THE POTENTIAL OF EDUCATIONAL MIGRATION FROM CHINA, VIETNAM AND JAPAN IN THE CONTEXT OF SOLVING THE DEMOGRAPHIC AND SOCIO-ECONOMIC PROBLEMS OF RUSSIA

In the modern world, educational migration is gaining in scale, and the list of countries attractive to foreign youth is also expanding. Leading universities, included in various rankings, implement many educational programs aimed at attracting foreign students. For Russia, increasing the number of foreign students in universities is one of the priority tasks set in the National Education Project. In this work, based on data from the Ministry of Science and Higher Education of the Russian Federation, as well as data from Rosstat, we analyze the dynamics of the number of foreign students from a number of Asian countries in Russian universities. It is shown that over the past ten years, the number of foreign students studying in Russia for undergraduate and graduate programs has doubled. This became possible both thanks to the active work of universities in positioning Russian educational programs, and thanks to a number of interstate agreements that allow foreign students to receive education in Russia for free. And, although the main potential for attracting foreign students is still concentrated in the CIS countries, Russia has good chances of increasing flows of educational migrants from the countries of the Asia-Pacific region, including China, Japan and Vietnam. We are formulating a number of proposals that can help increase the attractiveness of Russia for students from these countries.

Researched is the problem of education-related (study-related) migration in modern world. Every year some million students migrate on the planet in search of most qualitative education. Because foreign students is very attracting category of migrants as to many indicators, university begin to start really “struggle for talents”, truing to attract gifted and ambitious youth. The aim of the article is in the study of modern trends of education-related (study-related) migration and in the analysis of the process of integration of foreign students on the territory of the Russian Federation. To achieve this aim, there were used traditional methods of research: the authors analyzed secondary data and deep interview, respondents of which were foreign students, studying in Russian universities. Results of research widen general views on modern trends of educational migration. By the way of the analysis of secondary data, the authors were successful to substantiate active growth in quantity of foreign students in the RF, as well as fix economic effects, getting of Russian universities because of inflow of foreign students. In results of interview, the authors also elaborate factors in education-related (study-related) immigration, as well as to define principal difficulties of foreign students in the period of adaptation in the territory of the RF. Getting in the process of the research data were used for elaboration of recommendations to improving of Russian state policy in the sphere of education-related (study-related) migration, that in succeeding future would assist not only in attracting of foreign students in the country, but also in growth of their will to stay there after the period of education.

This article discusses the main issues of legislative and legal aspects of the provision of primary health care, emergency, including specialized medical care to foreign citizens who are studding in state, municipal and non-state organizations of higher education of the Russian Federation on various programs. The paper comprehensively analyzes the legal nuances of medical support for foreign students compared to their Russian counterparts. The rights and obligations of foreign citizens studying in Russian universities, as well as the possibilities for them to receive full medical care in the Russian Federation are described in detail and step by step. According to the results of the analysis, the authors propose a number of measures for the possibility of equal medical care for foreign students in relation to their Russian colleagues. The analysis was based on regulatory documentation on this topic.

На современном этапе развития государства происходит интенсификация миграционных процессов, в которых особое место занимает учебная миграция. Ежегодно большое число молодых людей пересекают нашу границу с целью получить образование, и в дальнейшем многие из них планируют остаться в РФ на постоянное место жительства. Значительная часть студентов-мигрантов испытывают на первых порах неудобства из-за языкового барьера, новизны социокультурного пространства, незнакомых климатических условий. Перед вузами Российской Федерации, в частности перед вузами Республики Мордовия стоит первостепенная задача создать необходимые условия для максимально скорой адаптации иностранных студентов в незнакомую для них среду. Для обеспечения научного подхода к проблеме многое могут сделать ученые, работающие в этом направлении, что находит отражение в научных исследованиях. В статье предпринята попытка анализа практической деятельности двух крупнейших вузов республики в обозначенной сфере. Данные учебные учреждения ведут эту работу уже не один десяток лет, с каждым годом ее всё более совершенствуя в соответствии с реалиями современного мира. Educational migration plays an important role in the structure of all migrations into Russia. Every year a large number of young people come to our country in order to get an education, and many of them plan to stay in the Russian Federation for permanent residence. At first many migrant students experience inconvenience due to the language barrier, the new socio-cultural context and unfamiliar climatic conditions. The universities of the Russian Federation, in particular the universities of the Republic of Mordovia, face the challenge of creating favorable conditions for the fastest possible adaptation of foreign students. Ethnographers can also contribute to resolving the problem, and it is reflected in various scientific studies. The article attempts to analyze the efforts of the two largest universities of the republic to provide migrant-friendly environment for the foreign students. These educational institutions have been working in this direction for more than a dozen years, each year making more progress in accordance with the realities of the modern world.

