Challenges and Prospects for E-Planning in Lusophone African Countries

The level of E-Planning development in African cities is in general far behind cities in developed countries. This is also, to a large extent, what happens in the five Lusophone African countries (Angola, Cape Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe). Besides sharing a common colonial history, administrative tradition and language these five African countries have in common similar urban planning cultures. In the recently published report “E-Government Survey 2012: E-Government for the People” the United Nations confirms a growth tendency in the implementation of e-government throughout the world, a trend that will make possible the development of E-Planning in countries where this new urban planning paradigm is still missing or has been insufficiently implemented, as is the case of the five Lusophone African countries. This review of the UN 2012 E-Government Survey aims to summarize and discuss the key challenges for e-government development identified in the survey and, based on these findings, to explore the challenges and prospects for e-Planning adoption in the five Lusophone African countries.

This chapter explores trends in the development of e-governance in Africa, issues, challenges, opportunities, and innovative practices, as well as the impacts that such process is likely to have in the progress of Urban e-Planning in the continent, namely in the five Lusophone African countries: Angola, Cape Verde, Guinea-Bissau, Mozambique, and Sao Tome and Principe. The first part is focused on e-governance development in Africa. The second section deals with the case of the Lusophone African countries. The level of Urban e-Planning development in African cities is in general far behind cities in developed countries. Besides sharing a common colonial history, administrative tradition, and official language, these five African countries have in common similar urban planning cultures. Despite the overall negative picture of e-governance development in Africa that emerges from this overview and the huge barriers it is confronted with, there are signs that it is possible to have a rapid and sustained progress in the field of Urban e-Planning in the near future.

Poverty has become one of the most important problems for both underdeveloped and developed countries along with increasing globalization in the world since the second half of the 20th century. On the other hand, it has been claimed that the world is having its richest period of time. While two billion and five hundred millions of the people live under 2 US dollars, which has been determined by the World Bank as the poverty line, one billion and two hundred million of people live under 1 US dollar which has been determined as the hunger line. In our study, dimensions of poverty problems in certain significant countries and continents of the world (such as OECD and African countries) will be tried to be explained by giving quantities and graphics. Besides giving the rates of poverty in Turkey and Kazakhstan, studies concerning this issue and examples as regards their solutions will be given. As a result, suggestions towards lessening the rates of populations in those countries which have poverty and increasing life standards will be tried to ve given.

: Social, political and institutional factors play a major role in the country's economic development and economic growth in developing and developed countries. Corruption, which is a symptom of deep institutional weaknesses, is one of the factors responsible for reducing investment and spending (for education and health), increasing income inequality, decreasing foreign direct investment, and allocating resources. It tends to grow faster than the dynamics implemented to neutralize it. Systematically, it has caused many disturbing problems in all countries of the world. Based on a Transparency International report. Corruption is one of the greatest contemporary challenges of the world. It determines good governance, leads to inefficient resource allocation, disrupts the private and public sector, and often affects the poor. The people in the world carry the phenomena that society has so far encountered but has neglected. Nepotism usually means hiring close relatives, close friends, regardless of their merits and abilities. While corruption poses a permanent threat to both the economic system and the country's legal system. The purpose of this paper is; To assess the factors that have influenced the appearance and development of nepotism and corruption. Then, analyze the influence of nepotism and corruption in the country's economy. The impact of nepotism on employment and the advancement of relatives in the important sector of the country as well as the influence of corruption and nepotism in justice institutions. The research results will be useful for researchers who will be concerned with analyzing the influential factors of nepotism and corruption.

Sustainable development (SD) has increasingly played a key background role in government policymaking across the world, especially for the least developed countries in Africa. Therefore, the purpose of our research is to study the SD of African countries in public life, education, and welfare, and then to help policy makers better monitor the status of sustainable development and formulate development policies in these aspects. We firstly propose a new method to assess the SD in public life, education, and welfare. Then we assess the SD status in 51 African countries as well as other countries in the world. After that, we also make a comparison between African countries and the countries in other continents.

Sub-Saharan Africa is a part of the world that is highly affected by a large number of atrocities, causing a myriad of financial, physical health, and mental health consequences. Yet, unfortunately, according to the World Health Organization (WHO), this is also the part of the world that is least served by mental health services. In response, the WHO has created mandates to increase mental health resources and capacity in all countries. Researchers have taken on the work of introducing and adapting treatments in various sub-Saharan African countries with an aim to create sustainable, evidence-based treatment in a part of the world with high need. The current qualitative systematic review of the literature examines 20 articles that report on research conducted in sub-Saharan African countries with children who have suffered different types of traumas. This review answers questions concerning the types of treatments used, the people administering the treatments, the measures they take to adapt these treatments, and the types of outcomes that are seen. Overall, the majority of treatments being used are shown to be effective with the associated populations.

