Nilai-nilai kearifan lokal sebagai pancaran kultural yang dimiliki bangsa Indonesia telah lama dikenal dalam kekayaan budaya dan peradaban yang bermartabat. Nilai-nilai kearifan lokal dalam cerita rakyat nusantara  perlu terus digali, dilestarikan, dan dikembangkan lebih lanjut, misalnya dalam cerita Sangkuriang. Cerita Sangkuriang  merupakan cerita rakyat Sunda yang sudah dikenal masyarakat luas di Indonesia. Cerita ini pernah diangkat ke dalam film layar lebar, film kartun, sinetron, drama, dan buku. Cerita rakyat Sangkuriang mengandung beberapa nilai budaya, di antaranya (1) nilai hedonisme, yaitu nilai yang memberikan kesenangan; (2) nilai artistik, yaitu nilai yang memanifestasikan suatu seni; (3) nilai kultural, yaitu nilai yang berhubungan dengan kemasyarakatan, peradaban, dan kebudayaan; (4) nilai etika, moral, dan agama; (5) nilai praktis.Abstract:Values of local wisdom as cultural reflection of Indonesia have been long known for its cultural richness and dignified civilization.  The values in Indonesian  folklore need to be ex- tracted, preserved, developed further, like Sungkariang story. The story is one of Indonesia Sundanese folklore that has been already known in Indonesia. The story has been made into films, cartoons, TV serial, plays, and books. Sangkuriang folklore has several cultural values, includ- ing, (1) the hedonism value,  the value of giving  pleasure, (2) artistic value, the value of manifest- ing  the art, (3) cultural value,  associated with social values, civilization, and culture,(4)  ethics, morals and religion value, and (5) practical value.

AbstrakPenelitian ini bertujuan untuk menemukan jawaban atas fokus permasalahan yang telah dirumuskan yakni mendeskripsikan nilai sastra hideonik, nilai artistik, nilai kultural, nilai etis,moral, dan agama, serta nilai praktis yang terdapat pada lirik lagu Ridwan Sau, kondisi sosial budaya kota Makassar, ditinjau dari makna lagu Ridwan Saud dan relevansi nilai sastra pada lirik lagu Ridwan Sau dengan kondisi sosial budaya masyarakat Kota Makassar. Penelitian ini sebagai penelitian kualitatif, dengan pendekatan struktural genetik yang mempergunakan strategi berpikir fenomenologis yang lentur dan terbuka dari pencipta lagu daerah Makassar. Adapun lirik-lirik lagu yang digunakan sebagai objek penelitian ini adalah Julei Rikau, Tea Tonja, Burakne Tonja, Panngukrangi, Sarengku, Kakde Kapang Na Suruga, Harangmi, Larokong Tojengma Kapang, Naloko Nakku, I Kattemi Antu, Tea Lapanra Pinruang, dan Kere Tekneku. Pengumpulan data dengan teknik kaji dokumen. Analisis data dilakukan sejak awal peneliti mengumpulkan data, lalu mereduksi data kemudian menyajikan data, dan melakukan penelitian data dan penarikan kesimpulan. Selanjutnya diadakan teknik pemeriksaan keabsahan data. Hasil penelitian ini mendeskripsikan relevansi nilai sastra pada lirik lagu Ridwan Sau dengan kondisi sosial budaya masyarakat Kota Makassar. Yaitu antara nilai hideonik, nilai artistik, nilai cultural, nilai etis, dan nilai praktis dengan kondisi sosial budaya kota Makassar yang antara lain masih menganut ketat budaya Tau, budaya Sirik, budaya Pacce, budaya Panngalik, budaya Panngadakkang, dan budaya Agama (Batara). Budaya-budaya tersebut masih dianut sampai sekarang dan sudah menjadi kebiasaan dalam keseharian masyarakat Kota Makassar yang semuanya tercantum dan tergambar dalam lagu-lagu ciptaan Ridwan Sau. Kata Kunci: nilai sastra, lirik lagu Ridwan Sau, sosial budaya Makassar AbstractThis research aims to find answers to focus the issues that have been formulated to describe the value hideonik literary, artistic value, cultural values, ethical values, morals, and religion, as well as practical value contained in the lyrics of the song Ridwan Sau, socio-cultural city of Makassar, reviewed of the meaning of the song Ridwan Saud and the value relevance literature Ridwan Sau lyrics with social and cultural conditions of Makassar. This research was qualitative research with the genetic structural approach that used the phenomenology strategy openly from the outhor of Makassar song. The lyrics was used by the researcher was Julei Rikau, Tea Tonja, Burakne Tonja, Panngukrangi, Sarengku, Kakde Kapang Nasuruga, Harangmi, Larokong Tojengma Kapang, Naloko Nakku, I Kattemi Antu, Tea Lapanra Pinruang, and Kere Tekneku. The technique in collected, then taking reduction and presenting the data, and concluding. The next technique was validation. The research findings described The Relevance of Literature Value Toward the Lyrics of Ridwan Sau song with the condition of Social Culture of Makassar. It was the hedonic value, art value, cultural value, ethic value, and practical value with the social culture condition of Makassar community that submitted the Tau culture, Sirik culture, Pacce culture, Panngalik culture, Panngadakkang culture, and Religious (Batara) culture. Those culture still submit until now and became a habit in daily life of Makassar Community that quoted in Ridwan Sau song. Key words: literature value, Lyrics of Ridwan Sau Song, Makassar Social Culture

