The study "Role of Local Press in Conflict: A Case Study of Editorial' Contents of  Daily Chand and Daily Shamal during Militancy in district Swat, Pakistan" is basically a comparison of editorials, being published on the issue of militancy in both the local dailies of Swat to analyze that how these dailies treated government and militants’ agendas in their editorials. This study was conducted by content analysis of editorials of Daily Chand and Daily Shamal, publishing from district Swat while the media hegemony theory was applied as theoretical frame work for conducting the study. The findings made it clear that both the dailies had been given more coverage to militants' agenda, the ruling class during the unrest, than government agenda. Daily Chand had written total 84 editorials on the issue of militancy, it wrote 12 (14 percent) editorials against government but not a single editorial had been written against militants. Besides the daily had given only 06 percent supportive coverage to government agenda by publishing 05 editorials while the paper had, however, given more supportive coverage to militants by publishing 17 editorials in favor of their agenda with 20 percent of its total editorials, being published on the issue of militancy. Similarly daily Shamal had written 61 editorials on issue of militancy and of them only three editorials had been written with percentage of 05 percent in support of government agenda while it published two editorials in favor of militants' agenda, which reflect 03 percent of the total editorials, being written on the issue of militancy. Daily Shamal wrote o8 editorials (13 percent) against the provincial government, but it did not write even a single editorial to oppose militants' agenda or their any kind of act, meant to challenge writ of the government in district Swat, Pakistan.

Abstract: This study analyzes the role of the media during the 45-day war in Artsakh in 2020. It aims to understand how the local media responded and reacted to official propaganda, particularly to the statements of the Armenian Prime Minister Nikol Pashinyan. The research question of the capstone project is “What was the media framing of the official statements of the Armenian Prime Minister throughout the war?” To answer this question, the study first provides a short timeline of the war and the PM’s statements. Secondly, it conducts a descriptive content analysis of the three local media outlets, which are selected through purposive sampling. The analysis shows that the government-imposed censorship as well as the political economy of the media significantly affected the way the PM’s statements were being framed. The study tries to understand to what extent there was a “rally round the flag” effect and what caused certain behavior from different media outlets. Abstract The role of child reading  in the formation of early childhood character is very important. So also the role of character education is needed by the government as the basis of education in Indonesia. Therefore, this study aims to explore the values of character education in the folktale and is role in the formation of personal early childhood. The approach used is the consept of childrens’s literature and character education. The method used is descriptive qualitative research with content analysis techniques. The source of data derived from the media compass that is a strory-theme tales character of the analyzed. The value of character education found in the folktales of “Suri Ikun and  Two Bird’s” that is creative value,  hardwork, helpers, appreciate achievement, positive attitude, and honesty value.   Keywords: Literature of children, folktale,  and Character

The wide coverage of work and scope of public services requires the public participation to provide input or informationfor the regional government in order to optimize the performance of public service and regional development.Consequently, the media for channeling public aspirations need to be available. On the other hand the handling of the public's aspirations need to be managed well and solvethe needs of the public. This study attempted to assess the public's aspirations management model in a local newspaper in Kalimantan. This study is a descriptive study with a qualitative approach and the analysis tool appliedis content analysis. From the various models of complaints management that are shown in the local newspaper in Kalimantan, in general it can be concluded that model of the public aspirations' column that more interactive, two-way, communicative, and complemented by a follow-up solution is a better model in handling of complaints, thus needs to be developed or replicated by other local governments. Kajian ini mencoba melakukan penilaian atas model pengelolaan aspirasi publik di surat kabar lokal yang ada di kalimantan. Kajian ini merupakan penelitian deskriptif dengan pendekatan kualitatif dengan alat analisis yang digunakan adalah analisis isi(content analysis). Dari berbagai model penanganan pengaduan masyarakat yang diperlihatkan pada surat kabar lokal di kalimantan, secara umum dapat diberikan penilaian bahwa model penanganan kolom aspirasi publik yang lebih interaktif, dua arah, komunikatif, dan disertai penjelasan langkah tindak lanjut adalah model penanganan pengaduan yang lebih baik dan perlu dikembangkan atau direplikasikan oleh pemerintah daerah lainnya. Selain itu, peran serta media massa sebagai jembatan penghubung informasi dan komunikasi publik kepada pemerintahnya perlu semakin dioptimalkan.Kata Kunci: Pengelolaan Aspirasi Publik, Surat Kabar, Kalimantan

