The purpose of the study is to analyze the current state of aquaculture development in Russia (using the example of the Central Federal District). Priorities for the development of aquaculture were identified, as well as the main directions for solving the problems posed. These include the development of aquaculture through the introduction of new technologies for growing commercial fish, the most advanced forms of organizing production, the development of domestic fodder production, trout farming and sturgeon farming. The article predicts the development of commercial fish farming in the Central Federal District for 2024, taking into account the proposed changes in the technology of fish farming and the organization of production, based on further cooperation and integration. The accelerated development of aquaculture will ensure the production of high-quality and high-value fish species and create a stable basis for the formation of food security in the country.

Development of aquaculture represents the major socioeconomic factor which defines not only development of the fishery industry, but also the respective federal districts, including the Southern Federal District. The developed analysis of the current state of development of aquaculture in the Southern Federal District of Russia is provided. Problems of development of aquaculture in the Southern Federal District of Russia are revealed. It is necessary to optimize technology processes in aquaculture. Optimization of technology processes will allow to achieve worthy results in this type of activity for our country. The strategy of scientific and technical development of the Russian Federation defined the directions allowing to receive scientific and technical results and to create technologies – basis of the innovative development of domestic market of products and services, and steady position of our country in foreign market. These directions will allow to provide transition to highly productive and environmentally friendly agro-and to aquaculture, production of safe and qualitative food stuffs. The technologies of commercial fish farming used in the Southern Federal District of Russia will make possible in short terms to increase quantity and production of live fish and to reduce its cost value.

Abstract The analyze of dynamic of quantity and composition of the Russian catches in the Sea of Azov, Black and Caspian Seas in the 21st century was made. It has been shown that catches decrease with a simultaneous increase in the proportion of marine fish proper. The analyze of aquaculture development in southern regions is provided and also identified the prospects for its development in the near future. Currently, there is a positive dynamics of growth in the production of commercial fish farming products. Since 2000 this parameter has decreased from 77 to 328 thousand tons in 2020. The volume of aquaculture in the southern regions of the country in 2020 amounted to more than 78 thousand tons, which is 24% of the total Russian. In Rostov and Astrakhan region, Krasnodar territory obtained 90.6% aquaculture production. The perspective ways are pasture aquaculture, ponds and industrial fish farming, recreational aquaculture, mariculture. The expansion of the species diversity of farmed fish is possible both due to the aboriginal ichthyofauna and the use of previously acclimatized species.

Food export is one of the most sensitive indicators of the State economic well-being, which testifies to the provision of high quality products consumed by the population and independence from imports. At the same time, the country's weight and international prestige are being strengthened. The Siberian Federal District (SFD) is the largest grain producer, which is in demand in Russia and abroad. The purpose of the study is to analyze the current state of supplies of grain and its processed products from the Siberian Federal District, to identify problems and development prospects. The methodological basis of the work includes the works of scientists in the field of theory of international trade in cereals, as well as legislative and regulatory acts regulating this area. During the research, the following methods and techniques were used: abstractlogical, economic-statistical, statistical groupings, monographic. Results – an analysis of the current state of grain and grain products export from the Siberian Federal District by types (wheat, rye, barley, oats, flour, cereals, pasta) is presented. The reasons that impede the development of this industry are shown, the main vector of which is grain exports from the Siberian Federal District. The strengths and weaknesses, opportunities and threats that affect the development of grain market of the Siberian Federal District and export of products are identified. The most attractive markets for grain and grain products have been identified. Practical measures have been developed to expand them; the prospects for the development of exports from the Siberian Federal District until 2025 are reflected. Conclusions about its export potential are formulated. Recommendations are offered on priority areas contributing to the growth of export-oriented grain volumes. The proposals prepared on the basis of the research results serve as a basis for further increase in grain exports and a sustainable economic recovery in the Siberian Federal District.

Econometric impact assessments of new technologies and human capital on a contribution of new technological ways GDP in regions of Central Federal District of Russia are received. Coefficients of elasticity of a contribution of new ways GDP on use of the new technologies estimated by armament of work by new fixed assets and for use of the human capital estimated by a share of busy workers with the higher education are estimated. Use of new technologies is more effective in the Belgorod, Kursk, Vladimir and Lipetsk regions. Efficiency use of new technologies in the Kostroma, Ivanovo, Tver, Tambov regions is the lowest. The human capital is effectively in the Belgorod and Lipetsk regions, in Moscow. Efficiency use of a human capital in the Oryol, Ivanovo, Tambov, Bryansk and Kostroma regions is the lowest. In case of big sizes of coefficients of elasticity of a contribution of new ways to per capita GDP on use of the new technologies estimated by armament of work by new fixed assets it is reasonable to increase, first, investments into fixed assets of the region. In case of big sizes of coefficients of elasticity of a contribution of new ways to per capita GDP on use of the human capital estimated by a share of busy workers with the higher education it is reasonable to increase, first of all, a share of workers with the highest education.

