Approaches to assessing economic impacts of wildfires

В данной статье проведен анализ лесных пожаров по статистическим данным, рассмотрены методики оценки экономического ущерба от лесных пожаров. В последние годы разрушительное воздействие лесных пожаров стало главной темой для обсуждения во всем мире. Исследователи, специалисты выражают обеспокоенность по поводу того, что лесные пожары становятся все более интенсивными, широко распространенными, что создает угрозу экологической безопасности. Возрастающая частота и сила лесных пожаров представляют растущую угрозу биоразнообразию. Домохозяйства, хозяйствующие субъекты, государственные и муниципальные органы несут большие экономические издержки из-за пожаров. Дым от пожаров отравляет атмосферный воздух, и способствует повышению концентрации угарного газа, окиси углерода и других вредных примесей. Это сильно влияет на здоровье людей. В первую очередь, это касается детей и тех, у кого есть хронические заболевания органов дыхания. Это характерно и для самого большого региона на многолетней мерзлоте – Республики Саха (Якутия). Проблему оценки ущерба от лесных пожаров необходимо решать с учетом региональных особенностей, к которым, в частности в Якутии можно причислить относительно высокую степень истощенности и низкую производительность лесов, огромные территории, следовательно, и большую издержкоемкость восстановительных мероприятий. Ущерб, причиненный лесными пожарами, должен быть оценен, чтобы определить, целесообразность понесенных затрат, чтобы избежать негативных последствий. Соотношение затрат на возмещение ущерба к затратам на их предотвращение определяет рентабельность вложенных средств и дальнейший выбор наиболее эффективных мер по охране окружающей среды. Цель исследования – провести анализ лесных пожаров на территории Республики Саха (Якутия). Объект исследования – лесной фонд Республики Саха (Якутия). The article analyzes forest fires based on statistical data, considers methods for assessing economic damage from forest fires. In recent years, the devastating impact of wildfires has become a major topic of discussion around the world. Researchers and specialists express concern that forest fires are becoming more intense and widespread, which poses a threat to environmental safety. The increasing frequency and severity of forest fires pose a growing threat to biodiversity. Households, business entities, state and municipal authorities incur high economic costs due to fires. The smoke from fires poisons the air and contributes to an increase in the concentration of carbon monoxide, carbon monoxide and other harmful impurities. This greatly affects the health of people. First, this applies to children and those who have chronic respiratory diseases. This is also typical for the largest region on permafrost – the Sakha Republic (Yakutia). The problem of assessing damage from forest fires must be solved taking into account regional characteristics, which, in particular, in Yakutia can include a relatively high degree of depletion and low productivity of forests, huge territories, and hence the high cost-intensity of restoration measures. Damage caused by forest fires must be assessed to determine whether the costs incurred are worthwhile in order to avoid negative consequences. The ratio of the costs of damages to the costs of preventing them determines the return on investment and the further choice of the most effective measures to protect the environment. The purpose of the study is to analyze wildfires in the Sakha Republic (Yakutia). The object of research is the forest fund of the Sakha Republic (Yakutia).

Today, large companies are increasingly using controversial strategies related to the violation of the buyer’s rights to repair the goods both during and after the expiration of the warranty period. This is primarily manifested in the restriction of access to the necessary information on the product repairing, hindering the work of independent service organizations, intentional complication of parts during their design, unreasonably high degree of integration of units, lack of a sufficient number of spare parts on the market, etc. As a rule, such actions distort the principles of integrity and transparency, which, in turn, entails risks to consumer and environmental safety. This issue is of particular relevance in the context of the COVID-19 pandemic, when sellers of medical equipment restrict the possibility of its restoration by independent specialists, and also prevent the distribution of the necessary software. Based on the results of the work, it is concluded that it is advisable to establish boundaries for the conduct of market participants to stimulate the production of durable and maintainable goods in order to transit to a circular economy.

The article reveals the features of accounting and analytical support for entrepreneurial risk management. It was found that entrepreneurial risk is a certain act as a result of which the business entity may suffer losses. It is proved that entrepreneurial risks should be classified according to the specifics of origin, the specifics of the legal settlement, the specifics of industry affiliation, the specifics of the consequences, the specifics of the duration of the impact of entrepreneurial risk, the specifics of the expression of will, the specifics of the form, the specifics of the level of typicality, the specifics of the level of validity, the specifics of the possibility of assessing and resolving the impact, the specifics of the possibility of insuring entrepreneurial risks, the specifics of the occurrence of entrepreneurial risks by sources of origin, the specifics of the scale of the impact, the specifics of the level of losses and the specifics of character. It is established that the process of entrepreneurial risk management is the process of managing the activities of the business entity as a whole and its individual parts, and takes into account the management of not only existing risks but also potential entrepreneurial risks in space and time, that may occur in the future during entrepreneurial activities. It is determined that the process of entrepreneurial risk management should take into account the stage of preparation and implementation of appropriate measures to reduce the risk as a result of making erroneous decisions by business entities, the stage of reducing the impact of possible negative consequences that may occur, especially, if the entity operates in unexpected changes and alarming development trends, as well the stage of development and implementation of the Declaration on Risk Management and the Risk Management Program. It is established that the important information on which it is possible to estimate possibility of occurrence of entrepreneurial risks, is the accounting reporting. In the perspective of further research, it is recommended to study entrepreneurial risks in Ukraine in the context of such aspects as causes, consequences and management.