This study aims to analyze and describe the implementation of the East Nusa Tenggara Governor's Regulation Number 85 of 2019 concerning Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of East Nusa Tenggara in 2019-2023, especially in Lasiana Beach, Kupang City. By using qualitative research methods with a case study approach. The results of this study indicate that the implementation of the Regulation of the Governor of East Nusa Tenggara has been going well. According to Van Meter Van Horn, there are 6 aspects in the implementation of this Governor's regulation, namely First, the size and objectives of the policy, have been well understood by the implementing staff but there are no clear measures or indicators to assess the implementation process of the Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of Nusa Southeastern East. Second, resources, from a human and financial perspective, are quite good. Third, the characteristics of the implementing agency/agency, for this factor is also quite good because in carrying out this program, the division of tasks for each employee already exists even though it is not included in the organizational structure. Fourth, the attitude/tendency of the implementers, from this point of view, is good because none of the implementers have rejected this program and has shown their support for this program by the participation of all employees at the Tourism and Creative Economy Office of East Nusa Tenggara Province. Fifth, communication between organizations and implementing activities, this factor is the most crucial in this implementation. It is necessary to improve communication between governments, both the East Nusa Tenggara Provincial Government, the Kupang City Government, the Central Kupang District Government and the Lasiana Village Government. Sixth, the economic, social and political environment, based on the results of research, the social and political environment has a positive effect on the implementation process of this program. Factors supporting the implementation of East Nusa Tenggara Governor Regulation Number 85 of 2019 concerning Guidelines for Accelerating the implementation of estate tourism development in East Nusa Tenggara Province in 2019-2023, especially at Lasiana Beach, Kupang City are the active role of the Government at all levels and the active role of the community in supporting the acceleration program tourism development in Lasiana Beach. Meanwhile, the inhibiting factor for the implementation of the East Nusa Tenggara Governor's Regulation Number 85 of 2019 concerning Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of East Nusa Tenggara. <p class="06IsiAbstrak"><span lang="EN-GB">This paper aims to explain the role of radical Islamic organizations in the era of globalization. The case study taken in this research is Hizbut Tahrir Indonesia (HTI). As a transnational organization, Hizb ut-Tahrir grew and crossed national boundaries, including arriving in Indonesia and playing an essential role in shaping public opinion in Indonesia. This study uses qualitative research methods to collect data through online observation, which is described by content analysis. The findings of this study are Hizb ut-Tahrir Indonesia is part of the players of globalization. This is evidenced by the organization's involvement in 50 countries and five continents globally supported by their global media. In Indonesia, although the Government disbanded it in 2017, Hizb ut-Tahrir's activities are still strengthened and maintained through globalization instruments such as the internet. HTI then carried out virtual guerrilla activities to keep the idea of a caliphate grounded.</span></p>

The renewed Biafran agitation headed by Indigenous People of Biafra (IPOB) has been in the news since 2016. This is surprising when one considers that the Nigerian-Biafran war was fought over 50 years ago with no victor and no vanquished stance. This research examines how selected newspapers framed the Biafran agitation from January, 2016 to December, 2017 – a period which recorded a spike in the activities of Biafran agitators who called for a referendum to carve out the Republic of Biafra. Framing theory is employed as the theoretical frame work for this research. Four hundred and twenty-one (421) issues of selected newspapers were sampled through purposive and critical case sampling techniques. The data were analysed through qualitative and quantitate content analysis. Findings of this research showed that selected newspapers framed the agitation from politi- cal, economic, separatist, human rights, conflict and hate speech frames. Findings also show that media correspondents were the primary frame source for stories on the renewed Biafran agitation. The print media perceived the agitation mainly from human rights crisis where the agitators are deprived of the free- dom to protest and are dehumanised by the Nigerian security operatives; and questioned the government over human rights abuses.

