The article describes the concept of "educational strategy", which the authors understand as a complex of qualitatively new goals, tasks, content, forms, methods, pedagogical technologies and innovative means of training a specialist, based on research, practice-oriented and competent approaches and contribute to the successful implementation of professional functions. "Manager for Quality Systems of Primary Education" is interpreted as a professionally trained specialist for a second (master) higher education level that is capable of: firstly, developing, systematically implementing, maintaining the functioning and improving the systems and mechanisms of internal audit of quality assurance of primary education that are responsible state requirements and documents of the institution of general secondary education; and secondly, to participate in the audit commissions during the external audit. The content of the educational-professional program of the specialty 01300.01 «Primary education» (educational qualification: master of primary education, professional qualification: quality system manager in primary education), which was developed by the working group of the Kyiv Borys Grinchenko University is characterized. The article proves that the general factors of the successful implementation of the program are: the educational process should be built on research, practice-oriented and competent approaches; to provide formation of universal (soft skills) and professional competences, managerial skills for effective activity in the conditions of real autonomy of educational institutions; development of the skills of creation and development of information infrastructure of primary school, organization of educational process in primary school in conditions of inclusive education. Implementation of OPP involves the use of modern forms, methods and means of training, including: lectures (problem, brainstorming, interactive, briefing), seminars, practical classes, trainings, master classes, independent work, consultations, electronic (distance) training, individual classes, group design work, etc., as well as innovative technologies (1 pupil – 1 computer, case-study, blended learning, flipped classroom, CLIL, distance learning, cooperative learning, mobile learning).

The article substantiates the relevance of future teachers’ vocational training majoring in Primary Education and Tutoring for work in an uneducated rural school, where there are great opportunities for individualizing the learning process, creating conditions for the harmonious personal development of younger students. The purpose of the research: the study is aimed at providing scientific substantiation of the relevance of the tutors’ activities and at describing the educational experimental program implemented at the Department of Primary Education of the North-Eastern Federal University concerning primary education and tutoring in the general ungraded and nomadic schools of the North. Research results: teacher training experience was obtained in introducing a new combined profile in the bachelor’s program “Primary Education and Tutoring in the General Ungraded and Nomadic Schools of the North”. The article describes a model for the formation of ethno-educational competence in primary school teachers, ethno-pedagogization of the educational process and the national civic identity as a condition for the successful implementation of the tasks of the new standard for primary school, and deals with the content and stages of the formation of bachelors’ ethno-educational competencies in future primary school teachers as exemplified by Ammosov North-Eastern Federal University.

