A crescente ocupação de forma desordenada e desigual nos municípios brasileiros tem desencadeando desequilíbrios nos sistemas ambientais, gerando problemas de ordem funcional e estrutural no meio. Numa política que prima pela conservação e preservação ambiental, essa realidade demanda, cada vez mais, estudos prévios considerando as potencialidades e limitações dos sistemas naturais, como subsídios para o planejamento e gestão territorial. Nesse sentido, este artigo teve como objetivo realizar a análise e mapeamento da vulnerabilidade ambiental do Município de Inconfidentes – MG, segundo a metodologia estabelecida por Crepani et al. (2001). Os materiais e métodos abrangeram, além de atividades de campo, interpolação geoestatística, processamento digital de imagens e análise geoespacial, por meio de álgebra de mapas. Após mapeamento, foram definidos os graus de vulnerabilidade para as categorias geologia, geomorfologia, pedologia, clima, uso e ocupação da terra. O mapeamento de vulnerabilidade natural à perda de solo foi obtido a partir da média das variáveis geoambientais com seus respectivos pesos, via álgebra de mapas. Os resultados demonstraram que a maior parte do município, aproximadamente 66%, apresentam baixo grau de vulnerabilidade, com maior estabilidade ambiental e com predomínio do processo de pedogênese. Contudo, embora correspondendo a um percentual menor, as áreas com vulnerabilidade intermediária e com equilíbrio entre os processos de pedogênese e morfogênese demandam maior atenção do poder público e da sociedade, visando evitar a desestabilização destes meios e a instauração de processos degradacionais.  Analysis of Environmental Vulnerability in the Municipality of Inconfidentes - MG A B S T R A C TThe increasing occupation in a disorderly and unequal way in Brazilian municipalities has triggered imbalances in environmental systems, generating functional and structural problems in the environment. In a policy that focuses on environmental conservation and preservation, this reality demands, more and more, previous studies considering the potentialities and limitations of natural systems, as subsidies for planning and territorial management. In this sense, this article aimed to perform the analysis and mapping of the environmental vulnerability of the Municipality of Inconfidentes - MG, according to the methodology established by Crepani et al. (2001). The materials and methods covered, in addition to field activities, geostatistical interpolation, digital image processing and geospatial analysis, through map algebra. After mapping, the degrees of vulnerability were defined for the categories geology, geomorphology, pedology, climate, land use and occupation. The mapping of natural Vulnerability was obtained from the mean of the geoenvironmental variables with their respective weights, via maps algebra. The results showed that the majority of the municipality, approximately 66%, has a low degree of vulnerability, with greater environmental stability and a predominance of the pedogenesis process. However, although corresponding to a smaller percentage, the areas with intermediate vulnerability and balance between pedogenesis and morphogenesis processes require greater attention from the public authorities and society, with a view to preventing the destabilisation of these resources and the introduction of degradational processes.Keywords: Map algebra, average interfluvial dimension, stability of natural systems, valley’s depth, geostatistical interpolation, morphogenesis-pedogenesis relationship

Esta pesquisa teve como objetivo analisar a fragilidade ambiental potencial e emergente do Município de Inconfidentes - MG, baseado no método prescrito por Ross (2012). A metodologia abrangeu, além de atividades de campo, interpolação geoestatística, processamento digital de imagens e análise geoespacial, por meio de álgebra de mapas. Após mapeamento, foram definidas as classes e graus de fragilidade para as variáveis unidades litoestratigráficas, declividades, precipitação pluviométrica, solos e classes de uso da terra e cobertura vegetal. O índice de dissecação do relevo foi determinado segundo a literatura especializada. Os mapeamentos de fragilidade ambiental potencial (FAP) e emergente (FAE) foram obtidos a partir da média ponderada das variáveis geoambientais com seus respectivos pesos. Os resultados demonstraram que cerca de 70% do município possui fragilidade ambiental com classe média, tanto potencial quanto emergente. Os altos índices de fragilidade com classe forte relacionaram-se com as áreas próximas ao leito fluvial do Rio Mogi Guaçu, regiões mais frágeis e propícias aos processos de degradação ambiental. Os estudos de fragilidade emergente, por considerarem as intervenções humanas no meio, exigem, a curto prazo, ações na busca de preservação ambiental, visando evitar a degradação e desestabilização dos sistemas naturais. Considerado políticas conservacionistas e preservacionistas, os estudos de fragilidade com índice de dissecação do relevo (FAPidr e FAEidr) se mostraram mais eficientes para fundamentar estudos de planejamento, zoneamento e gestão ambiental. Analysis and Mapping of Environmental Fragility in the Municipality of Inconfidentes - MGA B S T R A C TThis research aimed to analyze the potential and emerging environmental fragility of the Municipality of Inconfidentes - MG, based on the method prescribed by Ross (2012). After mapping, the classes and degrees of fragility were defined for the variables lithostratigraphic units, slopes, rainfall, soils and classes of land use and vegetation cover. The relief dissection index was determined according to the specialized literature. The mappings of potential environmental fragility (PEF) and emerging (EEF) were obtained from the weighted average of the geoenvironmental variables with their respective weights. The results showed that about 70% of the municipality has environmental fragility with medium class, both potential and emerging. The high rates of fragility with strong class were related to the areas near the riverbed of the Mogi Guaçu River, more fragile regions and conducive to environmental degradation processes. Studies of emerging fragility, because they consier human interventions in the environment, require, in the short term, actions in the search for environmental preservation, aiming to avoid the degradation and destabilization of natural systems. Considering of conservation and preservationist policies, the studies of fragility with relief dissection index (PEFrdi and EEFrdi) proved more efficient to support studies of planning, zoning and environmental management.Keywords: Map algebra, geospatial analysis, relief dissection index, geostatistical interpolation, digital image processing.

