The subject of the research is state policy in supporting export of industrial and agricultural produce. The purpose of the work is to propose actions aimed at the increase of competitiveness of industrial and agricultural production and at creating mechanisms for its advancement to international markets in the context of Western sanctions intensifying and the necessity to escape raw materials based development model. To achieve these goals, new institutions for national business development are created, export oriented branches of production are developed. The amount of state participation in financing industry and agriculture development is increasing. Russian Export Center has been organized. It supports in financial and nonfinancial way Russian companies that are ready to raise the competitive advantages of their production and to enter foreign markets. It is concluded that due to the actions that the state puts into practice to fulfill complicated and ambitious tasks aimed at competitive recovery of home products and at increasing of non-resource exports some positive results have been achieved both in industrial and agricultural production. The results, however, are not weighty enough to dramatically change the place of Russia in international division of labor. As before, resource commodity still constitutes a significant part of export. The state policy lays special emphasis on financing branches of industry without taking into consideration their effectiveness. Financial and nonfinancial instruments are of high importance, but they should be used in the framework of a comprehensive approach. The transition to a new industrial and technical development platform, modern knowledge, technologies and innovations deployment are yet not in line with the requirements for international competiveness of domestic product.

Проведен комплексный анализ эффективности товарной стратегии пищевого предприятия по производству и реализации консервированной сельскохозяйственной продукции за 7 мес. – с июня по декабрь 2017 года. Дана оценка ассортименту выпускаемой продукции, эффективности взаимодействия с поставщиками сырья и покупателями готовой продукции, конкурентных преимуществ. Выявлены недостатки в схеме товародвижения. Предложены рекомендации по совершенствованию товарной стратегии. The complex analysis of efficiency of commodity strategy of the food enterprise for production and realization of tinned agricultural production in 7 months – from June to December, 2017 is carried out. An assessment is given to the range of products, efficiency of interaction with suppliers of raw materials and buyers of finished goods, competitive advantages. Shortcomings of the scheme of merchandising are revealed. Recommendations about improvement of commodity strategy are offered.

The article discusses the personnel problem as an important factor in the development and digitalization of Russian economy in the field of agriculture. The problems of modern labor resources in agricultural production are highlighted. The ways of addressing the problems are explored: changing social working conditions, increasing motivational components both in the state policy in the field of agriculture and in the development of methods and mechanisms for managing labor resources at specific enterprises with special reference to the particular features of their production; creating the necessary modern infrastructure, updating the content of educational programs, training, retraining and professional development, improving the management mechanisms of the industry, etc.

During the final century of its existence, the Ottoman state, seeking to adapt and survive in a European-dominated world, launched a series of far-ranging reform programs touching nearly every aspect of Ottoman life. The financial basis of these programs rested on a predominantly agricultural economy characterized by Ottoman and foreign observers alike as backward and impoverished, yet possessing vast potential.Generally, these observers also agreed that Turkey's function in the industrializing world was to supply agricultural produce and raw materials. The expansion of Turkish agricultural production would not only help satisfy increasing European demand but also, by raising Ottoman revenues, both ensure the continuation of the Ottoman Empire and provide the additional funds required by the modernization efforts.

The urgency of the formation of technological competitiveness of the Ukrainian economy under the current global challenges and threats is substantiated. The analysis of the national institutional and organizational system of state policy of ensuring technological competitiveness of the economy has been carried out. The importance of forming in the country of institutional, organizational and institutional-legal systems of the state policy of ensuring innovation-technological activity and development is pointed out. The condition of the institutional and legal system of the state policy of ensuring technological competitiveness of the Ukrainian economy is revealed. The results of the analysis of the state policy of ensuring the technological competitiveness of the Ukrainian economy by management functions are presented. The paper emphasizes that the following disadvantages of the state policy of ensuring technological competitiveness: by the function of analysis - the lack of a system of complex analysis and evaluation of innovation and technical activity; by function of planning - non-institutionalization of the system of programming and planning of technological competitiveness of economy; by function of organization - non-construction of a complete organizational and institutional system of state regulation of innovative activity; by function of motivation - absence of sufficient customs-tariff and budget-tax stimulation of innovation and technological activity; by the control function - unformed environment of independent institutions for monitoring and control of the state innovation and technological policy. The paper substantiates that technological competitiveness of the economy is formed in stages according to the levels: factor competitive advantages of strategic enterprises, strengthening of competitive positions of clusters, development of "strong" industries, technological competitive advantages of the economy, international competitiveness. The fact that technological competitiveness of each country is based on its own model and does not fit into the universal "ideal" scenario is emphasized.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

