The subject of the article is an organization of local government authorities in the implementation of tasks related to security and defence. Attention is focused on issues of employment and organization of work. The issues addressed relate to the adequacy of employees’ knowledge and experience within the limits of their professional duties, the adaptation of the number of employees to the purpose of the tasks and the public opinion on the activities of the security bureaus. The article is based on the results of the qualitative and quantitative studies carried out within the framework of the project ”Local self-government in Polish non-military defence system” conducted by the Department of Security and Defence Systems from the Faculty of Logistics in Military, University of Technology, during 2015-2016, in Mazowieckie Province.

Социально-экономическое развитие есть планомерная процедура совершенствования уровня жизни, качественных и количественных характеристик, потребляемых общественностью благ. Исходя из ситуации со здоровьем населения в регионе, выставляются соответствующие ориентиры. В разрезе региональной специфики закладываются и реализуются целевые программы, которые одновременно зависят от здоровья населения и направлены, собственно, на улучшение качества его здоровья. Согласно тематике настоящей статьи, ведущий фактор социально-экономического роста - здоровье населения, именно он будет оценен как катализатор искомого регионального развития. Socio-economic development is a systematic procedure for improving the standard of living, qualitative and quantitative characteristics of the goods consumed by the public. Based on the health situation of the population in the region, appropriate guidelines are set. In the context of regional specifics, targeted programs are being laid and implemented, which at the same time depend on the health of the population and are aimed, in fact, at improving the quality of its health. According to the subject of this article, the leading factor of socio-economic growth is the health of the population, it will be evaluated as a catalyst for the desired regional development.

The study explored both the advantages of transparency and challenges facing finance departments of local government authorities in the course of preparing and presenting financial information. The study employed an explanatory case study,cross-sectional survey  and applied a triangulation of methods to collect both qualitative and quantitative data. The participants were all selected based on the opportunity to learn and the typicality of Dodoma municipality. A total of 80 respondents were involved. Data analysis was done through SPSS. Figures, tables, pattern matching, comparison and strong explanation building all aided in simplifying the analyses of findings.Key findings of the study unveiled that participation of the public in finance affairs of local governments heightened transparency in the preparation and presentation of financial statements. Furthermore, the finding reveal that International Finnancial Report Standards (IFRS) was rarely applicable during  the preparation of financial statement. It was also found out that tansparency in financial matters reduced fraudulent behaviours in the allocation and expenditure of local government funds.Key words: Financial statements, IFRS, IAS, Financial transperancy.

The study addresses the status of a local government body member and a local government employee as a person holding a public function in the meaning of Polish criminal law. In the Polish legal system, a person who holds a public function may be held criminally liable for passive bribery (bribe accepting) defined in Article 229 of the Polish Penal Code.  Pursuant to Article 115 § 19 PC, a public officer and persons belonging to several other categories are persons holding a public function, while  Article 115 § 13 PC defines the public officer by detailed enumeration of specific persons. The study provides an analysis of these concepts in view of the provisions governing the status of local government officers and persons employed with local government organisational units.

Examining oratory as a dynamic, changing medium for communication during the eighteenth and nineteenth centuries in America and, to a lesser extent, Great Britain, this essay scrutinizes several of its most important sites of performance: religion, politics, social reform, performance, and education. In each of those arenas, oratory helped to fuel some of most exciting social and political changes of the era by reconceptualizing ideas about the relationship between leaders and the public, the notion of rhetorical persuasion, and the importance of public opinion. An exceptionally interdisciplinary set of scholarship on the subject has done much to invigorate the study of oratory in recent years, and yet this field lacks an intellectual center from which scholars might move beyond individual studies to conceptualize the larger significance of oratory across all sites of performance.

Purpose There should be one standard for those with access to classified data. Leadership by example should be required by all managers, supervisors and department heads. The paper aims to discuss this issue. Design/methodology/approach This paper is a viewpoint and does not have a methodology. Findings Leaders who work in the public sector have an inherent responsibility to earn and maintain the trust of the public for whom they serve. Regardless of whether one is a career government employee, a politician or a political appointee, all who have access to classified material should respect the necessity of safeguards to keep one’s nation’s secrets – secret. Research limitations/implications If leaders fail to set the example, then nations risk further breaches of their classified information. Practical implications This viewpoint applies to anyone who works in an environment dealing with classified material. Social implications This viewpoint serves to educate the public on maintaining a single standard for those who handle classified material. Originality/value The author has yet to see much covered in peer-reviewed publications on this topic and believe that the subject is particularly relevant at this time.

