The aim of this study is to assess the state of institutional excellence and the major opportunities and challenges facing it. In order to achieve the objectives of the study, the researcher used the descriptive approach and designed a questionnaire as a tool to study and distribute it to a sample of 30 decision makers from the directors and the heads of departments in three institutions of the Jordanian government sector. The main findings of the study   are the following:There were no statistically significant differences at the level of significance (α0.05) in the impact of institutional excellence and its six dimensions (leadership, strategic planning, customer focus, measurement, analysis and knowledge management, focus on human resources and focus on internal processes) on improving institutional performance through the satisfaction of the recipients of services from citizens from the point of view of managers in Jordanian government institutions. The main recommendations of the study were: the necessity of commitment and focus on excellence in strategic planning, which contributes to the development of solutions and alternatives that weaken the institutional performance and reduce the level of satisfaction of service recipients from citizens, and seek to maximize the basis of benefit gained on the principle of increased fees and evaluation through the development of flexible financial plans.

The future direction of China's approach to energy policy making is, of course, difficult to predict. This is due not only to the opaque and fragmented nature of Chinese energy policy decision-making, but also to the fact that energy policy is a new topic for China's leaders and the individuals they rely on for advice to master that impinges on the interests of actors throughout the Chinese bureaucracy. The wide range of participants in the energy policy debate indicates that more diversified views on it probably reach the top leadership. The impact of the multiplicity of opinions is two-fold. It can result in more informed decision-making, but it can also delay the process as decision makers must assess a larger number of competing and sometimes contradictory views.

The study seeks to analytically investigate the impact of public perception on job performance of Nigerian Police. It made use of 300 police male and female officers from two States in South Western part of Nigeria (Oyo and Lagos). The study made use of six valid and reliable instruments named Police Officer’s Job Performance Scale (POJOPES to sample the respondents. Data analysis involved the use of path analysis which involved goodness of fit (step wise path) at 0.05 level of significance. Each of the significant variables showed relative effect on each other in the initial path model. The results indicated that public perception was found to be positively significant to police job performance. It is therefore recommended that the Federal Government should adhere to the United Nations prescription of one policeman to 400 citizens and to exhibit a continuous recruitment drive and training in order to benefit and enhance the performance of the police force.

Due to the deficient pragmatic competence, pragmatic failures or even miscommunication will be produced in actual communication. Regarding those problems, S.U.R.E approach is offered to overcome in promoting learners’ pragmatic competence. This study aimed to investigate the impact of implementing S.U.R.E approach in improving students’ pragmatic competence. This study is a quantitative research embracing one group pretest-posttest design.  One class participated and 33 students were taken as the sample of the study using random sampling technique. Three English native speakers evaluated the test takers’ pragmatic competence. They were called on to read the speech acts, along with the transcripts, and to indicate the rating based on the rating descriptions provided. The mean score among the three raters was assigned as the closing score.  To collect the data, the students were given a pretest and a posttest.  The data were then analyzed employing paired sample t-test through SPSS V.24.  The result of the study showed that significance value was 0.00 of which it is lower than level of significance 0.05. Hence, the null hypothesis is rejected. This implies that the use of S.U.R.E approach has a significant effect on improving students’ pragmatic competence.

The paper tries to investigate the impact of external debt on time series quarterly data spanning from 2007:02-2017:03, on various macro-economic variables and to study the existence of relationship and causality between them in India. In order to derive the results various econometric tools such as ADF unit root test, Granger Causality test and Regression Analysis have been employed in the study. The null hypothesis for the study were that External debt does not granger cause various macro-economic variables which was accepted at 5% level of significance and External debt does not have statistically significant relationship with various macro-economic variables, which was accepted in case of all variables except Inflation. Thus, it was found that no granger causal relationship was found between external debt and macro-economic variables and vice-versa. There exists no statistically significant relationship between external debt and RGDP, G-Revenue, Export, and G-Spending and they have almost no impact on the external debt. However, in case of Inflation there exists a positive statistically significant relationship that has 10.27% impact on external debt. It was concluded that External debt does not play a significant role in the economic development of India for the period of the study.

Abstract Public health research aims to change the world, or at least contribute to the development of healthier and more equitable societies. However, the availability of health information does not inherently lead to its increased use in policy and decision-making. Significant gap remains between the knowledge of public health researchers and the actions taken by decision-makers. Various tools and mechanisms can help to increase the use of scientific evidence in policy development by making policymakers appreciate, understand and incorporate such scientific information into policy decisions. As part of this process, it is crucial that researchers and public health practitioners acquire the ability to translate their knowledge and become skilled on communicating the evidence effectively. To this aim, we will present firstly a WHO approach for that on the basis of EVIPNet Europe. Member countries have benefited of EVIPNet Europe’s capacity building efforts, its training workshops, coaching and mentoring schemes, leading to increased knowledge and skills in view of identifying, accessing, appraising, synthesizing and communicating the best available evidence. The presentation will focus on the ways to trigger tangible changes at policy and legislative levels. The second presentation will give more specific information about the process of real-life applications. Main question will be “How to advocate scientific evidence to decision-makers in the frame of evidence-informed policy-making?”. The presentation will help the participants to analyze to whom they are targeting, what their interests are and how to communicate scientific information to a decision-maker effectively. Last but not least, common challenges of evidence-informed policy-making process in health care and ways to tackle them will be presented. By doing so, special attention will be paid to the methodologies for joint fact-finding, responsive evaluation and citizen science. The workshop will engage participants interactively and leave time for answering their questions at the end. Key messages Public health professionals can influence health policies, if they learn strategies in communicating scientific evidence to decision-makers effectively. Providing correct skills to researchers when communicating about and advocating for the scientific evidence with policymakers will enhance the impact of evidence on policy making.

This research focused on the strategic management tool Balanced Scorecard and strategic planning, as a guide to guide the management of companies, allowing communication and the functionality of the strategy using KPIs that allow to identify, maintain control and increase efficiency and the achievement of optimal results. For the deductive hypothetical analysis, the specific factors that affect business management performance were grouped into two variables: Balanced Scorecard and Strategic Planning. The objective of the work was to demonstrate the impact of the Balanced Scorecard in the strategic planning of a construction company. In order to support the research, the following theories were approached: the Financial Theory, the Economic Theory of the Company, the Transaction Costs, the Network Theory, the Organization Theory, the Dependence on Resources, the Strategic Management Theory and the Business Diagnosis Theory. The result obtained confirms the hypothesis that there is a significant incidence of the Balanced Scorecard in the strategic planning of construction companies. In conclusion, the construction company has obtained significant improvements in the results in each of the indicators evaluated with the implementation of the Balanced Scorecard, demonstrating improvements in their management results, affirming that there is better performance and management control allowing them to achieve the organizational objectives set.
