The purpose of this article is to review and compare ideas about the changes taking place in the process of Russian higher education modernization. The methods used are theoretical and empirical (an analysis and synthesis of literature, interviewing, observation and analysis of the educational process at a University). As a result of the research it is shown that the modernization is complicated by such factors as insufficient financing, poor infrastructure, psychological inability of the professorial staff to comply with the demands of a modernizing society, bureaucracy, and lack of university-business cooperation. The development of Russian corporate education may bring about considerable changes in the sphere of professional training and retraining. It may trigger off a change in the role of traditional institutes of professional development. Classical universities are no longer the only suppliers of the labour force. In the contemporary labour market, they compete with corporate educational institutions. It is concluded that traditional educational institutions and corporate educational institutions will be able to collaborate effectively in postindustrial Russia. Traditional universities should record, systematize and transmit universal cultural norms and values. They should preserve cultural heritage preventing it from disappearing. The improvement of university-business cooperation promotes government-business partnership, which is well illustrated by the Skolkovo Innovation Center.

A cross-cutting program is an educational document that regulates the purpose, content, the chain of practices. Teachers of the university departments develop the work programs on the basis of a cross-cutting program since it contains recommendations on the types and forms of control over the level of knowledge, skills, and abilities that students should acquire. The authors studied training of the future teachers in the course of educational-productive practice in secondary schools and estimated its effectiveness. During the study, research and empirical methods were used, as well as methods of mathematical statistics. The link between the educational process of higher educational institutions and pedagogical practice in general secondary educational institutions was analyzed. The peculiarities of pedagogical practice and its influence on the formation of general and professional competences were revealed. It was concluded that practical training is an important component in teachers’ preparation and their self-affirmation.

In article is covered the history of one of interesting educational institutions of the beginning of the 1920th – Vladimir Bekhterev`s Pedagogical institute for social breeding and research of the normal and defective child acting as a part of Psychoneurological academy in 1921-1925. Addressing unpublished documentation from funds of the Central state archive of St. Petersburg, the State archive of the Russian Federation, authors reconstruct history of creation and feature of functioning of Institute, investigate its scientific educational program and possibilities of its realization in practice, characterize structure and dynamics of training of students, place emphasis on establishment of interrelation of Institute with other institutions and laboratories of Psychoneurological academy, providing his functioning infrastructure. Authors draw a conclusion that the Vladimir Bekhterev`s Pedagogical institute for social breeding and research of the normal and defective child became useful experience of coordination of theoretical researches and applied developments in field of experimental pedagogics of the 1920th. Classical psychoneurological theories, on the one hand, and the ideas of the doctrine of V.M. Bekhterev - reflexology (individual and collective) - with another have been the basis for an institution. The educational program offered as a result differed from existing at that time and assumed attention to a labor element of education and a priority of a practical training over theoretical. The last answered the essential tasks set for scientific community and it was demanded in the early twenties: the project has got public financing and support. Though the idea of Institute was impractical, it reflects a bright, contradictory and interesting era of experimental science in the 1920th.

The article deals with the problem of full professional realization of the personality based on permanent enrichment of knowledge, skills and competences. The modern man lives in a society defined as a "knowledge society." In order to keep up-to-date in the labor market, where some professions are losing their importance and the need for new ones is created, they are faced with the need to learn throughout their whole life. The article presents the results of an empirical study. The study covers 66 graduate students in a one-year specialization to acquire a new vocational qualification "teacher", who study at the Faculty of Education at Trakia University in Stara Zagora, Bulgaria. The results indicate that the sustainability of the idea of lifelong learning is being considered and realized by representatives of different generations. The age of the respondents varies over a very wide range – from 23 to 56 years of age. The persons surveyed clearly differentiate the strengths and weaknesses of their studies at the university. They express their satisfaction with the theoretical and practical training they have received in the higher education institution. They unambiguously define their motives for acquiring a new professional qualification – from the realized opportunity for a new professional realization, competitiveness in the labour market, desire for change, to the realization of an unfulfilled dream.