AbstractSurgical interventions on infants with intersex characteristics are considered justified by some on the grounds that they carry a high risk of intolerable stigma. However, public understanding of intersex and its medicalization are under-researched. We review recent qualitative and quantitative studies of the understandings of intersex and its medicalization among people who have no particular professional or public experience of intersex. First, such laypeople reason about clinical dilemmas by drawing on values in similar ways as expert healthcare professionals do. Second, laypeople can over-estimate the utility of current ‘umbrella terms,’ including intersex, for people with direct familial experience of intersex. Third, beliefs about good and bad effects of medical intervention are affected by framing intersex as either a medical condition or the natural basis for a social identity. Fourth, sexual identity is the best evidenced predictor of opinions about early surgical intervention and its legal limitation on human rights grounds. We argue that possible stigmatizing reactions from the public may not be a solid basis on which to justify early surgical intervention on intersex characteristics.

In line with the developments of various social networks, it has made the public see a change for all the various issues in the nation, one of which was the issue of electronic education, which has been influenced by the social networks, especially by students. Therefore, from this perspective, the researcher in the research scientifically shows the role of the social networks in creating public opinion about the process of electronic study. This research is a description, a researcher who has used the research to achieve detailed and necessary data and information about the subject of survey methodology research. Among the students of Kurdistan University, Salahaddin University and World University students are research samples of 422 students of both maleand female genders, the most important results that researchers have reached are the social networks that are a reason for creating public opinion and all The data spread through the social network to a process have created public opinion about the electronic study process, the strongest network, the Facebook social network to create public opinion in Kurdistan. In the short list of research, recommendations and suggestions have been made.

The subject matter of the article is the study of public attitudes in Kemerovo Region-Kuzbass in relation to the problem of corruption which manifests itself in various areas of social relations, in particular, in the system of the state civil service. The aim of the study is to consider the current views on the problem of corruption and countering it in public assessments of the population of Kemerovo Region-Kuzbass. To solve this task statistical and monitoring data from federal research centres have been used, as well as the results of a regional sociological survey conducted by the authors in the municipal divisions of Kemerovo Region-Kuzbass. The methodological basis of the research has been formed by the systemic and neoinstitutional approaches along with the sociological survey. The article presents statistical data of federal sociological institutions (All-Russian Centre for the Study of Public Opinion, Public Opinion Foundation) for the past few years in assessing the problem of corruption by the population. In addition, Transparency International’s 2020 data on the level of perceptions of corruption in the Russian Federation are presented, which make it possible to draw attention to the problems in combating corruption and propose recommendations for improving the state anti-corruption policy. In designing the research questionnaire for their sociological survey, the authors adhere to the principle of problem-based assessment of the current situation regarding the issue of corruption, which has made it possible to evaluate the subject of the research from different angles and to focus on the most challenging issues. It is noted that the understanding of the term “corruption” in the civil service system is associated with the concept of “bribery”, the appropriation of resources and taking advantage of official position. Among the recommendations proposed, the authors would highlight the necessity to continue activities to strengthen measures of countering corruption, to make the work of officials more transparent, to enhance the information campaign among the population to provide information on the responsibility for illegal actions

The article presents the issue of political inclusion of foreigners from third countries at the level of local government in Poland. Local political rights in Poland apart from citizens are only available to foreigners-citizens of EU countries. In many EU member countries, all foreigners have political rights at local government level if certain conditions are met. To understand whether such a solution is possible in Poland, the public opinion was examined. The article presents the results of the research and provide them for analysis. The research results indicate rather that Poles accept the extension of certain political rights to a group of foreigners from outside the EU.

The name of John Howard stands alone in history as the pre-eminent type of disinterested benevolence, and the tendency of his work has been universally accepted as having less admixture of evil than perhaps that of any other man. Respect and admiration have been lavished upon him without measure; whether by those whose sympathies were naturally with the objects of his commiseration, or by those who simply desired to emulate his singlemindedness and active humanity. There is this peculiarity in his wide reputation, namely, that the criminal as well as the unfortunate have a direct interest in applauding his beneficence; while the good cannot but admire his devotion to the cause of the helpless, and his straightforward simple method. It would be too much to say that he preceded as well as excelled all other labourers in his special field, or that without him prison reform would never have been achieved, or would have been even indefinitely postponed; for a Parliamentary Committee had reported fully on the subject 70 years before, and Mr. Popham was Howard's immediate predecessor in introducing some important practical legislative improvements. But it is indisputable that Howard awakened an enthusiasm on the subject without which it is impossible to say how far those improvements could have been carried; and further—that he was the principal means of the complete exposure of the frightful abuses and defects of prison management which were then so prevalent. The expansion of his indomitable labours to nearly every corner of Europe, while it established England's pre-eminence in the stupidity as well as cruelty of its maladministration, furnished him not only with ample proofs that these evils were almost equalled in some foreign countries, but with many examples and patterns (for instance, in Holland and Switzerland), which he copied and laboured to introduce generally; and added such weight and volume to the public opinion, which he created or converted to his views, that there is no similar movement which has been more widely, energetically, and persistently sustained.
