One of the key factors in the current health problems is the lack of financial support. The former model of financing the industry was recognized as ineffective, since it is not able to provide a sufficient level of financial support for medical organizations. As a result, the “chronic” shortage in the industry has led to the moral and physical obsolescence of the material and technical base, low wages and forced savings at every stage, which does not contribute to the provision of high-quality medical services. In addition to the problem of the general deficit of financial support for health care, given the territorial extent of Russia, there is also the issue of ensuring the even distribution of financial resources across the regions of the country. In the course of the study, the analysis of the financing of territorial programs of state guarantees per one insured resident on average in Russia and in the context of the regions of the Central Federal District was carried out, the existing trends and their reasons were identified. It has been established that in recent years, a steady trend towards an increase in the financial provision of health care per one insured remains. Evaluation of data in the context of the subjects of the Central Federal District showed significant differentiation in the amount of expenses for the implementation of TPGG. At the same time, the highest level of financing is observed in Moscow and the Moscow region, which have a significant gap from other regions of the Central Federal District in terms of financial support - 30.5 thousand rubles. and 18.1 thousand rubles. respectively.

The issue of financial support for the healthcare industry today is one of the most urgent and complex, which is caused by the peculiarities of the healthcare system. The existing model of financial support for the industry is recognized as imperfect and requires modernization. However, improving the financial provision of health care faces a number of challenges at every stage from accumulation to targeted use of funds. As a result, the amount of healthcare funding in Russia is one of the lowest in comparison with developed countries, which have a high level of medical development, and has a significant differentiation. In the course of the study, a comparative analysis of the volume of budget financing of health care in the regions of the Central Federal district was carried out, and current trends and their causes were identified. It is established that at present there is a significant differentiation in the level of budget financing of the healthcare industry, which is also accompanied by a reduction in the volume of incoming financial resources in most regions. At the same time, the largest amount of budget expenditures falls on Moscow - 183.7 billion rubles, which is 53.4% of the total amount of healthcare funding in the Central Federal district and 19.3% in the Russian Federation as a whole. The second place is taken by the Moscow region, whose share in the total volume of industry financing in the Central Federal district in 2018 was 23.2%, and in the Russian Federation - 8.4%. Thus, the capital region accounts for about 76.6% of the total budget expenditures on healthcare in the Central Federal district.

The article raises the issue of the dynamics of human capital of rural Russia of the Central Federal District with the example of the Yaroslavl area in conditions of depopulation and growth of return migration. On the basis of the results of the empirical research, using the methods of in-depth interviews and the search survey according to the structured questionnaire, the author examines the way of life and living conditions of the rural population from the perspective of the past, present and future. The article identifies key problems that are acutely felt and reflected by the inhabitants of the village: lack of jobs, opportunities for decent work in the countryside, poor roads and medical services, a low level of amenities and recreational activities. Also, based on the reasoning of the respondents, the author points out some positive aspects of life in rural areas: good ecology, availability and operation of kindergartens and schools, a relatively high level of development of digital technologies, a moderate, peaceful life. In conclusion, the author highlights the key factors influencing the lifestyle and quality of life of rural residents and concludes that, in the light of this situation, without State policy intervention in the development and preservation of human capital, Depopulation and atrophy of rural areas will continue.

Introduction. Organization ofeffective functioning and development ofhealth care system in the conditions of limited financial resources is the most important task ofthe authorities at all levels. Therefore, the question ofassessing the current state ofhealth and identifying the main problems of financing health care institutions relevant is more than ever. Purpose. The purpose of the article is to analyze the current state of financial securement ofhealth care in Ukraine. To identify the main problems ofthe development ofthe health sector and to develop recommendations for improving existing and finding new sources of financial support forthe health care system. Results. The results of the analysis show that in recent years, despite an annual increase in health care expenditures, their share in the budget structure is reduced by redistribution to finance other activities ofthe state. The financial support ofhealth care at the state level is extremely insufficient. Apart from the problem of financing health expenditures, attention is drawn to the problem of inefficient and inappropriate use of available resources by the network ofhealth care facilities, which in many cases does not correspond to the real needs ofthe population. Conclusion. It is concluded that the problems of financing health care are largely solved by the introduction of insurance medicine, which ensures not only the ability to receive proper medical care by the population of Ukraine, but also provides effective control by insurance organizations to the rational use of financial resources of the health care sector.

