The article focuses on the analysis of the main types of bullying that pedagogical workers suffer from, including typical features and predominant forms of bullying of victims, characteristics of victims, as well as offenders and the like. The purpose of the article is to highlight the problem of bullying of pedagogical workers in the educational environment as a social phenomenon. The author has carried out the analysis of the judicial practice of the Law on Counteracting Bullying for one year when considering cases and holding people administratively liable for committing bullying, as well as the identified shortcomings in fixing the evidence base by the police while holding the buller accountable. It turned out that teachers’ bullying in virtual space is actually the transfer of bullying outside the educational institution. The author has offered the measures regarding the procedure and the obligation to consolidate evidence by representatives of juvenile prevention units of the territorial units of the National Police of Ukraine, in accordance with the requirements of the current legislation, in the case of teachers contacting law enforcement agencies as victims of bullying and activities to create a safe educational environment in educational institutions.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The progress of educational institutions today is highly demanded because of the strong flow of competition among educational institutions. Ability to compete with other institutions is a succes of educational institutions or the ability to give trust to the communit. Succes in an educational institution depends on the management applied within an institution. As well as the role of managers in embracing management systems, educational organizations and education planning to become a conducive educational environment. Because if the managed management is so good then the result to be achieved in the education will run effectively and produce a succes. Introduction.Modernisation of the Russian higher education system, change of conceptual paradigm and transition to competency-based approach to specialist training, which meets the urgent needs of informational technological society, make it necessary to study and develop methodological, content and procedural aspects of the implementation of this approach in practice.Theaimof the research was to study psychological and pedagogical features of the design of a practice-oriented environment, contributing to the formation of personal competency of cadets of educational institutions of the Ministry of Internal Affairs of Russia.Methodology and research methods.The methodological framework of the research was based on comparative analysis, synthesis and generalisation of the content of the Russian and foreign publications, which describe the theory and practice of environmental and competency-based approaches in higher education.Results and scientific novelty.The peculiarities of the implementation of the environmental approach to the training of future specialists were shown. The con tent and conceptual meaning of such categorical-conceptual units concerning “environment” and “educational environment” was defined. The category of practice and its varieties in educational institution was analysed. The specificity of practice-oriented environment of educational organisations of the Ministry of Internal Affairs of Russia was described. The importance of practical orientation of educational environment as a prerequisite for cadets’ education was shown. The criteria of efficiency of the practice-oriented environment were distinguished. The final purposes of education were formulated, including personal competency of future specialists as the main purpose of education. The author emphasises the significance of a complex programme realisation for cadets’ psychological support as an integral component of practice-oriented educational environment of ministerial higher education institutions. The following main blocks of the program were highlighted and characterised: target, deterministic, content, medium, technological, analytically monitored, organisational and procedural. On the basis of the allocated blocks and their substantial description the attention is focused on advantages of implementation of this program promoting continuous personal improvement and realization of potential of participants of educational process.Practical significance.The author is convinced that the implementation of a comprehensive programme of psychological support in educational establishments of the Ministry of Internal Affairs of Russia will contribute to the continuous personal development and realisation of students’ potential and, ultimately, will improve the efficiency of vocational education of graduates.

The paper substantiates the importance of educating personal qualities of an employee of the penal system (PS) that meet universal and professional moral standards and outlines the role of a departmental university in educating a cadets personality. It is argued that the educational environment of a departmental university is one of the central means of shaping and developing a cadets personality - a prospective PS employee as a person and a professional. The analysis of the concept environment in the context of different levels of education (school, university) is carried out. The paper summarizes scientific ideas about the educational environment of the departmental university, which is a set of circumstances, conditions specific to the departmental higher education institution, which affect the cadet, contributing to the formation of his personality as a prospective specialist. The list of organizational and pedagogical conditions for development of the educational environment of a departmental higher educational institution in relation to the educational environment of higher educational institutions of the Federal Penitentiary Service of Russia is supplemented - filling the educational environment with values that, penetrating into the value sphere of cadets consciousness and becoming its integral part, create a value barrier that cannot be overcome by the anti-values of the criminal world. Approaches to formation, development, formation of the educational environment of a departmental university are indicated: molecular, factorial, synergetic, competence, culturological, axiological, ethnopedagogical, individually creative, dialogical, which are complemented by an environmental approach. The importance of the environmental approach in organizing the educational environment of a departmental university is substantiated. The content of the basic concepts of the environmental approach is revealed: niche; element; lifestyle; personality as an object and a subject of education; environment-forming action. The specificity of the implementation of the environmental approach to the organization of the educational environment of the departmental higher educational institution of the Federal Penitentiary Service of Russia is revealed.

The article considers the question of the features of the training future education managers, their manage skills, the structure of which provides knowledge and experience in using the electronic educational environment. This problem is important, especially now, in the context of the coronavirus pandemic, when educational institutions work mainly in a distance format. Now every manager of an educational institution must be competent not only in the field of information technology and have appropriate digital competence but also knowledgeable in the implementation of the electronic educational environment of the institution, in particular, to resolve certain management issues. During literature analysis, we found that there are many studies that describe the use of ICT in the process of forming the managerial competence of future education managers. But, there are few studies that describe the features of the work of the manager in the electronic learning environment (ELE) and solve the problem of their training in this context. To obtain objective information about the level of managerial competence in future heads of higher pedagogical education, we organized a survey that found that future education managers do not have a clear idea of ELE and do not understand its potential for management. During the study, we developed levels of managerial competence of future managers, to which we added skills related to the use of ELE. The training of students lasted from 2017 to 2020 according to the methodology that took into account the structure of managerial competence knowledge and skills of using ELE. We conducted an experimental study that determined the effectiveness of the methodology for the formation of managerial competence of future heads of educational institutions in the context of ELE. This study found that such training contributes to the formation of the future manager, develops his managerial skills, allows to solve the problem of developing managerial competence in future education managers using ELE, is an effective means of implementing educational programs at the university.

