The Disease Control Section in the Public Health Directorate is responsible for contact tracing amid the Coronavirus Disease-2019 (COVID-19) pandemic. The Section recruited volunteers to strengthen their contact tracing team. Moreover, a nationwide call for volunteers was ignited in order to support the groups with vigilant case investigation and tracing in order to limit the spread of the infection in the community. This viewpoint report shares the experience of the disease control section with the COVID-19 pandemic in 2020, shedding light on the use of non-healthcare background volunteers and their roles in contact tracing. The utilization of volunteers during outbreaks and emergencies helped multiple entities to continue their operations and thrived through expanding themselves into teams and units. Regardless of the skills and backgrounds of the volunteers, they were allocated efficiently according to their area of interest. This experience indicates that a sustainable volunteer pool is valuable to have, even in non-emergency occasions.

Abstract We report the public health response to a coronavirus disease 2019 (COVID-19) outbreak in a San Francisco shelter where 67% of residents and 17% of staff tested positive for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). We describe the limited utility of case investigation, person-based contact tracing and symptom screening, and the benefits of mass testing in outbreak response.

Abstract Issue Public health problems and interventions are often addressed in sub-optimal ways by not prioritizing them based on the best available evidence. Description of the Problem The public health report 2019 for the Stockholm region aims to inform decision makers, politicians, and public health workers about the risk factors and diseases that account for the biggest part of the burden of disease with a clear focus on high quality evidence and communication of main messages. How did the public health report 2019 affect public health policy in the Stockholm region? Results The public health report 2019 influenced agenda setting, resource allocation and priority setting in the Stockholm region. Lessons We identified the following facilitating factors in the process, of which most also are supported in scientific literature, in chronological order: 1) understanding the policymaking context to be aware of windows of opportunity, 2) establishing relationships with relevant policymakers, engage with them routinely in the decision-making process, and being accessible for questions, 3) doing high-quality research by considering the latest scientific literature, multiple data sources and involving academic experts in the field, 4) communicating clear and relevant messages for generalists by translating research into easy-understandable texts and attractive figures, and 5) active dissemination of the report through multiple channels. In addition, the following barriers were identified: 1) the timeframe of the policymaking process was not in line with the research process, and 2) involving politicians in an early stage can potentially harm the objectivity of research in media messages. Key messages By focussing on major problems, high quality evidence and clear messages a public health report can contribute to more evidence-informed policy making. Engaging decision makers in the process of public health reporting is critical for the impact on agenda setting, resource allocation, and priority setting.

Aim/Purpose: The paper’s objective is to examine the challenges of using the mobile phone to mine location data for effective contact tracing of symptomatic, pre-symptomatic, and asymptomatic individuals and the implications of this technology for public health governance. Background: The COVID-19 crisis has created an unprecedented need for contact tracing across South Africa, requiring thousands of people to be traced and their details captured in government health databases as part of public health efforts aimed at breaking the chains of transmission. Contact tracing for COVID-19 requires the identification of persons who may have been exposed to the virus and following them up daily for 14 days from the last point of exposure. Mining mobile phone location data can play a critical role in locating people from the time they were identified as contacts to the time they access medical assistance. In this case, it aids data flow to various databases designated for COVID-19 work. Methodology: The researchers conducted a review of the available literature on this subject drawing from academic articles published in peer-reviewed journals, research reports, and other relevant national and international government documents reporting on public health and COVID-19. Document analysis was used as the primary research method, drawing on the case studies. Contribution: Contact tracing remains a critical strategy in curbing the deadly COVID-19 pandemic in South Africa and elsewhere in the world. However, given increasing concern regarding its invasive nature and possible infringement of individual liberties, it is imperative to interrogate the challenges related to its implementation to ensure a balance with public governance. The research findings can thus be used to inform policies and practices associated with contact tracing in South Africa. Findings: The study found that contact tracing using mobile phone location data mining can be used to enforce quarantine measures such as lockdowns aimed at mitigating a public health emergency such as COVID-19. However, the use of technology can expose the public to criminal activities by exposing their locations. From a public governance point of view, any exposure of the public to social ills is highly undesirable. Recommendations for Practitioners: In using contact tracing apps to provide pertinent data location caution needs to be exercised to ensure that sensitive private information is not made public to the extent that it compromises citizens’ safety and security. The study recommends the development and implementation of data use protocols to support the use of this technology, in order to mitigate against infringement of individual privacy and other civil liberties. Recommendation for Researchers: Researchers should explore ways of improving digital applications in order to improve the acceptability of the use of contact tracing technology to manage pandemics such as COVID-19, paying attention to ethical considerations. Impact on Society: Since contact tracing has implications for privacy and confidentiality it must be conducted with caution. This research highlights the challenges that the authorities must address to ensure that the right to privacy and confidentiality is upheld. Future Research: Future research could focus on collecting primary data to provide insight on contact tracing through mining mobile phone location data. Research could also be conducted on how app-based technology can enhance the effectiveness of contact tracing in order to optimize testing and tracing coverage. This has the potential to minimize transmission whilst also minimizing tracing delays. Moreover, it is important to develop contact tracing apps that are universally inter-operable and privacy-preserving.

