In a democratic state, power is exercised by elected bodies through free and fair elections. The choice of the political class that will exercise political, economic, etc. power by the sovereign (the people) is one of the most important moments in the way how a state works.The sovereign and the expression of his will by voting for those to be elected to the governing or governing bodies. The first part will address and analyze the election campaign, the day of voting until the moment of the results, is the period when the sovereign exercises his power directly by voting which political class will lead the state.Political classes seeking to govern and govern governing bodies disclose their programs, their policies during the election campaign.Election campaigns in modern and capitalist society require funding as they are associated with costs, expenses. Election campaigns cannot be done without capital, without money. The second part will analyze the power of money in election campaigns is related to the expenses political parties or candidates make to their program, to disseminate their political and governing ideas, so money power is used to influence the sovereign to be informed on election day. who to vote for and who to choose in the governing bodies. The use of money in election campaigns forces a democratic state to set rules on how to finance, spend, etc., so setting rules such as how the power of money will affect election campaigns and their control by the responsible bodies.In a country with a fragile and transitional democracy such as the Albanian state, the control of money power during election campaigns is extremely difficult, however the manner of controlling election campaign financing is clearly defined in legislation. In this paper I will contribute by analyzing the impact of money on the Albanian state policy, first in terms of electoral financing, financing of political parties and individuals in electoral campaigns In this paper I will address and analyze how money affects constitutional principles during election campaigns, how it affects the principles of free and fair elections. The third part will address and analyze how entities participating in electoral campaigns are financed.The use of illegal money during campaigns affects the violation of constitutional principles for free and fair elections.I will address and analyze the criminal policies in the field of illegal financing of electoral campaigns. The Criminal Code of the Republic of Albania in relation to free and fair elections. llegal financing of election campaigns is a current phenomenon of the Albanian society, bringing about the incrimination of Albanian politics.Illegal financing of entities participating in electoral campaigns comes from organized crime or suspects in criminal activities, and this brings about the establishment of those persons who protect the latter's interests and not the interests of the constituents or democratic interests of a state .Intensify the fight against illicit financing of electoral campaigns by creating not only a complete legal framework for preventing illicit financing but also creating practical mechanisms for not only law enforcement but also the practical prevention of uncontrolled funding of electoral subjects.Setting criminal penalties for illegal financing of electoral campaigns and revising the Criminal Code in incriminating all illegal financing actions that violate free and fair elections may be the most important step in the fight against illegal financing of electoral campaigns. Illegal financing of electoral campaigns in Albania calls for free and fair elections and questions the basic principles of the representation of political entities in governing institutions and therefore the interference in law and penal policy is current and immediate.

The two new laws follow a series of revelations of questionable and, in some cases, illegal practices that highlighted the fragility of regulation of the relationship between money and politics. The article examines the phenomenon of the influence of social networks on election campaigns using the example of Norway. For an introduction to the context of the electoral situation in Norway, the author describes the election programs of the main Norwegian political parties. Methods of content analysis and discourse analysis are used to better understand network voter mobilization. The author provides a review of the literature on this topic in order to substantiate the need for the applied methodology. The analysis of the share of Internet users in different countries has been carried out. The most popular social networks have been identified and the networks that are best suited for political mobilization and are used in Norway have been identified. The author carried out a quantitative and qualitative analysis of the official Facebook accounts of the Norwegian parliamentary parties during the election campaign in 2021. The study revealed the main trends in the behavior of political parties and their voters on the Facebook social network. The author concludes that all political parties in Norway use social networks as one of the main channels for mobilizing supporters. In addition, this tool allows parties to respond to current topics and changing voter sentiments.

AbstractBackgroundPolitical parties in Turkey execute political public meetings (PPMs) during their election campaign for members of the parliament (MoP). A great number of people attend these meetings. No guidelines exist regarding preparation and organization of health care services provided during these meetings. Furthermore, there is no study evaluating health care problems encountered in previous PPMs.ObjectivePolitical parties arranged PPMs in 2015 during the election campaign for general election of MoP. The present study aimed to investigate the context of health care services, the distribution of assigned health staff, as well as the number and the symptoms of patients admitted in health care tents in these PPMs.MethodsTwo general elections for MoP were done in Turkey on June 7, 2015 and November 1, 2015. Health care services were provided by the City Emergency Medical Services Department (CEMSD) in the cities. Demographic characteristics, symptoms, comorbid conditions, treatment, discharge, and hospital transfer of the patients were obtained from patient medical registration records. Information about the distribution and the number of the assigned staff was received from local CEMSDs. The impact of variables such as the number of attendees, heat index, humidity, and the day of the week on the number of patients and the patient presentation rate (PPR) were analyzed.ResultsA total of 97 PPMs were analyzed. The number of total attendees was 5,265,450 people. The number of patients seeking medical help was 1,991. The PPR was 0.5 (0.23-0.91) patients per 1,000 attendees. Mean age of the patients was 40 (SD=19) years old while 1,174 (58.9%) of the patients were female. A total of 1,579 patients were treated in the tents and returned to the PPM following treatment. Two-hundred and three patients were transferred to a hospital by ambulance. Transfer-to-hospital ratio (TTHR) was 0.05 (0.0-0.13) patients per 1,000 attendees. None of the patients suffered sudden cardiac death (SCD) or cardiac arrest. Medical conditions were the main cause for admission. The most common symptoms were dizziness, low blood pressure, fatigue, and hypertension, respectively. The most commonly used medical agents included pain killers and myorelaxants. The number of attendees, heat index, and weekend days were positively correlated with the number of the patients.Conclusion: The majority of medical conditions encountered in PPMs are easily treatable in health care tents settled in the meeting area. The daily interaction between political parties and voters is a driving force in election campaigns and can influence their outcomes. The theory of campaign intensity holds that the timing of message delivery in an election campaign is a key component of the strategies used by political actors. However, this theory also warns political actors to be cautious about the timing of different types of messages sent during the election campaign. Our objective is to examine the intensity and types of messages Slovenian political actors communicated through Twitter during different stages in the 2014 national election campaign. Our study conducts a content analysis of 7,113 tweets posted during the last four weeks of the official election campaign. It includes 17 official accounts of Slovenian parties, party leaders, and influential party twitterians. The results indicated that the stage of the campaign and the differences between established and fringe political parties significantly influenced the intensity of Twitter communications during the study period. The results also revealed that the political actors tweeted different types of political messages (e.g., to inform and to persuade voters) during different stages of the campaign.

