Assessment of karst hazard in engineering surveys: a review of Russian regulatory technical documents

Engineering surveys are a required part of the construction activity in accordance with the Urban Planning Code of the Russian Federation No. 190-FZ of December 29, 2004 and the Technical Regulations on the Safety of Buildings and Structures No. 384-ФЗ of December 30, 2009.The analysis of domestic regulatory technical documents containing the terms, requirements for the composition, volume and methods of studying hazardous territories is presented. Requirements for engineering surveys in karst development areas are most fully set out in SP 11-105-97 (Part II); TCH 302-50-95 RB; TSN 22-308-98 NN; TSN 11-301-2004Po, which are currently not valid. Issues of terminology are considered, problems in determining the normative indicators (sinkhole formation intensity and average diameter of karst sinkhole) are covered during the karst hazard assessment, in accordance with SP 11-105-97 (Part II). It is noted that it is necessary to make changes to a number of regulatory technical documents to eliminate contradictions and inconsistencies, especially in SP 22.13330.2016 "SNiP 2.02.01-83* Foundations of buildings and structures", SP 116.13330.2012 "SNiP 22-02-2003 Engineering Protection of Territories, buildings and structures from hazardous geological processes. Fundamental principles". The need to develop a new set of rules for the implementation of engineering surveys for construction on karst territories, in which it is supposed to take into account regional features of engineering surveys, is shown. It is proposed to take SP 11-105-97 (Part II) as a basis, in which the composition and volume of engineering and geological surveys are described in most detail and have not lost their relevance to the present.

The problems of planning the organization of territories and objects of ethnographic tourism, taking into account the landscape features of the regions of the Russian Federation, in particular the Belgorod region, are relevant. The study developed regional principles for planning ethno-tourist spaces on the example of the Belgorod region. The object of research is the territories favorable for the development of ethnographic tourism objects within the Belgorod region, the subject of research is the influence of regional historical and cultural features on the formation of ethnographic tourism territories. As a result of the study, based on the analysis of world and national experience in the design of ethnographic tourism objects, their typological and historical-cultural analysis, the principles of organizing ethnographic tourism objects were developed. These principles take into account such regional features of the cultural landscapes of the Belgorod region, as the principle of preservation of the cultural landscape, the principle of authenticity of the recreated environment, the principle of symbolic exposure, the principle of stylistic unity and the multi-level principle. The use of the developed principles will allow us to preserve the identity and originality of the environment, reduce anthropogenic pressures on valuable landscape areas, increase information content and determine the gradual immersion in the concept of a tourist site.

In the work there was performed an analysis of the indices of recorded incidence of rotavirus infection (RVI) in the territory of 40 subjects of the Russian Federation for the period 2008-2012. For the identification of the monthly peak of the incidence there was evaluated the temporal distribution of the relative indices of the RVI incidence within each subject of the observation. There was revealed the independent beginning of the winter-spring seasonal rise of the RVI incidence in three groups of territories of the Russian Federation (1 - Kirov, Kostroma, Nizhny Novgorod region; 2- Republic of Khakassia, Kemerovo region; 3 - Amur region). In the territory of the South and the North Caucasus Federal District (Krasnodarsky and Stavropolsky Krai, Rostov region) there was noted the second, summer-autumn seasonal rise in the RVI incidence. The obtained data provide an overview of the seasonal-geographical distribution of the RVI incidence in the territory of Russia in conditions of the absence of the use of rotavirus vaccines

The purpose of this work is to analyze regional characteristics of drug use in the Russian Federation in order to form a general picture of the spread of drug use in the country and to develop effective anti-drug policy measures that meet the challenges of the current drug situation. The regions of the Russian Federation that have, according to statistics, the maximum and minimum indicators of drug use are considered. The results of the analysis of current medical statistics (indicators for the number of people with the first-time established drug dependence syndrome, as well as the number of people with the first-time established diagnosis of “harmful (with harmful consequences) drug use”, the number of cases of acute drug poisoning, etc.), law enforcement statistics (indicators for the number of registered crimes in the field of illicit drug trafficking, the number of seized drugs, the structure of the most common drugs, etc.). A secondary analysis of specialized literature, as well as data from research conducted by the sector of sociology of deviant behavior of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences. The problem of drug abuse in various regions of our country does not lose its urgency to this day. The presence of a huge territory that unites numerous regions that are diverse in their characteristics causes the polarization of indicators of drug use within the country. Based on the results of the work, conclusions were obtained about the most risky regional features in the drug sphere, as well as regional features that act as a kind of protective factors against the spread of drug use.

