<p class="1Body">This article is intended to reveal the socio-cultural values of traditional remote area communities of the Dayak in Central Kalimantan based on two legends and the existence of these communities. By applying semantics of sign systems, the expressions in texts showed connotative meanings referring to river communities, and the denotative meaning of living in forests for forest communities. While, expressions of migration could be related to cultural of <em>manamuai</em> ‘wander’ tradition and way of life as shifting cultivation farmers. Recently, the existence of these communities has contradicted government rules due to the laws in opening forests illegally. However, based on the characteristics, these communities can live in harmony with the government and forests investors through the empowerment programs for remote communities and CSR of forests’ companies (logging or palm oil).</p>

Oral literature in the midst of human civilization cannot be rejected because it is part of a social reality, especially for traditional communities. Social reality then turns into a set of bounded values and becomes local cognition of society that is called local wisdom. The perspective, the way of life and activity of traditional community is inseparable from those wisdom values. This study aims to reveal the cultural values that exist in Wae Susu Mujualu legend. Cultural value is the value omnipotence of God, honesty, human relationship with nature, and the value of responsibility. The method used in this research is descriptive qualitative analysis focusing on empirical data obtained in the field. To get accurate data hence researcher use interview technique, observation, and triangulation.Sastra lisan di tengah peradaban manusia tidak dapat ditolak karena iamenjadi bagian dari sebuah realitas sosial, apalagi bagi masyarakat tradisional.Realitas sosial itu kemudian berwujud menjadi tata nilai yang mengikat dan dijadikan sebagai pengetahuan lokal masyarakat pendukungnya yang disebut dengan kearifal lokal.Cara pandang, cara hidup, dan aktifitas hidup lainnya pada masyarakat tradisional tak dapat dilepaskan dari nilai-nilai kearifan itu.Penelitian ini bertujuan mengungkap nilai-nilai budaya yang terdapat di dalam legenda Wae Susu Mujualu dengan instrumen utamanya adalah peneliti sendiri.Nilai-nilai budaya itu adalah nilai kemahakuasaan Tuhan, nilai kejujuran, hubungan manusia dengan alam, dan nilai tanggungjawab.Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif yang memusatkan analisis pada data-data empiris yang diperoleh di lapangan.Untuk mendapatkan data yang akurat maka peneliti menggunakan teknik wawancara, observasi, dan triangulasi.

Scientific research on the question of how happiness can be increased and then sustained has still a long way ahead. The authors have been developing studies in this field and have chosen the happiness initiatives of the Dubai and UAE government to elaborate a case study. This paper, extracted from the wider investigation, presents a study based on government communication on the creation of the Dubai and United Arab Emirates Ministry of Happiness. In the scope of this work we have chosen the National Happiness and Positivity Programme of the Dubai and United Arab Emirates Ministry of Happiness. Using the technique of content analysis, through the use of webQDA software, the aim was to understand how the government communicated its strategy for happiness and which are the most used concepts to capture the attention of institutions and citizens. Consequently, the aim was to understand what actions the government has advocated to implement the said programme. The results imply that the concept of positivity has a focus that is very close and complementary to that of happiness. It is also inferred that the government intends to promote 'happiness as a way of life’, and also to involve the private sector in the National Happiness and Positivity Programme. Finally, the author’s contribution to this research field is to demonstrate that this model of positivity and sustainable happiness can be extensively implemented, including in the academy.

Ensuring governance in orphanage operation is an immense challenge under the provisions of the Zila Parishad Act in Bangladesh. The objectives of the study were to find out the governance factors and nature of governance that influence the implementation performance of the orphanage operated by Zila Parishad, Satkhira. In doing so, qualitative methods of research were employed. The findings of the study confirm that the Parishad was unwilling to follow the government rules and regulations in almost every area that shows infringement of the principles of institutional governance in an operating orphanage. The results of the study were also found that the organization does not want to change their culture of violating government rules and regulations. Hence it was recommended that to maintain the accountability, transparency and other principles of governance the Parishad should follow the government rules and regulations in respect of procurement of foods and related items, should follow proper guidelines for enrolment of orphans and recruitment of staffs and form an active management committee for the proper functioning of the orphanage.

