Previous studies of e-rulemaking that have not touched the theme of e-rulemaking in Indonesia or e-legislation, findings of the observations of the BPHN's website are technical constraints and low public comment statistics, the urgency of the needs of the Indonesian Government in improving democracy and the quality of policies, as well as the legal vacuum regarding the provision of the implementation of e-legislation since 2014 until now, hence the review of this paper will be focused on the preparation of a research framework to address the quality of implementation of public participation with e-legislation. The qualitative research method used is literature review and observation on the BPHN’s website with a study period of October 2016-January 2019. The results of the literature review show, conceptually, quality of the e-rulemaking cannot only be seen from a large number of participants, but rather to the quality of comments that has a substantial depth to get the quality of policy and compliance in its implementation. The dimension of public administration is used to photograph the stages: (i) system input; (ii) system process, including processing and managing data and information; and (iii) the quality of public comments and the policy of draft output.

Kakawin Arjunawiwaha is the first milestone of literature in East Java, in which there is a perfection of life as explained in other stories of wayang. Arjuna as the most handsome puppet play is an ideal illustration of Javanese culture about the image of a knight. This study aims to find out the story of Kakawin Arjuna Wiwaha in the Javanese puppet play of Arjuna Wiwaha. This study uses a qualitative research method based on a literature review of Kakawin Arjuna Wiwaha Wiryamartana (1987) which has been translated into Indonesian. The results of the study include: (1) Describing the story of Kakawin Arjuna Wiwaha in the Javanese puppet story Arjuna Wiwaha, (2) The characters in Kakawin Arjuna Wiwaha used in Javanese puppets of Kakawin Arjuna Wiwaha, (3) The response of the Javanese community towards Javanese puppets Arjuna Wiwaha adapted from the story of Kakawin Arjuna Wiwaha, especially on the characteristics of Arjuna as a person who is knighted, powerful and exemplary. Overall, it can be seen that there is a connection between the story of Kakawin Arjuna Wiwaha and the Javanese puppet play of Arjuna Wiwaha.

Abstract: The industry or restaurant business in Tomohon City has a very rapid growth. The purpose of this study was to analyze the benefits of competency assessment for waiters to ensure the quality of their services while working. The method used is a qualitative research method with a descriptive analysis model. The research was conducted at 10 restaurants in Tomohon City. The results showed that as a reflection or image of the restaurant, it was judged by the visiting guests, which was determined by the competence of the waiter who worked, including the expertise of the waiter in serving customers directly. This is very crucial in giving a good impression or image and giving satisfaction to customers because they feel comfortable. This of course cannot be separated from a competency or knowledge of the profession in providing a table during the service. The results also show the need for competent waiters to have qualifications that are truly recognized in their fields which can be developed through trainings whose credibility is tested and recognized by the Professional Certification Board. Professional certification aims to provide recognition of competencies that have been obtained through learning, training, as well as work experience.

AbstractConsiderable research has indicated that there is a relationship between the occurrence of depression and sexualdysfunctions. This study aims to provide an overview of the issue of depression as an outcome or cause of sexualdysfunctions, by providing a review of results and inferences from various research works. In line with this aim, documentanalysis method as a qualitative research method was used in the study. Various published documents we re analysed after acomprehensive literature review on the research topic. The results of the present study suggest that there arecomplementary research results in the literature showing that depression may be regarded both as an outcome and a causeor precedent of sexual dysfunctions. Implications for further research and practices are also provided.Keywords: Depression, qualitative research, review, sexual dysfunctions.

Hotel services are one of the supporting facilities for promoting Indonesian tourism. Hotel activities are renting rooms, selling food, drinks and providing commercial visitor services. These supporting facilities are intended to increase the attractiveness of guests, so that guests are expected to feel at home and have a long stay at the hotel. The purpose of this study is to determine the income, operating costs of the room to the profit of the departmental room at Hotel Mustika Tuban. This research uses descriptive qualitative research method to get a picture of the situation in the field through observation, interviews, documentation, and literature review. Based on the results of the calculation of the allocation of operating expenses (operating expenses) in the room department, a departmental income statement can be prepared for each type of room, so that the proportion of operating expenses and departmental income of each room type can also be calculated in each period. Based on the above, the researcher concluded that the revenue of the room department is strongly influenced by the rate of occupation, considering that the proportion of operating expenses is very low. Apart from these costs, there are still many undistributes expenses that leave the owner's profit. Most of these costs are fixed. Therefore, the importance of a more intensive and creative marketing program to attract guests, given the large number of accommodation capacities and an increase in the volume of occupancy rates.