Research on the existence of socio-cultural value a'dengkapada in the marriage event Kelara people Jeneponto Regency. This study aims to determine the existence and cultural values a'dengkapada in the marriage. The type of this research is descriptive qualitative method, data collection is used by observation, in-depth interview, documentation technique from result of photo and archives of local government. The results showed that, the existence of A'dengkap culture in marriage event still survive until now in Kelara society of Jeneponto Regency. The social values contained in the A'dengkapada culture are (1) As a tradition passed down from generation to generation, (2) Gratitude to the creator after the rice harvest and as a plea to be given safety in marriage and appeal (3) Entertainment for families and relatives in the afternoon (4) distant family gatherings (5) containers improve mutual cooperation and togetherness among families and relatives before carrying out the A'dengkapada event.Keywords: Existence, Social Value, Culture, A'dengkapada

This article is one of wide studies that analyze literature and cultural values and prosesion in traditional ceremony of Dhukutan at Nglurah Village Tawangmangu Regency. Those traditional ceremony become tourist attractions. This study uses qualititive method inludes collection of primary an secondary sources such as literature study, observation, structured and in-depth interviews. Traditional ceremony have been existed during the ancestor period, it is always accompanied by the presence of ubarampe that has philosophical and historical significance among them. There are five Javanese literature and culture values in Dhukutan; 1) hedonic value, 2) artistic value, 3) cultural value, 4) ethical, moral, religious value, 5) practical value. There are three steps in Dhukutan , 1) preparation, 2) core ceremony, 3) closing . All sesaji in this traditional ceremony using material of corn. The purpose of this study is to knowing Javanese Literature and Culture Value and prosesion of Dhukutan ceremony and oral regulations of Dhukutan.

The enactment of Regional Regulation of Medan City Number 13 of 2011 and Regional Regulation Number 2 of 2016 have not accommodated the importance of Cultural values in the process of formation on spatial and region planning so that the RTRW development carried out by the Medan City government is only based on regulation alone without looking further into the social context and culture. According to Von Savigny's Theory, the formation of law must be based on people's souls (Volkgeist) as the raw material for the formation of law. Therefore, in the formation of regional regulations must pay attention to the cultural values of the indigenous people of an area. The inclusion of Malay cultural values in regional regulations in Medan City is a form of the realization of the state implementing Article 18B paragraph (2) of the 1945 Constitution. Integration of the cultural values of the Malay people in Medan City into regional regulations is carried out through the implementation of the legislative functions of the Medan City Government and DPRD to accommodate and protect the soul of the nation from the original tribe of Medan City whose existence has been marginalized. Revitalizing the cultural value of the Deli Malay in Medan City into spatial and region regulation is a form of protection of the Medan city government towards the cultural, historical and social values of the Malay people in the Medan City.

This case study examines and illustrates within country regional cultural differences and cross border cultural similarities across four western European countries. Drawing on the data from the World Values Survey (WVS), we refer to the Schwartz Cultural Values Inventory in the survey. The demographic variables of age, gender, education level, marital status and income vary across the regions and hence, have significant effects on the cultural value dimensions across regions. The findings help a better understanding of the homogeneity and heterogeneity of regions withinand across countries. Both researchers and managers will have to justify their sampling methods and generalisations more carefully when drawing conclusions for a whole country. This case study underlines the limited knowledge about regional within country cultural differences, while also illustrating the simplification of treating each country as culturally homogeneous. Cross-country business strategies connecting transnational regional markets based on cultural value characteristics need to take these similarities and differences into account when designating business plans.

