The article summarizes the theoretical foundations of interaction of local authorities with the public. The prerequisites for building effective interaction between local authorities and the public have been clarified. According to the Constitution of Ukraine the rights of citizens to participate in the management of state affairs are defined. The essence of the concepts is substantiated: interaction, interaction of local self-government bodies with the public, public organizations, public council. The main features of interaction. The types of interaction with the public of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine have been identified and substantiated, functions of interaction of local authorities with the public are outlined. The most common forms of interaction of local governments with the public in the implementation of its social purpose: meetings of citizens, local initiatives, participation in public organizations, involvement in the decision-making process of self-organization of the population. An analysis of the activities of public organizations in Ukraine and Poltava region, which showed a significant decrease in Ukraine and increase in Poltava region. The volumes and sources of financing of public organizations are determined. Foreground areas of interaction of local authorities with the public have been formed, including: access to public information and satisfaction of citizens' requests for information, electronic voting, consultations, consideration of appeals,consideration of proposals of public councils. Expected results: increase of openness of activity of authorities, increase of level of transparency of process of their decision-making, strengthening of socially useful activity of territorial community.

The article deals with the influence of public opinion on the process of state and administrative decision-making as one of the most pressing problems and a condition for effective interaction of participants of the political and administrative process. Theoretical analysis of the research field on the issues of knowledge and practice of influence of public opinion on the optimization of communicative interaction in the public administration sphere is presented.The essence of this phenomenon is analyzed and the main characteristics of public opinion is noted: it is determined primarily by the events that affect it; accordingly, the demand for action is the reaction of public opinion to events; influencing people is primarily due to influencing their interests; level of trust in management determines the amount of authority given to it; education and information contribute to common sense and moderate human behavior.It is determined that public opinion is a phenomenon more voluminous and complexly structured than the mere sum of points of view expressed by a certain set of individuals. Accordingly, its characteristic features and important practical aspects are directionality and intensity; stability, information saturation and social support. It is established that the functioning of public opinion depends essentially on the type of society that can stimulate and develop functions or deform and restrain them. The essence of public opinion and its main functions is analyzed.Ways to improve the effectiveness of the communicative component in the public administration system is identified. The main ones are optimization of the system of continuous communication between the centers of government decision making and civil society institutions; ensuring an effective public information policy; strengthening the practice of public reporting by public authorities; improving the effectiveness of civil society structures. The process of forming public opinion through the implementation of mechanisms of communicative interaction in the public administration sphere is considered; it is established that public opinion has its structural and operational features.The specifics of communication interaction in the public administration sphere is analyzed. The peculiarity of communicative interaction is to define it as a system of consistent methodological, methodic and organizational-technical procedures within the separate constituent mechanisms, connected by a single purpose: obtaining reliable data on the phenomenon under study or process for their further use in order to increase the effectiveness of the communicative dialogue between the authorities and civil society institutions.

The deployment of renewable energy at the local level can contribute significantly to mitigating climate change, improving energy security and increasing social, economic and environmental benefits. In many countries local authorities play an important role in the local development, but renewable energy deployment is not an obligatory task for them. Hence there are two research questions: (1) Do local governments think investments in renewable energy (RE) are urgent and affordable within the local budgets? (2) How do they react to the public aid co-financing investments in renewable energy? To provide the answer we performed qualitative analysis and non-parametric tests of data from a survey of 252 local authorities, analysis of 292 strategies of local development and datasets of 1170 renewable energy projects co-financed by EU funds under operational programs 2007–2013 and 2014–2020 in Poland. Findings showed that local authorities’ attitudes were rather careful, caused by financial constraints of local budgets and the scope of obligatory tasks, which made renewable energy investments not the most urgent. Public aid was a factor significantly affecting local authorities’ behavior. It triggered local authorities’ renewable energy initiatives, increasing the number and scope of renewable energy investments as well cooperation with other municipalities and local communities. Despite this general trend, there were also considerable regional differences in local authorities’ renewable energy behavior.

The many cases of corruption that have come to light, among other scandals, have led the public to lose faith in the management of public institutions. In order to regain confidence, the government needs to inform its citizens of all its actions. Public information should be accessible and controlled by means of a regulatory framework. The aim of this chapter is to analyze the transparency achieved and the progress still needed to be made by Dominican Republic municipalities with regards to complying with the requirements of the law on public information management. The chapter discusses the voluntary transparency achieved and factors that affect the implementation of information policies. The results highlight deficiencies in certain areas of online public information disclosure. The population size, economic capacity and electoral turnout are all factors that affect the online dissemination of public information by local governments in the Dominican Republic.