One of China’s great projects in the current digital era, namely the Digital Silk Road (DSR) project, merits an examination from a Gramscian lens. While liberals are talking about how this project can beneficially the partner’s country, Gramsci’s thought can provide the other perspective in understanding how this project can give unexpected costs for the partner country. As the biggest market in Southeast Asia’s country, Indonesia is worth the attention related to this issue as this country has become one of the strategic partners of China’s DSR. However, DSR is offering both economic benefits and multi-faceted costs simultaneously for Indonesia. Hence, this study argues that the DSR project, in Gramsci lens, is giving a push for China to spread its hegemony and take over the domination in the Indonesian economy. This study is supported by the qualitative research method with the data is collected through secondary data and literature review.

The purpose of this research is to analyze the reasons for the usage and positioning of writing in the field of plastic arts by using semiotic analysis. Therefore, the purposes for which the writing is used in pictorial expressions has been researched by using literature scanning techniques, and it has been exemplified over different methods of use by elaborating on a few artists. During the research, qualitative research method was used and the works of the artists who used writing in their paintings were examined by examining the research examples made in this field together with the literature review. Research; The use of images in the article is important in order to reveal the present status of the century in Turkey, it is limited by the Contemporary Turkish Painting Artists and their works using text in this important line in the works. While Contemporary Turkish Painting Art constitutes the universe of the research, he uses painting and writing together in his works as a sample; The works of Aylin Beyoğlu, Bedri Baykam, Gültekin Akengin, Kayıhan Keskinok, Özdemir Altan, Rauf Tuncer and Seyit Mehmet Buçukoğlu were selected. Undoubtedly, many artists who used writing in their works could be included in this research. However, the main purpose here is not to create a complete list of artists who use writing in their works; to reveal the existence and usage purposes of writing in contemporary Turkish painting. Shepherding, with a rooted past as the human history, has become an occupation, learned and practiced based upon master-apprentice relationship by people growing up in countryside, which is seen and heard from childhood, providing more or less knowledge about it. Pasturing, watering, herding and selecting the place of pasture and sheltering for the animal herds are related with the knowledge, will and experience of the shepherd and therefore seen as an important occupation in Turkish culture. Cultural riches, customs and traditions are important elements, which create the existence and memory of the community and forge a link between people. One of these elements which create cultural riches is traditional occupations. When Turkish painting art is examined, it is seen that cultural riches, customs and traditions and traditional occupations are often referred. Shepherd occupation, which carries a significant role among traditional occupations, is addressed in many art branches such as paintings, novels and poetry and interpreted in various styles by artists, in every era of Turkish painting art. The aim of this study is to explain the importance of shepherd occupation which carry a significant role in Turkish culture and social life; to analyze the Works of Turkish painters from an aesthetic point and to show how it is reflected to the Turkish painting art. Literature review and work examination was conducted within qualitative research method. It was known that there were lack of order mandatory submission in Local Library of South Sumatra. Implementation of handover and savings of print and record work policy was one of the steps of South Sumatera Provincial Government to preserve the work of the region. This implementation was very influential in determining the quality of local policies or regulations. The purpose of this study was to find out how many local works produced by South Sumatera Province. This research used qualitative research method with descriptive form. Data collected via interview to key informants, observation and literature study using Ripley and Franklin's theories of compliance, the smoothness of the function routines and the realization of the desired performance and its impact. The first dimension of compliance level had indicated the implementation of the handover and the saving of the work in the Library Board of South Sumatera Province, the second dimension of the smoothness of the function routine was the implementation of socialization and the data collection of published works, and the last dimension is the increasing of knowledge and the amount of work received at Delivery of Print Works and Record Works at the Library Board of South Sumatra Province. Indicators of this study can be concluded that the three dimensions used are quite ideal.

This paper examines the implementation of Syariah Acconting with murabah and mudharabah financing model at 81 KJKS-BMT, City of Padang. KJKS-BMT is an microfinance firms that is based on syariah rules. This research employs qualitative research method using interview with managers of KJKS-BMT and studying accounting documents. The main objective of the study is to describe and undertand how syariah acconting has been practiced at those islamic micro finance institutions. The results of this study shows that there is no KJKS-BMT that fully implement Syariah accounting for murabahah and mudharabah financing. However, this study found that 30 percent of KJKS-BMT has implemented it with 75% of level of implementation, 30% has implemented it with 50% of level of implementation. The remain, 40% of KJKS-BMT has just implemented it with less than 50% of level of implementation. In addition, majority of islamic microfinance organizations in Padang provide 80 percent murabahah financing and 20 percent mudharabah financing. This research suggests that capacity building is badly needed for KJKS-BMT to increase the quality of financial reporting and decision making process at KJKS-BMT
