The transformation of the socio-economic conditions of the functioning of service enterprises caused by the spread of the COVID-19 pandemic and the resulting economic crisis, actualize the study of the possibilities of ensuring their competitiveness. The article gives the analysis of the genesis and development of the content of the category of enterprise competitiveness in the basic concepts of economic theory. The author proposes a definition of the competitiveness of a service enterprise. The paper analyses traditional basic factors of enterprise competitiveness as well as substantiates the anti-crisis factors of maintaining the competitive maintenance of a service sector enterprise in the context of the current economic crisis related to the COVID-19 pandemic, such as: digitalization of business and the process of providing services, customer focus, virtualization of the workforce, cybersecurity, and the use of opportunities of the state anti-crisis policy.

It is important to analyze the manifestations of the crisis at the regional level, which allows both regional (local) and national authorities to develop effective support tools. From this point of view, it is important to clearly understand which aspects of economic development the crisis has a key impact on, and whether such impact is uniform across different sectors and areas of economic development. Much attention is paid to the problem of assessing the state of the business environment. However, the main disadvantage of most of them is that they are sometimes difficult to conduct in terms of operational analysis and availability of open data. The object of research is the processes of studying the state of the region's economy. The subject of the research is the impact of the COVID-19 pandemic and the current economic crisis on the region's economies. In the process of scientific research, we solved such tasks: identification of key problematic factors in relation to regional economic development, including caused by pandemic and lockdown; reliable, freely available and up-to-date sources of statistical information on regional economic development are identified; a comprehensive method of generalizing the impact of the COVID-19 pandemic and the economic crisis on regional economic development. We proposed to analyze the impact of the COVID-19 pandemic and the current economic crisis on the economic development of the regions of Ukraine on the example of Sumy region. The analysis is based on open data from static authorities, which periodically publish monthly and quarterly information. The study confirmed the serious negative impact of lockdown and pandemic on the economic development of the region in a number of key indicators: the index of industrial production, the volume of industrial products sold, freight turnover and passenger turnover. At the same time, we observe a generally neutral impact of the crisis on such regional indicators of economic development as the volume of commodity export and import transactions and the stability of retail trade.

The management of municipalities is subject to increasing control by the public, the state and the municipalities themselves. The article deals with the modern aspects of “shadowing” economy as socio-economic fact. The definition of “shadowing economy” is revealed not to be regulated by the legislative acts of Ukraine. Retrospective analysis of the legal regulation of the term “service” proves a diversity of modern interpretation of this category in the legal documents of Ukraine. Currently, the essence of the term “commerce service” is not regulated by any document. The results of the official integrated estimation of the size of the shadow economy do not show its real state and development tendencies by the types of economic activity differentiated according to the specific areas and types of services. The absence of a clear definition of the object of procurement, primarily the service sector, which leads to manipulation and inefficient use of funds is established to be one of the main factors determining the corruption risks in the system of public and sub-procurement. Nowadays, the State Classifier of Products and Services DK 016:2010 (SCPS) defined as the potential basis for industrial classification of products/services is a systematized summary of product names and services with their coding according to the hierarchical system of classification. The peculiarities and problems of implementing SCPS and the other classifications in the service sector are analyzed. The article proves that the State Statistics Service of Ukraine ignores methodologically SCPS as the ground for statistical classifications named “base for classifier conflicts” under stagnation of the national classification system, which preserves the risks of increased ‘shadowing’ in accounting and procurement and blocks the potentially transparent commercialization of services and their cumulative impact on socio-economic growth by different types of economic activity. The paper suggests the range of elements to be defined as integral elements of the legislative mechanism for the economy unshadowing in the service sector.

This article explores the state of affairs in Zimbabwe’s film industry. It addresses the question: does a Zimbabwean film industry exist? The complex answer depends on at least two parameters. The first is one’s chosen definition of a film industry. The second is the extent of one’s knowledge of realities on the ground. The article argues that the Zimbabwean film industry, like most in Africa, is necessarily a work in progress. That is, it is constantly adapting to social, political and economic conditions in the search for a sustainable model or growth. Since 1980, the industry has been in a prolonged search for itself. A general feature has been the search for ways with which to replace thirty-year old colonial heritages of filmmaking, distribution and exhibition. Today what was traditionally a minority activity is becoming open to broader participation. The future, though, remains an unknown x. Funding, distribution and profitability are still sore points. For the first time, however, what seem like true foundations are being laid.

