This article describes the features of the organization of the educational process in the information and educational environment. The paper substantiates the necessity for targeted work on the implementation of educational programs using e-learning, distance learning technologies, taking into account the functioning of the electronic information and educational environment. Various interpretations of the information and educational environment in the scientific literature are analyzed. The advantages of training with the use of information and communication technologies are presented. In particular, students ' responsibility for their learning process increases, which in turn has a positive effect on the effectiveness of self-education. Various formats of online teaching and the possibility of using distance learning technologies to motivate students to take an active part in the learning process are described. The article summarizes the experience of organizing online training, identifies the difficulties with organizing online training of students using webinar platforms, and describes possible solutions. Teachers primarily relate such difficulties to the limited technical capability of the Internet channel for mass use, the complexity of control by teachers, the loss of attention of students, etc. Modern technical features of many webinar platforms are described. The role of knowledge of psychological and didactic peculiarities of online teaching and the teacher’s competences in the information and educational environment are emphasized. The article describes the factors that determine the effectiveness of the educational process in the information and educational environment.

The present article considers the results of implementing the distance learning technologies at Vinnytsia National Pirogov Memorial Medical University in the process of mastering the discipline "Internal Medicine". Today, the amount of information that is so necessary for obtaining, understanding and mastering knowledge is growing rapidly. Given the current pace of development of education, today it is quite important to find innovative forms of quality organization of the educational process. This led to the introduction of information technology in education and the formation of a separate type of learning - distance learning. Now in Ukraine, distance learning is widely developing at all levels of education, this makes it possible to individualize the process of acquiring knowledge, abilities, skills and methods of human cognitive activity, which occurs mainly through the indirect interaction of participants in the educational process distant from each other in a specialized environment, functioning based on modern information and communication technologies.

The use of modern information technologies, including distance learning, significantly strengthened the traditional approaches to the educational process in higher education institutions. On the one hand, the reason for this is the rapid development of information and communication technologies, and as a consequence, appearance of new modern pedagogical approaches to conducting lectures, practical and laboratory trainings. On the other hand, students also have changed. Under present conditions, they have a number of personal qualities that were not inherent to pupils and students of previous years. The article argues the use of distance learning technologies and the possibilities of modern specialists trained in educational measurements in the field of distance learning.

Due to the pandemic in the spring of 2020, all educational institutions in China had to organize distance learning. It was crucial to introduce effective teaching methods and to use distance learning technologies. The authors of the article described the way online education was organized during the quarantine semester on the example of teaching Practical Russian grammar at Jilin International Studies University (Changchun, China). The purpose of the research is to describe the three-step process of teaching Practical Russian grammar to foreign students and the way distance learning technologies were used. The teachers organized online classes on Practical Russian grammar using BOPPPS model for lesson planning (five teaching steps: B - bridge-in, O - objective, P - pre-assessment, P - participatory, P - post-assessment, S - summary). Lessons were based on this method and the educational process included three steps: 1) students used Xuexitong application to acquire primary knowledge before the lesson; 2) classroom work was organized through the Xuexitong and DingTalk applications - it was aimed at internalization and expansion of knowledge, the ultimate goal was to develop Russian grammar skills; 3) using Xuexitong and DingTalk applications after the classes, the students improved their grammar and communication skills. In addition, the authors of the article proposed the ways to improve the knowledge assessment system and the entire educational process based on the suggested online learning model. Results and scientific novelty are that a practice-oriented approach to language learning can be implemented on the basis of the proposed teaching method. Such an approach enables students to have constant access to a large number of educational resources and to be promptly informed of any changes, which meets learners individual needs and increases their motivation, self-learning abilities and self-organization. Apart from that, students learn better and improve their oral and written communication skills.

The article is based on a review of scientific and methodological literature, it analyzes the existing models of future teachers’ professional training for tutoring. The aim of the article is to design a model of future teachers’ professional training for tutoring in the information and educational environment of the institution of higher education. As a result of scientific analysis, carried out on the basis of a systematic approach, theory and practice of tutoring, training for tutoring in Ukraine and abroad, the components of training for tutoring have been identified (target, philosophical, theoretical-methodological, informative-processual, criteria-evaluative, resultative). Each component of the designed model has its implementation in the information and educational environment. This model is a set of information and communication technologies (distance learning technologies, general purpose ICT and ICT for tutoring support), which are integrated into the educational process.

Problem and goal. The active introduction of e-learning and distance learning technologies in the educational process, the reform of traditional models of learning and education have become priority areas of reforms and initiatives in various national education systems in the 21st century. Given that public spending is the main source of funding for education in the OECD countries, assessing the economic impact of implementing a digital educational environment at different levels of education under pressure on public budgets has become a key issue for national governments and educational organizations, as well as the subject of special research. In Russian practice assessment of the economic effect of the full-scale use of e-learning and distance learning technologies in the implementation of educational programs of secondary professional (training of middle-level specialists) and higher education have not yet been carried out. For these purposes, a methodology has been developed, which, however, needs to be tested. Results. The study identified a list of costs required to ensure the full use of e-learning and distance educational technologies in realization of educational programs of secondary vocational (training of mid-level professionals) and higher (including graduate school) education; the methodlogy for assessing the economic effect of these measures is justified, and calculations are made based on this methodology. Conclusion. The developed methodology has shown its effectiveness and needs further research and quantitative analysis.

