The Urban Policy of Brazil, established with the Federal Constitution and the City Statute, brought to light a series of instruments to be used by municipalities in their urban planning. The objective of this research was to verify the use of these instruments in the laws of the cityplans of 2008 and 2020 in the city of Campos dos Goytacazes, state of Rio de Janeiro. In the methodological aspect, online meetings through Google Meet were fundamental for bibliographical and documental survey, comparative analysis of the laws of cityplans, elaboration of a table with results and elaboration of an article. With the study it was possible to analyze the use of urban policy instruments in the analyzed cityplans. It was found that in the two cityplans, several instruments are included in the law in a bureaucratic way, without elements that indicate possibilities of application. It was concluded that the use of urban policy instruments in the analyzed cityplans happened in a similar way. The difficulty of applying many instruments was evident in both studied plans

Reunification profoundly challenged the local government structure inherited from the Cold War period in Berlin. Yet this sudden socioeconomic and political change did not produce any immediate impact on institutional arrangements or policy instruments within the urban policy field. In this context, the implementation of the European Community Initiative URBAN, between 1994 and 1999, offered an opportunity to actors who were willing to challenge the existing balance of power to contest the legitimacy of preexisting interests and representations. The author argues that, in a context of competing interpretations of the issues raised by segregation processes which have left pockets of poverty in both parts of the city, the URBAN programme has managed to become an important driving force behind an underlying process of change. Its innovative approach to urban poverty and social exclusion exerted an impact on the parameters of this process of change, exacerbating existing political and organisational conflicts and challenging local networks, sources of legitimacy, and policy instruments.

Como, por que e para quem são produzidas as políticas urbanas para os jogos esportivos na cidade do Rio de Janeiro? Os dados apresentados neste trabalho resultam de pesquisa realizada sobre os Jogos Pan-Americanos no Rio de Janeiro, em 2007. O artigo está estruturado em três eixos: discurso oficial; produção e apropriação social dos projetos; cidade democrática. No primeiro eixo, examinamos o que se veiculou como as benesses que os Jogos trariam para a cidade; no segundo, os projetos, a construção e a apropriação social dos equipamentos; e no terceiro, fazemos uma proposta de política pública para o que designamos “uma cidade democrática”. Este encaminhamento analítico tornou possível observar, analisar e apresentar a distância que existe entre o discurso oficial e a realidade dos interesses que compuseram as estratégias para os jogos na cidade do Rio de Janeiro. Palavras-chave: globalização; políticas urbanas; grandes eventos esportivos; Jogos Pan–Americanos; redes; Rio de Janeiro. Abstract: How, why and for whom are urban policies for sport games in Rio de Janeiro produced? The data presented here result from a research conducted on the Pan American Games held in Rio de Janeiro in 2007. The paper is divided in three axes: official discourse; production and social appropriation of the projects; democratic city. The first axis will examine what was reported as benefits that the Games would bring to the city; in the second, the projects, the construction and the social appropriation of the equipments; and in the third, we will make a public policy proposal for what we call “a democratic city”. This analytical way allowed us to observe, analyze and present the gap between the official discourse and the interests that made up the strategies for the games in Rio de Janeiro. This research aimed to analyze the effectiveness or not of the application of progressive IPTU (Urban property and land tax) over time in the implementation of sustainable urban development. This is a bibliographic research, made from primary and secondary sources, such as the Federal Constitution of 1988, the infra-constitutional legislation, jurisprudences and bibliographies relevant to the subject matter. With this, paths were taken that lead to the possibility of such an instrument of urban policy being considered a tribute with environmentally sustainable purposes capable of achieving sustainable urban development. In view of the legislative, doctrinal and jurisprudential analysis, its ineffectiveness of application was revealed, realizing the need for regulation and application consistent with the constitutional normative system and the City Statute, as well as structural support and capitation of civil servants, in addition to greater social participation in its control.

This paper examines how different social, economic, historical and physical conditions coincide in the formation of space and processes of decline in the period of transformation in Poland. The focus lies on a specific residential area in the centre of the Polish city of Gdansk and the question why no improvements have been done in this particular area to stop its successive decline. It is among other things argued that clear urban policy together with improved urban planning and clear legislation on ownership are needed in order to improve conditions in this and other deprived areas of the city.

The article substantiates the use of public-private partnership (PPP) in order to implement the innovative urban planning policy and create the adaptive territory aimed at the implementation of modern realities of development in the context of technological and social transformation of the economy. The authors of the paper have carried out a comparative analysis of the peculiarities of the implementation of the urban planning policy in individual countries, which made it possible to determine its main innovative directions in modern conditions and form a conceptual basis for the implementation of an innovative urban planning policy based on PPP, a distinctive feature of which is the integrated consideration of factors affecting urban planning activities, as well as the orientation of innovative projects towards the implementation of the adaptive territory approach that meets modern requirements and gives the greatest synergistic effect during its implementation. A comparative analysis of the use of public-private partnership. in urban planning activities in individual countries of the world has been carried out. As a result, an expert analysis methodology for the compliance of the PPP project with the goals and principles of the adaptive territory approach has been substantiated, based on the use of identified priorities for territorial development, a procedure for assessing the contribution of PPP subjects to solving problems of urban planning and calculating a compliance ratio. The proposed methodology makes it possible to comprehensively evaluate the results of the implementation of PPP projects both at the stage of completion and at the stage of project operation.

