Статья направлена на раскрытие и характеристику основных полномочий органов государственной власти субъектов Российской Федерации и органов местного самоуправления в сфере управления многоквартирными домами. Законодательство Российской Федерации наделяет региональные органы власти различными функциями, такими как лицензирование деятельности по управлению многоквартирными домами. К полномочиям региональных органов власти отнесена деятельность по установлению тарифов на коммунальные услуги. Региональные органы государственного жилищного надзора правомочны привлекать к административной ответственности участников деятельности по управлению многоквартирными домами, допустивших нарушение законодательства. Органы местного самоуправления отбирают управляющую организацию в определенных законом случаях, организуют избрание совета многоквартирного дома, если он не избран собственниками. Эффективность управления многоквартирным домом, его содержание во многом зависит от того, каким образом, органы государственной власти субъектов Российской Федерации и органы местного самоуправления реализуют на практике предоставленные им полномочия. The article is intended to define and characterize the main powers of bodies of state power of the subjects of the Russian Federation and local government bodies in management of multi-family dwellings. The legislation of the Russian Federation empowers the regional authorities with various functions, such as licensing the management of multi-family dwellings. The powers of regional authorities include also the utility tariff-setting activity. The regional authorities of state housing oversight are authorized to bring the participants in the management of multi-family dwellings, who have violated the law, to administrative responsibility. The local self-government authorities select the management company in cases specified by law, organize the election of the council of multi-family dwelling, if it is not elected by the owners. The efficiency of management of multi-family dwelling and its maintenance largely depends on how the bodies of state power of the subjects of the Russian Federation and local self-government authorities put the powers granted to them in practice.

The paper investigates the communicative model’s influence on the local self-government development in Russia. The research’s relevance lies in the role of communication in the institutionalisation of local government in Russia and is determined by the weakness inherent in local government institutions here. The nature of local self-government in the Russian Federation is contradictory. Local self-government bodies are closely connected with the state power and dependent on it, and at the same time they are legally excluded from the system of state power bodies. The internal political events of the first half of 2020 indicate a new turn in the development of local self-government in the Russian Federation. According to the amendments to the Constitution of the Russian Federation adopted following the referendum of July 1, 2020, local self-government and state authorities are part of the unified public authority system in the Russian Federation, while at the same time local self-government bodies may be vested with certain state powers, provided that the material and financial resources necessary for the exercise of such powers are transferred to them. The implementation of the delegated powers to local self-government bodies is controlled by the state.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.

The subject of this article is the problems of the nature, essence and purpose of prosecutorial activity. The purpose of the article is to study and justify the role of the human rights function in prosecutorial activities in the concept of a modern legal state. At the heart of prosecutorial activity is the implementation of the main function of the Prosecutor’s office – its rights and freedoms, their protection. This means that any type (branch) of Prosecutor's supervision is permeated with human rights content in relation to a citizen, society, or the state. This is confirmed by the fact that the Federal law “On the Prosecutor's office of the Russian Federation” establishes an independent type of Prosecutor's supervision-supervision over the observance of human and civil rights and freedoms. It is argued that the legislation enshrines the human rights activities of the Prosecutor's office as its most important function. It is proposed to add this to the Law “On the Prosecutor's office of the Russian Federation”.

This research paper is about the conceptual, theoretical and practical aspects of legal institute of authority redistribution between local government bodies and the bodies of the Russian Federation state power. Prerequisites for introduction, the content and an expert estimates of specified legal Institute prospects are investigated in the paper. From the goal-setting theory position in the study the main objectives for which achievement the local selfgovernment was included in the state system mechanism of the Russian Federation are formulated and author´s vision of hierarchy of these purposes is offered. Considering the hierarchy of local self-government objectives attempt to estimate the prospects of improvement the authority redistribution mechanism between local self-government bodies and the bodies of the Russian Federation state power is made and also to formulate the prediction of rather probabilistic results of analyzed legal institute introduction to the local self-government modern system. В статье кратко рассмотрены перспективы реформы отечественного законодательства об административной ответственности, озвученные в докладе на круглом столе «Законодательство об административной ответственности: современное состояние, перспективы развития», состоявшемся в Дальневосточном федеральном университете 9 апреля 2019 г. Кодекс Российской Федерации об административной ответственности претерпел на 2019 г. уже более 3000 изменений (правок), а нормы об административной ответственности на сегодня содержатся в большом количестве федеральных законов, сам Кодекс содержит большое количество бланкетных норм, а правоприменители отличаются слабыми знаниями законодательства, что в совокупности затрудняет правоохранительную функцию законодательства об административной ответственности. Автором на основе материалов судебной и правоприменительной практики предлагается внесение в концепцию реформы законодательства об административной ответственности инициатив по введению специального общественного квалификационного экзамена для правоприменителей законодательства об административной ответственности; установлению строгой категории вины юридического лица и вины должностного лица, учитывающей избежание наказания двух лиц за совершение одного административного проступка; либерализации административной ответственности по административным проступкам, совершённым впервые, вплоть до ограничения такой ответственности замечанием. Автор убеждён, что реформа федерального и регионального законодательства об административной ответственности в Российской Федерации должна носить комплексный характер и должна быть направлена не на карательную функцию норм, а на правоохранительную, с целью избежания злоупотребления правоприменителями своими полномочиями и создания условий для нормализации функционирования коммерческих и некоммерческих организаций в Российской Федерации, повышения уровня защищенности бизнес-климата в стране. The article reviews the prospects of reforming the legislation on administrative responsibility based on the round table report “Legislation on administrative re-sponsibility: modern state, development prospects” in the Far Eastern Federal University on April 9, 2019. As of 2019, over 3000 changes (amendments) had been introduced into the Russian Federation Code on administrative responsibility; administrative responsibility norms can nowadays be found in many federal laws; the Code contains a lot of blanket norms; law enforcers have an insufficient knowledge of the legislation thus hindering the law-enforcing function of the legislation on administrative responsibility. Based on the material of court and law-enforcement practices, it is suggested to introduce the initiatives on implementing a special public qualifying examination of the law-enforcers for the legislation of administrative responsibility, strict categories of the corporate body’s guilt and office holder’s guilt that would avoid punishing two people for committing the same administrative offence, liberalization of administrative responsibility on administrative offences committed first time including reducing this responsibility to admonition. The author of the article is sure that reforming the federal and regional legislations on administrative responsibility in the Russian Federation has to be complex and switch its function from punishment to preventing the law enforcers from misusing their authority; it also has to create the conditions for normalizing the functioning of commercial and noncommercial organizations in the Russian Federation and increase the level of business climate protection in the country.