Political communication and citizen engagement have been impacted by crises in both political parties and conventional media models. This article contends that the confluence of these crises has been insufficiently understood, and that this lack of understanding depends upon a third element: the dissolution of a ‘holding culture’, a sense of the ‘rules of the game’ that has constituted the ground on which parties and the media operated and generated the imaginative space for constituting community. This dissolution might be represented as resistance to a now discredited political class, once constituted by ‘old’ political and media elites, and promising a new culture – with the potential for parties to be more responsive to ‘the people’, and for a more diversified and representative media. By looking at case studies of leadership insurgency in parties and the impact of new media in creating the discursive conditions for their emergence, this article explores the realities in relation to political communication and democratic engagement.

In recent years, political parties have reacted to far-reaching transformations in their media and sociocultural environments. These changes and adaptations, often assembled under the catchword “professionalization,” become most apparent during electoral campaigns. However, the campaign professionalism of political parties has not yet been systematically “measured,” having been examined mostly in single case studies. Against this background, we present an empirical test of the party-centered theory of professionalization. Ours is a four-country comparison of the campaign structures and strategies of political parties during the most recent European parliamentary elections. Our analyses demonstrate a wide variety in professional electoral campaigning. There are differences in campaign structures that not only point to country specifics but also to the impact of the size of the parties. We also ask whether there are differences between parties owing to their position on a right–left scale. Our findings point to some general trends in electoral campaigning that seem to be typical of societies with democratic corporatist media systems. Those similarities and country-specifics should be taken into account in future empirical analyses, which might benefit from our methodological approach.

The article is devoted to the institution of criminal liability for attacks on the honor and dignity of the individual. The article, using the historical method, examines the stages of development of this institution and the features of protecting the honor and dignity of the individual from the point of view of the values of a modern democratic state. The author analyses the impact of explicit and implicit criminal policy objectives on the ways to protect the honor and dignity of the individual. Particular attention is paid to the criminalization and decriminalization of libel and slander. The research is aimed at identifying the problems of targeting in changes in the institution of criminal liability for attacks on honor and dignity, when the relevant criminal law norms are replaced by administrative law norms. The author seeks to depoliticize the protection of the personal right to honor and dignity on the basis of the principle of equality of citizens before the law. The current Russian criminal legislation is mainly aimed at protecting the honor and dignity of persons in connection with their social accessories. Within the protective concept of criminal law, the author of the article justifies the conclusion that the right of anyone who has suffered from slander or insult to achieve the truth and state censure of the perpetrator is guaranteed. Such a view will also be interesting to researchers of the criminal process.

The article considers the concepts of state formation of the era of national liberation struggles (1917–1920) – M. Hrushevsky, V. Vynnychenko, M. Tugan-Baranovsky, P. Skoropadsky, S. Petliura, S. Dnistryansky. They are based on the ideas of building a sovereign, democratic, parliamentary republic (UPR) or an alternative hetman Ukrainian state or a democratic state governed by the rule of law (ZUNR). They enriched the state and legal thought, theoretical models of Ukrainian statehood, accumulated the program principles of political parties and public organizations. The short duration of the existence of the UPR and ZUNR does not cancel out the fruitful state-building experience of its leaders and people, democratic law-making. labor monarchy "(V. Lypynsky), parliamentary-presidential republic as a democratic, legal, social state (S. Dnistryansky). Particular attention is paid to the political journalism of M. Hrushevsky and V. Vynnychenko, the constitutional projects of domestic statesmen. They are based on a short but fruitful state-building experience, hopes for a real prospect of establishing Ukrainian national statehood with the support of the international community. The article draws attention to the simplified idea of ​​some researchers about the "federalism" of M. Hrushevsky and other figures of the Central Council, the main reasons for its fall, the impact of geopolitical factors on state-building processes in Ukraine, which is a violation of methodological principles of historicism and objectivity. The positive potential of state formation in 1917–1920 and its unresolved theoretical and practical problems will remain an instructive example for current and future domestic statesmen.
