This article discusses the state of food security factors and indicators in Uzbekistan and its regions. Relevant comments were also made on the state's participation and support in ensuring these indicators. Special attention is paid to the factors and indicators of food security. Agricultural production indicators are taken as one of the key factors in ensuring food security in the country and its regions, and these indicators were analyzed by republic and its regions. In the course of this analysis, the analysis of indicators of growth of agricultural production in the country and its regions, the structure of agricultural production was carried out. Based on the data studied, conclusions are drawn about the current state of development in terms of food security and recommendations are made on the main directions of state policy in the country and its regions.

The chapter on Poland focuses on two questions. Why, in contrast to all other state-socialist countries, did the church’s capacity for integration actually increase rather than decrease despite persecution and discrimination during the communist period? And why has this capacity also remained more or less constant (albeit to a lesser extent) in the period since the end of communist rule? The authors have identified four key factors in the remarkable resistance of the Polish Catholic Church during the period of communist persecution: the fusion of religious and national values, the specific conflict dynamics of the church’s struggle with the state, the structural conservatism of agricultural production in Poland, and the actions of Pope John Paul II. Explanations for the surprising stability of religiosity in Poland after 1990 point to the behaviour of the Church itself, to the internal pluralization of Catholicism, and to the impact of a homogeneous religious culture.

The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

The state program “Development of aquaculture (commercial fish farming) in the Russian Federation for 2015-2020” (hereinafter referred to as the State Program) determines the main directions for the development of the fisheries complex and its financial support. However, the current program does not sufficiently elaborate the forms of state support for this sphere of agricultural production, which would contribute to the accelerated development of the industry. It should also be noted that the existing potential of aquaculture in Russia is not fully utilized. The Institute of Economics of the Irkutsk State Agrarian University named after A.A. Ezhevsky, in collaboration with the Ministry of Agriculture of the Irkutsk Region, assessed the fulfillment of tasks of the State Program, identified factors hindering the development of aquaculture in Russia and its regions, and developed recommendations for improving the forms of state support for economic entities in the industry.

The article discusses the personnel problem as an important factor in the development and digitalization of Russian economy in the field of agriculture. The problems of modern labor resources in agricultural production are highlighted. The ways of addressing the problems are explored: changing social working conditions, increasing motivational components both in the state policy in the field of agriculture and in the development of methods and mechanisms for managing labor resources at specific enterprises with special reference to the particular features of their production; creating the necessary modern infrastructure, updating the content of educational programs, training, retraining and professional development, improving the management mechanisms of the industry, etc.

The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.

The article is devoted to the modernization of domestic agricultural production, its support from the state, the introduction by agricultural producers of innovations in the production process. The article systematizes the views of economists on the forms (directions) and methods of supporting innovation in agriculture. Modernization of agricultural production is one of the primary tasks of increasing the competitiveness of the industry. Improvement of production in agriculture, which is impossible without the use of innovation, is becoming a key factor in achieving success in competition in foreign markets for agricultural products. Statistics show that the technical and technological modernization in the industry is extremely weak. It should be noted that the level of innovation in domestic agriculture is about 10%, while in the US it is more than 50%. The decline in the production of agricultural machinery threatens the technical and technological modernization of the industry, since agricultural producers with limited financial capabilities, with the continuation of this negative trend in the near future, there will be no possibility of an alternative choice when acquiring the much-needed equipment. The insignificant financing of innovations in agriculture by the state led to the fact that only 2% of agricultural enterprises introduce innovative technologies into their activities. The state needs to support domestic producers of agricultural equipment, since their absence poses a real threat to the food security of the national state.

The authors provide a list of state bodies and nongovernmental organizations involved in the inclusion of immigrants into Polish society, evaluate their activities, and also declare the need to create a coherent state policy for the integration of foreigners.

The issue of food security is still relevant, especially in the context of a pandemic and an economic crisis. However, along with the physical and economic availability of food, the issue of food compliance with quality and safety standards has come to the fore. The transition of many countries to the production of genetically modified products affects the health of the population and the future generation. Therefore, the main direction of agricultural policy should be to support organic producers.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

The problem of payback of subsidies in agricultural industry due to obligatory payments in the budgetary system of the country rises. It is shown that the minority of this problem for the state is caused by the social and economic importance of the industry for society and inaccuracy of opinion on low budgetary efficiency of allocations in agricultural production. The technique of assessment of efficiency of use of funds of state support from a position of the state financial system is proved. On the basis of the analysis it is revealed that at creating favorable conditions of development of producers not only prerequisites of ensuring food security and preservation of rural territories, but recoverability of means due to obligatory payments in the budget and off-budget funds are formed. By means of the constructed models the optimum ratio of payback of subsidies and profitability of costs of production taking into account conditions of simple and expanded reproduction of resources without loss of cost of the budgetary investments is revealed. The importance of results of a research consists in the revealing opportunities of planning of efficiency of use of the raised funds in production of agricultural products both for agrarian business, and for the state.