We present a study of legislative regulation of toponymical processes in the subjects of the Russian Federation from 1994 to the present as exemplified Voronezh Region. We analyze regulatory legal acts of the Voronezh Region, which changed the toponymical system of the region (renaming, abolishing, merging, changing the status of individual settlements, changing the boundaries of municipalities). The purpose of the study is to show the role of legislative (repre-sentative) bodies of state power of the subjects of the Russian Federation in regulating naming processes in regional toponymy using the example of the Voronezh Regional Duma, which is a permanently acting supreme and the only legislative (representative) body of state power in the Voronezh Region. We conclude that it is necessary to establish uniform rules, norms and require-ments for the names of geographic objects, the deviation from the established rules creates incon-venience for the population and investors, complicates the work of state bodies and local govern-ments. In conclusion, we note that there are not all official changes of the Voronezh Region toponymicon in modern regional reference books and toponymical dictionaries, also there are not always the full details of a given regulatory legal act, according to which the settlement changed its status, was named or renamed, therefore it has become necessary nowadays to prepare and publish the “Toponymical Dictionary of the Voronezh Region”, which takes into account mentioned changes.

In the article on the basis of the latest amendments made to the Criminal Code of the Russian Federation circumstances aggravating the punishment are investigated, attention is drawn to some controversial legal and technical decisions in their formulation. The criminal law on the strength of influence of certain circumstances on the chosen punishment is clearly not enough, which does not contribute to enhancing the preventive role of the law, the elimination of subjectivism and discord in practice. Most scientists and practitioners support the idea of specifying, emphasizing that it will be easier to apply the law, circumstances of the case will be visibly linked to the chosen measure of criminal law impact, the importance of references in sentences to data on the case will increase, the preventive role of criminal law will increase, the prerequisites for a uniform understanding will be strengthened and application of the Criminal Code. It was not by chance that in the Soviet period of development of the science of criminal law, a tendency emerged to single out: a) main and b) other mitigating and aggravating circumstances. Consequently it is necessary to take into account the whole range of issues relating to the practical implementation of the idea of legislative specification of the strength of influence of individual circumstances: the circle of circumstances, which it may concern; the extent to which such circumstances influence the punishment (including the expediency of specifying in the law how much the punishment increases or decreases, or what is the upper or lower new limit within which the court selects the punishment taking into account the “main” circumstance). According to Part 2 of Art. 63 of the Criminal Code of the Russian Federation if the aggravating circumstances are provided for by the relevant article of the Special Part as a sign of a crime, it in itself cannot be re-taken into account when imposing a punishment. In the criminal law doctrine an exhaustive (closed) list of aggravating circumstances has not been approved by scientists, who believe that this method does not take into account changes in the sphere of public life to a certain extent.

The article examines the main types of electoral disputes considered by Russian courts in recent years.Illustrated by examples of court disputes on appealing decisions of election commissions on registration orrefusal to register candidates for elections of deputies of legislative (representative) government bodies of the constituent entities of the Russian Federation and local government bodies, senior officials of the constituententities of the Russian Federation (heads of the supreme executive body of state power of the constituententity of the Russian Federation), appeal against the registration of candidates (electoral associations) inconnection with violations committed during the campaign, as well as violations during voting and theestablishment of the results and results of elections. Based on the analysis of the established judicial practice,some amendments to the electoral legislation have been proposed
