The subject of the research is the assessment of the quality of financial management of budget investment in Russia. The purpose of the research was to analyze the current legal framework for assessing the quality of financial management of budget investment expenditures and make proposals concerning its development. Based on the comparative analysis of the key methodologies for assessing the quality of financial management of budget investment, it has been concluded that it is necessary to clarify the conceptual framework, expand the system of indicators for assessing the quality of financial management of budget expenditures, including budgetary investment, restructuring the system of indicators for assessing the quality of financial management of budget investment, improving the regulatory framework for assessing the quality of financial budget investment management in Russia. The relevance of the paper, as compared with other publications on this subject, stems from the need to take account of the specifics of capital budget investment in the procedure for assessing the quality of financial management of budget investment. The specifics involve a significant amount of budget investment, a long-term nature of investment projects, their high cost, and lack of ongoing results. At the same time, budget investment can have a potential multiplier effect on the volume of the country’s GDP and GRP in the future. Nowadays, the methodology for assessing the quality of financial management of budget expenditures is unified and does not take into account the indicated specified features of budget investment. Incomplete accounting of the budget investment specifics makes it difficult to establish their effectiveness, which in turn reduces the priority of this type of budget expenditures.

The long-term goal of the concept of poverty reduction is to give the same level of welfare for the Indonesian people, and in this research is the development of innovative Models of Poverty Reduction, with the subject on (1) How the application design model of the institutional prevention of poverty through interface Program Quality Improvement of Slums and (2) how the efforts in governance of slum through simulation integration with poverty alleviation. The method used is the description by sharpening the Focus Group Discussion (FGD) about the handling of the slums in the city of Kendari and intervention efforts Increase the quality of housing and slums, so that the governance model can be used in other areas in Southeast Sulawesi.

The article presents the idea of substantiating the practice of designing the creative activity of students in teaching their native language, determining the subject, purpose, and objectives of a pedagogical experiment in order to describe its specifics, description of the course of the experiment, analysis of its results. The main goal of designing the creative activity of students in teaching their native language is to increase the efficiency and improve the quality of education. When and under what conditions does the design of students' creative activity in teaching their native language give the desired pedagogical effect? The answer to this question makes it necessary to conduct a comparative analysis of the types of training, including creative, with explanatory and visual training.

- The success of the French nuclear program can suggest valuable lessons to Italy if she wants to come back to this technology: - nuclear is a choice of long-term that requires stable and long lasting strategies and does not tolerate "stop-and-go" and change of mind according to the pace of change of political majorities and governments; - in order to be competitive, a number of standardized reactors not too distant in time has to be realized; - the "country system" must be able to manage a complex industrial program, not in autarky, but in the framework of the single European market; - the public acceptance attitude should be developed and consolidated over time through the quality of industrial initiatives and demonstration of knowing how to achieve to announced targets; - the legal framework for the authorization process and the organization of the security authority should be guided by the international "best practices". The aim of this article is to present the results of multidimensional comparative analysis methods used to assess the state of the environment in Dolnośląskie voivodship in the cross-section of powiats. The research was conducted on the basis of data from the CSO of Poland for 2015 concerning the state and environmental protection in 30 powiats of Dolnośląskie voivodship. The method of linear ordering of objects based on a pattern object (or an anti- -pattern object) was used in the research. Many of them described in the subject literature usually lead to differing results (rankings of objects are not the same). It results from i.a. the adopted methods of normalization and weighing of variables and aggregations (creation of synthetic variables). The article is an attempt to compare the results of linear ordering of powiats due the environmental state with the use of method based on a pattern object (or an anti-pattern object). In the rankings correctness analysis, quality indicators were used to evaluate the quality of linear ordering methods.

The success of software projects is driven by the magical triangle between time, budget, and quality. While short term thinking focuses on time and budget, it is quality that has the most important impact on long term customer satisfaction. Thus, providing good quality software is crucial for success. Quality is influenced by several factors. It depends on the entire software development process and related activities (e.g., requirements management, configuration management, design controls, etc.). However, quality cannot be forced from outside. It is well known, but often forgotten, that it is the team and its relation to the project manager that decides on success or failure of a project. Improving the skills of the project managers improves the quality of the products. The limiting factor usually is not related to technical skills that can be trained quite easily. In fact, project management is all about communication and leadership competencies which are far more difficult (but not impossible) to train. In this paper, the author reports on experiences with this kind of training from an industrial point of view. In particular, the author describes what was most helpful and where the major difficulties lay.

