The purpose of this paper is aimed at defining the border of the suburban zone behind economic approaches and leveling (comparing) the results with certain borders in the General plan. The development of suburban areas is one of the elements of the transformation of the economy of the city and region, determines the pace of their development. Though even today there is no common point of view on the interpretation of the concept of "suburban zone", there is no clear distinction between the definitions of "suburb", "suburban territory", "suburban area". In addition, it is important to define the boundaries of the city and suburban area, since cities tend to "expand" and "capture" adjacent territories. The boundaries of cities change significantly, which requires a corresponding study of the boundaries of the suburban zone, thus, the topic of work is re-levant. Methodology. The article considers options for delineating borders according to existing legislative acts that define the outer border of the suburban zone of large cities with an isochronous 45-60-minute accessibility by public transport to the city. In addition, the analysis of research and publications of scientists made it possible to identify other approaches to determining the boundaries of the suburban zone and compare the results with the specified border of the suburban zone in the General plan of Odessa. Thus, calculations were made and the results were visualized, using the ArcGIS Pro software, several options for determining the boundaries of the suburban zone of the city of Odessa, namely: a methodological approach was applied to calculate the population concentration index, the results of which confirmed our assumptions about the concentration of the population in the suburban zone to the place of employment, study, cultural and social development. The second methodological approach is the calculation of the gravitational model based on the distance parameter. The results allowed us to conclude that accessibility of localities to the city center is crucial. In the third approach, using the gravity model of Kareem that combines distance and demographic potential centers of research, defines the borders of suburban zone of the city of Odessa, which are maximally correlated with the specified bounds in the General plan. Practical significance. Therefore, the conducted research makes it possible to assert that one of the important indicators in determining the border of a suburban zone is the temporary isochrone, that is accessibility to the city, which, in most cases, forms a multidimensional relationship between the city and the suburban zone. The delimitation of the borders of suburban areas of cities will allow for targeted planning of the territory, organization of an effective management system, establishment of geographical features of the city development, use of the suburban territorial resources for urban development, and the relationship between the development of the city and its suburban zone. The city center and its suburban area are interconnected objects of spatial planning documentation at the stages of development of master plans for localities.

New vertical housing developments in Guadalajara (Mexico) are reaching the city center as a response for redensification after many years of expansion of the urban area characterized by a suburban, low density and fragmented pattern. This horizontal growth, dominated by use of the automobile as prevailing mode of transport, has proven to be unsustainable not only from an environmental point of view, but also from a social perspective where the “human scale” of the city has been affected, same as the daily life of its inhabitants. On the other hand, vertical housing proposals are by their very nature associated with concepts of redensification, compact city and collective living; the aim of this article is to analyze some new housing developments in Guadalajara downtown in order to evaluate to what extent the new buildings embody a more sustainable, livable and collective dwelling, to discuss findings, successes and failures and thus be able to contribute some conclusions and open a broader reflection about contemporary housing, urban density and downtown redevelopment in Latin America cities through collective and sustainable dwelling.

The article analyzes the processes of suburbanization and transformation of the spatial structure of the city of Ulan-Ude. Modern trends in the growth of Western and historical factors of development, due to socio-economic and historical factors of development. In the 1990s-2000s, because of the decline in agriculture and, as a result, the lack of jobs, the rural population began to migrate massively to the Buryat Republic’s capital. However, the prices for houses and apartments in the city center were unbearable for many migrants, so the purchase of land plots and the construction of houses were affordable for many. The estrangement of agricultural lands and their inclusion in residential areas allowed the city of Ulan-Ude and suburban areas to somewhat expand the territory of settlements and create a huge number of GNPP (gardeners non-profit partnership) and DNPP (dacha non-profit partnership). The city and suburban areas were not ready for such a flow and were not able to provide the newly arrived migrants with social, road transport and communal infrastructure. As a result, the city was surrounded by a suburbia almost devoid of any infrastructure. There are some elements of false urbanization or squatter area, which is a type of urbanization in which the urban population rapid growth is not accompanied by a commensurate increase in urban functions. In recent years, the growth rate of suburban settlements has decreased, mainly due to mortgages, which have become more affordable for the population and the growth of multi-storey construction. In addition, the village is slowly depleting the human resources that feed the city and the suburbs. In other words, those who wanted to move to the city have already moved

One of the features that characterise the designated capital city of Dodoma is the limited green landscape element as a result of semiarid climatic conditions of the whole central region of Tanzania. Besides concerted efforts by the Dodoma urban authorities to develop greenery landscape within the city through the Capital City Development Programme, such efforts have fallen into conflict with people’s livelihood activities. In this paper, it is argued that the gap between identification of appropriate landscape features that are not consistent with people's lifestyles and the local conditions are the contributory factors to the observed conflicts between attempts to green the city and livelihoods of the residents. Borrowed planning concepts in the masterplans thatwere imposed on the contextof Dodoma do not reflectthe realityof thepeople's needs and priorities as regards their livelihoods. These concepts have to the greatest extent failed to integrate livelihood activities and greening initiatives. This paper underscores the need for developing locally based planning considerations that take cognisance of all stakeholders and the local context as a way towards harmonising greening initiatives while accommodating people's livelihood needs and activities.Key Words: greening initiatives, livelihood activities, semi-arid cities, urban planning, master plans, Dodoma, Tanzania.