This article examines how and why marketization of policing may occur in a historically state-centred policing context in the absence of governmental policy promoting privatization and marketization. In Sweden, a community-level marketization is increasingly becoming the new norm. It is a result of a political mobilization by the private security industry, characterized by an association of private security with the public interest in safety, an absence of national political decision-making, and pragmatic local initiatives to increase public safety, but it results in the dispersion of political decision-making that fails to ensure democratic governance of policing and security provision.

This article examines the place of the municipal enterprises in the service of the local community in general, and in the rendering of municipal services in particular. The methods of services rendering by individual municipal authority or enterprise and the directly by local authorities are compared. These models vary considerably in efficiency and organizational support. These differences allow get answer to the question of the expediency of involving the municipal enterprises to the rendering of municipal services. The author defines the criteria, which allow assessing the place of municipal enterprises in considered sphere and getting answer to the question of the expediency of involving of municipal enterprises in the economy of the territory. The research also focuses on ways to improve efficiency, accountability and transparency of the management of municipal enterprises. A significant part of the impact and mechanism of direct responsibility to the people must be supported with the help of supervision of municipal services, otherwise there is a great temptation to start uncontrolled expansion and implement investments in new assets without appropriate investments in other municipal spheres. The activity of local authorities satisfies these criteria better than the performance of individual municipal enterprises. The financial independence of the last mentioned more contributes to attempts to build empires and unjustified costs. Municipal enterprises do not have unique advantages; their existence creates or contributes to the creation of problems in the sphere of decision-making, and also leads to unnecessary costs for the local authorities and population. Their abolishment would increase the efficiency, accountability and transparency of the public sector.

<p align="center"><strong>Abstract</strong></p><p>Local press problems in facing the contestation of the election of Regional Heads in West Sumatra Province can be grouped into two broad lines: first, the local press is dragged into a conflict of interest in the election of the Regional Head including 1) The Press supports one candidate pair, 2). Incitement of the success team, 3). The interests of media owners and stakeholders in media companies. Second, the intervention of the Regional Head towards local media includes 1). Change the Regional Head changes journalists, 2). Contract termination threats and 3). Media blockade. As for the solution to the problem, an alternative solution can be proposed that: 1). Re-guided Law Number 40 of 1999 concerning Press. 2). Balancing the press as a business industry with the press as a professional institution (social control). 3). The media owner should not use and manipulate his press company into the realm of practical politics. 5). In establishing cooperation with local governments, strive to stick to the principles and ethics of the journalistic profession. 6). Journalists must increase the capacity and quality of journalistic products, adhere to journalists' code of ethics, and not bring the profession into the realm of practical politics. 7). Adapun solusi untuk permasalahan tersebut, dapat diajukan alternative penyelesaiannya bahwa: 1). Mempedomani kembali Undang-Undang Nomor 40 tahun 1999 tentang Pers. 2). Menyeimbangkan antara pers sebagai industry bisnis dengan pers sebagai lembaga professional (<em>control social</em>). 3). Pemilik media jangan memanfaatkan dan memperalat perusahaan pers miliknya ke ranah politik praktis. 5). Dalam menjalin kerja sama dengan pemerintah daerah, upayakan tetap berpegang pada prinsip dan etika profesi jurnalistik. 6). Wartawan mesti meningkatkan kapasitas dan kualitas produk jurnalistiknya, menaati kode etik wartawan, dan tidak membawa profesi ke ranah politik praktis. 7). Melaporkan kepala daerah atau pihak-pihak yang berupaya mengintimidasi media dan wartawan dalam menjalankan profesinya, ke Komisi Informasi Publik (KIP), polisi dan ombusman pada level pemerintahan tertentu.</p><p><strong>Kata Kunci</strong><strong>:</strong> Pers Lokal, Problematika, Kontestasi Pemilukada.</p>

This research analyzes the functions of university think-tanks from the perspective of the Chinese government, in particular their role in generating knowledge for governmental decision-making. It also reveals the achievements and problems of the development model of Chinese university think-tanks. Methodologically, this study relies on analysis and interpretation of the key policy documents of the Chinese government, the public information of some university think-tanks and the research results and data of professional think-tank research institutions. The study found that the Chinese government is trying to incorporate university think-tanks into the «Holistic Knowledge» production link and thus turn them into professional decision-making knowledge supply institutions. As a result, Chinese university think-tanks will perform the role of t bridges between academic knowledge production and generation of knowledge for the government’s decision-making, ensuring the necessary flexibility between these two processes. However, the drawback of such policy is that it limits the autonomy of university think-tanks and their social influence.

