Participation of Central Libraries of the Subjects of the Russian Federation in the Organization of Scientific Activity

activities (R&D) carried out by the central libraries (CL) of the subjects of the Russian Federation. The author carried out the study basing on the questionnaire survey conducted by the National Library of Russia on the assignment of the Ministry of Culture of the Russian Federation in accordance with the decision of the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia in 2020. Central libraries, in accordance with their functions and priority goals, are the basis of the country’s library system. Their role as scientific, methodological and coordinating centres of the library system of the region is established at the level of federal and regional library legislation.The questionnaire survey revealed that most libraries have regulatory and legal grounds for conducting R&D. Employees of the central libraries are actively engaged in scientific-research work on a wide range of topics. At the same time, there should be distinguished two main areas of scientific activity of the central libraries: scientific support for the activities of libraries and historical and cultural research of regional nature based on library collections. Along with that, it is necessary to develop common approaches to solving organizational issues of R&D and its support from methodological centres and management bodies. One of the problems is to bring the results of scientific work to a wide range of users. The paper notes that it is expedient to do this by including electronic copies of scientific publications of the central libraries in the section “To Library Professionals” of the National Electronic Library; by compliance with the federal legislation in the area of legal deposit and legal deposit of printed publications in electronic form; by including scientific publications of the central libraries in the system of the Russian Scientific Citation Index with placement in the Scientific Electronic Library (eLibrary). The use of the scientific potential of the central libraries is a significant condition for achieving the goals set out in the “Strategy for the Development of Librarianship in the Russian Federation for the period up to 2030”.

The rapid quantitative growth of scientific publications has pushed the development of various Internet tools for finding the necessary information. Statistics on its study and use (citation) are no less important than the search for the necessary information. This article discusses the citation support tools provided by Google Academy, Crossref, and other developers. In the Russian Federation, NEICON (a national consortium of Russian educational, scientific, and cultural organizations) provides technical and methodological support for working with DOI and other Crossref services. The article shows how the considered tools are built into the user interfaces of the IPM electronic library. Additional features provided by the specified tools are considered.

INTRODUCTION:During the information search revealed that there is no published analysis reflecting the actual status of pharmacoeconomic and clinical-economic research, but there are databases that allow you to do so. The platform for searching research data was scientific electronic library “eLIBRARY.RU”. This portal is Russia's largest internet library of scientific publications, with rich search capabilities and the timely receipt of necessary information.METHODS:A search was carried out during the period from 2005 to 2015 of research papers on Russian and foreign pharmacoeconomic and clinical-economic research was carried out as at 1 September 2016 on the words “pharmacoeconomic*”, “clinical and econom*” with the appropriate endings. The criteria for inclusion in this analysis were general accessibility and availability of full text scientific material on the portal.RESULTS:Over the last ten years the number of publications increased by 4 times. The leading destinations included cardiovascular, pulmonary, oncological and endocrinological diseases. According to published reports pharmacoeconomic and clinical-economic studies carried out in fifty-two subjects of the Russian Federation on the basis of sixty-three Universities. In addition to researchers from the Russian Federation, has placed the representatives from eleven countries. Only one third of the published studies are generally cited. Among the methods of pharmacoeconomic analysis of the most popular in published studies is the analysis of “cost–effectiveness”, which is used in about 45 percent of the available studies.CONCLUSIONS:As a result, 1,425 articles were identified and analyzed. With the aim of providing concrete data that clearly illustrate the situation with the Russian scientific, pharmacoeconomic and clinical-economic writings to date all studies were classified according to the following parameters: geographical, temporary, local and nosological. In the framework of the analysis highlighted the authors whose works are most RISC (Russian Science Citation Index) with leading positions in the number of publications.