The purpose of the study is to analyze the current state of aquaculture development in Russia (using the example of the Central Federal District). Priorities for the development of aquaculture were identified, as well as the main directions for solving the problems posed. These include the development of aquaculture through the introduction of new technologies for growing commercial fish, the most advanced forms of organizing production, the development of domestic fodder production, trout farming and sturgeon farming. The article predicts the development of commercial fish farming in the Central Federal District for 2024, taking into account the proposed changes in the technology of fish farming and the organization of production, based on further cooperation and integration. The accelerated development of aquaculture will ensure the production of high-quality and high-value fish species and create a stable basis for the formation of food security in the country.

The current health care system in Russia has a number of unresolved problems associated with a lack of financial support for the industry, which negatively affects the effectiveness of medical activities, the quality and availability of medical services [3]. The imperfection of the model of financial support for the industry, combined with underfunding and the lack of clear control over the rationality of the use of funds, became the reasons for the existing problems - the lack of a modern material and technical base, staff shortages, accompanied by ineffective healthcare and, as a result, a decrease in public confidence in the industry. In the course of the study, the current state and problems of financial support of the health care system of the Russian Federation, associated with the socio-economic differentiation of regions of the country by the level of development, were considered, the existing trends and their causes were identified. It has been established that a steady trend towards a reduction in budgetary expenditures aimed at financing the health care sector continues today. If in 2013 the volume of funding was 1.25 trillion. rubles, then to decreased to 950.7 billion rubles. The assessment of the financing of the regions of the Russian Federation in the context of the grouping by federal districts showed a widespread reduction in budgetary spending on health care, however, to the greatest extent - in the regions of the North Caucasus Federal District and the Siberian Federal District, and to the least - in the Central Federal District and the Northwestern Federal District. This indicates that there is a direct relationship between the level of socio-economic development of a subject and the volume of budgetary spending on health care.

Purpose The purpose of this paper is to analyze the changes in higher education under the new configuration of resources based on the income structure of universities located in the Central Federal District (CFD). Particular focus is given to the changes in the structure of public financing of higher education, considering the explicit priorities of increasing teaching staff salaries and promoting research. The study also assesses regional differentiation in financial resources for the maintenance of university property and the accumulation of funds from extra-budgetary sources. Design/methodology/approach Using statistical and economic analysis methods, the research reveals the main trends of structural changes in public funding of higher education in Russia as a whole, and the regional peculiarities of financial support in the universities of the CFD. Findings The results of this investigation of universities in the CFD point to inertia in the development of universities in the regions, and problems transitioning to new business models. Groups of universities in the region often lobby for the “previous rules of the game.” The results evidence a change in financial support from different income sources and in cost structures at the university level. These are the result of higher education reform and university support programs aimed at enhancing the academic and research capacity of the leading Russian universities and developing a competitive national education system. Originality/value A costs optimization policy has led to polarization of universities and reduced development opportunities for a significant proportion of regional universities. In order to maintain their properties in good condition, they have to make active efforts to seek non-budgetary funding sources against a fall in effective demand from the population.

Based on official statistics of the Russian Federal State Statistics Service and the Ministry of Healthcare, the article analyzes the state and dynamics of urological morbidity, along with urologic cancer incidence and mortality in adult population of the Central Federal District vs. entire Russian Federation (RF). It was established that genitourinary diseases are consistently at the top in the structure of RF population morbidity and mortality, often being among leading causes of disabilities as well. The analysis results, using the case-studies of specific nosological forms, constitute an important methodological and informative base for strategic planning of developing both medical and preventive care in the patients, as well as create essential basis for further improvement of specialized outpatient and inpatient types of a health care.

Subject. This article analyzes the current level and prospects for the digitalization of the Russian economy as a whole, depending on investments in the digital economy and individual economic sectors of the regions. Objectives. The article aims to investigate the financial support of regional projects and assess the results of digitalization in the regions of the Volga Federal District. Methods. For the study, I used the methods of assembling, analyzing, and generalizing of the regional project passport data. Results. The article presents the results of the regions' digital development, a summary assessment of the volume and structure of the planned financial investments in the digital development of the Volga Federal District entities, and identifies their features, general and distinctive characteristics by region, digitalization area, and source of funds. Conclusions and Relevance. All the regions under study have developed the passports of regional projects to digitalize the economy and are increasing their digital potential with varying degrees of activity. The financial support of projects differs significantly in volume and structure of financing, depending on the financial capabilities of a particular region and the strategic objectives set. The findings can be used in further research to assess the financial components of the digital economy and are of interest to scientists, undergraduates, and graduate students whose research is related to the digital economics, as well as specialists in regions involved in the implementation of regional projects.