Purpose – The purpose of the study is to investigate differences between the perceptions of the Mayors and Chief Executive Officers (CEOs) of local government authorities (LGAs) with regards to the attributes of power, legitimacy and urgency of different identified stakeholder groups regarding their claims and needs concerning infrastructure assets. Stakeholder groups are categorised into those at the public level and those at higher-tier government level. Design/methodology/approach – A survey of 420 LGAs throughout Australia was undertaken using an instrument developed from the constructs in Mitchell et al.’s (1997) theory of stakeholder identification and salience. Findings – The results first reveal that there are more similarities than differences between the perceptions of the Mayors and CEOs with regard to stakeholder attributes of different stakeholder groups. Second, both Mayors and CEOs view stakeholders in infrastructure decision-making as largely “expectant dependant”. However, there is evidence that some biased priority may be accorded to the “public stakeholder” category over “higher-tier government” category because the CEO’s perception of the power of “public” stakeholders, together with the Mayor’s managerial values, is significantly positively related to their perceptions of the salience of these “public” stakeholders, but not “higher-tier government” stakeholders. However the results of the analysis change in the combined sample of the Mayor and CEO, making both categories of stakeholders as “definitive” in infrastructure decision-making. Research limitations/implications – The results of this study are subject to the usual limitation of mail surveys, including biases that can arise in respondents’ rating based on their perceptions. The findings have implications for the process of infrastructure decision-making in local governments. Originality/value – This paper contributes to the literature, providing evidence on how Mayors and CEOs of local governments prioritise the needs, interests and claims of different stakeholders with respect to infrastructure assets.

Political posters, banners, and similar objects are extremely common in China. This article uses political design from contemporary China, particularly emphasizing the government's Chinese Dream campaign, to analyze what at first appears to be a paradox. The subjects of the various campaigns and the language they use are mandated by the central government and promoted through central and local publicity departments. However, the graphic aspects of these campaigns, such as the choice of colours, images, layout, and typeface, are much less strictly controlled, and are decided by local governments or authorities. This makes political design in China decentralized. Decentralized design is inconsistent with the principles of global marketing and with the PRC's reliance on set forms of political discourse, both of which rely on the assumption that uniformity will lead to more effective communication of messages and persuasion of the public. Evidence from local design campaigns indeed shows that Chinese political posters are often designed hastily and without expertise, resulting in strange and unpersuasive images. Despite this, the article shows that decentralized design is not paradoxical. This is largely because the Chinese party-state uses propaganda as a method of "signalling" its overall power, more than as a tool of indoctrination or persuasion about particular topics. The central government's reliance on incentives and metrics to regulate local authorities means that the production of propaganda is also a way in which local governments can signal their loyalty to the Centre.

The main problems of the modern institution of civil participation in the implementation of local government in Russia have been analyzed in the article. Modern effective tools and processes, in the context of “civil participation” have been described. A number of issues and problems of formation of the institute of local government has been considered The democratic nature of the local government implies, the principle of transparency of the decisionmaking system at the local level and high level of trust of the population to local governments. Based on the study of processes, taking place in the country, as well as the analysis of scientific literature on civil pariticpation issue, the author highlights the factors, influencing the level of public confidence in the activities of local governments and the decision-making process by actors in the process of interaction between the authorities and society, in terms of ensuring the democratic nature of the local power.The aim of the analysis of the process of building the system of local government, under which social activity and civil participation in the implementation of the local government requires an interdisciplinary approach - to develop effective solutions and technologies of work with citizens, local authorities, that will lead to increased transparency in decision-making and enhance public confidence in the local authorities. In consideration, that developed institute of civil participation is a complex institution, which is an indicator of the democratic principle of organization of power, at the same time requiring a more thorough analysis of the type of relationship the actor process of interaction of authorities and society and their objectives, the author puts forward several theories, whereby you can ensure the effectiveness of the process of “participation”, in the context of mainstreaming, as described by the author.In the same way modern and effective tools and techniques have been described in the article, the application of which, according to the author, will lead to greater transparency in the work of local government authorities.