Diante do atual momento de crise econômica brasileira, nota-se a importância do setor de serviços principalmente na geração de emprego e renda. Diante disto, esta pesquisa tem como objetivo geral investigar a evolução econômica do setor de serviços no estado de Rondônia no período de 2009 a 2015. Para tanto, foi utilizado como procedimento metodológico uma abordagem quantitativa por meio da coleta de documentos com base na Pesquisa Anual de Serviços (PAS) e, como o procedimento de análise foi utilizado a estatística descritiva. Os resultados demonstraram que o setor de serviços contribuiu significativamente na criação de empresas com um crescimento de 32%. Com relação à geração de renda, o crescimento para o estado de Rondônia foi de 110%, enquanto o número de pessoas ocupadas cresceu 20% no período pesquisado. Por fim, conclui-se que o setor de serviços do estado de Rondônia contribuiu de forma significativa para a evolução da geração de renda, número de pessoas ocupadas e aumento da quantidade de empresas. ABSTRACTIn today's time of Brazilian economic crisis, there is the importance of the service sector mainly in the generation of employment and income. In view of this, this research has as general purpose to investigate the economic evolution of the services sector in the state of Rondônia in the period from 2009 to 2015. For this, a quantitative approach was used as methodological procedure through the collection of documents based on the Annual Survey of Services (PAS) and, as the analysis procedure was used the descriptive statistics. The results showed that the services sector contributed significantly to the creation of companies with growth of 32%. With regard to income generation, growth for the state of Rondônia was 110%, while the number of employed persons increased by 20% in the period surveyed. Finally, it can be concluded that the service sector of the state of Rondônia contributed significantly to the evolution of income generation, number of employed persons and increase in the number of companies.

The article examines the main global processes in the world, in particular epidemics that affect not only the life and health of the population, but also the economies of countries as a whole. The reasons for the current economic crisis are revealed. The basic concepts of the development of the pandemic in Russia and the world are analyzed, scenarios for the development of the economies of countries in the context of the current crisis are presented. The main consequences of the impact of the COVID-19 pandemic on the development of small and medium-sized businesses have been studied. The analysis of entrepreneurial activity in a number of countries and in the Russian Federation is carried out, the consequences of the crisis for the development of small and medium-sized businesses in the country are revealed.

The paper is based on an analysis of the consequences of the current economic crisis caused by the COVID-19 pandemic. First of all, the role of crisis management from the practical and theoretical aspect is analyzed. The key economic consequences of the pandemic for individual companies and the economy as a whole have been identified. A proposal of key necessary measures at the state level for overcoming the observed economic disturbances is given. In addition, a set of questions from eight business areas was presented, which serve as a basis for determining the gap in the necessary and current set of crisis management measures taken at the level of an individual organization.

During the Great Recession, exceptionally harsh economic conditions were often countered by austerity policies that, according to many, further worsened and protracted the negative conjuncture. Both elements, the poor state of the economy and the contractionary manoeuvers, are supposed to reduce the electoral prospects for incumbents. In this article, we compare the relative explanatory powers of these two theories before and during the economic crisis. We demonstrate that in normal times citizens are fiscally responsible, whereas during the Great Recession, and under certain conditions, austerity policies systematically reduced the support for incumbents on top of the state of the economy. This happened when the burdens of the manoeuvers were shared by many, in more equal societies, when the country was constrained by external conditionalities and when readjustments were mostly based on tax increases.

AbstractThe paper considers the impact of the current economic crisis on post-socialist welfare capitalist states through an examination of two most different cases: neo-liberal Estonia and neo-corporatist Slovenia. The crisis prompted the most sustained political contestation with respect to each model in two decades. Considering national public sphere discussions within a broader European context, the paper shows how transnational advocates of austerity reinforced Estonia’s neoliberal model but emboldened critics of the Slovenian model to roll back the state. While public sphere debates within small, peripheral states must be understood within transnational contexts, in both cases we can observe more continuity than change in the collective ideas underlying each model.
