values and their visualization with the help of GIS technologies helps to demonstrate the development tendencies of the municipal areas of Omsk region.Results.The article substantiates the ways of grouping the indices of economic security and their visual representation for assessing the trends of socio-economic development of municipal areas. As a result, the tendencies of social and economic development of the municipal districts of Omsk region in 20142016 are demonstrated in the context of economic security based on the author’s methodology.Discussion and conclusions.The revealed positive trends in the development of municipal districts’ economy of Omsk region are offset by negative trends in the social sphere. Therefore, most of the municipal districts of Omsk region are classified as “moderate implementation of threats” to the level of economic security in 2016. The revealed tendencies reflect problematic issues, to which the municipal and regional authorities of Omsk region should pay special attention.

The structure of the national model of social and economic development is considered in the composition of types and subtypes of the economic system, taking into account the types of macroeconomic policy and the sector of the national economy, the nature of institutional transformations and institutional changes in the national economy is described, types of modern transformations or choice of alternative development options are identified. The difference between institutional changes and institutional transformations is revealed, namely institutional transformations and institutional changes are associated with the replacement of institutions, but it is the result of the former that the institutions that predetermine the functioning of the main components (predetermining attributes) of the economic system are replaced. It has been established that as a result of institutional transformations, changes take place in the system-forming institutions that predetermine the nature and characteristics of social and economic development. The transformations that took place or are potentially possible are determined in the context of the problem of managing the socio-economic development of the Republic of Crimea. It is determined that in the case of institutional transformations, there is necessarily a specific bifurcation point, characterized by the occurrence of a certain event or group of events, and is the starting platform for a specific institutional transformation. A scheme of various variants (scenarios) of the passage of the bifurcation point in the process of development of the national economy under the influence of external and internal factors is constructed, and changes in the states of development of the national economy during the passage of the bifurcation point are determined. The internal critical instability of the current state of development of the national economy has been studied. It is determined that institutional changes without the flow of institutional transformations represent a combination of the replacement of institutions in certain areas or spheres of socio-economic development. At the same time, the bifurcation point is absolutely not an obligatory condition, as a result of which institutional changes can take place constantly, thus constantly modernizing the institutional environment, taking into account new agreements, decision-making features and many other factors.

Abstract Local Action Groups (LAGs) are responsible for promoting social and economic development in their territories, by creating local development strategies (LDSs) funded through LEADER Programme. They are area-based multisectoral partnerships, formed from public, private and social stakeholders. The aim of this paper is to study the governance and sustainability of Romanian LAGs, using evidence from the Nord-West Development Region from Romania. Structured interviews with LAGs managers were used as a primary method for collecting data. The results show that LAGs are struggling to remain active during the transition periods between two editions of the program, questioning their capacity to function without LEADER funding. However, they report fewer major changes compared to the last transition, mostly focusing on partnership and territorial structure.

The article considers the socio-economic development of the Kaztalov district. It is indicated that the economic welfare of the region occupies an intermediate place between the regions of the West Kazakhstan region.