Evolution of the education system in the health and safety area in interaction with regularities and tendencies of society progress has been considered in this paper. It has been demonstrated that the study of Health and Safety Training Course, which is included in all bachelor degree’s educational programs, promotes the formation of students’ knowledge about regularities related to occurrence and development of hazards, as well as about emergencies and their possible impact on human beings’ lives and health, formation of skills which are necessary for future practical activities related to hazard prevention, emergency recovery, people and environment protection. Distance learning technologies’ evolution features in modern conditions have been analyzed. The distance learning organization through various forms of studies has been considered. Distance learning benefits have been listed. The main attention in the paper has been paid to the organization of educational-methodological and technological support for educational process on the basis of distance educational technologies for the Health and Safety Training Course. Educational products, as well as teaching and learning aids, which distance learning should include, have been considered. The special focus in the paper has been on Health and Safety Training Course teaching through distance learning technologies, aimed at online teaching empowering through the optimal combination of integrated hardware and software. Features of practical trainings on a range of Health and Safety Training Course’s subject matters based on the use of interactive software technologies, which allow simulate a real situation, have been emphasized. Possibilities of virtual games (simulations) that help to enhance teaching and consolidate students’ knowledge and skills in virtual mode have been considered.

This article is devoted to the use of distance learning technologies in teaching. The authors also distinguish the features of learning using distance learning methods. The authors note that the rapid development of information and communication technologies and the use of e-learning have expanded the possibilities of the educational process and provided opportunities for the general development of students. Practice shows that the use of electronic educational resources improves students’ perception and understanding of the discussed issues, creates more comfortable conditions for learning. However, by means of the systematic use of electronic educational resources in the educational process in combination with traditional teaching methods and pedagogical innovations, the effectiveness of multilevel education has significantly increased. At the same time, there is a qualitative increase in educational results due to the simultaneous impact of several technologies.

Purpose of the study. Studying the regional experience of using online educational platforms during the period of distance learning for schoolchildren and identifying the features of new realities on the formation of human capital.Materials and methods. Assessment of the organization of the distance learning process in the municipalities of the Republic of Karelia, Petrozavodsk and Kostomuksha urban district during the first and second waves of transition to distance learning for schoolchildren. A survey was conducted at the end of each period among teachers, children and parents on the organization and implementation of the learning process.Results. A study of the results of an online survey of teachers in the Republic of Karelia revealed a number of features and difficulties in the introduction of distance learning technologies for schoolchildren in the new realities of an isolated educational process: the level of proficiency in distance learning technologies at the beginning of the Covid-2019 pandemic among teachers in Karelia was quite high - 68.3%, 72.8% of them had the experience of independent study of forms and technologies of distance learning, 27.9% of the interviewed teachers completed advanced training courses. Of the large number of educational platforms operating within the framework of providing online access to teaching and testing resources, teachers are most often used in their work: Uchi.ru, Yaklass.ru, Google class, Russian electronic school. Only 4.5% of the respondents admit that they did not teach online lessons, including due to the lack of Internet in their settlement.Based on the results of the questionnaire survey among parents, new risks in the development of the education system emerged, and the identified trends make us think about what can be changed and done now so that the education of children during distance learning would be a joy for children, parents and teachers.Conclusions. Evaluating the experience of using online education in Russian schools during the massive transition to distance learning, one can note both objective difficulties and problems in organizing the educational process in distance mode, and positive effects that involuntarily manifested themselves in the development of specific narrow skills of digital literacy among the population, acquaintance with new programs and digital tools, mentoring among the participants in relations, exchange of effective practices and experience.Nevertheless, almost all studies note that general education schools and teachers, in general, who had practically no experience of online learning before the massive transition to distance learning, were able to quickly navigate the new situation and master new forms of communication with students. At the same time, a positive synergistic effect was the formation of the skill of productive communication between children and adults, interaction and mutual assistance in the process of mastering ICT technologies.

The article is devoted to the problems of using distance educational technologies, which are barriers in the educational process. The authors investigate the possibilities of taking into account the technical features of the functioning of distance learning technologies and e-learning in the legislation, as well the conditions and problems of using distance learning technologies and e-learning in the educational process. The relevance of the problem is in improving the training of teachers for professional activities in the context of modern tendency in the informatization of education. Professional training is based on the inclusion of innovative activities in the educational process of a pedagogical university aimed at organizing creative informational interaction of students and teachers in the process of mastering e-learning technologies. In accordance with the new amendments in the Federal Law “About Education” the problem of including distance educational technologies in schools actualizes. In the article the directions of teachers’ professional training for distance learning are defined, the main forms of teachers' professional training in the field of distance educational technologies at the stage of training at a pedagogical university and advanced training are listed as well. But there are barriers that impede the use of distance learning technologies and e-learning in the educational process. The difference between distance educational technologies and electronic education is whether there is a direct cooperation between the teacher and the student or not. If it is carried out and with using information technology, technical means, we are talking about e-learning. If the interaction is mediated - through the Internet, then this is distance learning. An educational organization has the right to use one or both forms of educational program implementation. It is important to prepare future teachers for the use of distance learning technologies in professional activities in the global process of informatization and digitalization of education.

Due to the threat of the spread of coronavirus, in order to organize and conduct classes, as well as to ensure the continuity of the educational process during the quarantine period, educational institutions are recommended to conduct classes in the mode of remote support of the educational process. Distance learning is a form of education using computer and telecommunication technologies that provide interactive interaction between teachers and students at different stages of training, as well as independent work with information network materials. The article reveals the importance of using distance learning technologies at the present stage of development of information and communication technologies in the process of training future teachers. The place and role of distance learning technologies in the higher education system is determined. It is noted that with the development of the technical capabilities of the teaching methodology and technology, the means of the teacher's educational activity change. It became possible to use new organizational forms of the educational process, using information and communication technologies. The idea of ​​what a postmodern person should be like, what competencies should have, is changing.