ABSTRACT Objective To determine the factors affecting the quality of home based long-term care (LTC) provision for the adult bedridden patients in Chandigarh, India. Materials and methods This cross-sectional study was conducted on 100 bedridden patients in Chandigarh. Disability was assessed using the Katz index and an interview schedule based on Craig handicap assessment and reporting technique (CHART) was used to assess the care provision to the bedridden patients. Available medical records and brief medical examination were also conducted on the spot. Quality of care was assessed based on the Donabedian model. Factors associated with the quality of care provision, based on literature, were examined for association in the study cases. Results Mean age of the bedridden patients was 69 years. Sixtyeight patients lived in joint families. All had total dependence in the domains of bathing, dressing, toileting and transfer. The commonest cause of disability was neurological diseases. Mean duration of being bedridden was 16.4 months. Though the rates of complications like urinary infections (89%), bedsores (54%) were quite high, 57% patients reported satisfaction with the quality of care they were receiving. However, only 18 males and 6 females subjects were receiving good quality care according to our evaluation. Ownership of property/money by the subject was the only factor found to be associated with good quality of care. Gender of the subject, degree of disability, type of family in which the subject was living in and whether the patient is currently married or not did not seem to significantly affect the quality of care received by the subjects. Conclusion Though more than half of the study subjects reported subjective satisfaction with the quality of care being received, objective evaluation based on the study criteria showed that only a quarter were actually receiving good quality care. Furthermore, the economic worth seemed to positively influence the quality of care being received by the subjects. How to cite this article Singh T, Minhas AS. The development of social entrepreneurship as a special business type is in its beginning in Latvia, therefore its development conditions have been researched very little. The legislation regulating this type of business activity commences on the 1st April 2018. In order to promote the development of social entrepreneurship and at the same time promote employment opportunities for unemployed persons who are less favoured, persons with disabilities and other socially vulnerable persons, the EU Structural Funds support for the realization of these strategic goals is available for social businesses. The research carried out a comparative analysis of the legal framework regulating social entrepreneurship in the Baltic States and an analysis of economic preconditions and the support system for social entrepreneurship. The present research contributes to research on social entrepreneurship in two aspects: 1) the legal framework distinguishing this business form from others is analysed; 2) economic preconditions for social entrepreneurship as well as its socio-economic goals and the relevant institutional framework in Latvia are analysed. The subject of the research: preconditions and prerequisites for social entrepreneurship. Methods of the research: the monographic method, statistical analysis and comparative analysis.

The article starts by examining the reasons behind the relatively recent growth of English as a medium of instruction (EMI) in Russian higher education institutions, from internationalization to more altruistic motives. While internationalization in Russia has recently been facilitated through a top-down approach at a national level, the quantity and quality of courses and programs taught in English are the responsibility of Russian universities and are primarily managed at an institutional level. Russian higher education institutions (HEIs) have been employing several strategies such as international recruiting, long-term university partnerships and faculty development. The authors take a closer look at each strategy, assessing its strengths and weaknesses, and illustrating it with some examples. Comparative analysis of the strategies under scrutiny allows to highlight more effective ones which are likely to positively impact the quantity and quality of EMI in Russian higher education in the years to come.

The insurance market in each country is an indicator of the economy and sustainable business development. When the stability and well-being of a country reaches a certain level, both workers and employers begin to think about their future, to ensure their old age, to finance the risks that exist in everyone’s life, property insurance, and so on. The rapid aging of the world’s population is depleting the financial capacity of citizens, leading to low levels of health care and pensions. Insurance makes it possible to provide daily human protection – both today and in the future. This leads to two effects – the state has additional long-term funds that provide financing for investment projects, which contributes to the further development of the country’s economy; citizens receive insurance protection, savings for future periods, and thus – protection of human interests. The insurance market in Ukraine is at the stage of constant formation. The main obstacles and problems of its development are the unstable socio-economic situation at the present stage and the peculiarity of the cultural and historical traditions of Ukrainian society, the problems of the COVID–19 pandemic and unstable economic development. Therefore, even with significant changes in the legal framework, the insurance market is quite weak in the economy and requires changes in government regulation, namely: strengthening legal and economic mechanisms to protect the interests of the insured and encourage the public and employers to conclude contracts; improvement of investment and credit legislation, directions and spheres of activity of the insurer.

To assess the modern approach in determining the severity of harm to human health in acute intestinal infections, an analysis of the acts of the forensic medical examination of living persons who have suffered acute intestinal infections was carried out on the basis of the forensic medical examination bureau of the southern region for 2018–2019. The analysis showed that today, children are more susceptible to acute intestinal infections, and according to the standards for assessing the degree of harm to human health, the main factor is taken into account, the number of days spent on inpatient or outpatient treatment, regardless of the severity of the infection. In this case, no attention is paid to the long-term consequences of the infection, which, in turn, lead to chronic diseases of the gastrointestinal tract and significantly reduce the quality of life. The findings indicate the need to develop criteria for assessing the severity of harm to health in acute intestinal infections. This will make it possible to systematize the approach and objectively assess the degree of harm caused to health.
