This paper provides an overview of modern theoretical and practical approaches to the systems of motivation and stimulation of the work of the personnel. The main focus is on the works of Russian researchers within the last decade. The relevance of this study is due to the lack of such reviews in scientific sources, as well as the possible comparison of the achievements of theory and practice in order to create an effective system of staff labor motivation. The purpose of this study is to analyze modern approaches in theory and practice to the content of labor motivation and incentive systems, the mechanism of labor motivation and the selection of the most effective “tools for tuning” the system of labor motivation and incentives. The research methods used in this study include analysis, systematization and generalization of the published approaches of researchers and practitioners, including copyright research, for the period from 2012 to 2020, presented in academic journals and monographic sources. The results of the study were systematized by the authors in three areas of analysis: models and systems of motivation and incentives for personnel and the composition of their elements; approaches to studying mechanisms of motivation and stimulation of labor, guiding the labor behavior of employees; experience of a differentiated approach to managing labor motivation. Systematization and generalization of the approaches made it possible to single out the “tuning tools” of the system of motivation and stimulation of labor and to define the concept. Moreover, it helped to compile the list of such tools, including: monitoring the need-motivational sphere and job satisfaction, studying the dynamics of the employee’s motivational profiles for making and changing management decisions; application of a flexible incentive system, taking into account the differentiation of incentives by gender, age, length of service, job positions of personnel in the company; providing an employee with a choice of a compensation package from the enterprise’s cafeteria. These customization tools guide managers towards a targeted approach to personnel, combining the efforts of management at different levels to align labor motivation with the strategic goals of the company. The authors argue that a timely use and alternation of the tools for setting up and tuning the labor motivation system, focusing on the urgent needs of personnel, allows to change the company’s motivational strategy creating sustainable competitive advantages which are necessary in modern economic realities.

The article is devoted to the search for the most effective approach to the evaluation of the effectiveness of the motivation system of the personnel of a tourist and recreational enterprise. The main goal of the effective system of personnel motivation is defined in the work — formation of the correct interrelations of the elements of the system aimed at achieving the set goal of the enterprise. In the presented work approaches to the evaluation of the effectiveness of the staff motivation system through application of specific methods of personnel assessment, based on the implementation of the list of requirements for it, are investigated. The need for a correlation between the selection of a specific method of staff assessment, for the purpose of evaluation, was stressed. The main quantitative and qualitative indicators aimed at assessing the effectiveness of the system of motivation of the personnel of the enterprise, namely: length of service, education, age, turnover of staff, benefits and additional payments, encouragement and punishment, etc. In terms of identifying staff needs and determining the degree of satisfaction, the best Method — the construction of a motivational profile.

Abstract. In modern conditions of aggravation of competition the question of creation of effective system of motivation of the personnel at the enterprise acquires extreme urgency. The level of employees’thirst for work depends on the chosen system of motivation. That is why company executives need to rationally combine tangible and intangible methods of staff motivation. Foreign experience proves that intangible and tangible methods of motivation play an equally important role in organizing the work of subordinates. That is why the study of the process of choosing a method of staff motivation in the enterprise is becoming increasingly important, which confirms the relevance of the chosen to research topic.The article investigates the theoretical foundations of the formation of an effective system of motivation in the enterprise.The main motives that underliemotivation are highlighted. Motivation theories are outlined and analyzed. The analysis of the main components of the motivation system: tangible and intangible. The factors contributing to the formation of an effective system of motivation in the enterprise are revealed. Possibilities of combination of tangible and intangible types of motivation at the enterprise are substantiated. It has been proven that motivation has a significant impact on the life of every person and is a driving force in any economic activity.Everyone is an individual, so the goal of company leaders is to choose motivational factors in accordance with the individual qualities of employees. To get the maximum effect from the work of subordinates, the manager must determine the motives of each employee

This paper examines the cultural heritage resources of Macau in tandem with the city’s development. The investigation encompasses the actual condition of Macau’s cultural heritage tourism and the challenges and opportunities for its future development. Based on the experiences of other countries, the authors set strategic goals, provide an overall path and developmental strategies, and create a scientific structure with a framework built on theory and practice. The necessity and viability of cultural heritage tourism in cultivating and enhancing the city’s competitiveness as a tourism destination is argued. Based on a survey of visitors to Macau, the researchers gain an understanding of the tourists’ behavior, awareness and evaluation of scenic spots that are part of the cultural heritage tour.