Amid the debate of whether community-based organizations created by the government can increase citizen participation in public affairs, by conducting a case study on Village Council formed by the DKI Jakarta Provincial Government, this research aimed to investigate the way this organization works and whether this organization can increase citizen participation. This study used a mixed method to achieve research objectives. The result indicated the minimal role of the Village Council in encouraging citizen participation. The ability of community organization to establish a quality relationship with citizens become a significant determining factor for inviting citizens to participate. However, it is not enough because the context of the existence of community organizations also determines the ability of community organizations to play their roles such as the construction of legal formal and construction of relationships built between a community organization and the arena of policymaking.

This article is aimed at analyzing critically George Caspar Homans’s theory of exchange. The critical analysis that may be called here simply as “maping ideology” embodied in theory is needed to place the theory within the specific social and political condition, intellectual background, school of thought having great influence on it, and so forth, and also to assesses its limitedness as a theoretical frame-work of scientific research to explain complicated social phenomenon or human interaction. Influenced by psychological and economic theories, Homans’s theory of exchange has been intended at the beginning by the author as attack against Marxism domination that addressed criticism to capitalism as macro-structure oppressing the proletariat by the ruling class and against Durkheimian structural functionalism. By addressing the attack against Marxism and because of his intellectual and social background, Homans’s theory then has been regarded as an explanation justifying the existing situation. Being attributed as psychological reductionism, as neglecting the important role of structure, and deterministic are some of the objections addressed to his theory.

In February 2012, the Spanish Government approved an aggressive labor reform. Many political agents committed to emphasis framing, highlighting certain aspects of the topic to persuade their publics with their definitions of the situation. Some generic frames suggested an individualistic approach to the labor market, while some others called for collective action. Following the cascading activation model, this research attempted to identify the flows of frames from the elites to the media outfits. A content analysis was conducted with the materials disseminated in February 2012 by the government, the two main Spanish unions, the confederation of employers, and four print media. Differences and similarities were found through bivariate analyses between the categories of the codebook. Although clear cascades emerged from the unions to the online daily Público.es, and from the government to Larazón.es, generally the media frame building processes did not limit to just depicting the frames of an elite.

The territorial image is formed both purposefully by the subjects of image-making, and spontaneously-based on the influence of information content published in various media. The purpose of the research is to analyze the image of the Republic of Mordovia in the information space of the Volga Federal district. The image of the territory formed by external target audiences by means of news materials is studied using the method of case study and content analysis of publications: “Volga news”, “Federal Press” news of the PFD, “Pravda PFD”. The authors conclude that modern reality is perceived through the prism of the information field created by mass media. The media creates images filled with certain data, facts, colored by emotions, on the basis of which representations, opinions, judgments, and assessments are subsequently formed. The media play a significant role in shaping the territorial image, especially for external target audiences who are not familiar with the region and do not have their own assessment knowledge and experience. Most of the information content about the Republic in the studied media is related to the main thematic blocks: politics, economy, social sphere, culture (art, sports). Moreover, if in the publications “Volga news” and “Pravda PFD” mention of the region prevails in the economic block, then in the publications “Federal Press” and “Nezavisimaya Gazeta” - in the political one. The Volga news publication significantly dominates the rest in terms of the number of publications about Mordovia. The content of publications is mostly positive and neutral related to the issues of economic development of the territory and the preparation and holding of the world football championship. Pravda PFD mentions the Republic in the context of news from neighboring territories, most of the publications date back to 2018, but here the context is related to the Republic's positions among the regions of the PFD in various ratings. The publication “Federal-Press” forms a generally reflective image of the territory, focusing on the negative aspects of regional life. “Nezavisimaya Gazeta”, giving priority to political news, maintains a neutral and reflective context of publications, paying attention to the key problems of the territory. Thus, the desired image of the region is counter-dictated to the image broadcast by the media through various information channels, so it is necessary to constantly monitor the information space and timely correction of the broadcast materials.
