The article analyzes the dynamics of changes in the main indicators of functioning of seaports in Ukraine. Functional and content characteristics of the institutional support of innovative development of seaports in Ukraine are determined, which are based on the criteria of controllability and controllability and provide for the formation and implementation of an algorithm for activating the participation of public institutions in the system of state management of innovative development of seaports of Ukraine. The presented algorithm reflects the complementarity of the interaction of public authorities with specific public insti-tutions with the substantiation of priority goals and instruments of their influence on the innovative development of seaports and the national economy. Conceptual approaches to the functioning of the public administration system of providing innovative development of seaports in Ukraine are proposed, which include a set of complementary mechanisms (regulatory, institutional, administrative, financial, investment, trade, foreign, economic, innovation, information and communication). and the stages of implementation of strategic measures for its refinement, which helped to highlight innovative transformations as the final stage, oriented towards and the leading role of the maritime port industry in the national economy.

The article studies the specificity of formation of the concept of the information and communication sphere of international relations related to public legitimation of the use of military force. The relations between military and political subjects and the civil society, emerging in this process, are defined by the author as international military and civil relations. The research object is the international military and civil relations discourse formed by the participants for the purpose of organization, preparation and use of military force. The research subject is the peculiarity of its formation at the present stage. The author gives special attention to the issues of information activities of the military policy subjects on the Internet, noting the leading role of electronic media and social networks. The scientific novelty of the research consists in the application of the discourse approach to the analysis of the information activities of military and political subjects. Based on the current understanding of a discourse, the author considers it in terms of the reproduction of ideas in the public conscience. Being a component of the military and political discourse, the international military and civil relations discourse has some peculiarities determined by its purpose, the subjects, producing it, and the specificity of its formation at the present stage. The author suggests considering the international military and civil relations discourse as a developing in time communicative event with different levels of representation which are in constant conceptual connection. The textual level is represented by official documents and statements of heads of states and their coalitions. The contextual level - by discussions, debates and negotiations in Mass Media. The pre-contextual level is represented by feelings, emotions and conditions contained in the public mind and manifested in social networks users’ posts. The author arrives at the conclusion that the international military and civil relations discourse is used as a means of political influence reflecting the ideology and worldview of the subjects producing it.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

ABSTRACT This article is a qualitative literature synthesis in the areas of community-campus collaborations, knowledge mobilization and social innovation. The article aims to be useful to people who work in academic settings, community organizations, public institutions, and government. The authors utilized a purposive sampling methodology to explore the following questions: 1. How can university-based knowledge mobilization leverage investments in higher education research and development (R&D) through community-campus collaboration and social innovation? 2. What is the role of university-wide knowledge mobilization projects in supporting community-campus connections and ultimately social innovation strategies that contribute to the public good? Our review indicates considerable interplay between community-campus collaborations, knowledge mobilization and social innovation given that knowledge mobilization facilitates – and is facilitated by – collaboration. With sufficient knowledge mobilization, community-campus collaborations stimulate social innovation. The article concludes with recommendations based on our review of the literature. RÉSUMÉ Cet article se fonde sur une synthèse littéraire qualitative portant sur les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale. Il se veut utile pour toute personne travaillant dans un milieu académique, un organisme communautaire ou une institution publique. Les auteurs ont recours à une méthode d’échantillonnage raisonné pour répondre aux questions suivantes : 1. Comment la mobilisation du savoir universitaire – au moyen de la collaboration communautaire/académique et de l’innovation sociale – peut-elle faire augmenter les investissements en recherche et développement dans l’enseignement supérieur? 2. Comment les projets de mobilisation du savoir universitaire peuvent-ils resserrer les liens entre campus et communauté et, en fin de compte, appuyer des stratégies d’innovation sociale qui contribuent au bien commun? Notre évaluation indique qu’il y a beaucoup d’influences réciproques entre les collaborations communautaires/académiques, la mobilisation du savoir et l’innovation sociale, surtout que la mobilisation du savoir facilite la collaboration et vice versa. En effet, avec une mobilisation du savoir suffisante, les collaborations communautaires/académiques stimulent l’innovation sociale. Cet article se termine par des recommandations provenant de notre analyse documentaire.

