The article provides a comprehensive analysis of the current state, reasonably promising directions for the development of microirrigation methods in Ukraine through the prism of climatic transformations. The dynamics of the areas of agricultural crops irrigated using microirrigation methods in the world and in Ukraine, as well as the structure of the areas of micro-irrigation in the context of regions of Ukraine and types of crops are shown. The largest agricultural enterprises, which are domestic leaders in the introduction of microirrigation methods, equipment manufacturers and suppliers of technical means of microirrigation, have been identified. The current stage of development of microirrigation in Ukraine is defined as a level of high understanding of technologies of its application and constantly growing use of opportunities and expansion of spheres of application of these methods of irrigation. The essential importance of domestic research institutions in the development and popularization of microirrigation methods is emphasized. With the use of theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the most significant scientific results of IWPaLM NAAS are systematized and a list of prepared regulatory and methodological documents in the direction of microirrigation is given. The need of Ukraine in microirrigation systems for agricultural crops for the period up to 2030 is given, trends and promising directions for the development of microirrigation methods that correspond to both the global trend of environmentally friendly irrigation and the principles of resource and energy conservation are given. The importance of state support for the introduction of microirrigation methods in terms of increasing the amount of budgetary allocations under the existing programs of state support for the agricultural sector of the Ukrainian economy is determined.

The article is devoted to research of problems and substantiation of priority directions of financial support of development of agrarian enterprises. The purpose of the research is to analyze the current state, tendencies for identifying problems and priorities of financial support for the development of agribusiness enterprises. The object of research - the tools of financial support for the development of agrarian enterprises. Methods used in the research: logical-content, methods of scientific knowledge, induction, analysis and synthesis. The hypothesis of research: priority sources of financing for the development of enterprises of agroindustrial complex: state support, lending, investment, mergers / acquisitions, stock instruments. The statement of the basic material: according to the results of the analysis of the state and trends of development of enterprises of the agricultural sector, the priority directions of its financial support were determined. Based on the study of world experience of resource subsidy models, the possibility of adapting key support models for separate segments of the agrarian enterprises activity, taking into account the peculiarities of their management, is shown. At this stage, the reform of the agrarian sector requires state support in the form of introducing privileges for innovative development and lending. Financing of innovations at domestic agrarian enterprises is usually carried out at its own expense in small volumes. The originality and practical significance of the research is to justify the tools for improving financial support for the development of agrarian enterprises, which combine tax incentives for innovation, leasing programs, innovation-oriented loans, venture financing, stock mechanisms, land mortgages, market instruments. Conclusions of the research: improving financial support will help to improve the system of state support by stimulating the development of particularly significant segments of the agro-sector for the region and the country as a whole.

Ukraine occupies a leading position in the world in the production and export of agricultural products. At the present stage of development of the agricultural sector, the most important task is its further development, because the country has significant potential to increase and improve the quality of production. Agricultural production is one of the important, specific and at the same time the most risky areas of human activity. Specific features of the agricultural market: high cost of facilities due to the large area of land, increased risk of production, cumulative losses due to natural disasters and progressive climate change, he duration of the production cycle, affects the profitability of farmers, necessitate the use of one of the most important tools for minimizing risks — insurance and, if necessary, further diversification of risks through reinsurance. The article considers the main indicators of agricultural insurance: in terms of insurance companies, in terms of regions, in terms of agricultural crops. The amount of insurance payments in terms of insurance companies and agricultural crops is analyzed. Trends in animal insurance are presented. The agricultural insurance market in Ukraine is developing slowly, but in recent years still shows a positive upward trend. For a country with a huge potential of the agricultural sector of the economy, the saturation of the agricultural insurance market with insurance services and the actual volume of agricultural risk insurance, undoubtedly, are insufficient. Now agricultural insurance in Ukraine is actively developing. However, despite the positive dynamics, the current state of agricultural insurance in Ukraine does not meet its main task - to manage risks in the agricultural sector to ensure its stable operation and sustainable development of the agricultural sector of the economy. The current system of agrarian risk insurance in Ukraine, including the provision of state support to the agricultural sector, requires improvement and should be aimed at ensuring adequate protection of the interests of agricultural producers and food security, stabilizing production and income in the agricultural sector and encouraging the best technology agricultural production

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. Abstract The article considers the current state of small and medium-sized businesses in rural areas of the Trans-Baikal Territory. In the region, the largest share of agricultural products produced falls on the personal subsidiary farms, while there is a destruction of large-scale commodity production, evidenced by a decrease in the number of agricultural enterprises and organizations. Presently, the Government of the Trans-Baikal Territory is interested in transforming personal subsidiary farms into the status of peasant farms, since they are able to ensure more efficient functioning of small forms of farms. Special attention is paid to the state support of small farms in the region. In the course of the study, the problems of the effectiveness of the use of state support for small forms of management were identified. The priority direction of state support is grant subsidization of peasant farms, while the distribution of grants in the context of municipal districts of the region is uneven. In general, the mechanism of grant support for peasant farms is effective only for areas of the region where animal husbandry traditionally constitutes the basis of agriculture. There are also problems associated with excessive requirements for obtaining grants and insufficient consulting assistance from potential grantees.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.