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

The state of maternal and child health plays a key role in promoting and protecting public health. The article analyzes and summarizes the results of the analysis of legislative support for maternal and child health. The analysis of individual indicators that determine the current state of medical organizations ‘activities is presented. The purpose of the study is to determine the current directions for improving the system of maternal and child health in Russia. Materials and methods. The following methods were used: information and analytical, content analysis, comparative analysis, and statistical analysis. Sources of primary information — scientific publications, Rosstat data, regulatory legal materials. Results and discussion. Proposals for the use of the current legislation of the Russian Federation in protecting the health of mothers and children are identified. There is a need to improve the use of the current regulatory and legislative framework to improve individual indicators of the state of health of mothers and children. The analysis showed that positive results were achieved in 2012–2019 in the Russian Federation in terms of improving maternal and child health. Conclusion. The implementation of regulatory legal provisions in this area should be based on a comprehensive coordination of all activities between various departments and structures, regional characteristics of the state of health of mothers and children and such areas as prevention of neglect, medical and social assistance to orphans and children left without parental care, maintaining a healthy lifestyle and providing the children’s population with sanatorium-resort medical organizations should be taken into account.

The relevance of scientific research on the specifics of the institutional environment for the development of the Institute of Science in the Russian Federation is associated with the rapid development of the digital economy, in which the development of science is becoming the most important factor in ensuring Russia's competitiveness on the world stage. The author conducted a comprehensive study of the specifics of the institutional environment of the development of the Institute of Science in the Russian Federation. The article studies the stages of formation and development of science as a certain social institution. The paper presents the criteria of institutionalization and it is established that the Institute of Science meets them. The study highlights the purpose and functions of science as a social institution. The paper also proposes the institutional environment for the functioning of the Institute of Science, taking into account the state and the individual as an integral part of successful development. The author concludes that science as a social institution is a self-organizing, self-regulating and self-developing system based on the realization of human potential through special tools of scientific activity and special organizations and aimed at the production and dissemination of scientific knowledge.

This article examines the notion of diplomatic courtesy and analyzes the ways of its language expression in Russian diplomatic discourse on the example of the speeches delivered by the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov. Diplomatic courtesy is considered by the authors as an integral part of the diplomatic language, which, being a component of the official business style, is characterized by standardization, normalization, lack of emotionality and neutrality. At the same time, the diplomatic language allows the use of language means that are not regulated by the diplomatic protocol, which act as euphemisms and allow expressing opinions on acute political problems without violating the existing rules of diplomatic communication. The success of diplomatic communication is achieved with the help of universal speech formulas that serve as a means of manifesting courtesy and correspond to the standards of diplomatic communication. Such speech formulas themselves do not have legal force, but they have great moral and political power, since they contribute to the regulation of the nature of relations between countries. The article shows that diplomatic courtesy can be both positive and negative. The degree of courtesy in a diplomat's speech may depend on a wide range of various factors conditioned by the dependence of diplomatic etiquette on the specifics of interaction between communicants. Based on the results of the conducted research, the authors came to the conclusion that during various meetings the Minister of Foreign Affairs uses the following verbal means - speech formulas of greeting, address, compliment, invitation, gratitude, condolence, farewell. The frequency of such speech formulas is explained by the need of abidance of an international protocol that prescribes to diplomatic staff a certain sequence of verbal and non-verbal actions.

The paper presents a research of the new legal regulation for such an institute in relation to a regional and equal court, as the referral of a case received in accordance with part 4 of Article 39 of the Arbitration Procedure Code of the Russian Federation to a court of general jurisdiction, which is in jurisdiction to hear a case as it is assigned by law. The absence of procedural legal regulation of this action, which is, in author’s opinion, has an obvious procedural nature, and researched practice general jurisdiction courts demonstrate the uncertainty in implementation of the considered reform. The author analyzes the new procedural institution on the basis of his own vision of a number of procedural norms, as well as scholar works and historical experience. In particular, the author reasoning that the courts are to issue special rulings on the referral of cases received from arbitration to the courts of general jurisdiction. Moreover, the author considers the mechanism for adopting such a judicial act. The article presents a wide range of practical examples of the implementation of considered provision, as well as the difference in the approaches of the appellate courts to assess these implementation practice. In conclusion, the article presents the proposals for further improvement of the regulation of considered issue. Most likely such an improvement will be impossible without the universal approach established by the Supreme Court of the Russian Federation. Such improvements should result in uniform judicial practice, as well as further developments of procedural legislation.