Desvendar processos espaciais e possibilidades de planejamento em áreas de transição rural-urbana é o objetivo deste trabalho. Partiu-se do pressuposto de que, embora essas áreas não tenham sido historicamente o foco central do planejamento urbano, expressam hoje forte convergência de interesses, processos e conflitos socioeconômicos, territoriais e ambientais. Portanto, não é possível promover a ocupação e o uso sustentável e socialmente justo de todo o território municipal, como define o Estatuto da Cidade (Lei nº 10.257/01), se não há descritores técnicos e instrumentos urbanísticos capazes de garantir efetivas possibilidades de planejamento nas áreas de transição rural-urbana. Pôde-se constatar que, apesar dos recentes avanços legais/institucionais no campo da reforma urbana, ainda há muitas limitações no que diz respeito ao enfrentamento dos graves problemas decorrentes do processo histórico de uso e ocupação do território, espraiado, incompleto, especulativo, e o seu consequente planejamento. Palavras-chave: planejamento urbano; política urbana; transição urbano-rural. Abstract: To investigate spatial processes and city planning possibilities for the rural-urban transition areas is the objective in this paper. Was anticipated that even if these areas have not been, historically, centered by urban planning focus, they express, currently, a strong convergence of interests, processes and conflicts on social-economic, territorial and environmental issues. So, it’s not possible to promote a sustainable and socially just occupation and land use of the whole municipality area – as it is defined by the Estatuto da Cidade (“City Statute”, a 2001 Brazilian Federal Law) – if we do not have urban policy instruments that could actually guarantee urban planning possibilities for the rural-urban transition areas. Was evident that although the recent legal and institutional advances for the Urban Reform ideals in Brazil, it stills many difficulties to face the serious problems that come from an historical process of spread, incomplete and speculative land use and occupation, and its consequent planning issues. Introduction. The article aims to determine the architectural and urban planning elements that give buildings and residential neighborhoods their identity in Homs city in Syria. During the last century, environmental and social problems have accumulated. The city’s parts have subjected to many violations in the construction processes and the weak construction laws. Within the past ten years, the war crisis in Syria caused massive destruction in the old city too. Together, all these factors contributed to losing an important and essential part of the city’s structure. Materials and methods. Throughout retrospective and comparative analysis, in addition to observations and photographic recordings, the basic architectural and planning features in the city of Homs have been identified. These features distinguish Homs from the rest of the Syrian cities. The merging process of social and environmental characteristics and their interconnectedness shaped the so-called “Homsi” identity. Results. The research concluded that Homs’ city possesses unique planning and architectural characteristics that distinguish it from other Syrian towns despite the historical connection between the Syrian cities. Thus, the character and the city’s architectural and urban identity have developed, so architects and urban planners should not ignore this identity in the next stage of recovery and reconstruction. Conclusions. This lost identity of Homs must be reintroduced creatively in the next stage of reconstruction because it carries the meanings of environmental sustainability in addition to being a historical and cultural legacy that cannot be neglected in the future if we ignored it now, all the attempts to revive only the visual image of the city will not save the identity and will generate a fake and weak personality of the city.

This study analyses the extent of the phenomenon of home sharing based on an empirical full examination of Airbnb accommodation in Germany. The subject matter here is both the small-scale implications of renting out residential space and different approaches to regulating short-term rentals under urban planning and housing law. The author also subjects eleven bans on the misappropriation of housing to a comprehensive evaluation in order to test their effectiveness as a regulatory instrument. They can contribute significantly to governing the crowd phenomenon of home sharing. Nevertheless, the use of area-specific instruments is preferable in most cases to the city-wide approach through the law on the misappropriation of housing.

Based on the reception of four Brazilian films, the article tries to identify imaginations about the city of Rio de Janeiro through a dystopian lens typical of our day. The comparative analysis involves “critical-cinematographic” practices that conceive a sociocritical reading assuming that social elements are found in the works themselves, and are also external to them. The criticism of the following films will be verified: Rio fantasia [Rio Fantasy] (1957), by Watson Macedo, and Rio, 40 graus [Rio, 40 degrees] (1955), by Nelson Pereira dos Santos; Rio, verão & amor [Rio, summer & love] (1966) and El Justicero [The Punisher] (1967), of the same directors, consecutively. The documents will highlight dystopian aspects both in the works and in their readings, as well as in the social configurations of the time in a temporal relationship with Brazil today