The problems and prospects of transport and logistics industry have been considered. The most common innovative technologies used by transport companies have been highlighted. The analysis of factors that hinder the digitalization of the transport and logistics industry, as well as factors that affect the development and implementation of innovative technologies has been carried out. The state policy in the field of development of digital technologies of transport logistics has been studied. The shape of the digital space of transport logistics in the near future has been determined. The influence of digital technologies, which are used in the global transport and logistics infrastructure on the activities of companies, has been considered. It has been concluded, that the use of innovative technologies by transport companies, which is currently dictated by the conditions of digitalization of the economy, directly affects its competitive advantages in the industry.

Agriculture, for many reasons, can be considered one of the most important sectors of the economic complex of Ukraine. Its significance is determined, in our opinion, in particular by the dynamics of growth of agricultural production, which, in turn, depends on many, to some extent, important factors. In particular, how perfect is the state policy on the agro-industrial complex, especially in terms of regulating the pricing of basic agricultural products, to what extent the state policy on agricultural development takes into account the specifics of a region (area), including climatic conditions, the nature of historical production, the age structure of the population, its worldview, etc., that is, ultimately, to what extent the state policy to support agriculture meets the interests of the individual producer. All this is directly reflected in the growth (decrease?) rate of agricultural production, which determines the relevance of the study. The main, most important provisions of the article are: firstly, the statistical information provided in the proposed article on the specifics of agricultural production in Ukraine, its detail in terms of areas in a more generalized form can give a holistic, complete picture of its features in each of the regions of the country, which in some cases took place; secondly, in the direct context of the above, we consider it appropriate to highlight separately that despite all its ambiguity, the advantage of the above statistical material on the peculiarities of agricultural production in Ukraine in 2020 (2019) in absolute terms is that if needed it can significantly expand the range of necessary calculated information, on what, actually, the offered article was based also; thirdly, taking into account the above, however, different, one of the most important features of the proposed article is that the structure of agricultural production was analyzed in terms of production ratios of the main groups of producers of this type, which, as practice shows, were agricultural enterprises and farms of the population, and, emphasizing, in each of the regions of Ukraine; fourthly, perhaps not least, the significance of the analysis of the ratio of production volumes of the main groups of agricultural producers in Ukraine is enhanced by its detailing given their main subspecies, such as crop and livestock, which, in a sense, can be the basis for not only few more global and cognitive conclusions. Regarding the purely conclusions, one of the most important components of the article, we even consider it necessary to consider two of them separately: firstly, agriculture is an integral part of the national economic complex of Ukraine and the efficiency of its functioning can be one of the most important indicators of the level of economic development of the country as a whole; secondly, we believe that the efficiency of agricultural production both in Ukraine as a whole and, in particular, in its individual regions is determined not so much by optimizing the ratio of major groups of producers, which, as practice shows, were agricultural enterprises and households, how perfect the economic mechanism of functioning of each of them in particular.

This article discusses the state of food security factors and indicators in Uzbekistan and its regions. Relevant comments were also made on the state's participation and support in ensuring these indicators. Special attention is paid to the factors and indicators of food security. Agricultural production indicators are taken as one of the key factors in ensuring food security in the country and its regions, and these indicators were analyzed by republic and its regions. In the course of this analysis, the analysis of indicators of growth of agricultural production in the country and its regions, the structure of agricultural production was carried out. Based on the data studied, conclusions are drawn about the current state of development in terms of food security and recommendations are made on the main directions of state policy in the country and its regions.