Difficult engineering and geological conditions of the Imeretinskaya lowland: the presence of specific soils with a thickness of more than 30 meters, several aquifers, including pressure, the development of dangerous geological processes (flooding, abrasion, suffusion, etc.) and, finally, increased seismicity was put before prospectors, designers and builders a very difficult task of erecting a whole series of unique Olympic facilities on this territory.

To identify regional features of socio-economic conditions of childhood development, the author's method of typologizing Russian regions by the level of well-being of childhood development conditions based on the multi-sign classification method was used. This method is used for comparing objects by a set of indicators. To conduct the analysis, we calculated the ranks of indicators for five groups of indicators (institutional, demographic, infrastructure, financial and economic, and security). The analysis of the obtained results allowed us to distinguish five author's types of regions of the Russian Federation (RF) by the level of favorability of childhood formation.

The subject of research in the following article is innovative solutions in organizations which are engaged in construction activity, their importance for development and increase in socio-economic indexes. In order to assess the level of innovativeness of the regional economy of the central federal district of the Russian Federation, the survey presents the dynamics of the innovation development rating of the subjects (according to the ISIEZ of the HSE). The importance of development and introduction of innovations are reflected in the construction sector of economy. As the subject of detailed research in this article, the enterprises of the Vladimir region, implementing innovative projects and development, and also dynamics of indicators of their functioning, are considered. Survey conducted within the research has allowed to allocate and group the main reasons for low innovative activity of the construction enterprises.

Introduction: the development of the Arctic zone of the Russian Federation with its colossal resources is viewed by the country’s leadership as a key element of the geographical and economic development of the Russian Federation, reasonably considering it a driver of the national idea. This chapter contains a quote from the head of state in a telegram of greetings to the Arctic Forum “Days of the Arctic in Moscow 2018» about the need to preserve the environment, preserve the natural diversity of the polar and polar regions in the process of developing territories. Materials and methods: provides information on current regulatory and technical documents regulating activities in the Arctic zone of the Russian Federation. It was emphasized that currently the existing documentation is irrelevant, since a lot of time has passed since its development. It was noted that when drafting regulatory documents, it is important to take into account, in addition to the climate component of the region, a number of other factors, which include infrastructure constraints. Results: the chapter “Results and Discussions” contains information on the implementation of a number of government programs regarding the development of the Arctic. The same chapter lists the main scientific and research organizations that are part of the autonomous non-profit organization SIC Polar Initiative, which is the coordinator of this area. Presents the process of developing and agreeing state standards on the example of the first product TC 187: GOST R “Conducting research in the polar regions. Terms and Definitions”. Conclusions: contains the expected results from the design, development and manufacture of power equipment in accordance with the regulatory and technical documents under development. Also contains a list of GOSTs proposed for development and inclusion into the Program of national standardization from APSEO.

A detailed narrowly focused survey was carried out on one of the three zones of the technological infrastructure of a specialized facility - a hangar for aircraft (LA). A general list of pollutants (SV) released into the atmosphere at the 2nd site - the hangar of a special facility was established. Generators – installations and constructs of polluting components on a specific area of stationary and mobile type, which operate at a special facility, are fixed in the selected sectors. In accordance with the nature of the released components and the nature of the emission source (stationary or mobile type), the 2nd site is divided into 4 sectors. The measurement by sectors was implemented and the concentration of emissions was calculated according to the recommended regulatory acts of the Russian Federation. Indications of the concentration of a number of substances above the regulated MPC for 2 sectors of the 2nd site for the energy and test site of the special facility have been established. In connection with the recorded results, techniques and procedures of organizational and technical regulations that contribute to minimizing the accumulation of pollutants (gases) of functioning aircraft engines are analyzed and recommended. A method of attenuation of near-Earth smoke at an interval of up to two meters from the surface where aircraft engines operate is proposed based on the analysis of environmental measures at specialized facilities. The method is based on a variation in the orientation of the outflow of gas flows from functioning aircraft engines during launch, taxiing, takeoff, landing, and passage of an aircraft (VS) along the airfield track.