Industrial enterprises and other business entities whose activities involve direct or indirect impact on environmental components must comply with legal requirements in the field of environmental protection. Over the past 5 years, there have been significant changes in environmental legislation. All objects that have a negative impact on the environment are subject to state registration. When registering an enterprise, it is subject to assignment to one of four categories of objects of negative impact, depending on the industry affiliation, production capacity, chemical composition of emissions, discharges, and other criteria. Currently, legislative innovations are aimed at business development and reducing the administrative burden on business entities, but this creates a threat to the safe operation of industrial facilities. There are more than 340 thousand objects of negative impact on the territory of Russia, of which one third is subject to Federal supervision. According to 2019 data, less than 4% of enterprises had their operational safety audits performed. The detection of violations of the requirements of legislation in the field of environmental protection, as well as failure to eliminate the identified violations, indicates the formation of potential threats to environmental safety. Taking into account the current economic crisis, in which solving environmental problems will not be a priority for business structures, the protection of the population and the natural environment is fully transferred to the state level.

Examining the transformation of financial relations in Ukraine, in the previous article the authors analyzed the impact of foreign capital on the economic development of this country’s economy and found that its concentration in certain economic activities contributed to consolidating its raw material orientation. The authors conclude that due to the distorted model of Ukraine's economic development, successful practices of developed countries to attract foreign investment and reform the financial sector are ineffective in this country’s economy. Continuing the study of the transformations of financial relations in Ukraine, which are taking place under the influence of the approximation of domestic legislation to European standards, the authors could not leave aside the question of impact of the liberalization of currency legislation on the economy. Given that currency liberalization significantly affects the behavior of foreign investors, the authors conducted an in-depth analysis of legislative changes in the financial sector, and described the main results of their implementation. The positive and negative consequences of currency liberalization in Ukraine for business entities and the economy in general are analyzed. Particular attention is paid to the risks associated with the liberalization of operations related to the movement of capital and the behavior of non-residents in the financial market of Ukraine. It is concluded that Ukraine’s economy with its distorted development model belongs to the financially and institutionally weak ones, hence is not presently ready to liberalize its monetary relations, which could only deepen the deformations and reduce resilience to macroeconomic imbalances.

Abstract East Nusa Tenggara is one of the provinces in Indonesia that has big forest fires following some provinces in Kalimantan and Sumatra. However, forest fires in East Nusa Tenggara have less attention in forest fires discussion in Indonesia. This study aims to analyze forest fires in East Nusa Tenggara and their impact on reducing visibility and increasing carbon monoxide (CO) from 2015 to 2019. In this study, hotspot, forest fire area, Oceanic Niño Index, visibility, and CO total column data were used to analyze the forest fires using a statistical comparison method in East Nusa Tenggara, Kalimantan, and Sumatra. The result shows that the number of hotspots in East Nusa Tenggara less than in Kalimantan and Sumatra for the same forest fire area. The forest fires in East Nusa Tenggara do not harm the atmospheric environment significantly. East Nusa Tenggara dominantly consists of savanna areas with no peatland, hence, the forest biomass burning produces less smoke and CO. Furthermore, the forest fire in East Nusa Tenggara has not an impact on decreasing visibility and increasing CO total column, in contrast, visibility in Sumatra and Kalimantan has fallen to 6 km from the annual average, and CO total column rise three times of normal condition during peak fire.


The article considers the main problems that arise when conflicts of interest between people in the sociometric dimension. The need for their comprehensive study will help to eliminate the negative consequences and use positive solutions to these conflicts for the development of the individual, his integration into society. The urgency of the work lies in the search for rational approaches to the origin and prevention of psychological bullying in the sociometric dimension as a consequence of the conflict of personality in agreement with its characterological education, psychological attitudes and beliefs. that is why the problem of bullying deserves in-depth study. The aim of the article is to study the influence of bullying on the uncertainty of adolescents in the sociometric dimension. The work is based on the provisions of prevention and reduction of external discrimination, isolation, humiliation and harassment, which will serve as factors to prevent personal uncertainty in the future. Bullying undermines the victim's self-confidence, destroys health, self-esteem and human dignity. There is a bullying structure, which is a social system that includes the offender, the victim and observers. Methods of measuring the manifestations of psychological bullying are determined, the corresponding set of methods of psychodiagnostics is presented and tested. Empirical data show that with insufficient and excessive mobilization of the individual there are with a high degree of probability such mental states that disturb the adaptive balance. Thus, with insufficient mobilization in a difficult life situation, it is likely to appear apathy and reduce energy expenditure. On the other hand, in a situation of excessive mobilization there is a state of high voltage against the background of excessive energy consumption. The results of this study are important in establishing international cooperation in the study of programs and projects in the context of transforming the human health system in accordance with international partnership standards and implementing a cultural exchange program for education and culture between countries.