Restoration of motor function to individuals who have had spinal cord injuries or stroke has been hampered by the lack of an interface to the peripheral nervous system. A suitable interface should provide selective stimulation of a large number of individual muscle groups with graded recruitment of force. We have developed a new neural interface, the Utah Slanted Electrode Array (USEA), that was designed to be implanted into peripheral nerves. Its goal is to provide such an interface that could be useful in rehabilitation as well as neuroscience applications. In this study, the stimulation capabilities of the USEA were evaluated in acute experiments in cat sciatic nerve. The recruitment properties and the selectivity of stimulation were examined by determining the target muscles excited by stimulation via each of the 100 electrodes in the array and using force transducers to record the force produced in these muscles. It is shown in the results that groups of up to 15 electrodes were inserted into individual fascicles. Stimulation slightly above threshold was selective to one muscle group for most individual electrodes. At higher currents, co-activation of agonist but not antagonist muscles was observed in some instances. Recruitment curves for the electrode array were broader with twitch thresholds starting at much lower currents than for cuff electrodes. In these experiments, it is also shown that certain combinations of electrode pairs, inserted into an individual fascicle, excite fiber populations with substantial overlap, whereas other pairs appear to address independent populations. We conclude that the USEA permits more selective stimulation at much lower current intensities with more graded recruitment of individual muscles than is achieved by conventional cuff electrodes.

For a student, determining how to choose from a set of courses is an important issue prior to learning. An appropriate learning guide can direct students toward an area of interest. The learning results produced by the student in this case are superior due to their strong interest in the subject matter. Although a number of methods have been proposed to address this issue, the effectiveness remains unsatisfactory. To this end, we created an effective system, called the personality-driven course decision assistant, to help students determine the courses they should select by mining and filtering learners’ personality patterns. For learner pattern mining, the relationships between the students’ learning results and the referred personalities are discovered to provide the learners with valuable information before learning. For filtering learner personality patterns, students with similar personality patterns are filtered to predict the potential learning results. Through the actual system, a number of subjective and objective evaluations were conducted, and the evaluation results reveal that the proposed system is highly effective and reliable.

An Eco-industrial Park (EIP) is an industrial park developed according to the theory of industrial ecology, which can significantly reduce industrial pollution and improve regional or local sustainability. On the account of the requirements on energy and material flows connection, the construction and development of EIPs are contingent for effective environmental plannings. China initiated the construction of EIPs during foundation of the previous economic and technological development or high-tech districts in 2001, by classifying EIPs into 3 categories: Integrated Eco-Industrial Park, Sector Eco-Industrial Park and Venous Industry based on Eco-Industrial Park. In each category, EIP contributes significantly to the regional and local economy as well as regional and sustainable development. The environmental planning for EIP is guided by three independent standards and by the HJT 409-2007 guides for the establishment of EIP Planning, which makes regulations on the principles, methods, contents and detailed requirements of the EIP planning. The purpose of this study is to identify the effectiveness of EIP planning in China. This article reviews the theory and practice of EIPs in China and summarizes Chinas environmental planning (EP) system. A case of EIP is presented for qualitative analysis and for the evaluation of the effectiveness of the EIP planning. The results of the evaluation on both the achievements and the processes of plannings goals, from the perspective of environmental carrying capacity (ECC), reveal the challenges of EIP planning in China. Then recommendations are provided on how to improve Chinas EP system for EIP to achieve the desired results.

Strategic planning is an organizational process, the purpose of which is to conceive, formulate and manage the strategies implementation in the enterprise. The implementation of strategic planning involves the implementation of a set of actions aimed at taking the organization from a known position to a more desirable position, creating sustainable competitive advantages. This study deals with substantiating the role and importance of organizational strategic planning in the development of the organization using a systems approach. Systems engineering consists of a multidisciplinary and collaborative engineering approach, the purpose of which is to derive, develop and verify the effectiveness of decisions or the functioning of the system throughout its life cycle to satisfy the needs, expectations and desires of stakeholders. The purpose of this article is critically to analyze the Andrade method by comparing the processes and tools used in this method with those obtained as a result of traditional strategic planning. The methods were compared by developing a case study conducted in a science, technology and innovation institution operating in Brazil and annually conducting strategic planning cycles, using traditional methodologies for managing and analyzing the effectiveness of the organization and defining strategies for its development. The paper using the engineering system, carries out the comparison of the applied phases and tools with the offers in the model. The obtained results prove disadvantages of the traditional strategic planning process in comparison with the model proposed by Andrade. The application of the proposed model would allow to obtain indicators, different from the results of traditional strategic planning, in terms of forming another set of strategies and tools to manage the organization’s development. The paper concludes that the model proposed by Andrade is more complex than the traditional one. It indicates the expediency of organizations using other tools to analyze and formulate company development strategies in the context of strengthening their competitive advantages and achieving strategic goals.
