The article is devoted to the study and development of mechanisms of state support for innovative projects in the region's agriculture. Risk management methods for risk reduction by agricultural enterprises are indicated. Measures are proposed to improve the innovation policy of the agricultural sector.

The rapid deployment of global globalization processes, the intensification of competition, the active advancement of Ukraine on the path of European integration have a decisive influence on the economic and social development of the agricultural sector. The purpose of the article is to substantiate the toolkit for strategic analysis of the of Ukraine's agricultural sector development in a market environment. Strategic analysis tools with the use of balanced scorecard, PEST analysis and economic and mathematical modeling have been defined. The tools included in the system of balanced indices (investment return, fund return, fund-raising and productivity in agriculture) were analyzed and the state of development of the agricultural sector was assessed. Opportunities and threats to the development of the agrarian sector are identified by means of PEST analysis (political, economic, social and technological factors) with the use of expert assessments and the model of influence of factors (volume of capital investments, amount of expenditures of general and special fund and indirect state support) on the key indicator of development is the volume of agrarian gross domestic product. It was established that the volume of agrarian gross domestic product is most influenced by the amount of indirect state support (due to the special VAT regime of activity in the field of agriculture, forestry and fisheries, as well as fisheries and at the expense of a fixed agricultural tax (of the fourth group single tax)). The strategic guidelines for the development of the agricultural sector in the market environment are regulations that successfully combine the key principles of financial and innovation policy for material support and modernization of agricultural production. Adoption of such documents will have a positive impact on agricultural GDP growth as a strategic development goal of agricultural sector.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

In the article it is shown the results of summarizing of the features, methods, and tools of state support for business structures of the agricultural sector in Ukraine. It is established that the main form of state support is preferential tax treatment and implementation of state targeted programs, covering budget financing of programs and activities aimed at the development of certain industries, partial compensation of interest rates on commercial banks, partial compensation of purchased agricultural machinery. As a result of the analysis of public expenditures in support of the agricultural sector of Ukraine, it was found that the actual amount of funding does not meet the legal norm in the amount of 1 % of GDP. It should be noted a significant overall reduction in public spending to support the agricultural sector of Ukraine in 2020 year compared to the previous 2018–2019 years. At the same time, there is a reorientation of state support: expenditures on livestock and processing of this industry are significantly reduced, while expenditures on cheaper loans and partial compensation for the cost of purchased agricultural machinery are increasing. Given the problems of the agricultural sector, the main areas of the state support and stimulation of agricultural entrepreneurship should be: creating an effective mechanism for the financial support of agricultural enterprises in the context of budget grants and public investment; development of the programs to ensure the renewal of fixed assets and logistical re-equipment of agricultural enterprises through the introduction of innovations; protection of the domestic agricultural producers through a balanced export-import policy.

Purpose The purpose of this paper is to investigate the balanced role of internal and external compliance in risk evaluation process of specialized agriculture financing. The authors examine the adaptive behavior of risk managers to determine the role of proposed transformation for risk monitoring (RM) and control process in risk mitigation and avoidance of agriculture credit failure. Design/methodology/approach A self-administered survey was conducted to collect data from 353 risk-related officers and managers in Zarai Taraqiati Bank Limited (ZTBL) Pakistan. The authors used a previously tested scale for the main constructs. The descriptive analyses were used to gauge the model capacity for determining the strength of proposed risk patterns in agriculture risk management. Findings The results reveal that risk evaluation process in ZTBL is reasonably efficient in mitigating risks. Given the sensitive nature of farm credit, there is a need of fundamental reforms in risk policy manuals in line with central bank’s agriculture prudential regulations and Basel-III standards. The results fully support H1 and H2, while H3 is partially validated. The result patterns indicate serious issues in risk evaluation process in agriculture finance that is causing higher delinquency in farm credit. Research limitations/implications Based on highlighted issues, the authors recommend valuable guidelines in the RM review system for agriculture financing products at ZTBL. Practical implications The authors propose remodeling of agriculture risk management and offer valuable insights to the agriculture financial regulators and government in taking policy initiatives in the pre-and-post agriculture risk evaluation process. The proposed model enables RM process to improve farm credit delinquency, particularly in ZTBL and other agriculture banking networks in commercial banks. Originality/value This is the first study to empirically investigate RM evaluation process in agriculture risk management of ZTBL in Pakistan, thus, offers new horizon of farm credit regulatory compliance in agricultural sector of Pakistan.

