This paper reviews literature on the skills and competencies required by academic librarians in an Internet-driven environment. Content analysis methodology was used to review literature. Purposive sampling was also used for identifying literature on skills and competencies of librarians in the use of Internet services in academic libraries. A total of 118 publications were selected. Findings from the articles reviewed show that librarians from developed countries required skills and competencies in Internet usage to provide effective library services. However, the findings also show that academic librarians from developing countries, especially in Africa, are still lagging behind regarding Internet skills and competencies to provide effective information services in the library. The paper concludes that despite changes brought by the Internet, there are still gaps in the way library services are provided because of poor Internet knowledge, skills and competencies of academic librarians. The paper recommends that academic librarians in African countries acquire Internet skills and competencies to update their knowledge and technological skills for effective library service provision.

The goal of this research was to investigate the determinants that influence foreign tourism arrivals to the African continent, firstly as a collective and secondly in different regions, with the aim to foster a greater understanding of how African countries and regions can grow their tourism economies. Using static and dynamic panel estimators, two key findings were identified from this research: (1) tourism to the continent is influenced by income in developed countries, prices, telecommunication infrastructure and geographical factors as well as conservation efforts and (2) the regions in Africa do not all react the same to changes in these factors.

AbstractWhereas developed countries were the main players in the GATT dispute settlement mechanism, the era of the WTO saw a sharp increase in the developing countries’ participation in trade disputes. Thus, developing countries are active complainants and defendants in the WTO dispute settlement processes. Nevertheless, African states are still marginalised, and this situation has attracted attention of many scholars. As a result, scholars in the field have come up with many reasons to explain why African states do not appear as either complainants or respondents. The reasons for Africa’s non-participation have been argued to include cost of WTO litigation relative to the gains, low trade volumes, legal knowledge and non-integration of African countries in the WTO system. This article seeks to contribute to the existing literature on Africa’s non-participation in the WTO dispute settlement. The goal in this article is to confirm or dispel assumptions that African states have interests that they need to safeguard through dispute settlement but are inhibited from doing so because of the reasons mentioned above. Unlike other studies, the determination on Africa’s non-participation in the WTO dispute settlement will be approached from African states’ participation in intra-Africa RTA dispute settlement mechanisms. While there are six intra-Africa RTAs notified to the WTO, this work focuses on only two – East African Community and Southern Africa Development Community.

The ongoing SARS CoV-2 pandemic also known as COVID-19 is a highly infectious and deadly disease that has disrupted socio- economic activities  and killed over 500 000 people worldwide during the past six months since it first erupted in Wuhan China in December 2019.While intensive efforts  are under way in the developed countries to find a vaccine and cure for the disease, Cameroon and other African countries should not fold their hands and wait , but join the search for new remedies including from cures from traditional herbs while rigorously applying barrier and social  distancing measures that have proven effective in in curbing the spread of the disease. Herein we enumerate a short list of research priorities that are feasible in our milieu and that could improve on diagnostics, treatment and prevention of the disease in the short and medium terms. This chapter highlights the current developments in the area of intellectual property having direct consequence for the prospects of Africa's knowledge society. Even though African countries, especially the Least Developed Countries (LDCs), have not yet faced pressure from the EU, US, and EFTA for higher intellectual property standards, the situation may change soon with the imminent deadline for conclusion of Economic Partnership Agreements in 2014, the lapse of Africa Growth and Opportunities Act in 2015, and the expiry of the Cotonou Agreement in 2020. African countries will be well advised to decouple trade and intellectual property issues by promoting interregional trade or trade with other developing countries that do not demand TRIPS-Plus protection. They must also negotiate intellectual property within the ambit of the WTO.