The aim of the article is to highlight the specificity of visual transformations that occur in the modern urban space under the influence of the development of creative industries. The research methodology involves an interdisciplinary approach and engaging a range of cultural, sociological, and philosophical works. The works of modern foreign researchers Z.Bauman, Ch. Landry, D.Hezmondhalsh are attracted.The sphere of urban planning and the problem of creative industries are being studied. Thanks to creative industries is appears new jobs, the solution of social problems (especially in poor areas), as well as the transformation of urban space. The modern city is a reflection of the transformational processes taking place in the world. There is a change in the form of regulation of the city development policy, from the state to the municipal. There are conditions for activating creative industries that can be defined as an individual creative background, skill or talent that can create added value and jobs through the production and exploitation of intellectual property. The development of creative industries has economic feasibility, but this process is accompanied by a change in the image of the city. Urban space is the text of culture, which often combines non-interconnected components. The visual image of the modern city is repulsive and attractive, it is difficult to bring it to a single concept, but it continues to be the center of human life. Scientific novelty lies in the study of the relationship of the development of creative industries in the urban space and their impact on the visual image of the city. Practical significance is connected with the emphasis on the need to invent an individual development strategy for each city as a “creative city”, where the sphere of cultural production is leading. Promising is the direction of creative industries in a single direction and minimizing the factors influencing the negative perception of the vision of the city.

This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.

ABSTRACTaccess problems and dysfunctions of the judiciary, in all societies there are communal forms of conflict resolution. Community and institutional mechanisms for conflict resolution can provide the ability to handle conflict from the values, habits and customs of the communities and not from the mere formality of state justice inaccessible to the masses. Thus, the Settlement in Equity is one of the alternatives through which the popular sectors can get for themselves and through community leaders, a righteousness that is in accordance with the needs and responsibilities of the direct stakeholders of the community. Thus, the purpose of the research is to investigate the social representations (RS) of the concepts of fairness, justice and coexistence Community Ratings equity conciliation of a town in the city of Bogotá, Colombia. In addition, as we are interested in identifying the point of view of these users, ie, their opinions, attitudes and information, is that the theoretical and methodological approach used RS. So, be described by methods and with the support of the theoretical framework, the cognitive dimension of the RS user. Such representations are interpreted through formalization that conform segmenting in graphic forms (codes), the corpus of semi-structured interviews applied to users, considered as a continuation of separate occurrences among themselves, delimited by several characters. These occurrences are analyzed, both quantitatively and qualitatively.RESUMENPor problemas de acceso y disfunciones del aparato judicial, en todas las sociedades existen formas comunitarias de resolución de conflictos. Los mecanismos comunitarios e institucionales de solución de conflictos pueden brindar la posibilidad de tramitar los conflictos a partir de los valores, los usos y las costumbres de las comunidades y no desde la mera formalidad de la justicia estatal inaccesible para los sectores populares. Así, la Conciliación en Equidad es una de las alternativas a través de la cual los sectores populares pueden obtener por ellos mismos y a través de líderes comunitarios, una justicia que esté de acuerdo con las necesidades y responsabilidades de los actores directos de la comunidad. De este modo, el propósito de la investigación es indagar sobre las representaciones sociales (RS) de los conceptos de equidad, justicia comunitaria y convivencia de los usuarios de la conciliación en equidad de una Localidad en la ciudad de Bogotá-Colombia. Y como lo que interesa es identificar el punto de vista de estos usuarios, es decir, sus opiniones, actitudes e información, es que se usa el enfoque teórico-metodológico de las RS. Así, se describirá, a través de métodos y con el apoyo de los referentes teóricos, la dimensión cognitiva de las RS de los usuarios. Dichas representaciones son interpretadas a través de formalizaciones que se conforman segmentando en formas gráficas (códigos), el corpus de entrevistas semi-dirigidas aplicadas a los usuarios, considerado como una continuación de ocurrencias separadas, entre sí, mediante varios caracteres delimitados. Estas ocurrencias son analizadas, tanto desde el punto de vista cuantitativo como cualitativo.

The massive spatial expansion of the city into the fringe area has caused many problems mainly related to the spatial exploitation in both city and villages surrounding. The problem is also caused by the city development which its pace can not compete with the population growth. The aim of this study is to formulate the policy planning of spatial arrangement for the region potential empowerment. The spatial planning itself is directed to control and support in formulating spatial policy that should be efficient, effective and proportional. The descriptive method with field observation approach and literature survey is used to obtain the data. The result of the studypointed that the empowerment of the region power have to be supported by the spatial planning policy formulation which means that (1) spatial arrangement must put human and space in holistical point of view and bonding the social values together;(2) the urban-rural lingkages concept must put in a priority for formulating the internal spatial structure of regional planning and to empower villages as growth poles;(3) the spatial planning process has to be able to gain the best possibility of spatial arrangement where the pattern and distribution of space can ensure the existence of the city and village; (4) spatial planning have to accommodate spatial structure;(5) the application of spatial planning have to be based on self- containedpower of the region which put the bottom-up concept in a priority; (6) the spatial planning product have to be directed to the solid effort for future spatial usage.