Throughout the COVID-19 pandemic, headlines ranging from “Coronavirus forecasts are grim: It’s going to get worse” to “Covid-19 cases and deaths in the US will fall over the next four weeks, forecast predicts” have dominated the news (Achenbach, 2020; Kallingal, 2021). The weekly-published Center for Disease Control and Prevention (CDC) COVID-19 forecasts have become the go-to forecasts for the media, the public, and various levels of government (Cramer et al., 2021). These projections, generated from epidemiological forecasting, not only inform the public’s caution towards the pandemic but are also crucial for officials to create public health guidelines and allocate resources in hospitals (Gibson et al., 2020). But where do these predictions come from?

The UK’s National Health Service (NHS) COVID-19 contact tracing app was announced to the British public on 12th April 2020. The UK government endorsed the app as a public health intervention that would improve public health, protect the NHS and ‘save lives’. On 5th May 2020 the technology was released for trial on the Isle of Wight. However, the trial was halted in June 2020, reportedly due to technological issues. The app was later remodelled and launched to the public in September 2020. The rapid development, trial and discontinuation of the app over a short period of a few months meant that the mobilisation and effect of the discourses associated with the app could be traced relatively easily. In this paper we aimed to explore how these discourses were constructed in the media, and their effect on actors – in particular, those who developed and those who trialled the app. Promissory discourses were prevalent, the trajectory of which aligned with theories developed in the sociology of expectations. We describe this trajectory, and then interpret its implications in terms of infectious disease public health practices and responsibilities.

This chapter investigates Sri Lanka’s response to the Covid-19 pandemic. Covid-19 has posed for Sri Lanka not only a public health challenge and an economic challenge but also, perhaps most seriously, a crisis of constitutional democracy. Although questions have been raised about the accuracy of government statistics, the scale of testing and contact tracing, and failures in providing protective equipment to front-line workers including military personnel, there is broad public approval of the government’s crisis response. However, much more alarming are the clear signs in the government’s response that the public health emergency has provided the impetus for an aggressive executive takeover of the state, steepening the curve of de-democratization. The chapter then describes the aspects of the governmental crisis response that are the cause of worry, and offers an analysis based on a framework drawn from comparative politics and comparative constitutional law as to the agentic, institutional, and causal dimensions of the democratic backslide underway in Sri Lanka. While the pandemic has undoubtedly boosted the process of executive aggrandizement that had already commenced, this catalysis may in fact also shorten the authoritarian cycle, because the accelerated de-democratization is likely to result in executive actions that cross the threshold of public tolerance sooner in what as yet remains a procedural democracy.