The international educational migration as a resource of «soft power» of the state has been analyzed in the article. Based on comprehensive analysis of the existing definitions of educational migration the author’s interpretation of this concept have been proposed. Based on the data of UNESCO, the Institute of international education of the United States, the Ministry of Science and Higher Education of the Russian Federation the statistics of international educational migration has been presented and analyzed. The main emphasis has been made on such categories of international educational migrants as students (bachelors, masters), postgraduate students. The reasons for the popularity of foreign students in countries such as Canada and the United States have been described. Based on the study two groups of factors have been highlighted: external and internal (motivational) factors, influencing decision-making in choosing the country of study.Based on the data of the Ministry of Science and Higher Education of the Russian Federation, the advantages of education in Russia have been analyzed. The issue of adaptation of foreign students in Russian universities has been considered: first-year curatorial programs, the Institute of student fellowships. It has been concluded hat Russian universities have a wealth of experience in teaching and adaptation of foreign students.The concepts and projects to attract foreign students to the Russian Federation also have been described in detail. Special attention to two projects “5–100” and “Export of Russian education” has been paid. The Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) as one of the main institutions in the export of Russian education has been designated. The measures to attract foreign students to Russian universities have been proposed.

The article assesses the availability of demographic education in Russian universities based on the analysis of information posted on the websites of educational programs of higher education institutions included in the rating of top 100 ranking best universities in the Russian Federation, compiled by the research company RAEX-Analytics LLC in 2019. Universities are grouped according to their profile, specialization and geographical location. Monitoring of educational programs is presented in terms of educational levels and directions. The study revealed that 75% of Russian universities, included in the sample, have demographic disciplines in their educational programs. Demographic education is most developed in multidisciplinary universities. Demographic disciplines are included in almost all educational programs for training in the area of "Sociology". It is concluded that there is an inequality in the availability of demographic education, since it is more concentrated in the cities of Moscow, St. Petersburg as well as in the cities of the Volga Federal District. In addition, there were found out such distortions in the development of demographic education as lack of instrumental disciplines and weak inclusion of demographic disciplines in economic programs. As a result of the research, there are given recommendations aimed at expanding the range of students studying demography, forming of continuity in educational programs for bachelor's and master's degrees, and including demographic disciplines of an instrumental nature in them. The authors believe that the expansion of interaction between universities and local authorities in training specialists will contribute to development of demographic education.

This article analyzes the experience of the faculty of training foreign specialists of the Volgograd State Technical University for the last three academic years in order to identify conditions conducive to the qualitative development of an additional educational program that provides training for foreign citizens and stateless persons to develop professional higher education programs education in Russian, and further successful education at the main faculties of Russian universities. The authors of the article believe that the activity of the preparatory faculty for foreign citizens can be considered successful if certain conditions are met, including: the duration of instruction is at least 9–10 months and good basic training at home in the framework of complete secondary education. In support of this conclusion, statistical data on the performance of foreign students for the last three academic years (2014–2015, 2015–2016, 2016–2017 academic years) are given, depending on the length of time for the development of an additional educational program providing preparation for mastering the basic educational programs i.e. time of "arrival" of students for training). These statistics are presented in the form of dependency graphs. In addition, the authors of the article attempt to analyze the dependence of the progress of foreign students in the development of an additional educational program preparing for the mastering of the basic professional programs of higher education in Russian, from basic training of foreign students at home in the framework of complete secondary education, and also on the degree of motivation of foreign students in obtaining Russian education.