Our conference is the first project of Student Science Association, which was restored in our University in 1998. The main peculiarity of the conference is the student organizing committee. The conference was attended by representatives of Russia, Belarus, Sweden, Poland, Bulgaria, Armenia, Azerbaijan, Czech Republic, Lithuania, Latvia, Georgia, Iran, not mentioning hundreds of Ukrainian participants. We’re happy with the fact that our conference allows students to discover new information, which they wouldn’t find in training courses manuals; contrariwise businesses and organizations can get direct access to young and qualified staff. We believe that events like our conference are useful for the young scientists and also for the public authorities and businesses. Conference "Ecology. Human. Society "is a part of feedback between universities and market participants. The conference has overgrown limits of being simple educational process element. Today, it is a serious recruiting resource for state institutions and businesses - an important part of a mutually beneficial dialogue.

Subject. This article discusses the issues related to public finance. Objectives. The article aims to identify the determinants, indicators, and priorities of the public finance flow in contemporary Russia. Methods. For the study, I used the methods of statistical, neural network, and cluster analyses, and the systems approach. Results. The article identifies and describes the determining indicators of the main aggregates and balances of public finance, sources, and the use of funds. It establishes a link between the main aggregates and balances of public finance, defining the form and content of Russian capitalism. Conclusions. Understanding the issue and problem of public finance flow in contemporary Russia helps identify the reasons for the inability to transit to a capitalist socio-economic formation. The provisions of the study expand the scope of knowledge and develop the competence of public authorities to make management decisions on the distribution and redistribution of the value of a public product and part of the national wealth.

The article is devoted to research of theoretical problems of the concepts of the subject and object of public marketing. The definitions of these concepts are considered in the article, the evolution of their development is studied. The article provides an analysis of the main approaches to the notion of subjects and objects of public marketing, their relationship and role in the processes of public marketing. The authors proposes concrete approaches to their systematization. These approaches allow us to identify specific types of public marketing and their main characteristics. Relying on the analysis of the concept of “subject of public (state) management”, it is concluded that as bodies of state marketing, most often act as executive bodies of state power. In this case, the following levels of marketing subjects in the system of public administration are allocated: the highest level of executive power; Branch central bodies of executive power; Local government bodies; Separate government agencies. It is noted that the diversity of subjects of public marketing is explained, first of all, by the dependence on the tasks of the state and municipal government, the possibilities of introducing the marketing concept of these subjects and certain characteristics of the said objects of state marketing. It is noted that the concept of “subject of public marketing” is not always the identical notion of “subject of public administration”. First, not all public authorities are subjects of state marketing. In some cases, this is not appropriate, for example, in the activities of the Ministry of Defense of Ukraine or the Ministry of Internal Affairs of Ukraine. Secondly, state marketing is just one of many alternative management concepts, which is not always the most effective in the public administration system.

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

The ongoing ‘refugee crisis’ of the past years has led to the migration of refugee researchers (RRs) to European countries. Due to the COVID-19 pandemic, RRs often had to work from home and/or to continue their social, cultural and economic integration process under new conditions. An online survey carried out to explore the impact of the pandemic on the refugee researchers showed that RRs found it difficult to adapt their everyday working life to the ‘home’ setting. The majority have had neither a suitable work environment at home nor the appropriate technology. Although they stated that they are rather pleased with the measures taken by the public authorities, they expressed concern about their vulnerability due to their precarious contracts and the bureaucratic asylum procedures, as the pandemic has had a negative impact on these major issues. The majority of RRs working in academia seem not to have been affected at all as far as their income is concerned, while the majority of those employed in other sectors became unemployed during the pandemic (58%). Recommendations are provided to the public authorities and policy makers to assist RRs to mitigate the consequences of the pandemic on their life.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

Democracy is an instrument at the service of a noble purpose: to ensure the freedom and equality of all citizens by guaranteeing the civil, political and social rights contained in constitutional texts. Among the great principles on which this instrument rests is the division of powers, which consists, substantially, in the fact that power is not concentrated, but that the various functions of the State are exercised by different bodies, which, moreover, control each other. Well, the increasingly aggressive interference of the Executive and, to a lesser extent, the Legislative in material spheres that should be reserved exclusively for the Judiciary, violates this principle and, for this reason, distorts the idea of democracy, an alarming trend that, for some time now, are observed in European Union countries such as Hungary, Poland and Spain. Preventing the alarming degradation of European democracy, of which these three countries are an example, requires not only more than necessary institutional reforms to ensure respect for these principles and prevent the arbitrariness of the public authorities, but also a media network and an education system that explains and promotes these values and principles, that is, one that makes citizens aware of and defend constitutionalism.