According to the primary school natural science education curricula cognitive activity has to be diverse and its content must be permanently changed. It is purposeful to supplement the educational process with children’s literature, music, folklore, acting, drawing and games (General Curricula and Education Standards, 2003). Game is one of the most universal and efficient child’s primary education strategies. Creative and orientated combination of game and artistic activities in the process of natural science education enables to seek that primary school students both perceive the environment as the aesthetic totality and get used to take care of it, both notice the beauty of nature phenomena and objects and feel the need to take care of nature, both perceive the interdependence of animate and inanimate nature and feel the interrelation of nature with various arts and artistic activities. Observation is the activity that is accessible to primary class pupils and serves as a basis for more complex steps in the teaching and learning process. Because the observation of the nearest environment can be strongly encouraged by the wish to depict the objects of the nearest environment in various ways, this article presents the examples of games employing depiction means, which not only integrate natural science education and artistic education but also promote active cognitive environmental research activity. Este artigo tem como objetivo destacar os elementos da cultura escolar predominantes na Escola Primária mato-grossense, inventariados a partir da legislação e normas no período de expansão escolar em Mato Grosso. O estudo desenvolvido pelo viés histórico se ancora na abordagem da história-cultural e tem como fontes documentais, a legislação e o regulamento que definiram as diretrizes educacionais para a organização do Ensino Primário, levando em consideração os aspectos históricos, políticos e pedagógicos da época. O estudo aponta que apesar dos esforços, as Diretrizes Educacionais do Estado de Mato Grosso (1965) evidenciam a preocupação do Governo e a necessidade de melhoria no processo educativo das Escolas Primárias de Mato Grosso. No entanto, esta melhoria dependeria não apenas de boa vontade política, mas de uma proposta político-pedagógica direcionada ao Ensino Primário e a melhoria das condições de trabalho do professor na educação mato-grossense. Palavras-chave: Escola Primária. Diretrizes Educacionais. AbstractThis article aims to highlight the elements of school culture prevalent in the primary school of Mato Grosso, inventoried from the legislation and norms during the school expansion period in Mato Grosso. The study developed by the historical bias is anchored in the approach of cultural history and has as documentary sources, legislation and regulation that defined the educational guidelines for the organization of primary education, taking into account the historical, political and pedagogical aspects of the time. The study points out that despite the efforts, the Educational Guidelines of the State of Mato Grosso (1965) show the government concern and the need for improvement in the educational process of primary schools in Mato Grosso. However, this improvement would depend not only on political goodwill but on a political-pedagogical proposal aimed at primary education and at improving the teachers’ working conditions in Mato Grosso State's education. Keywords: Primary School. The relevance of the study is due to the priority of the principles of continuity and prospects of modern education, compliance with which will ensure the holistic formation of personality during all years of study in educational institutions. Maintaining continuity with the preschool period of childhood, primary school ensures the further development of the child's personality, its physical, intellectual, social development; forms the value attitude to the state, native land, Ukrainian culture, health, ability to creative expression, critical thinking and more. Emphasis is placed on the need to synchronize the basic provisions of preschool and primary education, as bringing the content, forms and methods of formation of preschoolers' competencies in line with the requirements for personality set by the reform of the New Ukrainian School. The purpose of the article is to determine the main aspects of synchronization of preschool education with primary for the holistic formation of the child's competencies. In the process of scientific research methods of analysis, synthesis, generalization, systematization, inferences and comparisons were used to determine the main competencies and their synchronization with such normative documents as the Basic component of preschool education and the State standard of primary education. The competencies defined by the Basic component of preschool education and the State standard of primary education, built in accordance with the requirements of the Concept of the new Ukrainian school, have been synchronized. In the process of comparative analysis it was noted that each of the competencies of the Basic component of preschool education is defined by the competence in the State standard of primary school, which characterizes the continuity and prospects of preschool and primary education. Since the leading activity in preschool is play, the basic component is the formation of game competence, and in the primary school the educational process is built through play.

<p>The study presents the results of the research examining the educational needs of the teachers and their interest about the themes of courses and educational programmes in connection with actual needs arising from changes in the Slovak education system due to the gradual promotion of inclusion. The main research method was the questionnaire aimed at detection of primary level teachers’ needs for the professional development and trainings, the identification of primary education teachers’ needs for successful implementation of inclusion in the learning of the pupils from socially disadvantaged backgrounds. This study presents if there exist statistically significant differences in self-reflexive perception of the need to improve in topics related to the implementation of inclusive education and the characteristics of respondents (age, length of the teaching practice, willingness to grow personally and to educate).</p><p>Straipsnyje pateikiami tyrimo, tiriančio pedagogų švietimo poreikius ir jų susidomėjimą kursų bei švietimo programų temomis, rezultatai, atsižvelgiant į dabartinius poreikius, kylančius dėl pokyčių Slovakijos švietimo sistemoje dėl laipsniško inkliuzijos skatinimo. Pagrindinis tyrimo metodas buvo klausimynas, kurio tikslas buvo nustatyti pradinių klasių mokytojų profesinio tobulėjimo ir mokymų poreikius bei jų poreikius siekiant sėkmingai įdiegti inkliuzinį mokinių iš socialiai remtinų grupių ugdymą. Šis tyrimas parodo, ar egzistuoja statistiškai reikšmingi skirtumai, susiję su savirefleksiniu poreikio tobulintis inkliuzinio ugdymo įgyvendinimo srityje suvokimu ir respondentų charakteristikomis (amžius, pedagoginės patirties trukmė, noras asmeniškai tobulintis ir mokytis).</p><p> </p>

The article reviews the content and continuity of didactic conceptions of teaching primary school children with disabilities in modern conditions. The authors examine the nature of the reasons for poor performance of students with speech disorders, and reveal the contradictions of the integrative approach in education, as well as the possibilities of resolving these contradictions through the use of meaning pedagogy. The problem of designing an effective teaching model for primary schoolchildren with speech disorders is posed which can contribute to the formation of a positive image of the “Self”, the formation of an emotionand value-related attitude to reality and adequate perception of oneself in the world. The authors suggest that children with speech disorders with potential prerequisites for intellectual development are able to overcome communicative, cognitive and personal barriers to learning much better when provided didactic conditions for triggering the mechanism of meaning initiations in comparison with children with other manifestations of limited health abilities. An attempt has been made to create a meaningful didactic model of teaching primary school children with speech disorders in the context of inclusive education, that allows to increase the efficiency of the educational process and the social adaptability of children with speech disorders in society.