The article provides a comprehensive analysis of the current state, reasonably promising directions for the development of microirrigation methods in Ukraine through the prism of climatic transformations. The dynamics of the areas of agricultural crops irrigated using microirrigation methods in the world and in Ukraine, as well as the structure of the areas of micro-irrigation in the context of regions of Ukraine and types of crops are shown. The largest agricultural enterprises, which are domestic leaders in the introduction of microirrigation methods, equipment manufacturers and suppliers of technical means of microirrigation, have been identified. The current stage of development of microirrigation in Ukraine is defined as a level of high understanding of technologies of its application and constantly growing use of opportunities and expansion of spheres of application of these methods of irrigation. The essential importance of domestic research institutions in the development and popularization of microirrigation methods is emphasized. With the use of theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the most significant scientific results of IWPaLM NAAS are systematized and a list of prepared regulatory and methodological documents in the direction of microirrigation is given. The need of Ukraine in microirrigation systems for agricultural crops for the period up to 2030 is given, trends and promising directions for the development of microirrigation methods that correspond to both the global trend of environmentally friendly irrigation and the principles of resource and energy conservation are given. The importance of state support for the introduction of microirrigation methods in terms of increasing the amount of budgetary allocations under the existing programs of state support for the agricultural sector of the Ukrainian economy is determined.

The agricultural sector is most subject to the influence of risk factors. This might be explained by the fact that the efficiency and the output of agricultural production depends not only on invested labor and funds, but also on climatic, weather, environmental conditions, natural disasters. In this regard, the development of theoretical foundations of operational risk management in agriculture is highly relevant. The objective of our study was to develop measures to improve the methods of risk assessment and operational risk management at the level of agricultural enterprises, taking into account the requirements of environmental management and environmental protection. The article discusses the conditions and features of agricultural production at the present stage of economic development, gives a comparative description of various sectors of the economy by the presence of risk factors and proposes methods for operational risk management in the agro-industrial complex. An risk management algorithm for agricultural enterprises has been developed.

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. Agriculture is an industry of strategic importance for Ukraine, the development of which is aimed not only at obtaining commercial profits, but also at ensuring food and national security. Agricultural production and its export activities are subject to the influence of uncertainty factors that lead to the emergence of risks in economic activities. These factors determine are: natural conditions, unstable market conditions, political and economic instability. The purpose of the study is to identify the most significant risks in the export operations of agricultural producers and to study modern approaches to their management. The current practice of managing the export business of industrial and commercial enterprises in the scientific literature is widely spread, at the same time in the context of the Silk spirits of food there is a lack of food. In the statistic, the basic principles of the export-oriented enterprises of the national economy of the Silskoy state gift are grounded: logistic, currency and financial, environmental and credit risks.The role of risks in the formation of export strategies of agricultural producers are shown. Stages of management of export operations in the agricultural sector of the national economys by methodology The World Bank are substantiated ARM. Formation of a risk management strategy for export operations in the agricultural sector of the national economy carried out by minimization of financial risks (futures contracts, swaps and options); reducing the risks of entering into contractual relations with insolvent partners. For reduce risks exporters are used insurance services. An enterprise can create reserves for unforeseen costs, predict sectoral (for suppliers) price dynamics, involve suppliers in the company's activities by concluding participation agreements. It is substantiated that the highest risks for Ukraine's export-oriented agribusiness are logistics, monetary, financial, environmental and credit risks. It is shown that implementation of ARM is a modern comprehensive risk management tool for export-oriented agricultural enterprises. Prospects for further research is development of methods for assessing the export risks of agricultural producers.