The climate change prognosis in the Kharkiv region shows an increasing danger of forest fires and negative consequences for the environmental components. In this article the negative impact from forests fires on the environment have been analyzed. The new method is proposed for cleaning the surface runoff, which is formed after a forest fire, by filtering in artificial or natural through the biological trenches using basalt chips of 0,5–2 mm in size as a filtration nozzle. Use of the proposed method of surface runoff purification will improve the water ecosystem sanitation and the increase of the ecological safety due to the production company wastes utilization. The proposed method of stormwater treatment is easy to operate, ecologically friendly and economically advantageous.

Annually, increasing volumes of industrial and municipal waste generation and disposal, leading to increasing anthropogenic environmental and sanitary-epidemiological pressure on the environment and, as a consequence, significant environmental damage and associated economic damage to natural ecosystems, represent one of the main threats to environmental safety territories, life and health of the population. At the same time, numerous valuable components extracted from processed production and consumption wastes can be an important source of reserve for the development of industries and sectors of the economy, entrepreneurial activities in the use of secondary resources for production, services, works and energy. This factor dictates the need to search for new sound management, economic, organizational and technical approaches and solutions to lawmaking, planning and forecasting the cost-effective organization of the system of separate collection, processing, disposal, disposal of production and consumption waste, the development of an appropriate industrial, scientific and technological infrastructure, increasing the share of secondary material and energy resources extracted from waste, the development of instruments of state oh support and economic incentives for this activity.

The article is devoted to the study of coal mining industry problems in a region and environmental and economic damage caused by its activities. It is found that the intensive development of coal mining industry is accompanied by negative environmental consequences associated with the impact on social and economic indicators of a region and the quality of life of the population. The methodology for analysis and evaluation of environmental and economic damage to a regional economy based on the loss of gross regional product (GRP) and associated with the loss of working time due to the incidence of the population, determined by the level of environmental pollution, was developed. The developed methodology solves the problem of evaluating the impact of environmental components not only on environmental and economic damage, characterized by GRP losses, but also on the quality of life of the population. In addition, the optimization nature of the presented model allows finding the economic potential of producers and the objective efficiency of enterprises, which will make it possible to compensate for damage caused by environmental pollution that is adequate to the negative consequences of their activities.

Abstract. Alberta is Canada's largest oil producer, and its oil sands deposits comprise 30% of the world's oil reserves. The process of bitumen extraction and upgrading releases trace gases and aerosols to the atmosphere. In this study we present satellite-based analysis to explore, for the first time, various contributing factors that affect tropospheric carbon monoxide (CO) levels over Alberta. The multispectral product that uses both near-infrared (NIR) and the thermal-infrared (TIR) radiances for CO retrieval from the Measurements of Pollution in the Troposphere (MOPITT) is examined for the 12-year period from 2002 to 2013. The Moderate Resolution Imaging Spectroradiometer (MODIS) thermal anomaly product from 2001 to 2013 is employed to investigate the seasonal and temporal variations in forest fires. Additionally, in situ CO measurements at industrial and urban sites are compared to satellite data. Furthermore, the available MOZAIC/IAGOS (Measurement of Ozone, Water Vapor, Carbon Monoxide, Nitrogen Oxide by Airbus In-Service Aircraft/In service Aircraft for Global Observing System) aircraft CO profiles (April 2009–December 2011) are used to validate MOPITT CO data. The climatological time curtain plot and spatial maps for CO over northern Alberta indicate the signatures of transported CO for two distinct biomass burning seasons: summer and spring. Distinct seasonal patterns of CO at the urban sites (Edmonton and Calgary) point to the strong influence of traffic. Meteorological parameters play an important role in the CO spatial distribution at various pressure levels. Northern Alberta shows a stronger upward lifting motion which leads to larger CO total column values, while the poor dispersion in central and southern Alberta exacerbates the surface CO pollution. Interannual variations in satellite data depict a slightly decreasing trend for both regions, while the decline trend is more evident from ground observations, especially at the urban sites. MOPITT CO vertical averages and MOZAIC/IAGOS aircraft profiles were in good agreement within the standard deviations at all pressure levels. There is consistency between the time evolution of high-CO episodes monitored by satellite and ground measurements and the fire frequency peak time, which implies that biomass burning has affected the tropospheric CO distribution in northern Alberta. These findings have further demonstrated the potential use of the MOPITT V5 multispectral (NIR + TIR) product for assessing a complicated surface process.