The objective of this paper is to provide a strategic framework for a secure cyberspace in developing countries, taking cognisance of the realities and constraints within a developing milieu; and to discuss if the risk of cyber warfare and related techniques against developing countries should be addressed within ‘The Framework'. Cybersecurity policies and related strategies are required for developing countries in order to effectively safeguard against cyber related threats (the same as for developed countries). These policies and strategies for developing countries will differ from those of developed countries due to the unique realities within a developing world. Africa in specific is presently seen as a hotbed for cybercrime, and one of the reasons is that many African countries do not have a proper framework, policies and procedures to properly protect cyberspace. Experience has also shown that a pure adoption by developing countries of the cyber frameworks of developed nations will not always be effective, especially due to the unique requirements and realities within developing worlds, such as limited resources, infrastructure, technologies, skills and experience. It is also necessary when talking about a strategic framework to secure cyberspace, to discuss cyber warfare, its general application and its possible utilisation as part of the strategy to protect national critical information infrastructure. This, as part of a developing country's national security strategy in addition to traditional cybersecurity defence measures. The approach taken for the research program, and discussed in this paper, is based on a comprehensive literature study on several existing cybersecurity policies and strategies from both developed and developing countries. From this the drivers / elements for national cybersecurity policies and strategies were identified. These drivers were than adapted to specifically relate to the requirements of developing countries, and then, utilising the identified and adapted drivers, our strategic framework for developing countries to secure their cyberspace was developed. This document will be very useful for those African countries venturing into defining relevant policies and procedures.

This chapter identifies four clusters of nations based on state of development, in order to highlight significant qualitative differences that may call for different law and policies. The first cluster comprises the least developed sub-Saharan African countries with the most resource-challenged competition authorities, such as Benin and Togo. The second cluster compromises nations that have advanced economically to a perceptibly higher level. The third cluster is a “group” of one—South Africa. With all of its challenges, the South African competition regime is as close to a gold standard as there is in sub-Saharan Africa. Finally, for comparison, the fourth cluster comprises the developed countries, led in particular by the European Union and the United States. These nations have open economies, fairly robust markets, good infrastructure, and good institutions. The chapter proceeds to identify, from the point of view of each of the clusters, the most fitting competition framework nationally and globally. The chapter proposes how the divergences can be brought into sympathy.

The level of E-Planning development in African cities is in general far behind cities in developed countries. This is also, to a large extent, what happens in the five Lusophone African countries (Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe). Besides sharing a common colonial history, administrative tradition and language these five African countries have in common similar urban planning cultures. In the recently published report “E-Government Survey 2012: E-Government for the People” the United Nations confirms a growth tendency in the implementation of e-government throughout the world, a trend that will make possible the development of E-Planning in countries where this new urban planning paradigm is still missing or has been insufficiently implemented, as is the case of the five Lusophone African countries. This review of the UN 2012 E-Government Survey aims to summarize and discuss the key challenges for e-government development identified in the survey and, based on these findings, to explore the challenges and prospects for e-Planning adoption in the five Lusophone African countries.

Background: Stroke is the second leading cause of death and adult-onset disability globally. Although its incidence is reducing in developed countries, low- and middle-income countries, especially African countries, are witnessing an increase in cases of stroke, leading to high morbidity and mortality. Evidently, a new paradigm is needed on the continent to tackle this growing burden of stroke in its preventative and treatment aspects. Aims and Objectives: The aim of this study was to determine the scope of stroke care services, where they exist, and their relationship with currently existing health systems. Methods: A detailed literature search was undertaken referring to PubMed and Google Scholar for articles from January 1960 to March 2018, using a range of search terms. Of 93 publications, 45 papers were shortlisted, and 21 reviewed articles on existing stroke services were included. Results: The literature on models of stroke services in Africa is sparse. We identified focused systems of care delivery in the hyperacute, acute, and rehabilitative phases of stroke in a few African countries. There is a continent-wide paucity of data on the organization of prehospital stroke services. Only 3 African countries (South Africa, Egypt, and Morocco) reported experiences on thrombolysis. Also, the uptake of dedicated stroke units appears limited across the continent. Encouragingly, there are large-scale secondary prevention models on the continent, mostly within the context of experimental research projects, albeit with promising results. We found only 1 article on the interventional aspects of stroke care in our review, and this was a single-center report. Conclusions: The literature on the organization of stroke services is sparse in Africa. Dedicated action at policy, population, community, and hospital-based levels is urgently needed toward the organization of stroke services to tame the burgeoning burden of stroke on the African continent.
