Interrogating Thompson’s Community Approach to Oral History with Special Reference to Selected Oral History Programmes in Zimbabwe

 Thompson (1998, 27) argued that “there have been telling criticisms of a relationship with informers in which a middle-class professional determines who is to be interviewed and what is to be discussed and then disappears with a tape of somebody’s life which they never hear about again—and if they did, might be indignant at the unintended meanings imposed on their words.” This is one of the criticisms that have been levelled at conventional oral history methodologies, especially those used by national institutions such as National Archives of Zimbabwe. It is Thompson’s argument that with the use of a “community approach” methodology, communities are empowered and then have confidence in writing their history which will be accessible to the public. This article will therefore interrogate Thompson’s concept using case studies of the Mafela Trust, the Tso-ro-tso San Development Trust and the National Archives of Zimbabwe to understand the positives and negatives of the community approach to oral history. The Mafela Trust is a private archival institution which deals with the memory of the Zimbabwe African People’s Union (ZAPU) whilst the Tso-ro-tso San Development Trust deals with the San Community of Zimbabwe. These institutions have used oral history as a tool to collect their oral testimonies; therefore this article will use oral history testimonies, some of which are archived, as its source of data. Abstract This article argues for a thorough re-thinking of the origins of the civil engineering profession in Canada. Working from a variety of sources, the richest being the public works papers in the National Archives of Canada, the author has assembled a list of forty-three men who practised as civil engineers in Canada before the railway boom of the 1850s and for whom biographical details are known. They are overwhelmingly men of the upper middle class who received good academic educations before their professional apprenticeships in engineering. Almost none were tradesmen. The civil engineering profession thus appears of much higher status, and much closer to the other traditional gentlemanly professions of the early nineteenth century, than others have recognized. The author goes on to explore to what extent this first generation of civil engineers might be considered true professionals, and what their existence suggests about the society in which they lived and practised.

The Information Regulator in South Africa is charged with the responsibility to regulate access to information. The implementation of the access to information legislation is heavily dependent on proper records management in the public sector; however, there is consensus among researchers that records are poorly managed in the public sector. The purpose of the study is to describe how records management in the public sector in South Africa can be strengthened through the Information Regulator. This qualitative study utilised document analysis and literature review for data collection. The study was limited to one mandate of the Information Regulator, which is the Promotion of Access to Information Act (PAIA). The PAIA was analysed to contextualise the correlation between the Act and records management in the public sector. The study found that the successful implementation of specific sections of the PAIA is dependent on proper records management. While it is acknowledged that the Information Regulator is making inroads into records management space, the study recommends that extra effort needs to be made to strengthen collaboration with the National Archives and Records Service of South Africa, which is charged with a statutory regulatory role for records management in public bodies. A framework was developed to outline the role that the Information Regulator can play to strengthen records management service in the public sector.

We begin with a discussion of the public launch of ENIAC in February 1946 as a carefully orchestrated scientific spectacle. We draw on oral history accounts and on archival sources, including seating plans, press releases, and records of the demonstration itself. We then consider ENIAC’s first year as an operational computer, during which its initial programming method was used on to run around a dozen applications at the Moore School. These are listed with brief discussion. We describe in some detail calculations performed by Douglas Hartree on supersonic airflow, the firing table calculations run as a public demonstration, and a mathematical experiment to detect prime numbers. These case studies integrate discussion of the various mathematical methods involved, the compromises and methods needed to adapt them for ENIAC, and the labor processes involved in running them on an often uncooperative machine in a chaotic environment.

This article will aim to give an overview of the development of oral history programme at the National Archives of Zimbabwe since the colonial period to the present. It will look at the strengths and weaknesses of the programme, especially in issues of inclusivity and exclusivity. The article will try to answer  questions such as whether the programme is national in its outlook or elitist in its approach, serving the interests of few dominant ethnic groups. How it is faring in giving a voice to those marginalised groups of the society will be another issue the article will consider. It will also look at the approaches and methodologies used to collect oral testimonies and how these bear in the long term on preserving and archiving these recorded testimonies. The article will mainly be based on the views made by interviewee’s who, when interviewed during the oral history programme, made passing statements about the programme. The environment encountered by archivists and the welcome given to them in different communities they visited during oral history exercises will be discussed, especially its implications on the success of oral traditions programme at the National Archives of Zimbabwe. The literature on oral history relating to National Archives of Zimbabwe will be reviewed and a document analysis will be done.

Access is one of the fundamental purposes of archives as archives are preserved for use by the public. One can argue that archives that are not being consulted by the researchers may simply be referred to as “dead” or “irrelevant.” It is from this assumption that a comparative case study between National Archives of Zimbabwe (NAZ), National Archives and Record Services of South Africa (NARS), and provincial archives in South Africa’ oral history units was carried out. The major objectives being that of how accessible are the oral history holdings of NAZ and NARS to the public vis-à-vis the traditional archives such as manuscripts among others and the impact of coloniality to access. Data was collected through interviews and observations including also document analysis. The discussion on collected data revealed a massive underutilization of oral sources which is not in tandem with the spirited effort put by both NAZ and NARS in collecting the oral histories of the once marginalized groups of people. Some of the recommendations offered were the adoption of ICTs especially online archiving and social media in providing access to oral history holdings to the public including coming up with access policies which are in line with the International Council of Archives’ (ICA) (2012) Principles of Access.