In the article it is shown the results of summarizing of the features, methods, and tools of state support for business structures of the agricultural sector in Ukraine. It is established that the main form of state support is preferential tax treatment and implementation of state targeted programs, covering budget financing of programs and activities aimed at the development of certain industries, partial compensation of interest rates on commercial banks, partial compensation of purchased agricultural machinery. As a result of the analysis of public expenditures in support of the agricultural sector of Ukraine, it was found that the actual amount of funding does not meet the legal norm in the amount of 1 % of GDP. It should be noted a significant overall reduction in public spending to support the agricultural sector of Ukraine in 2020 year compared to the previous 2018–2019 years. At the same time, there is a reorientation of state support: expenditures on livestock and processing of this industry are significantly reduced, while expenditures on cheaper loans and partial compensation for the cost of purchased agricultural machinery are increasing. Given the problems of the agricultural sector, the main areas of the state support and stimulation of agricultural entrepreneurship should be: creating an effective mechanism for the financial support of agricultural enterprises in the context of budget grants and public investment; development of the programs to ensure the renewal of fixed assets and logistical re-equipment of agricultural enterprises through the introduction of innovations; protection of the domestic agricultural producers through a balanced export-import policy.

The purpose of the article is to study and comprehend the essence of credit as a basic economic category and identify the features of bank lending in the agricultural sector of the economy. Research methods. In the process of research a number of methods were used: abstract-logical - for structuring and theoretical substantiation of the essence of the categorical apparatus of credit and credit relations; methods of comparative analysis and synthesis - to study the evolutionary aspects of credit development and credit relations in society; monographic - in identifying and systematizing the characteristics of credit relations in the agricultural sector of the economy; structural and functional approach for the formation of a conceptual vision of credit as an economic category and providing the specifics of the system of bank lending to agricultural enterprises; graphic - to illustrate and systematize the results of the study. Research results. The ambiguity of the interpretation of the credit category in the modern economic literature is revealed. It is proposed to consider the loan as a system of organizational and economic relations between the lender and the borrower, legally enshrined in the loan agreement, on the provision of funds for temporary use on terms of payment, maturity, intended use, security and return. The dualistic nature of credit efficiency is identified and analyzed. The fundamental nature of the impact of the specifics of agriculture on credit relations in the agricultural sector of the economy is assessed. The legitimacy of the existence of a separate mechanism of credit relations in the agar sector of economies is proved. The essential characteristics and features of agricultural credit are systematized and the priority features of objects of crediting in agriculture are covered. Scientific novelty. Theoretical aspects of structuring the interpretation of the essence of credit and credit relations have been further developed. Substantiation of structural components and features of bank lending of the agar sector of the economy. Practical significance. The results of the study can be used by public and sectoral authorities, as well as banking institutions in developing measures to enhance lending to the agricultural sector of the economy. Tabl.: 1. Microirrigation is by far the most progressive irrigation method, with efficiencies reaching 92-98 %. According to the International Commission on Irrigation and Drainage, the world's agricultural land, which is irrigated through micro-irrigation systems, is constantly growing and now stands at over 20 million hectares. By the "Irrigation and drainage strategy in Ukraine until 2030" micro-irrigation methods are defined as one of the strategic directions of the state policy of the branch. Research on the direction of "micro-irrigation of crops" in Ukraine began from the late 60's of the last century. The historical aspect of the development of research in this area is thoroughly covered in previous scientific papers. Therefore, the purpose of this study is a comprehensive analysis of the basic fundamental and applied results of research of the scientific school on micro irrigation IWPaLR NAAS in the early XXI century and substantiation of perspective directions of their development. Using theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the authors systematized the most significant scientific results in terms of normative, methodological, technical and technological components. The list of normative and methodological documents prepared by IWPaLR NAAS in the direction of microirrigation is given. The results of developments in the technological component are detailed according to the research objects: water regime and processes of water consumption of crops, fertigation, pestigation, the influence of local moistening, fertilizers and water of different quality on the soil-plant-technical means of irrigation system, the formation of soil moisture zones, methods of appointment timing of vegetation irrigation and irrigation management systems. The key scientific results of the irrigation facilities’ testing laboratory are highlighted. The list of developed and implemented by the IWPaLR NAAS technical means of microirrigation systems is given. The strategic directions of further scientific research are substantiated, which should meet the global trend for environmentally friendly irrigation, as well as resource and energy conservation. The need of Ukraine in the systems of microirrigation of agricultural crops for the period up to 2030, the role of current and future developments of the scientific school of micro irrigation IWPaLR NAAS on their implementation are determined.
