The changes of affixation morphology have a number of effects on  the changes of sentence structure (syntax) in Mandailing language. The process of changes can also lead to a change in meaning directly. The objective of the research was to find out morphological change of affixes which  effected the changing of sentences structures (syntax) in Mandailing language. The method  which is used to carry out this research is qualitative research method. The type of research approach which is  used in this research is descriptive qualitative research, which is one type of qualitative research that uses a descriptive analysis process. Descriptive is intended to describe and get information about the data needed precisely. The data were collected by using observation and interview. The source of data in this research was taken from many informant of native speakers of Mandailing   language which had been  listened and interviewed by the researcher whether in the form of observation and interview. The research result of the research was finding many affixes in Mandailing language and three formula that was generally effected morphological change of affixes which was also effect the sentence structures and meaning of the sentences. They were ma + kt. dasar, ma + kt.dasar + i, ma + kt.dasar + kon/hon.

Abstract: PTSL is essentially welcomed by Indonesian people because it’s cheaper, but not all villages are enthusiastic to PTSL program because some villages refuse to follow the program, including Taruba Village, Sahu Sub-district, West Halmahera Regency. The purpose of the present study was to determine the factors causing rejection to PTSL program in Taruba Village and solutions for rejection to PTSL to avoid similar thing in the future. The research method was qualitative research method with descriptive approach.  Based on the research result, the factors causing the rejection were: (1) people refused to divide/split their lands although the lands exceed the maximum registration limit; (2) PTSL fee is considered high if they had to divide/split the land, while the economic situation was poor; (3) there was internal village issue due to differences in political views. Solutions for PTSL rejection are: (1) issuing local regulation; (2) charging the entire or part of PTSL cost to APBD; (3) making legal agreement.Keywords: PTSL, SKB of 3 Ministers, Cost, Rejection. Intisari: Pelaksanaan PTSL pada dasarnya mendapat sambutan hangat dari masyarakat Indonesia karena biayanya yang lebih murah, namun ternyata tidak semua desa antusias pada program PTSL karena masih terdapat desa yang menolak untuk mengikuti program ini, salah satunya yaitu Desa Taruba Kecamatan Sahu Kabupaten Halmahera Barat. Tujuan dari penelitian ini untuk mengetahui faktor-faktor penyebab penolakan program PTSL di Desa Taruba serta solusi untuk mengatasi penolakan PTSL sehingga kedepannya tidak terjadi hal serupa. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Berdasarkan hasil dari penelitian diketahui bahwa yang menjadi faktor penyebab penolakan yaitu: (1) masyarakat menolak untuk membagi/memecah bidang tanah mereka, sementara luas tanah mereka melebihi batas maksimum yang dapat didaftarkan; (2) biaya persiapan PTSL yang dianggap besar terutama ketika dilakukan pemecahan/pembagian tanah mereka, sementara kondisi ekonomi mereka terbilang rendah; (3) adanya masalah internal desa dimana perbedaan pandangan politik menjadi penyebabnya. Solusi yang dapat diberikan untuk mengatasi penolakan PTSL yaitu: (1) perlu diterbitkan peraturan daerah; (2) seluruh atau sebagian pembiayaan PTSL dapat dibebankan dalam APBD; (3) dilakukan perjanjian yang sah.Kata Kunci: PTSL, SKB 3 Menteri, Biaya, Penolakan.

Abstract: The industry or restaurant business in Tomohon City has a very rapid growth. The purpose of this study was to analyze the benefits of competency assessment for waiters to ensure the quality of their services while working. The method used is a qualitative research method with a descriptive analysis model. The research was conducted at 10 restaurants in Tomohon City. The results showed that as a reflection or image of the restaurant, it was judged by the visiting guests, which was determined by the competence of the waiter who worked, including the expertise of the waiter in serving customers directly. This is very crucial in giving a good impression or image and giving satisfaction to customers because they feel comfortable. This of course cannot be separated from a competency or knowledge of the profession in providing a table during the service. The results also show the need for competent waiters to have qualifications that are truly recognized in their fields which can be developed through trainings whose credibility is tested and recognized by the Professional Certification Board. Professional certification aims to provide recognition of competencies that have been obtained through learning, training, as well as work experience.

This study aims to analyze the implementation and evaluation of quality development of PTAIN lecturers in Aceh. A qualitative research method and descriptive approach is applied in the research. The research result shows that the implementation of quality development of PTAIN lecturers in Aceh is done by referring to the strategic plan or programs prepared at the beginning of the year. The forms of implementation of lecturer quality development include room visits, inspection to lecturers’ learning devices, and providing opportunities for lecturers to increase their competence and professionalism through various exercises and benchmarking to other leading Islamic universities. The evaluation for the lecturers quality development is carried out through routine meetings, weekly, mid semester, and annually at the beginning of academic year. The results of the evaluation will become supplementary materials for the institutions in following up the lecturers’ performance on the lecturers’ daily activities. The development carried out to the lecturers are in the form of admonition, providing training and development to increase the lecturers’ competence and professionalism, and also doing routine religious lectures.

