Abstract Due to the tradition of ‘Nordic openness’, and intensified by international trends, the norm of policy-making transparency is strong in Finland. Inspired by organizational institutionalism, the present article studies what this notion of transparency means in practice. A case study of a social security reform committee is presented. The consensus-building practices typical of Finnish corporatist policy-making significantly constrained the transparency of government communication during the lifetime of the committee. The government communicated actively in public to meet the demand for transparency; but in order to secure effective bargaining, the government communicated issues concerning the committee so vaguely that it did not inspire wide public discussion. Public discussion was instead mainly fuelled by leaks. These findings suggest that a strong norm of transparency can lead to ceremonial transparency, where government public communication is loosely coupled with policy-making practices. These ceremonies might strengthen the notion of Nordic openness.

Scientific research on the question of how happiness can be increased and then sustained has still a long way ahead. The authors have been developing studies in this field and have chosen the happiness initiatives of the Dubai and UAE government to elaborate a case study. This paper, extracted from the wider investigation, presents a study based on government communication on the creation of the Dubai and United Arab Emirates Ministry of Happiness. In the scope of this work we have chosen the National Happiness and Positivity Programme of the Dubai and United Arab Emirates Ministry of Happiness. Using the technique of content analysis, through the use of webQDA software, the aim was to understand how the government communicated its strategy for happiness and which are the most used concepts to capture the attention of institutions and citizens. Consequently, the aim was to understand what actions the government has advocated to implement the said programme. The results imply that the concept of positivity has a focus that is very close and complementary to that of happiness. It is also inferred that the government intends to promote 'happiness as a way of life’, and also to involve the private sector in the National Happiness and Positivity Programme. Finally, the author’s contribution to this research field is to demonstrate that this model of positivity and sustainable happiness can be extensively implemented, including in the academy.

<p>ABSTRACT</p><p><br />Ettawa Crossbred (EC) goat farming in Purworejo regency dated back to the era of Dutch colonial <br />government. The Ministry of Farming was decided that EC as Purworejo’s local crossbred. But the <br />farmers judge that EC not to be Purworejo’s icon. The farmers was judged that government not serious<br />made EC as Purworejo’s icon. The aim of this research was to know how the government communication<br />system produce and reproduce information to solve EC as Purworejo’s icon. The theory used in this<br />research is communication system in the perspective of Niklas Luhmann. The research method used was<br />explorative case study. Population of this study was conducted in Purworejo regency as the center of<br />EC goat farming. The result of the study shows that government communication system was produced<br />information in encountering the environmental complexity of EC as Purworejo’s icon. The information<br />about statue of EC as signifier. Government communication system wasn’t produced the icons like EC<br />products and gifts. The farmers was judged that government not serious to solved EC as Purworejo’<br />icon. The farmers through farmers group was produced icons like EC’s signifier and EC’s products (milk<br />powder, caramel, yoghurt, and crackers).</p><p><br />Keywords: government communication system, complexity, icon.</p>

Abstract Despite the outpouring of scholarship on the motivations behind the 2016 EU referendum result and the preliminary impact of Brexit on British politics, comparatively little time has been spent analysing the government(s) entrusted with implementation. This article aims to address this gap in the literature, examining government management of the Brexit process as a case study through which to illustrate the continued relevance of the British Political Tradition in British politics. It argues that through Brexit implementation, the May government initiated a process of centralisation of both policy-making influence and administrative resources within Whitehall. This process was shielded externally by appeals to the referendum result as an imperative mandate parliament was obliged to implement. Although the political landscape of May’s premiership was characterised by flux, these internal shifts towards centralisation in the executive are proposed to have had a more sustained impact through the reassertion of aspects of Britain’s ‘power-hoarding’ constitutional settlement.

The background of this case study is the development of acritical attitude among listeners of Bianglala Pagi program on Reks Radio. Bianglala Pagi Program is a public sphere where people of Garut can express ideas, criticism and opinions to government and stakeholders also the policies made by the government. In Bianglala Pagi program, listeners can criticize the government and stakeholders, from public service problems and legal cases to politics. The government is known to use this program as inputs for government policy-making and serve as the basis of assessment of government performance. The main focus from this research is to find out the evolving ideology at Reks radio and listeners so that listeners can better use radio as the medium to convey their aspirations and opinions without fear of intimidation.

Rice is a staple food and daily routine for Malaysians. Currently, the increasing population in Malaysia has led to the need to increase rice production with more quality. Therefore,the government established a scheme with national organic standards, MS 1259: 2015 which is myOrganic certification to recognize organic farms. Koperasi ABSB is the first rice farm that obtained this certification. Thus, the aims of this study are to explore the implementation of myOrganic in Koperasi ABSB and the barriers faced by this cooperative to implementing myOrganic certification. Qualitative method is used in this case study through interviews and observation. The finding showed that the implementation of myOrganic is as follows, by register myGAP, register myOrganic, Department of Agricultural Malaysia (DOA) will send a supervisor, prepare nine files or records, perform internal and external audit, and renew myOrganic. This study is expected to increase awareness of organic farming practices and promote the implementation of myOrganic in agriculture industry especially for the new farmer who wants to register and obtain myOrganic certification.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

This paper discusses the challenges of records management that arise from the use of adapted buildings as records centres in Zimbabwe, despite the advantages of using such buildings. A qualitative research approach was used as well as a case study research design. Data were collected from seven officers of the Gweru Records Centre through semi-structured interviews. Personal observation was used to triangulate findings from interviews. It was found that the use of adapted buildings as records centres was a cheaper and quicker way of establishing records centres throughout the country. However, a number of preservation, security and management challenges cropped up as the conditions of the buildings and the environment of the adapted buildings were not conducive to the proper and professional management of records. This study is important in that it explores the prospects and challenges of using adapted buildings as records centres in Zimbabwe, an area that has not been researched by many authors. This provokes archival authorities and the government to seriously consider establishing purpose-built records and archival centres.