Abstract Background Research in resource allocation is a need arising from State interference by the allocative function, which seeks to promote resource adjustments with the provision of certain goods and public services (Musgrave, 1974; Musgrave & Musgrave, 1980, Longo & Troster, 1993). In this perspective, a research question arises: how has international literature on the field of Business, Management and Accounting been approaching resource allocation in public health? Methods Systematic Literature Review through the Scopus Database. keywords: “public health” and “resource allocation”. The types were Article and Review. Language: English, since it is internationally accepted in scientific articles, and Portuguese, in order to include Brazilian research. Search period: from 1976 to 2017. Areas: “Business, Management and Accounting”. The performed analysis technique was qualitative meta-synthesis and by using the MAXQDA Analytics Pro 18 software. Results The first identified study was in 2000 Sweden, pulished in Health Care Management Science. The most recente in 2017 Brazil, published in Evaluation and Program Planning. Among the countries that presented the largest production, the United States is highlighted (4). Dispersion of publication among reviews was noted. Generally, publications are grouped in four perspectives: adequate allocation, resource management and effective cost; resource allocation for treating specific diseases; resource allocation for decision-making; and health evaluation and the need of informing resource allocation. The prevailing lack of theoretical grounding must be highlighted. Conclusions Can be inferred that this production is recent, that it does not possess a specific focus or outline, as there is a variety of approaches, most of them being geared towards healthcare and disease control, such as cancer, diabetes, overweight, rabies, malaria and infectious diseases. Key messages International literature indicates that the theme is yet unexplored in the field of Business, Management e Accounting and most studies are geared towards healthcare and disease control. Allocation in the public-health policy as a function of the role of the State in providing the necessary budget for financial availability and not cost-wise, suggests lack of research.

   Background: COVID-19 pandemic that started in Wuhan, Hubei Province, China, has spread globally, and Sabah is one of the states in Malaysia that is affected by it. The outburst in social media on discrimination against the people from China impacted the international students from China. Thus, University Malaysia Sabah (UMS) had to play a role in mitigating the COVID-19 pandemic and protecting its students. This article aimed to describe the actions taken by UMS for its international student from China during the early phase of the COVID-19 pandemic.  Methods: This study used a cross-sectional design where all 379 students from China in UMS were screened from February 2020 until March 2020 during the early phase of COVID 19.  Results: During this study period, 0.5% of the students were classified as Persons under Investigation (PUI), while 99.5% were classified as Person under Surveillance (PUS).  Conclusion: The public health interventions included surveillance, contact tracing, monitoring, quarantine, isolation, social distancing, mental health support, and mental health intervention activities. These actions to control the pandemic reduce the state health department's health burden and help the students in need.

Credible, reliable and consistent information to the public, as well as health professionals and decision makers, is crucial to help navigate uncertainty and risk in times of crisis and concern. Traditionally, information and health communications issued by respected and established government agencies have been regarded as factual, unbiased and credible. The U.S. Centers for Disease Control and Prevention (CDC) is such an agency that addresses all aspects of health and public health on behalf of the U.S Government for the benefit of its citizens. In July 2020, the CDC issued guidelines on reopening schools which resulted in open criticism by the U.S. President and others, prompting a review and publication of revised guidelines together with a special “Statement on the Importance of Reopening Schools under COVID-19.” We hypothesize that this statement introduced bias with the intention to shift the public perception and media narrative in favor of reopening of schools. Using a mixed methods approach, including an online text analysis tool, we demonstrate that document title and structure, word frequencies, word choice, and website presentation did not provide a balanced account of the complexity and uncertainty surrounding school reopening during the COVID-19 pandemic. Despite available scientific guidance and practical evidence-based advice on how to manage infection risks when reopening schools, the CDC Statement was intentionally overriding possible parent and public health concerns. The CDC Statement provides an example of how political influence is exercised over the presentation of science in the context of a major pandemic. It was withdrawn by the CDC in November 2020.