There is no doubt that in addition to perfect command of the native language, time requires from a young person and computer literacy, acquaintance with modern information technology. The computer, which has confidently and reliably taken its rightful place among all other traditional school subjects, as well as in the life of modern man, is actively implemented at the initial stage of a child's education. Disputes over the content of computer science itself as a school subject and its place in the main and variable components of the curriculum only increase its versatility. The use of a standard program in computer science and simulators, allows you to build the educational process of primary school, taking into account age and individual characteristics, the more it is necessary for inclusive education. The article is devoted to the methodological bases of teaching elements of computer literacy of junior schoolchildren with mild intellectual disabilities. The authors emphasize that currently in Ukraine the study of the information education sector by junior schoolchildren with mild intellectual disabilities is not conducted. At the same time, the formation of elements of computer literacy, in particular the study of computer graphics, is feasible for such students, given the peculiarities of the cognitive thinking of such students. The use of computers in the education of primary school students is not the only task of the computer science course. At present, experiments on the introduction of information and communication technologies in subject teaching are being actively conducted, traditional methods are being rethought, teaching concepts are being developed, and the pedagogical conditions for forming the basic concepts of the computer science course are being revised. However, it is not yet established what impact specific methods of activity can have on the structure of educational activities of primary school children with mild intellectual disabilities, which may contribute to the formation of computer literacy in grades 2-4 to prepare children with special needs. The study of computer science and the use of ICT in inclusive education promotes the development of skills and abilities of students with mental and physical disabilities to use a variety of information about the world, the ability to apply modern methods of accumulation, storage, retrieval and processing of information based on telecommunications networks. The teacher must also adapt to the individual opportunities and individual pace of learning, comfortable for such children.

The article is devoted to the analysis of the local press publications of the primary school formation and development in the military zone during the occupation period. The analysis is based on the example of the newspaper “The Renaissance”. The main types of publications are identified and characterized. It was found out that the newspaper “The Renaissance” used to publish primary education data on a regular basis. The amount of the data was increasing gradually at the end and beginning of every academic year. In fact, all the given information covered the local aspect of the issue. The suggested educational concept of primary school is described. It is established that the authors of the publications emphasized the importance of national-patriotic and religious education use. Hygiene and the environment were considered. The formation of the image of the teacher was of great importance. Both public praise and criticism were used for this purpose. The block of materials consisted of best practices, advanced training, etc. It was also determined that the problem of providing new textbooks played an important role. The newspaper published recommendations for teaching in the absence of new textbooks and didactic materials. In addition, the process of editing old textbooks by teachers is described thoroughly. The coverage of the peculiarities of primary education revival and the main problems associated with this process is described. It was found out, that most publications were statistical in nature, thus they were the least being exposed to propaganda. The local authorities’ orders regarding school issues usually published in the newspaper columns were important for describing the peculiarities of the educational process improvement. It was found that there was a hint of both the Soviet education system and Soviet teacher criticism in the vast majority of articles. At the same time, the newspaper’s columns often contained the promotion of the feeling of gratitude and devotion to the German people and the Fuhrer. Keywords: World War II,

The inclusion of children with special educational needs in the environment of normally developing peers leads to the need for changes in the educational process and the provision of psychological and pedagogical support for this category of children throughout the entire period of education. Particular attention should be paid to the psychological and pedagogical support of primary school children with special educational needs since it is in this age period when the process of adaptation to new conditions and new social status takes place. The article deals with the concept of “psychological and pedagogical support”, the principles of inclusive education, provides forms of organization of psychological support for junior students with special educational needs in the inclusive space of the educational organization, considers the specifics of the activities of the subjects of the educational process in the framework of the support.