 Oral history collections are vital assets that represent national heritage. While transcribed collections are kept in a proper archival repository at the Bulawayo National Archives, the audio-visual collections are kept unprocessed and unprotected in unsuitable housing such as cardboard boxes within the Principal Archivist’s office. Storage conditions are not conducive and therefore, unbearable. The study, therefore, explored issues relating to how national heritage contained in oral history collections can be protected through conservation at the institution. In this regard, the study opted to employ the qualitative research methodology, using the case study research design. The informants were purposively sampled, while data were collected through questionnaires, in-depth interviews, and document analysis. Questionnaires were administered to the chosen respondents through hand delivery. Researchers conducted in-depth interviews that lasted between 20–30 minutes. The Director’s Annual Reports from 1990 to 2016 were analysed for the study. The findings of the study indicated that the Bulawayo National Archives captures and stores oral history in paper, cassettes, magnetic tape, and digital formats, and according to various subject areas; which include chieftaincy, minority groups, land question, religion and liberation wars. However, the institution does not have a conservation unit nor an Oral Historian in charge of the collections. In this regard, we recommend that the institution sets up a conservation unit to protect oral history collections, and facilitate the restoration of the already damaged and deteriorated oral history collections.

Knowledge presented by Oral History (OH) is unique in that it shares the tacit perspective, thoughts, opinions and understanding of the interviewee in its primary form. While teachers, lecturers and other education specialists have at their disposal a wide range of primary, secondary and tertiary sources upon which to relate and share or impart knowledge, OH presents a rich source of information that can improve the learning and knowledge impartation experience. The uniqueness of OH is presented in the following advantages of its use: it allows one to learn about the perspectives of individuals who might not otherwise appear in the historical record; it allows one to compensate for the digital age; one can learn different kinds of information; it provides historical actors with an opportunity to tell their own stories in their own words; and it offers a rich opportunity for human interaction. This article discusses the placement of oral history in the classroom set-up by investigating its use as a source of learning material presented by the National Archives of Zimbabwe to students in the Department of Records and Archives Management at the National University of Science and Technology (NUST). Interviews and a group discussion were used to gather data from an archivist at the National Archives of Zimbabwe, lecturers and students in the Department of Records and Archives Management at NUST, respectively. These groups were approached on the usability, uniqueness and other characteristics that support this type of knowledge about OH in a tertiary learning experience. The findings indicate several qualities that reflect the richness of OH as a teaching source material in a classroom set-up. It further points to weak areas that may be addressed where the source is considered a viable strategy for knowledge sharing and learning. The researchers present a possible model that can be used to champion the use of this rich knowledge source in classroom education at this university and in similar set-ups.

Abstract: Based on Law Number 2 of 2012 concerning Land Acquisition for Development in the Public Interest, the Openness Principle is one of the ten principles as the basis of the implementation of development. This principle is significant because its complex role can lead to conflicts and disputes. In this paper, discussions are divided into two parts: 1) how the implementation is expected to be applied according to the acquisition procedure in theory; and 2) the reality that occurs in the field. The first discussion was conducted by reviewing the applicable regulations and the methods or concepts of development of the openness principle. Meanwhile, the second discussion about the reality on the field was conducted by elaborating case studies regarding problems in land acquisition. The results of this study indicate that there are gaps in the implementation of the openness principle between theory and reality in regards of land scarcity, economic inequality, and information asymmetry among the involved parties. In conclusion, the implementation of the openness principle is significant with the role of information in land acquisition.Intisari: Berdasarkan Undang Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan Untuk Kepentingan Umum, Asas Keterbukaan adalah salah satu dari sepuluh asas yang menjadi dasar pelaksanaannya. Asas ini menjadi signifikan karena perannya yang kompleks dapat menimbulkan konflik dan sengketa. Artikel ini akan membagi pembahasan menjadi dua bagian: pertama, bagaimana implementasi yang seharusnya diterapkan pada prosedur pengadaan secara harapan, dan kedua, membahas mengenai realita yang terjadi di lapangan. Secara harapan pembahasan dilakukan dengan melakukan library research atau studi terhadap peraturan yang berlaku dan metode-metode atau prinsip perkembangan dari asas keterbukaan. Realitas di lapangan akan dielaborasi dari studi kasus mengenai permasalahan dalam pengadaan tanah. Hasil dari penelitian ini menunjukkan ada gap dalam implementasi asas keterbukaan antara harapan dan realitas di lapangan yang bersumber dari kelangkaan sumber daya/tanah, ketimpangan ekonomi dan asimetri informasi di antara para pihak yang terlibat. Tulisan ini menyimpulkan bahwa implementasi asas keterbukaan signifikan dengan peran informasi dalam pengadaan tanah.

This chapter presents a model of the interaction of media outlets, politicians, and the public with an emphasis on the tension between truth-seeking and narratives that confirm partisan identities. This model is used to describe the emergence and mechanics of an insular media ecosystem and how two fundamentally different media ecosystems can coexist. In one, false narratives that reinforce partisan identity not only flourish, but crowd-out true narratives even when these are presented by leading insiders. In the other, false narratives are tested, confronted, and contained by diverse outlets and actors operating in a truth-oriented norms dynamic. Two case studies are analyzed: the first focuses on false reporting on a selection of television networks; the second looks at parallel but politically divergent false rumors—an allegation that Donald Trump raped a 13-yearold and allegations tying Hillary Clinton to pedophilia—and tracks the amplification and resistance these stories faced.
