The article is devoted to the analysis of the organization and content of postgraduate training of specialists in circular economics in the Republic of Poland on the example of Silesian Polytechnic. It is emphasized that the Republic of Poland is taking significant steps in the development of the circular economy and the training of specialists to implement its ideas. Based on the analysis of postgraduate education programs «Circular Economics and Cleaner Production in Practice» and «Cyclic Engineering» in the Silesian Polytechnic, the article reveals the requirements the requirements, rights and responsibilities of postgraduate students are revealed; knowledge, skills and competencies that they acquire in the process of training in circular economics programs; forms of education and the content of diplomas that students receive after training, as well as areas of possible employment. It is emphasized that in the system of postgraduate education of Silesian Polytechnic there are programs both directly from the circular economy and from certain problems that relate to the scope of such specialists and contribute to the development of a circular economy. It is proved that the training of specialists in circular economics in postgraduate studies acquires a systemic character in terms of coverage of the content of those problems that relate to the professional activities of specialists in circular economics. The indisputable value of such educational programs is to involve in their development and determine the content of training not only teachers of higher education institutions, but also public and professional societies that care for the environment, waste recycling and more. Educational programs on circular economics at Silesian Polytechnic are practice-oriented, they include consultations in circular production companies, trainings on business practice, as well as the development of an implementation project under the guidance of experts.

The article analyses the approaches to the definition of ‘circular economy’ and ‘professional in circular economy’ in the Ukrainian and Polish scientific space. It is shown that in Ukraine today there is a linear economic model, according to which enterprises extract natural resources and sell what they produce to consumers who throw away products, if it no longer serves its purpose. As a result of this model, our natural resources are reduced and the amount of waste we generate increases, which leads to environmental instability and environmental degradation. The concept of ‘professional in circular economics’ in the Ukrainian educational and economic field is absent, in contrast to European countries, in particular the Republic of Poland, where the circular economy is considered as a strategy of economic development and much attention is paid to training professionals in circular economics and to improving qualification of those, who are already working. The purpose of the work is to highlight the approaches to understanding the circular economy and the content of the activities of professionals in a circular economy in the Ukrainian and Polish scientific field. Circular economy is characterized as a general name of economic activity aimed at energy saving, regenerative environmentally friendly production and consumption. The role of the circular economy as the most successful way of saving resources and materials, and thus the way to constant economic growth, in contrast to the traditional model of economic development. It is emphasized that the transition to a circular economy will create new jobs in many sectors of the economy. Ukrainian experts, in particular economists, emphasize the importance of the transition to a circular economy (instead of a linear one). The main direction of improving the process of professional development of doctors at the stage of postgraduate training is the gradual introduction of modern forms of education. Internship is the first step to independent work of a doctor, so it is important from this stage to direct the efforts of a young specialist to self-improvement. Traditional methods of training interns are primarily aimed at obtaining and deepening knowledge through the transfer of information with subsequent implementation in specific professional activities with recognized algorithms. However, this method of teaching does not contribute to the development of independent cognitive activity of young colleagues, although it is on this postulate the concept of distance learning is based as a new form of postgraduate education. The article characterizes the modern system of training of interns-ophthalmologists. The use of distance learning, clinical analysis of patients’ data, stage test control, situational tasks in the educational process is substantiated. Wishes are expressed to improve the organization of the internship in ophthalmology.