The article reviews the issues of forming fish populations and studying the current state of commercial fish species in the delta lakes of the Syrdarya River for subsequent effective development of fish farming. In 2020, research works were carried out on lakes Akbilek, Tushchy, Shomishkol, Karakol and Akshatau-Sorgak of Aral District of Kyzylorda Region. At each of them, local ichthyofauna were identified and studied by way of experimental catches. Subsequently, the ichthyologic material was selected, processed and underwent biological analyses. The research also included the determination of physical and geographical parameters of target lakes, as well as evaluation of their chemical water composition. Experimental and control fish catches were carried out using fixed nets with 18-60 mm cells. For biological analysis, 239 fish were selected, including: snakehead (1 sample), wild carp (3 samples), crucian carp (9 samples), roach (102 samples), pike perch (25 samples), pike (26 samples), bass (35 samples), rudd (19 samples), sabre carp (1 sample), bream (11 samples), and asp (11 samples). The suitability of target lakes for further fish husbandry use was determined based on research findings and available literature and archival data.

Russia, like no other country in the world, has a huge potential for fish-farming development. According to data of different authors, in Russia from 12 to 16 million hectares of water areas of inland water bodies are suitable for fish-farming. Aquaculture farms potential in Russia is estimated at, at least, 2-3 million tons. It should be borne in mind, however, that our statistics do not take into account the so-called micro water bodies with an area of less than 1 hectare. The Department of Economics and Accounting in Agroindustrial Complex of the Irkutsk State Agrarian University in collaboration with Ministry of Agriculture of the Irkutsk Region carried out a study of aquaculture production state, identified factors that hampered its development, gave recommendations on use of forms of state support for agricultural aquaculture producers. The article is devoted to the current state and problems of commercial fish-farming development in Russia, including main aquaculture objects cultivated in Russia and its potential species; volume of catching aquatic biological resources and production of aquaculture products in Russia from 2007 to 2016 and main directions of state support for this sector.

One of the key factors in the current health problems is the lack of financial support. The former model of financing the industry was recognized as ineffective, since it is not able to provide a sufficient level of financial support for medical organizations. As a result, the “chronic” shortage in the industry has led to the moral and physical obsolescence of the material and technical base, low wages and forced savings at every stage, which does not contribute to the provision of high-quality medical services. In addition to the problem of the general deficit of financial support for health care, given the territorial extent of Russia, there is also the issue of ensuring the even distribution of financial resources across the regions of the country. In the course of the study, the analysis of the financing of territorial programs of state guarantees per one insured resident on average in Russia and in the context of the regions of the Central Federal District was carried out, the existing trends and their reasons were identified. It has been established that in recent years, a steady trend towards an increase in the financial provision of health care per one insured remains. Evaluation of data in the context of the subjects of the Central Federal District showed significant differentiation in the amount of expenses for the implementation of TPGG. At the same time, the highest level of financing is observed in Moscow and the Moscow region, which have a significant gap from other regions of the Central Federal District in terms of financial support - 30.5 thousand rubles. and 18.1 thousand rubles. respectively.

Hydroponics is a way of intensification and a new paradigm of fodder production: from adaptive plant growing to operated cultivation of green mass of the set property. In a review the precondition of introduction of the alternative high-quality green foods "know-how" in completely controllable conditions are presented. Terms and definitions of the general concept and separate parts of hydroponic forage are given. Hydroponics makes for every day providing animals with the adequate quantity of high-quality forage. The hydroponics of forages allows to cultivate ecologically pure and organic product commercially, within economically defensible expenses. The synergy is shown and examples of zootechnical and economic efficiency are resulted.

At present, the problem of establishing disability is a point at issue in Russia. Despite the fact that medical criteria for disability are being developed very actively, high-quality methods for assessing social hallmarks are still lacking. Since disability is a phenomenon inherent in any society, each state forms a social and economic policy for people with disabilities in accordance with its level of development, priorities and opportunities. We have proposed a three-stage model, which includes a system for the consistent solution of the main tasks aimed at studying the causes and consequences of the problems encountered today in the social protection of citizens with health problems. The article shows why the existing approaches to the determination of disability and rehabilitation programs do not correspond to the current state of Russian society and why a decrease in the rate of persons recognized as disabled for the first time does not indicate an improvement in the health of the population. The authors proposed a number of measures with a view to correcting the situation according to the results of the study.