The article notes that the theme of culture and cultural policy for modern Iran is not a marginal issue. Culture is seen by the country’s leadership as an important component of its state political and ideological doctrine. There is analyzed the role of the Islamic factor and cultural heritage in the cultural policy of the Islamic Republic of Iran over four decades of its existence. Particular attention is paid to the role of the theory of the dialogue of civilizations proposed by M. Khatami as well as to the changing attitude towards it in the public consciousness of Iranian society. It is emphasized that the theme of “Iran and the West” is becoming particularly acute in the country today, contributing to its politicization. An attempt is being made to show that Iranian culture is increasingly becoming an important factor in the foreign policy activities of the leadership of the Islamic Republic of Iran, contributing to the strengthening of the country’s position in the world arena as a whole and the country’s leading role in the region, the realization of the idea of exporting the Islamic Revolution and implementing Iranian cultural expansion outside the country.

The article analyzes methods of ensuring the migrants rights by the public authorities of the Russian Federation, the individual elements of the migration policy of the Russian Federation relating to the activities of public authorities. It considers the activities in the field of protection of the migrants rights by such authorities as the Russian President's Office for Constitutional Rights of Citizens, the Presidential Council for Civil Society and Human Rights, the Council for Interethnic Relations, General Directorate for Migration, Chief Directorate for Migration Issues of Ministry of Internal Affairs of the Russian Federation, their normative documents, that regulate their activities. It examines separately the activities of the RF Government in the field of protection of the migrants rights, as well as judicial authorities; it identifies the special role of the RF Constitutional Court in the field of ensuring the rights of migrants, refugees, the internally displaced and stateless persons. It underlines the role of authority bodies of the RF entities in ensuring the migrants rights in terms of Irkursk Oblast. The article offers to differentiate strictly the role of each authority body in the field of migrants rights protection, as well as to pay specific attention to regulation of activities of the FR entities authority bodies in this direction.

The article proves inevitability of market management of national economy. The authors introduced in academic circulation such notions as ‘business market’ and ‘developed market.’ Serious attention is paid to the role of private property in life of society and organization of national economy. Drawbacks of national economy management in soviet times were shown, incompetence of party leaders was highlighted and this resulted in the fact that ways of coordinating industrial relations with economic laws were not found. The soviet power was not able to use market laws in the interests of the country. Party leaders were not eager to understand the market theory, as market was denied. Reforms were ineffective due to this reason. Today Russia is facing the necessity to choose strategy for the future: it could be an inertial way of neo-liberal reforms and degradation of scientific potential or mobilization of intellectual resources aiming at economy restructuring on the basis of developed market with the leading role of state. The quality of state governance can help renew social sphere, achieve sustainable growth in the standard of living, where the leading role will belong to science of life, man and society.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

This article is based on a research project that explores the proliferation of information and communication technology (ICT) in public services. Furthermore, the research explores how the enhanced presence of ICT relates to efforts to increas-ingly individualise the service delivery. It can be argued that enhanced individualisation requires increased levels of discretion and flexibility. At the same time, this flexibility needs to be implemented within a standardized framework to ensure due process and to meet demands for efficiency. As local-level work practices in the public services are increasingly being enabled through ICT, the information systems can thus be seen to offer ’standardized flexibility’. Hence, the information systems work as both enablers of flexibility and as controllers of the same. This research explores how this duality manifests empirically at the local-level of the Norwegian employment and welfare services (NAV). It focuses on the in-terface of the information systems and local-level employees. In this article, I portray the role of the information system, Arena, with regard to how the front-line employees structure and organize their work. This portrayal reveals that the information system reflects an ideal world which is out of tune with local working conditions. The employees are thus facing gaps between the ideals of the system and their actual work context. The main purpose of the paper is to illustrate how the employees deal with this gap; I identify three types of responses and strategies. Moreover, I suggest that the relationship between the information systems and different kinds of local responses may be fruitfully analysed by drawing an analogy with choreography and dancing. The second purpose of this article is thus to outline how the metaphor of choreography may provide a suitable theoretical lens for analysing ICT-enabled standardization of work.