This research aimed to know the implementation of environmental conservation in terms of cultural value orientation, including humanistic nature orientation, man-nature orientation, time orientation, activity orientation, and relational orientation. The population of this research was the entire community in traditional village Tenganan Pegringsingan, Karangasem, Bali. This research sample amounted to 25 people, consisting of the conventional village apparatus, community leaders, and the general public. Methods of data collection were the method of observation, interview, questionnaire, and checklist. The collected data were analyzed descriptively. This research indicated that the orientation of cultural values of humanistic nature orientation and man-nature orientation had an excellent quality. The time orientation, activity orientation, and relational orientation parameters had good quality. Culture in the study community generally showed a positive thing, so the impact of culture on the quality of the environment, in general, was excellent. The results of observations in the field revealed that there were all community activities at Tenganan Pegringsingan that could not cause environmental pollution. Therefore, the role of traditional regulation or awig-awig to regulate environmental and social-culture.

Many folklores have same motives, but different in development adjust to the community that support the story. Differences in the development of the story in folklore shows the influences of local cultures to the storyteller. The differences cause various versions of folklore. It is also seen in folklore Mahligai Keloyang from Indragiri Hulu Regency and Koba Malin Deman from Rokan Hulu Regency. Therefore, this study aimed to find the similarities and the differences of the two folklores. The analysis of the similarities and differences of The legend Mahligai Keloyang and Koba Malin Deman applied dynamic structuralism theory, the theory which does not only emphasizes the intrinsic elements, but also pay attention to extrinsic elements in literature. Due to the fact that the study was also intended to compare two folklores, the research method used is descriptive comparative method. Based on the analysis of the structure of the story, it is found that there are similarities and differences in the stories Mahligai Keloyang and Koba Malin Deman which includes elements of the theme, the characters, the settings, and the plots. Based on the analysis of the cultural values in the folklores, some similarities and differences of religious values, moral values, and social values are found.AbstrakBanyak cerita rakyat yang mempunyai motif yang sama, tetapi berbeda pengembangannya disesuaikan dengan masyarakat pendukung cerita tersebut. Perbedaan pengembangan cerita dalam cerita rakyat memperlihatkan adanya pengaruh budaya lokal kepada si pencerita. Perbedaan itulah yang menimbulkan berbagai versi cerita rakyat. Hal ini juga terlihat dalam cerita rakyat “Mahligai Keloyang” dari Kabupaten Indragiri Hulu dan “Koba Malin Deman” dari Kabupaten Rokan Hulu. Oleh karena itu, penelitian ini bertujuan untuk menemukan persamaan dan perbedaan kedua cerita rakyat tersebut. Analisis terhadap persamaan dan perbedaan cerita legenda “Mahligai Keloyang” dan “Koba Malin Deman” dilakukan dengan menggunakan teori strukturalisme dinamik, yaitu teori yang tidak hanya menekankan pada unsur-unsur intrinsik, tetapi juga memerhatikan unsur ekstrinsik dalam karya sastra. Karena penelitian ini juga bermaksud membandingkan dua cerita rakyat, metode penelitian yang digunakan adalah metode deskriptif komparatif. Berdasarkan analisis struktur cerita didapati bahwa persamaan dan perbedaan yang terdapat dalam cerita “Mahligai Keloyang” dan “Koba Malin Deman” meliputi unsur tema, tokoh, latar, dan alur. Mealui analisis nilai budaya pada kedua cerita rakyat tersebut diperoleh persamaan dan perbedaan tentang nilai agama, nilai moral, dan nilai sosial.

The article evaluates current conditions of international criminalization of offences relating to cultural property and makes a brief historical review of developing international protection of cultural property and elaborating a corresponding notion. Having analyzed the international instruments, the author concludes that offences relating to cultural property may include deliberate seizure, appropriation, demolition as well as any other forms of destruction or damage to objects and items protected under the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict committed during international and non-international armed conflicts. These offences do not include such possible acts toward universal cultural values committed either beyond any armed conflict or without direct connection with it. Taking the examples of destruction of Buddhas of Bamiyan, Nimrud, Palmyra, and mausoleums of Timbuktu, the author states that international criminalization of offences relating to cultural property is insufficient, because it does not encompass such cases when objects or items of cultural value are damaged or destroyed under the control of national administrations or with their knowledge.