Formation and development of the central part of Chernivtsi is a long historical process. The settlement, which emerged in the XIV century, underwent major urban transformations that took place during the XVIII-XX centuries. They became an important period of creation of the renewed structure plan of the city area which is still in operation. The historical city centre has been changing its structure, size, functional organization during a long time. The objective of the research is to study and compare the main parameters and characteristics of the city at certain historical stages by analysing the development of its transport network. The purpose of the article is to review and analyse available cartographic materials and study the street network development in the historical part of the city in the late XVIII - XX centuries. The article highlights the factors that played an important role in the formation and development of Chernivtsi city centre, in particular, strengthening and expansion of economic ties. According to the findings, discovery of new trade routes became a decisive factor that influenced the development of Chernivtsi, determined the city structure and directions of the main streets. Other important factors include natural conditions and local terrain, social economic and administrative impact. Studies have shown that the historical centre of Chernivtsi evolved according to the existing structure plan. Analysis of cartographic materials and historical sources allows to characterize the basic principles of urban development. Expansion of the street network and squares, as well as trends in the planning of residential areas provide an opportunity to assess their nature, scale and size. Topographical maps enabled us to devise comparative schemes of urban development and evolution of city boundaries throughout the studied period. The city center moved gradually to new areas in the south-western direction. This feature of the city development provides important materials for urban study. This work can be primarily aimed at studying the urban planning structure, defense lines, public spaces, etc. The city developed in an extensive way, pushing the boundaries of the city center, creating new parallel urban complexes with new central squares. The most difficult task for scientists today is to localize these boundaries for different stages. The next difficult task is to find out old defense systems existed in the different parts of the city in the past. A completely unresolved question is how defense complexes influenced the development of the planning structure. The study allowed to highlight the prerequisites for major urban transformations in the historical part of Chernivtsi in the XVIII - XX centuries.

The article is a result of an analytical research on development of relations between the city and suburban area. An attempt to define main factors that may be included into a future strategy of balanced development and to avoid a number of problems in the organization of group forms of settlement in the big cities' influence zone. The decentralization processes in the governance system constitute the social and economic potential for creation of a system of common interests in development, and not for destruction of both cities and suburban area. The research materials analyze the current state of affairs of urban planning activities in Ukraine, in particular, peculiarities of regional planning, using three largest cities and their suburbs as case studies. A number of negative trends have been discovered in the relations between the city and suburban area, that need to be resolved during the subsequent stages of designing to take into account the changes in the management system – decentralization and development of territorial communities that will be interacting with the city on systemic positions.

The paper deals with issues of high-rise building development and contemporary problems related to the formation of city development vision in Lithuania. The analysis focuses on the possibilities and problems arising in the process of developing the Special Plan of high-rise building arrangement in Klaipėda in the formation of the visual image of the city. The methodology of this Plan is discussed by the author in two papers. The present paper is the first one and analyses two stages of the plan development. The first stage is the analysis of the current situation in Klaipėda and possibilities to introduce high-rise buildings into the city morphostructure. This stage comprises 7 aspects: evaluation of the territory development from the point of view of investment possibilities; historical development of the city structure; hierarchy of values of preserved territories; analysis of the territory planning documents regulating townscape formation; evaluation of visual peculiarities; definition of visual identity zones, analysis and evaluation of important mass view points as well as evolvents of views seen from them. The second stage of developing the Special Plan constitutes efforts to define the conception of high-rise buildings arrangement on a city scale, central part scale and old-town scale. Santrauka Straipsnis skirtas aukštybinės statybos plėtros klausimui ir su tuo susijusioms šiandieninėms miesto plėtros vizijos formavimo problemoms Lietuvoje. Nagrinėjamos Klaipėdos miesto vizualinio įvaizdžio plėtros galimybės ir problemos rengiant Klaipėdos miesto aukštybinių pastatų išdėstymo specialųjį planą (SP). Šio plano metodikai aptarti autorė numatė parengti du straipsnius. Šiame, pirmajame, liečiamos dvi plano rengimo stadijos. Pirmoji – tai esama Klaipėdos miesto būklė, galimybės miesto morfostruktūroje rastis aukštybiniams pastatams; jos aptarimas apima 7 aspektus – miesto teritorijos pagal investicines plėtros galimybes vertinimą; miesto struktūros istorinę raidą; saugomų teritorijų vertybinę hierarchiją; dokumentų sprendinių, turinčių įtakos miestovaizdžių formavimui, analizę; vizualinių ypatumų vertinimą; miesto vizualinio identiteto zonų nustatymą ir svarbiausių masinės apžvalgos taškų bei iš jų matomo vaizdo išklotinių tyrimą ir nustatymą. Antroji plano rengimo stadija – tai aukštybinių pastatų išdėstymo koncepcijos paieškos miesto mastu, centrinės dalies mastu ir senamiesčio mastu.