The research entitled "Discrimination in remote community education (Case study of Buntu Mondong village in Buntu Batu District, Enrekang District" aims to determine the existence of education discrimination in remote communities in Buntu Mondong village, Buntu Batu District, Enrekang District, with qualitative research methods. This research was conducted by observing the condition of the school which includes the condition of students, teachers and infrastructure as well as the conditions in the surrounding environment which also influence the quality of education.The data has been collected, then analyzed descriptively.The results of the study illustrate the occurrence of educational discrimination in the Gura SDN NO. educators and infrastructure facilities that cause education in the area to be not optimal.The available educators lack excellence in midwives and have low quality so that what is given to their students is also mediocre. a Less quality educator, Infrastructure that supports the learning process teaches very little, so the learning process often experiences obstacles. By that, especially for the government and education implementers should increase attention to education in remote areas, especially in SDN NO 79 Gura. Keywords: Discrimination, Education, Remote Communities

AbstrakPeremajaan kawasan wisata di Daerah Khusus Ibukota Jakarta khususnya daerah wisata Kota Tua Jakarta menjadi salah satu bentuk serius pemerintah untuk mempromosikan tempat - tempat wisata yang ada di Jakarta. Revitalisasi Kota Tua juga dilakukan agar tetap menjaga nilai - nilai sejarah dan budaya yang ada di sana. Namun permasalahan muncul ketika tidak informatif serta kurang strategisnya penempatan wayfinding serta sign system yang berisi informasi, sejarah, dan profil Kota Tua sehingga banyak pengunjung yang masih kesulitan mencari informasi dan navigasi tempat yang ada di Kota Tua. Oleh karena itu dibutuhkan sebuah sign system serta wayfinding yang informatif dan strategis. Di samping itu, masih kurangnya informasi dan navigasi tentang Kota Tua di website resmi menjadi faktor lain yang membuat pengunjung kesulitan pada saat akan maupun sedang mengunjungi Kota Tua. Penelitian ini merupakan studi terapan dengan penggunaan metode campuran. Pengumpula data dilakukan melalui wawancara, kuesioner dan observasi di wilayah Kota Tua khususnya Zona 2 Fatahillah. Analisis data dilakukan dengan analisis visual proyek sejenis. Studi menghasilkan sign system yang terintegrasi dengan website sebagai media informasi untuk kawasan wisata Kota Tua Jakarta dengan penggayaan desain neoklasik. Hal ini diharapkan dapat memfasilitasi para pengunjung dalam mencari informasi dan navigasi saat mengunjungi Daerah Wisata Kota Tua Jakarta tersebut. Kata Kunci: Kota Tua Jakarta, neoklasik, sign system, wayfinding, website AbstractTourist area rejuvenation in the Special Capital Region of Jakarta, especially the tourist area of Kota Tua (the Old Town) of Jakarta, has become a serious form of the government to promote tourist attractions in Jakarta.  The revitalization of Kota Tua was also carried out to preserve the historical and cultural values that existed. But the problem emerges when uninformative and less strategic placement of wayfinding and sign systems that contain information, history, and profiles of Kota Tua so that many visitors are still having difficulty to find information and navigation in Kota Tua.  Therefore, it needs a sign system and informative, strategic wayfinding. Despitefully, the lack of information and navigation about Kota Tua on the official website is another factor that makes visitors having difficulty when going to or visiting Kota Tua. The research is the applied study that used a mix method. Data collected through the interviews, questionnaires, and observations in the Kota Tua area, especially Zone 2 Fatahillah and data analysis was done by visual analysis of similar projects. This study generates a sign system that integrated with the website as media information for the Kota Tua Jakarta tourism area with the neoclassical design style and expected to facilitate visitors in searching for information and navigation when visiting the tourist area of Kota Tua Jakarta.   Keywords: Kota Tua Jakarta, neoclassic, sign system, wayfinding, website

Indonesia as a multicultural country has a rich range of performing arts. These assets encourage artists and the government to conduct festivals, exhibitions, and cultural exchanges. However, the programs are not always managed optimally, particularly with regards to curatorial management. This paper presents a study aiming at: (1) identifying the roles of curator in conducting performing art festivals to sustain the culture; (2) investigating challenges faced by the curators in doing their tasks. A descriptive qualitative method in the form of a case study was employed using three instruments, namely field observation, interview, and documentation. The collected data were analyzed to define the principles of curatorial management and its role in conducting performing art festivals. It was revealed during the interviews that there were no standard operational procedures (SOP) yet in doing curatorial tasks, so the curators identified and undertook tasks under their own initiative. Some curators stated that their lack of curatorial knowledge made them lack the confidence to invite the well-known artists. As a result, they tended to invite the artists based on pre-existing familiarity. A further challenge was the lack of official authority which hampered the execution of curat. Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

This case study examines and illustrates within country regional cultural differences and cross border cultural similarities across four western European countries. Drawing on the data from the World Values Survey (WVS), we refer to the Schwartz Cultural Values Inventory in the survey. The demographic variables of age, gender, education level, marital status and income vary across the regions and hence, have significant effects on the cultural value dimensions across regions. The findings help a better understanding of the homogeneity and heterogeneity of regions withinand across countries. Both researchers and managers will have to justify their sampling methods and generalisations more carefully when drawing conclusions for a whole country. This case study underlines the limited knowledge about regional within country cultural differences, while also illustrating the simplification of treating each country as culturally homogeneous. Cross-country business strategies connecting transnational regional markets based on cultural value characteristics need to take these similarities and differences into account when designating business plans.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.