Nowadays modern economics is going through a lot of changes, that makes Ukrainian businessmen track its all current trends to support the necessary level of competitiveness on the world market. The purpose of the paper is to research the current trends of the global economy and identify its prospects. The study has brought the following results. The authors identified that among the most significant trends that determine the future of the global economy are the following: economic convergence, globalization, changes in the ranking of economic growth leaders in favor of Asian countries, the growth of cryptocurrency markets, constant growth of the global debt, changes in the demographic map in favor of African countries. China, which has been considered to be the major driver of global economic development for the last decade, will gradually lose its positions to India. The article points out that today we can observe a phenomenon of economic convergence, which approximates level of economic development of different countries through faster growth rates of gross domestic products in developing countries compared to developed countries. The main causes of economic convergence include globalization, which has contributed to the spread of know-how, decline in the working-age population in developed countries compared to the rest of the world, increase in labor productivity in developing countries, and redistribution of the labor force of these countries toward higher productivity sectors. The study identifies the prospects for modifying the economic map of the world based on the following factors: increase in the rate of development of Asian economies, population growth and urbanization of certain countries in Asia and Africa, slowdown in the economic development of developed countries and the aging of European nations. The article identifies that all of these trends take place in the framework of the fourth industrial revolution, which largely determines these changes, shaping the sectoral and geographical structure of the global economic development and employment.

In Art. 3, para. 5, the Treaty on European Union (TEU) lays down the objectives of the Union in relations with the wider world, which are further explained in detail in Art. 21. In the first place, para. 5 refers to the promotion of the Union’s values. The list of values can be found in Art. 2 TEU (“The Union is founded on…”), which lists the principle of democracy, the rule of law and respect for human rights, human dignity, freedom and equality. They are to be upheld and promoted by the Union in the wider world. Thus, they are directly linked to external policy. Next, the list of values in Art. 2 is repeated in Art. 3, para. 5 as objectives of the Union’s external policy and in Art. 21, para. 1 as principles. For this reason, international agreements concluded between the EU and third countries all contain a “human rights clause” as an essential element of the agreement, the violation of which might result in the suspension of the agreement. This article focuses on the human rights clause in relations between the EU and selected non-democratic Sub-Saharan African countries. The main legal basis governing bilateral relations between the EU and those countries is the Cotonou Agreement. The “human rights clause” is to be found in Art. 9 thereof. This clause is especially interesting since it is the only one that has been implemented in practice. Moreover, it is often presented as the most elaborate one, and as a consequence is very often shown as a “model” that should be followed in other international agreements, especially in association agreements. So, the “human rights clause” contained in the Cotonou Agreement has its own characteristic features. Firstly, as it was mentioned above, it is the only one that has been activated in practice. Secondly, the “non-execution clause” is much more detailed, and finally, much more emphasis is laid on political dialogue and on the consultation procedure. This paper provides a propaedeutic analysis of legal cooperation between the EU and selected non-democratic Sub-Saharan countries in the area of human rights protection. Its main objective is to answer the following questions: to what extent the EU cooperates with such countries? What are the issues the clause covers? Is it effective? To what extent could it be enhanced? For analysis, the following countries have been chosen: Chad, Ethiopia, Rwanda, Uganda, and Zimbabwe. According to the Freedom House’s annual Freedom in the World report, the Global Freedom Scores for all these countries do not exceed 35 points, which equates to lack of democracy. Moreover, another feature which all of them have in common is a very low score on the Human Development Index (HDI), which means that all of them belong to the poorest and least developed countries in the world.

The world economy has been passing through interesting and significant changes for several years now promising for some (the emerging countries in particular) and not so promising for others (the developed countries). Huge transfer of resources has taken place and the process is continuing. In this context, it is but natural for African observers to raise the question: African share of world resources remaining somewhat unchanged (as per the World Bank data), what is the role and future of the African countries in this changing scenario? Are they going to be partners in the transfer of resources that is being experienced? An attempt has been made here to examine the case of Ghana – a leading economy in the continent. The author wouldcontendthatalthoughthecountryispoisedtogrowspectacularlyassomeforecasterswouldenvisage,thanks to the prospect of oil revenues, Ghana has to traverse a long way if it is to be noticed in the world bodies. Growth and development must occur in substantive measures from the present state of affairs. Agriculture, almost the backbone for any developing country, must take the lead to offer meaningful support to the more promising industry. The real economy, in its basic form, must be properly understood, developed and managed with strategic investments in place. And this must be followed by or accompanied with a vibrant knowledge-based service economy. Failing this, the burgeoning oil wealth may only be hallucinatory at best.
