<p>The nature of institutional change lies at the heart of understanding China’s extraordinary transformation of the past 30 years. This thesis adopts an historical institutionalist approach, emphasising dynamic and path dependent processes, in examining Zhongguancun (ZGC), China’s premier science, technology and innovation zone in Beijing. The analytical framework deals with many of the critical issues of institutional analysis of large-scale economic development and social change: the Chinese experience as radical or gradual change; institutional convergence or divergence; formal and informal institutions; top-down design and bottom-up, spontaneous development. ZGC illustrates the ongoing importance of experimentation in Chinese policy as various institutional innovations have emerged from the zone, both spontaneously and through state-led trial schemes. However, increasing preponderance from the Chinese leadership and the highest state-level institutions may ultimately thwart attempts to turn ZGC into a world-class innovation hub.</p>

Abstract Sleep-tracking devices, particularly within the consumer sleep technology (CST) space, are increasingly used in both research and clinical settings, providing new opportunities for large-scale data collection in highly ecological conditions. Due to the fast pace of the CST industry combined with the lack of a standardized framework to evaluate the performance of sleep trackers, their accuracy and reliability in measuring sleep remains largely unknown. Here, we provide a step-by-step analytical framework for evaluating the performance of sleep trackers (including standard actigraphy), as compared with gold-standard polysomnography (PSG) or other reference methods. The analytical guidelines are based on recent recommendations for evaluating and using CST from our group and others (de Zambotti and colleagues; Depner and colleagues), and include raw data organization as well as critical analytical procedures, including discrepancy analysis, Bland–Altman plots, and epoch-by-epoch analysis. Analytical steps are accompanied by open-source R functions (depicted at https://sri-human-sleep.github.io/sleep-trackers-performance/AnalyticalPipeline_v1.0.0.html). In addition, an empirical sample dataset is used to describe and discuss the main outcomes of the proposed pipeline. The guidelines and the accompanying functions are aimed at standardizing the testing of CSTs performance, to not only increase the replicability of validation studies, but also to provide ready-to-use tools to researchers and clinicians. All in all, this work can help to increase the efficiency, interpretation, and quality of validation studies, and to improve the informed adoption of CST in research and clinical settings.

In this study, we explore the long-term trends of floodplain population dynamics at different spatial scales in the contiguous United States (U.S.). We exploit different types of datasets from 1790–2010—i.e., decadal spatial distribution for the population density in the US, global floodplains dataset, large-scale data of flood occurrence and damage, and structural and nonstructural flood protection measures for the US. At the national level, we found that the population initially settled down within the floodplains and then spread across its territory over time. At the state level, we observed that flood damages and national protection measures might have contributed to a learning effect, which in turn, shaped the floodplain population dynamics over time. Finally, at the county level, other socio-economic factors such as local flood insurances, economic activities, and socio-political context may predominantly influence the dynamics. Our study shows that different influencing factors affect floodplain population dynamics at different spatial scales. These facts are crucial for a reliable development and implementation of flood risk management planning.

Maggi was the most popular instant noodles brand in India, which children in particular loved to snack on. The brand had a dominant position until suddenly in mid-2015 it got engulfed in controversy. Several state food regulators found that Maggi contained monosodium glutamate as well as lead well above the prescribed limits. Both these substances were harmful especially for children. When Nestlé India was confronted with lab test results it stuck to its position that they had a world class quality control process in place and that their products were safe for consumption. Finally, the national food regulator FSSAI, ordered a ban on the sale of Maggi including product recall. Consequently, several state governments imposed temporary ban on the sale of Maggi noodles in their respective states. The future of the company suddenly looked very bleak. Nestlé India was slow to respond to this fast unfolding crisis. Further, their responses were very brief and not adequately culture-sensitive. This led to the feeling in several quarters that the company was probably guilty of wrongdoing. To set right things Nestlé's worldwide CEO flew into India to douse the flames of the controversy and draw up an appropriate strategy to bail out the brand. He address the media, put in place a new CEO for Nestlé India and set brand Maggi on the path of recovery. However, Nestlé India was still facing a number of critical issues. What should be done to win over the trust of its customers? How should it recover market share lost to competitors both old rivals and new entrants? What strategy should it develop to succeed with the new products, especially hot heads, launched along with the comeback strategy? Should it change its approach to dealing with government health officials to prevent confrontations in future? How should it shorten the response time and make it effective in the face of a media backed public outcry in future?

Forest sustainable management aims to maintain the income of woody goods for companies, together with preserving non-productive functions as a benefit for the community. Due to the progress in platforms and sensors and the opening of the dedicated market, unmanned aerial vehicle–remote sensing (UAV–RS) is improving its key role in the forestry sector as a tool for sustainable management. The use of UAV (Unmanned Aerial Vehicle) in precision forestry has exponentially increased in recent years, as demonstrated by more than 600 references published from 2018 until mid-2020 that were found in the Web of Science database by searching for “UAV”+“forest”. This result is even more surprising when compared with similar research for “UAV”+“agriculture”, from which emerge about 470 references. This shows how UAV–RS research forestry is gaining increasing popularity. In Part II of this review, analyzing the main findings of the reviewed papers (227), numerous strengths emerge concerning research technical issues. UAV–RS is fully applicated for obtaining accurate information from practical parameters (height, diameter at breast height (DBH), and biomass). Research effectiveness and soundness demonstrate that UAV–RS is now ready to be applied in a real management context. Some critical issues and barriers in transferring research products are also evident, namely,(1) hyperspectral sensors are poorly used, and their novel applications should be based on the capability of acquiring tree spectral signature especially for pest and diseases detection, (2) automatic processes for image analysis are poorly flexible or based on proprietary software at the expense of flexible and open-source tools that can foster researcher activities and support technology transfer among all forestry stakeholders, and (3) a clear lack exist in sensors and platforms interoperability for large-scale applications and for enabling data interoperability.