<p><strong>            </strong><em>This research is motivated by the analysis extrinsic elements novel </em><em>Sang Pemimpi</em><em>. This study aimed to describe the social values, cultural values, moral values, and religious values in the novel </em><em>Sang Pemimpi</em><em>. The research is a qualitative study using descriptive methods. The data in this study is a form of social values, cultural values, </em><em>religius </em><em>values and moral </em><em>on Sang Pemimpi</em><em> novel by Andrea Hirata. Data source is </em><em>Sang Pemimpi</em><em> novel by Andrea Hirata. Data collection techniques in this study are: (1) to read and understand the Novel </em><em>Sang Pemimpi</em><em> by Andrea Hirata, and (2) give coding by underlining sentences containing social values, cultural values and political values in the note of the novel </em><em>Sang Pemimpi</em><em> by Andrea Hirata all data regarding speech acts in a novel study. While the steps in analyzing data are: (1) read data that has been </em><em>record</em><em>ed, (2) classify or record data for the purpose for researchers based on the novel </em><em>Sang Pemimpi</em><em> by Andrea Hirata, (3) interpreting or interpretation of data for the purpose of research is to analyze the novel Sang </em><em>Pemimpi</em><em> by Andrea Hirata, and (4) make the conclusion of the study. The results of this study stated that extrinsic elements contained in </em><em>Sang Pemimpi</em><em> novel by Andrea Hirata is the value of cultural education, where cultural rights set forth in the novel The Dreamer ie when they are a teenager then it started to work for money. Social educational value, namely the attitude of helping each other like Arai and Mak Cik, and as pastor and Jimbron. the value of religious education that is visible on the pastor and Jimbron, although Jimbron raised by a pastor, but the pastor did not impose his religion on Jimbron. moral and political education value seen in a leader who has no morals and honesty.</em></p><p> </p><p><em>            Penelitian ini dilatarbelakangi oleh analisis unsur ekstrinsik novel Sang Pemimpi. Penelitian ini bertujuan untuk mendeskripsikan nilai sosial, nilai budaya, nilai politik, nilai moral, dan nilai religius dalam novel Sang Pemimpi. Jenis penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. </em><em>Data dalampenelitian iniadalah bentuk nilai sosial,  nilai budaya, nilai realigi dan moral dalam novel Sang Pemimpi karya Andrea Hirata. Sumber datanya adalah novelSang Pemimpi karya Andrea Hirata.Teknik pengumpulan data dalam penelitian ini adalah: (1) membaca dan memahami Novel Sang Pemimpi karya Andrea Hirata</em><em>, dan (2) </em><em>memberi pengkodean dengan menggarisbawahi kalimat-kalimat yang mengandung nilai sosial, nilai budaya, dan nilai politik dalam Mencatat Novel Sang Pemimpi karya Andrea Hirata  semua data mengenai tindak tutur dalam novel yang diteliti. Sedangkan langkah-langkah dalam menganalisis datanya adalah: (1) membaca data yang sudah dicatat, (2) mengklasifikasikan atau mencatat data sesuai tujuan peneliti berdasarkan novel Sang Pemimpi karya Andrea Hirata, (3) menginterprestasikan atau penafsiran data dengan tujuan penelitian yaitu menganalisis novel Sang Pemimpi karya Andrea Hirata, dan (4) membuat simpulan penelitian.</em><em>Hasil penelitian ini menyatakan bahwa unsur ekstrinsik yang dapat dalam novel Sang Pemimpi karya Andrea Hirata adalah nilai pendidikan budaya, di mana budaya yang tercantum dalam novel Sang Pemimpi yaitu apabila sudah beranjak remaja maka sudah mulai bekerja untuk mencari uang. nilai pendidikan sosial, yaitu adanya sikap saling tolong menolong seperti Arai dan Mak Cik, dan seperti pendeta dan Jimbron. nilai pendidikan religius yaitu terlihat pada pendeta dan Jimbron, walaupun Jimbron diasuh oleh seorang Pendeta, tetapi pendeta tersebut tidak memaksakan agamanya pada Jimbron. nilai pendidikan moral dan politik terlihat pada seorang pemimpin yang tidak mempunyai moral dan kejujuran.</em></p>

Since the failure of the Meech Lake constitutional reforms and the crisis of national unity prompted by the most recent Quebec referendum, the Canadian Multiculturalism Act has been subjected to particularly intense and hostile scrutiny. While some of the criticism of this policy reflects merely parochial adherence to particular cultural or religious traditions, some of it has raised more significant doubts about the internal coherence, efficacy, and overall desirability of the policy. Most importantly, the multiculturalism policy is faulted for attempting to pursue two simultaneously unachievable goals, viz., to integrate ethnic minority groups into the dominant institutions of the society, while at the same time to protect them against various pressures to assimilate to the dominant culture. Critics have pointed out that social institutions and cultural values are interdependent. Not only do cultural value systems provide the central legitimations for social institutions, but the internalization of these values through socialization processes provides agents with their primary motivation for conforming to institutional expectations. This means that integrating an agent into a system of institutions can only be achieved by assimilating the agent to its underlying cultural system.