It is taken for granted that Igbo cultural motifs are pivotal to the formation of Nollywood costumes. The researcher thus finds the examination of the evolution of Nollywood costumes an important subject that requires urgent attention. The aim of this examination is to assert the dominance of Igbo cultural motifs in Nollywood costumes. Qualitative research method was adopted for the research. Using ethnographic research approach, the researcher had sought the opinions of experts in traditional Igbo aesthetics and symbols. The study finds semiotic theory appropriate model for the costume analysis. Findings from this research reveal that Igbo dress culture was pivotal to the development of Nollywood costumes and has continued to play significant roles in costuming Nollywood characters. This research recommends that Nollywood costume designers should focus more on the communicative essence of costumes and their effectiveness in preserving culture. Costume designers should also be given ample time and budget to carry out an ethnographic research in order to employ motifs appropriately. This article aims to analyze Indonesia’s Immigration policy in restricting the arrival of foreigners due to the Covid-19 pandemic. Through a qualitative research method and descriptive analysis approach, it can be explained how the concept of human security and state sovereignty affects the making and implementation of a series of policies to restrict the arrival of foreigners to Indonesia during the Covid-19 pandemic. The author seeks to provide an analysis of how the Covid-19 pandemic has become a real threat to global human security and how the Indonesian government seeks to protect the Indonesian people by limiting the arrival of foreigners to minimize the spread of Covid-19. The Indonesian government does not take a lockdown policy, but prefers policies that can protect health while protecting the economic activities of the Indonesian people. In the ‘New Normal’ way, Indonesia’s immigration policies continue to adapt to support economic recovery while supporting the implementation of health protocols.

The practice of tolerance between religious is an issue that is still controversial in the Islamic world because of its connection with the question of liberalism and pluralism. Tolerance between religions is an important and effective element in the fulfillment of religious and spiritual needs in accordance with the maqasid syariah approach. This study is a qualitative research method used as a library research approach. focuses on the meaning of tolerance between religions in practice and the methods of approach to the practice of tolerance in Islam practiced from time to time. Thus, maqasid syariah interpretations in the sense and the approach used by earlier Islamic scholars as well as in dealing with issues of contemporary fiqh thought. The findings of this study can also expand on existing knowledge of contemporary fiqh thinking in maqasid syariah and the limits of tolerance between religions. The results of this study will add new knowledge about the maqasid syariah and its application in people's lives.

The research is to find the dominant factors influencing students` pronunciation mastery at English department of STKIP PGRI West Sumatera. This research is using qualitative research method. Total of participants are 10 English students academic year 2016/2017 in English Department of STKIP PGRI West Sumatera who are getting the best mark in pronunciation class. Sample of the research was selected by using purposive sampling technique. The instrument of the research is interview. The purpose of the interview is to get the real arguments about factor influencing students` pronunciation mastery. This research revealed that motivation is the dominant factor influencing students` pronunciation mastery. Most of the students were motivated to increase their pronunciation because they were motivated by native speakers-watching the western or English movies and songs. Besides, they also argued that they wanted to go to overseas so, they should produce the word with correctly pronounced to avoid misunderstanding for both speaker. Based on the data obtained, it can be stated that motivation is the dominant factor influencing students` pronunciation mastery in academic year 2016/2017 at English Department of STKIP PGRI West Sumatera.

This research aimed to find out the pronunciation correctly and incorrectly made by the eighth grade at SMP Swasta Puteri Sion in terms of vowels sound. The method of the research is a case study in the form of qualitative research method. The total samples of this research are 22 students. There are 36 vowels sound which include in the dialogue that will be analyzed by the researcher. The research result showed that 19 words incorrectly pronounced by the students with percentage 53% and 17 words are correctly pronounced by students with percentage 47%. The students could not pronounce the phonetic symbols correctly, they will pronounce well only as long as the words are familiar for them. In this case, the students need to more learn and read about phonetic symbol at the school and outside the school. In relation to this, encourage the students need to more learn and read about phonetic symbol at the school and outside the school by listening English music, reading a English novel and watching English movie to improve their skill in pronunciation. This study aims to analyze the metaphorical perceptions of sports management students in Turkey with regard to “leadership” notion. In the study, qualitative research method was used. The study group of the research was composed of 90 people studying at a Sports Management Department in a Faculty of Sports Sciences in 2020-2021 academic year in Turkey. In order to determine the metaphorical perceptions of prospective sports managers with regard to leadership Notion, the study required the participants to complete the sentence “Leadership is like... because...”. The descriptive analysis method was used for the analysis of the data. The analysis showed that metaphorical descriptions made by the participants with regard to leadership were composed of the themes of ‘providing guidance’, ‘influencing people’, ‘uniting people’ and ‘setting people in motion’. It was found that the most common metaphorical perception of participants with regard to leadership notion was ‘providing guidance’, followed by ‘influencing people’. It was also seen that the least common metaphorical perceptions of participants with regard to leadership were related to the themes of ‘setting people in motion’ and ‘uniting people’.

In the midst of the Covid-19 pandemic outbreak, almost all Indonesians, including Bengkulu province, expect to experience the spike in positive cases of Covid-19, particularly in the Rejang Lebong Regency, resulting in many very significant changes in almost all fields, especially in the field of education. The learning process, consisting of synchronous learning, is carried out internet (online), namely face-to-face by video calls/ zoom meetings and asynchronous, namely by assignments. Using observational data methods, interviews, and notes, the research approach used is a qualitative research method. The aim of this study is to provide some explanations of the use of the zoom meeting application during a pandemic in online learning, to evaluate the constraints of using the zoom meeting application and the benefits of the application for zoom meeting from several features during a pandemic in online learning. The findings of this study show that it can be easier for lecturers and students to interact synchronously in the learning process by applying the zoom meeting application to learning during this pandemic.