With rapid urbanization in the world, new town construction has become prosperous. In particular, new emerging towns in China are unique because of the most significant movement of “building cities”. Over four decades of reform and opening-up, this movement has brought about a special development model known as State-level New Area (SLNA) which, like a new town, is causing a growth spurt in national and regional economic development. By applying the critical theory of production of space, this paper gives an overall analysis. SLNAs generate a new expansion pattern of urban space in the regionalization process dominated by governments. To reveal the spatiotemporal evolution logic of SLNA, the framework identifies the main characteristics contributing to spatial production: both bottom-up and top-down project on construction; a sharp and unordered trend of increment in time scale; an unbalanced regional distribution in the sequential order of “Eastern–Western–Northeastern–Central” among regions; complex spatial overlaying with different development zones and administrative divisions; and large-scale spatial expanding. This paper finds that the ongoing growth of SLNAs is a rapid process of spatial production with more contradictions, which is especially marked by tension between disorder and reorder. We hope to provide theoretical reference and practical guidance for the sustainable urbanization and orderly regional development of SLNAs.

Neural oscillations at low- and high-frequency ranges are a fundamental feature of large-scale networks. Recent evidence has indicated that schizophrenia is associated with abnormal amplitude and synchrony of oscillatory activity, in particular, at high (beta/gamma) frequencies. These abnormalities are observed during task-related and spontaneous neuronal activity which may be important for understanding the pathophysiology of the syndrome. In this paper, we shall review the current evidence for impaired beta/gamma-band oscillations and their involvement in cognitive functions and certain symptoms of the disorder. In the first part, we will provide an update on neural oscillations during normal brain functions and discuss underlying mechanisms. This will be followed by a review of studies that have examined high-frequency oscillatory activity in schizophrenia and discuss evidence that relates abnormalities of oscillatory activity to disturbed excitatory/inhibitory (E/I) balance. Finally, we shall identify critical issues for future research in this area.

Background: The approval of the first SARS-COV-2 vaccines for COVID-19 were accompanied by unprecedented efforts to provide vaccination to healthcare workers and first responders. More information about vaccine uptake in this group is needed to better refine and target educational messaging. Methods: HCA Healthcare used federal guidance and internal experience to create a systemwide mass vaccination strategy. A closed point-of-dispensing (POD) model was developed and implemented. The previously developed enterprise-wide emergency operations strategy was adapted and implemented, which allowed for rapid development of communications and operational processes. A tiering strategy based on recommendations from the National Academies was used in conjunction with human resources data to determine vaccine eligibility for the first phase of vaccination. A comprehensive data and reporting strategy was built to connect human resources and vaccine consent data for tracking vaccination rates across the system. Results: Vaccination of employed and affiliated colleagues began December 15, 2020, and was made available based on state-level release of tiers. Within the first 6 weeks, in total, 203,544 individuals were eligible for vaccine based on these criteria. Of these, 181,282 (89.1%) consented to and received vaccine, 19,788 (9.7%) declined, and 2,474 (1.2%) indicated that they had already been vaccinated. Of those eligible, the highest acceptance of vaccine was among the job codes of specialists and professionals (n = 7,914 total, 100% consent), providers (n = 23,335, 99.6%,), and physicians (n = 3,218, 98.4%). Vaccine was most likely to be declined among job codes of clerical and other administrative (n = 12,889 total, 80.1% consent), clinical specialists and professionals (n = 22,853, 81.0%,) and aides, orderlies and technicians (n = 17,803, 82.6%,). Registered nurses made up the largest eligible population (n = 56,793), and 89.5% of those eligible consented to receive vaccination. Average age among those who consented was slightly older (48.3 years) than those that declined (44.7 years), as was length of employment tenure (6.9 vs 5.0 years). Conclusion: A large-scale, closed POD, mass vaccination program was able to vaccinate nearly 200,000 healthcare workers for SARS-CoV-2 in 6 weeks. This program was implemented in acute-care sites across 20 different US states, and it was able to meet the various state-level requirements for management of processes, product, and required reporting. The development of a standardized strategy and custom, centralized monitoring and reporting facilitated insight into the characteristics of early vaccine adopters versus those who decline vaccination. These data can aid in the refining and targeting of educational materials and messaging about the SARS-CoV-2 vaccine.Funding: NoDisclosures: None

Current conventional wisdom may perceive that higher education is outdated and maybe even likely to collapse. Online education is often predicted to replace brick-and-mortar campuses with systems providing students access to world-class learning via smartphones and tablets. Many private and commercial ventures are embracing such concepts. However, in the race to implement large-scale models, significant key elements such as understanding that learning can be social, affective, personal, and even cultural may be missing. Thus, creative yet research-based programs at the university level are needed. While it is true that existing university structures might inhibit the implementation of radical programs, there are opportunities where such innovation can be offered. In the case of the Department of Educational Technology at the University of Hawaii, an option for a program at the certificate level not necessarily leading to a traditional degree was provided. The certificate option provided an opportunity to explore entrepreneurial models while also incorporating what we understand about learning, the brain, and newer technologies. This paper describes the circumstances and approach that led to the creation of an innovative program that still fit within current university structures.