Fundamental changes in the system of training highly qualified personnel in postgraduate studies have actualized the problems of the targets for the functioning of postgraduate studies. The article analyzes the barriers that arise at the stages of training in postgraduate school and preparing for thesis defense. The empirical basis of the work was a survey of the target audience, which resulted in the formation and testing of a questionnaire to assess the impact of barriers on the outcome of postgraduate training and the completion of postgraduate study. The target sample contains three groups: postgraduate students, holders of Candidates of Science degree and Doctors of Science (scientific supervisors) representing higher education and scientific institutions of the Russian Federation. The sample object was 133 people. The results of the experiment were analyzed using statistical graphs method. To identify key barriers to complete postgraduate studies, the construction of the Pareto diagram was used. As a result, we have identified 20% of the most significant barriers impeding postgraduate training and significant barriers to completing the dissertation research. In order to visualize the structure of the barriers, a causal diagram of K. Ishikawa was used. Primary level factors responsible for the result have been identified including a postgraduate student, scientific supervisor, institution and the state. Further, factors of the secondary level in obtaining a positive result of postgraduate training are analyzed. The paper considers the possibility of carrying out some measures to reduce the barriers to successful completion of postgraduate training and Candidate thesis defense. It is noted that such factors as work-study scheme and family life barriers depend on postgraduate student. Higher education institution is also responsible for a number of significant barriers in postgraduate training, in particular the absence of a research reserve. A very powerful, but, unfortunately, rather rare tool for creating a research reserve for postgraduate studies is its integration with the magistracy. We can refer to a British experience of combining master’s and doctoral studies by way of example. The article also analyzes the organizational barriers during the periods of thesis preparation and submission as well as barriers relating to supervisor’s responsibility. The authors dwell on the problem of low motivation for getting the Candidate of Science degree. It is a common situation in Russia when a Candidate of Science degree holder cannot benefit from the degree obtained. It is necessary to envisage the expansion of positions and professions, where surcharges will be applied for the existing degrees, as well as more comfortable conditions for career growth.

The article considers aspects of the dual education system which are implemented in advanced higher education institutions of the Republic of Kazakhstan. The ranking of the best universities for the implementation of the dual education sys-tem is analyzed within the framework of previous studies on the matter. It is not-ed that in the system of dual education a significant role is given to the formation of the personality of the specialist. It is emphasized that dual education is aimed at raising awareness of students' educational and professional activities. The main competences of the student at different levels (practical training, content and structure of educational programs, level of mutual trust, level of adaptation to the work process, level of learning motivation, level of precision in understanding the profession, level of standardized training) are described. The importance of prac-tical orientation of the education system based on acquired competences (solving real production problems, reforming research work, participation in scientific and practical conferences) is emphasized. Recommendations on the process of intro-ducing dual education are provided and models are offered for classification of professional development resources, components of conceptual model, principles of formation of the structure and content of the educational programs, indicators of professional skills, and indicators of professional skills development.

This review is devoted to the analysis of the existing shortcomings in the sectoral qualifications system and the development of suggestions for improving the mechanisms for regulating the professional activities of healthcare professionals in the Republic of Kazakhstan. The main problems in the development of human resources for health care that require a systemic solution include the lack of compliance of training programs and the system of continuous professional development of workers in the industry, a system for assessing professional readiness and admission of health professionals for practical activities to the needs of practical health care, the lack of a clear delineation of the competencies of health professionals by levels qualifications. The above problems are based on the imperfection of the Sectoral Qualifications System due to the absence of the Sectoral Qualifications Framework (covering all professions and professional activities in the health sector) and professional standards (regulating in detail for each qualification level all those labor functions and professional tasks that are necessary for those working in the industry. specialists, as well as the skills, knowledge, and even personal competencies required for this). The implementation of professional standards in the development of educational programs at all levels of education, in the activities of organizations that assess the professional readinesss of healthcare professionals, in the personnel policy of the health system, regions and medical organizations, will ensure that the competencies of graduates of educational programs and specialists working in the health sector correspond to the real needs of practical healthcare. All this will make it possible to achieve greater labor productivity of healthcare professionals, improve the quality of medical and other services provided, reduce the costs of recruiting and enhance the competitiveness of both specialists working in healthcare organizations. The article discusses the problems of Russian postgraduate studies improving, the goals and objectives of postgraduate training. The peculiarities of reforming the national postgraduate school, general and specific principles and forms of its improvement are considered. The author dwells on a highly specialized orientation of postgraduate training’s educational component. The emphasis is on the need of its restructuring in order to deepen the training of postgraduate students in the beginnings of their researcher profession. The article makes the case for establishing variable postgraduate training, which means focusing of the structure and content of postgraduate training on different types of graduates’ professional employment. In order to improve the quality of scientific and scientific-pedagogical personnel training, it is necessary to examine the possibilities of higher education resources to be integrated with the scientific potential of Russian Academy of Sciences research institutes. A brief description of the international experience in the field of scientists and teachers training is presented. A two-level model of postgraduate program is proposed. The postgraduate studies at the first level ensure obtaining the primary professional researcher qualification in industrial orientation, while at the second level, the task of transforming the graduate student into an independent active researcher is solved.