The work is devoted to the problem of transition to a new concept of management (from administration and management to leadership). The purpose of the article is to highlight the features of team leadership as a form of management of an educational institution, to identify factors and tools that affect its development, to outline the factors of the influence of the educational environment on the formation of the management team. It is emphasized that team leadership is a promising form of educational institution management, as it is able to respond adequately and quickly to changes in both internal and external environment of the educational institution, to ensure more effective collegial management of educational institutions in conditions of instability and constant changes. It was found that team leadership is based on the principles of delegation of power and cooperation, the use of a matrix organizational structure of management, the formation of a management team, effective teamwork in performing management functions to achieve goals of development and competitiveness of educational institutions in the market of educational services. It is proposed a model of development of team leadership in an educational institution, which provides for the implementation of targeted, meaningful, organizational, effective components, taking into account changes in the external and internal environment. It is determined that the development of the internal educational environment of the educational institution will promote the development of management teams and the transition to team management through a number of factors related to target orientations, socio-psychological support, introduction of a number of actions and measures for team building and leadership development. It is paid the attention to the introduction of trainings on team building and the development of leadership in the educational institution. It is given the general stages of the organization and carrying out of such training for administrative staff, members of pedagogical, scientific and pedagogical staff of educational institutions.Key words: leadership, management, team leadership, educational institution, educational environment. Робота присвячена проблемі переходу до нової концепції управління (від адміністрування та менедж-менту до лідерства). Метою статті є висвітлення особливостей командного лідерства як однієї з форм управлін-ня закладом освіти, визначення факторів та інструментів, що впливають на його розвиток, окреслення факторів впливу освітнього середовища на формування управлінської команди. Актуалізовано, що командне лідерство є перспективною формою управління закладом освіти, оскільки воно здатне адекватно й оперативно реагувати на зміни як у внутрішньому, так і у зовнішньому середовищі закладу освіти, забезпечувати більш ефективне колегіальне управління закладом освіти в умовах нестабільності та постійних змін. Результати. З’ясовано, що командне лідерство гуртується на принципах розподілу влади та відповідальності, співробітництва, викорис-танні матричної організаційної структури управління, побудові управлінської команди, ефективній командній взаємодії під час виконання функцій управління для досягнення цілей розвитку та конкурентоспроможно-сті закладу освіти на ринку освітніх послуг. Запропоновано модель розвитку командного лідерства в закладі освіти, яка передбачає реалізацію цільового, змістовного, організаційного, результативного компонентів з ура-хуванням змін зовнішнього та внутрішнього середовища. Визначено, що розвиток внутрішнього освітнього середовища закладу освіти сприятиме розвитку управлінських команд та переходу до командного управління через низку факторів, пов’язаних із цільовими орієнтаціями, соціально-психологічною підтримкою, запровад-женням ряду дій та заходів щодо командоутворення і розвитку лідерства, створенням комфортних умов функ-ціонування. Приділено увагу запровадженням тренігів із командоутворення та розвитку лідерства в закладі освіти. Наведено загальні етапи організації та проведення такого тренінгу для управлінських кадрів, членів педагогічного і науково-педагогічного колективів закладів освіти.Ключові слова: лідерство, управління, командне лідерство, заклад освіти, освітнє середовище.

The study continues the study of the fundamental characteristics of models of viable systems conducted by the authors. The current issues of construction, reorganization and preservation of the life-incapable structure of a higher educational institution - university U, representing a recursive active subsystem of the educational environment, which is part of the universe-society, are considered. The formalized definitions of an absolutely viable, viable, conditionally viable and non-viable system are given, allowing from a mathematical point of view to assess the optimality of the structure and the efficiency of the system functioning. The analysis of the structure and functioning of a viable university is implemented in the conceptual framework of foresight design based on logframe technologies, which makes it possible to create a system that meets the strategic goals of the universe and the tactical settings of the educational environment. In the process of describing logframe methods based on the foresight approach, real risk situations arising in the modern education system, the university environment and higher educational institutions due to economic, social, managerial and psychological factors of the impact of external and internal environments of recursive active systems are significantly taken into account. The presented conceptual schemes allow us to take into account not only the structural features of the educational organization, but also the psychosocial situation in the team, which determines the stimulating and motivational aspects of personnel management. Examples of higher educational institutions are given, whose structures and training procedures have effectively met and continue to meet the needs and goals of the universe for several successive technological structures, remaining advanced educational and scientific-educational systems of the world level. A brief overview of research and practices in the presented field of knowledge is given, based on the approaches and methods of teaching, scientific and teaching experience of the authors. The presented material is useful for the process of formalization of conceptual aspects of the theory of viable systems, classification of risk situations in the educational process, adaptation of foresight and logframe technologies to the practice of diagnosing and designing effective educational structures that meet the modern socio-economic requirements of technological structures of developed societies.