The article examines the processes of internationalization, provides information on the number of foreign students in various countries and in Russia, discusses the arguments for choosing the country for study by international students, including socio-cultural and linguistic preferences. The authors address the issues relating to the status of the Russian language in countries of the Central Asia region – the former republics of the Soviet Union. The article provides an information on the expansion of Western and Eastern countries into the educational system of these countries. The conclusion is made about the need for Russian universities to more actively enter the international market of educational services, especially in those areas where the Russian Federation has undeniable achievements (natural science fields of training, etc.).

Educational migration being a part of social and intellectual migration is one of the most serious factors of the development of countries taking part in this process. Perspectivity and relevance of studying the dynamics of international relations of the Russian Federation from the perspective of educational migration are determined by opportunities to analyze the dynamics of the social structure of the society and mobility of different groups and communities under the influence of migration. The article using general scientific methods (analysis, synthesis, comparison, classification, etc.) and methods of applied statistics consider (on the basis of official statistical data) the dynamics of the group of foreign students and graduates studied in Russian institutions of higher education, their distribution across the country, trying to find out the regions for which Russian education is more attractive. Authors draw conclusions that for foreign students Russian Federation is getting more attractive that is proven by the increase in their amount from the early 2000-s.

The article is devoted to questions of distortion of historical events in the modern world, which became a real weapon used in the war “for the minds of people”. According to the author, such a war, with the use of a wide arsenal of information and psychological means, against the Russian Federation has long been under way. The author is worried about the fact that in the Chinese media recently extensive information propaganda aimed at advancing Chinese historians’ assessments of the significance of the Chinese army during the Second World War and, thus, undermining the role of the Soviet Union in the victory over militaristic Japan. The author argues that this cannot be regarded as a well-thought out strategic information operation whose ultimate goal is to form the international public opinion on the recognition of China’s decisive value in Second World War. It is anticipated that this will provide China with a moral right to occupy a dominant position in the Asia-Pacific region, as well as additional opportunities to qualify for leadership in the modern international security system. The article examines some historical aspects of China’s role in the victory over militaristic Japan. A brief description of the assistance of the Soviet Union of China during the Second World War is given. The paper argues that the Chinese side maintained superiority in the fight against Japan, in connection with which it suffered a 35millionth loss. The author cites the opinion of the Russian military historians who believe that judging the contribution of one or another party only in terms of the number of victims does not seem to be quite correct, both from the militarypolitical point of view and purely psychological position. In conclusion, the article concludes that existing disagreements in approaches and assessments need to be eliminated on the principles of good-neighborliness and mutual respect. This requires active and consolidated performances by Russian and Chinese scientists and specialists at different levels, media support and other significant actions based on the agreed position of the leadership of the Russian Federation and the People’s Republic of China.

In the era of globalization, Russian universities face an acute problem of participating in a single global educational space and exporting educational services for training specialists from different countries Russian language training for foreign specialists who are fluent in Russian and are able to teach Russian abroad is of particular importance and relevance in this regard. The article is devoted to educational products provided by the graduating Department of Russian as a foreign language of the Transbaikal state University in the conditions of competition of Russian universities for a foreign student during the pandemic. The relevance of the problem is confirmed by numerous scientific studies, which analyze both the presence of exports of Russian educational services, and the place and specifics of hotel universities in the export of educational services. The aim of the study is to analyze the educational services of the Transbaikal state University, provided by educational programs producing the Russian as a Foreign Language department, as well as the prospects for the development of educational programs during the pandemic. Analysis of the educational programs of the Transbaikal State University, exported issuing Department RCTS showed that the educational product is a coherent and consistent system of educational programs, which allows to education of foreign citizens at all stages of study at the University. The author notes the strategies for the development of the educational activities of the Department of the Russian Academy of Sciences, which are aimed at improving the competitiveness and quality of the educational product in the international market of educational services in the post-pandemic period. In order to achieve the goal and solve the problems, methods of analysis and observation were used, which allowed to determine the direction and prospects of the development of international educational programs in the city, to identify new challenges for the effective export of educational services and how to solve them.