The article considers analysis the content component of professional training for the selection of priority sectors for the introduction of the circular economy in the Republic of Poland. It is emphasized that the study of the experience of the Republic of Poland, which has taken an active position in the development of the circular economy and professional training for its implementation, is important for Ukraine given its proximity territorially, historically and cultural heritage. It is emphasized that in the process of accelerating the transition to a circular economy, education and training of specialists to implement the goals and objectives of the circular economy, which are fully consistent with the goals of global sustainable development, are quite important factors. It is proved that the training of specialists in circular economics for forecasting, for the ability to see in which sector of economic activity can get the most effective results not only in terms of economic effect, but also the preservation of the environment and public health is important. It is concluded that the professional training of specialists in circular economy should be aimed at the formation of knowledge about: factors taking into account the priority of the industry for the introduction of circular economy; application of business models of circular economies; methodologies of evolutionary nature of activity; evaluation methods by means of expert evaluation; opportunities to implement specific models of the circular economy in Polish realities; adaptation of business models to certain industries taking into account the context of the Polish market; adaptation of circular business models to priority industries from the point of view of the circular economy in Poland.

Postgraduate research supervision and its impact on students’ completion of postgraduate studies continue to pose significant challenges to higher education managers, postgraduate students, university dons, funders of postgraduate education, and all stake holders. This literature review based article summaries the research findings across six dimensions of postgraduate research supervision: Student-supervisor relationship, Gender and research supervision, Allocating and matching students with supervisors, Pedagogy of research supervision, Roles and responsibilities of postgraduate students and supervisors and Effective supervision. Student- supervisor relationship is noted to have direct and indirect influence on all other dimensions of research supervision and consequently to timely students’ completion of postgraduate studies. It was found out that the reaction and impact of the other six dimensions would be driven by the student-supervisor relationship.  Students perceived that good working relationships with their research supervisors have an impact on their research progress. Studies concerning gender and research supervision are limited but the few available indicated that female candidates were largely affected in their progress due to gender-related challenges. It was revealed that effective supervision has a positive impact on timely students’ completion of postgraduate studies. Implications for postgraduate students and supervisors, schools, faculties, and departments of postgraduate education were identified.

Background.Question about the quality and format of postgraduate education of doctors raises increasingly in recent years. Development of professional standards and transition to a system of continuing professional education have allowed professional communities to raise issues of the quality of modern education but there is no clear evidence of the dependence of the level of education and the quality of medical care in the accessible literature. Experts of Research and Practical Center of Medical Radiology carried out the identification of dependence of post-graduate education length for radiologists and the quality of their work that can serve as a rationale for amending the system of doctors training.Patients and methods.The data on education and actual work of 85 radiologists of out-patient and in-patient units of medical organizations of the Moscow Healthcare Department have been analyzed. According to the results of the audit of diagnostic studies, carried out in the “Unified Radiological Information Service” system by the specialists of the Research and Practical Center of Medical Radiology, the final assessment of the work of each radiologist was formed, which reflects the presence or absence of diagnostic discrepancies.Results.Parameters of diagnostic errors depending on the age of doctors, the general length of service and the length of service as radiologist, the duration of postgraduate education in the clinical specialty and the specialty “radiology” have been compared.As a result of the analysis, it was found that the increase in the proportion of diagnostic differences is directly related to the increase in the age of the doctor and does not depend on either the length of service or the time of work in the specialty. Differences between the groups of physicians with the largest (professional retraining after clinical residency) and the smallest (clinical education + radiology) percentage of clinically significant discrepancies are statistically significant (p = 0.05, at the normative value of the Student's test score of 2.16).Conclusion.The inverse relationship between the duration of training of the radiologist in the specialty and the proportion of diagnostic errors, which can serve as a significant justification for making proposals for the exclusion of professional retraining within 576 hours for admission to professional activities of radiologists.
